Delegates from the Benevolent
and Protective Order of Elks passed
all twelve resolutions to amend the
constitution and statutes of the Order
during the legislative session on
Tuesday. Delegates also heard from
several Grand Lodge committees
and commissions concerning their
activities over the previous year
and their plans for the future and
congratulated the All American
Lodge winners and the finalists of
the Ritualistic Contest.
The resolutions that were passed
included two that allowed local
lodges to set their initiation and
reinstatement fees at whatever
level they desired, including zero; a
resolution setting the fee for filing a
complaint in a Local Forum to $250;
and a constitutional amendment
setting the quorum for a lodge
with fewer than 100 members to

awarded an additional $1,000 each from the
Arizona Elks, including one whose name was
submitted for a national award.
Directed by the lodge Dictionary Project
chairman, the lodge visits 12 elementary
schools annually, holding upward of 40
presentations. Over the past several years,
the lodge has donated an average of 1,800
dictionaries each year. Each third-grade
student is presented with his or her own
personalized dictionary as well as toys and
stuffed animals.
The lodge tries to incorporate the young
and old in its programs. Members visit 16-18
area Memory Care facilities.
“At least in this adult community, the
committee does not have far to go to visit our
senior citizens,” Bianchini said.
The lodge Memory Care group, the Meet
and Greet Committee, visits senior citizens in
area communities outside of Sun City.
“This year our Meet and Greet group won
an award for community service from the
Arizona Elks organization, and we are so very
proud of that award,” Bianchini said.
The lodge is quick to remember veterans.
More than an estimated 70 percent of Sun
City Lodge male members are veterans. The
lodge Veterans Committee sponsors two
annual fundraising events to pursue its goal
and make sure veterans are never forgotten.
In November 2015, the lodge casino night
attracted more than 300 members and guests,
raising about $4,600 for the lodge. Three
months later in March 2016, a silent auction
of items donated by lodge members and
friends of veterans attacted more than 300
people and raised $5,500.
To make these events even more engaging,
a member would pledge $900 toward the
lodge’s Honor Flight Program and challenge
others to match it.
At casino night, three others did just that,
and at the silent auction, four members did.
“God bless them all,” Bianchini said.
Funds raised for the Honor Flight Program
allowed the lodge to send 35 World War II
veterans – all lodge members – to Washington

its fleet of mobile therapy vans and staff of
professional therapists.

those trips was $31,500.
Sun City Lodge also has adopted several
area veterans facilities, including Grand
Avenue veterans, a former 160-room motel
converted to a veterans housing unit. Each
occupied room has been furnished through
lodge member donations. An annual barbecue
is held at the facility.
Marine, Army, Navy, Air Force House
– MANA House – is another recipient of
donations, including most recently a 55-inch
television donated in time for residents to
watch Arizona Cardinals footall games.
The government-built Victory Place is
the recipient of many lodge donations. The
formerly vacant building was remodeled
to house up to eight veterans per ward. In
the last six years in which the lodge has
been involved, three new two- to five-story
buildings have been erected.
The lodge was instrumental in outfitting
each of the buildings with donated furniture
and appliances.The last building erected – 96
units in five stories – had its grand opening
in February, and Sun City Lodge was there,
along with many city, state and federal
dignitaries.
The lodge initially donated 95 microwave
ovens to Victory Place, plus new coffee
pots, toasters and crock pots. While at the
presentation, the director was asked if he

“We could use 25 more coffee pots and
toasters.” Within one month, pleas made at
regular lodge dinner and dancing evenings,
members filled the lodge “veterans shed” with
the requested items.
During 2014-15, a record $320,000-plus in
non-cash contributions were donated. More
than 24 motorized wheelchairs, and even a
$30,000 Plymouth van outfitted with controls
and chairlift, were donated.
In 2015-16, the lodge donated $246,863 in
non-cash items to local veterans facilities.
The lodge also hosts a monthly bingo party
at the Arizona State Veterans Home, where

administrative changes or clarifications to existing statutes.
Prior to the legislative session, a report was given by Grand
Forum Chief Justice Priscilla Schwab, who reported that 46 cases
had been decided by the forum in 2015-2016 and that five appeals
were still pending. Grand Trustee Chairman Victor Cid in his
final report indicated that the 2016¬-2017 dues would be fixed
at $16.00—$6.50 for the Grand Lodge, $4.00 for the insurance
assessment (up $0.50 from last year), and $5.50 for The Elks
Magazine. Grand Secretary Bryan Klatt, reporting on the Disaster
Relief Fund, reported that the fund’s nearly $287,000 had not
been used in 2015¬–2016 and are available to respond to natural
disasters.
While the results of the voting were being tabulated, Grand
Exalted Ruler Elect Michael Zellen took to the stage to discuss his
overall vision for the Order’s direction in 2016-2017. He expanded
on themes touched on in his opening speech and spoke about the
importance of the Elks National Foundation’s $27.3 million worth
of support for the charitable activities of the order nationwide.
He also spoke about membership recruitment and retention; he
emphasized the importance of making new members feel welcome,
particularly through a strong orientation program, and keeping longtime members close to the lodge.
Grand Secretary Bryan Klatt encouraged the assembled Elks to
continue to make more use of the internet, noting that the online
bylaw application can save months from the process of amending
lodge bylaws. He also stressed the importance of lodges ensuring
that alcohol was served responsibly, and spoke about a fatal
accident in Kentucky linked to excessive drinking that had imposed
a significant legal liability on the Order.

Our Rituals are Heart and Soul of the Order

2015-16 Acting Committee Chairman
During this past year, your Grand Lodge
Ritualistic Committee has been working
very hard; traveling the country, training
and promoting the various aspects of all of
the Rituals of Our Great Order. We’ve truly
appreciated GER Hick’s and Membership/
PR Chairman Rick Gathen’s additional efforts
in promoting this program in their travels and
discussions across the country. Our Rituals
are the Heart and Soul of Our Great Order.
They are what make us unique, they are what
make us special, they are what make us Elks.
The Ritual Committee has met over the
last week and approved changes to help
clarify different aspects of the Rituals. I
encourage the membership to attend a Ritual
Clinic or contact your Area or State Ritual
Committee Person for these modifications.
We have been conducting the National
Ritualistic Contest over these past few days.

a rousing presentation congratulating the
Elks on their success in improving their
membership performance. He set three goals
for the following year: bringing in 78,100
new members; reducing the average time
before initiation to less than 30 days; and
reducing non-payment cancellations.
After the session was opened to the public,
the report of the Elks National Veterans
Service Commission was given by PGER
James Nichelson. Nichelson congratulated
Elks around the country for their terrific work
in assisting veterans. Looking forward, he

national director of the Drug Awareness
Program. Gade started by introducing

Enrique Camarena Award in honor of his
efforts in fighting illegal drugs through a
combination of tough law enforce action
against drug dealers and effective education

Exalted Ruler John Aceves of Tucson,
Arizona Lodge 385 presented the “John D.
Frakes Award” to the outstanding Coach of
the Grand Lodge National Championship
Team, Laura Minnichof Bridgeport, PA 714.
Exalted Ruler Lindsey Wanagel of
Napa, CA Lodge 832 awarded a plaque to
Bridgeport, PA Lodge in memory of Past
Grand Exalted Ruler Raymond Benjamin,
a Charter Member of Napa Lodge 832
in 1903. In 1914 and ‘15 he was Grand
Exalted Ruler and Vice Chairman of the Elks
National Foundation. He was instrumental in
creating the Elks Rituals, which are practiced
throughout Elkdom today.
Lodge, was sponsored by his home lodge.
Gade also spoke in memory of former
First Lady Nancy Reagan and praised her
efforts in opposing drug abuse, particularly
through her “Just Say No” slogan. To close,
Gade replayed a video of a 1988 speech by
President Ronald Reagan congratulating the
Elks for their charitable efforts.

the winners of the national Ritualistic
Contest, including outstanding officers from
the preliminary rounds as well as the top four
winners of the national finals.

Residents are also treated to music from a
17-piece band, magic shows, visits to Disney
on Ice, dinner and music at the lodge, and
two annual visits to Arizona Diamondbacks
baseball games.
Residents of the various veterans facilities
are also provided a “day away from the
mundane,” in which they are welcomed
by the lodge Veterans Committee to three
bowling events per year, complete with pizza,
soda, snacks and chicken.
“Just another way to show the gratitude of
the Sun City Elks members,” Bianchini said.
In its support of youth programs, Sun City
Lodge has sponsored a Boy Scout troop since
1998, producing 34 Eagle Scouts. It also
supports both a Boy and Girl Scout troop.
Each year, the lodge also recognizes it
area’s first responders and their families.
Police, fire, sheriff’s deputies and emergency
medical services personnel are invited to the
lodge for official honorary recognition and
a $500 gift each given to the charity of their
choice in their name.

With Coca-Cola as the beverage vendor
at the George R. Brown Convention Center,
it reminds visiting Elks that there is a great
fundraising tie-in. Coke products have a code
inside the lids of plastic bottle caps, under
the cardboard flap of cardboard cartons or on
the bottom of the plastic-wrapped can cartons
that can be entered on their rewards website
(mycokerewards.com).
That’s just a little tip from Texas Past State
President Mike Clark, a member of your
Houston Host Committee.
Points accumulate in a user account and
can be redeemed for Coca-Cola branded items
such as platters, bears or toasters as well as
other items like sports team branded shirts
and duffle bags, and even single-serve coffee
makers worth $125 each!
Clark – also a Past Grand Trustee and
Grapevine, TX Lodge 2483 member –

“I’ve cashed in thousands of points for
items that have raised hundreds of dollars for
the Lodge ‘Sweetheart’ (raising money for the
state major project) and the VAVS program
at the Fort Worth VA Outpatient Clinic,”
said Clark, who is a volunteer driver for the
program..
“So save those caps when you’re done with
your soda and start an account,” Clark said.
“Get them to someone who has an account or
leave them with a Texas Host and they’ll get
them to Mikey!”
