Who Can Participate in the Cookie Program?
Any girl in grades K-12, registered with NYPENN for the 2017
Membership Year is eligible to participate. A signed permission
slip is also required for her to participate. Any adult, registered/
appointed with NYPENN for the 2017 Membership Year is eligible to participate as a volunteer. Read, sign & return the Cookie Program TCM/Leader Agreement , Booth Agreement, along
with a signed copy of the 2017 Cookie Program Payment Policy
Agreement (if applicable) to your Service Unit Cookie Coordinator (SUCC) before the start of the program.

What Does it Take to be a Troop Cookie Manager?
A successful TCM must be:
• A registered member of NYPENN for 2017, along with a current
background check, etc.
• Open to ask for help when needed
• Organized
• Enthusiastic
• Patient
What Does a Troop Cookie Manager Need?
A successful TCM needs:
• Regular access to computer with internet to login to eBudde.
Most smart phones can also access eBudde as well.
• Regular access to a working email address to collect up-to-theminute Cookie Program information
• Current troop bank account

What is This Year’s Program Theme?
For 100 years, girls have built skills and success, built friendships and dreams. Let’s build this Girl Scout Cookie season bigger than ever - because there’s nothing that can’t be

This year’s campaign theme invites all
Girl Scouts and volunteers to celebrate
the hard work and ingenuity of girls,
and to build something great with
cookies, friendships and fun.
How Much is a Box of Girl Scout Cookies??
Girl Scout Thin Mints, Samoas, Trefoils, Tagalongs, Do-Si-Dos
and Savannah Smiles are $4.00 a box. Girl Scout Gluten Free
Toffee-Tastics and this year’s newest cookie, S’mores are
$5.00 a box. All prices are clearly listed on the Girl order card.
The Cookie Program is not a prepaid sale. GS Cookies are
paid for at the time of delivery to the customer. The price
of a box of cookies cannot be altered in any way for any
reason. Cookie prices can be found on every order card!
Remember:
GS Cookies CANNOT be sold on
eBay, Craigslist or any other similar site.
Girls can email customers through the Digital
Order Card (DOC) inviting them to purchase
cookies that are shipped directly to the customer! Girls will still receive credit for their sale
towards rewards and the troop will earn proceeds! See pages 21-22 for more information!

NYPENN’s Sales Goal
Every girl should be given an equal opportunity to experience
the power of the Cookie Program. Our goal is to have 100% Girl
participation.
For the 2016 Cookie Program, NYPENN successfully achieved a
final PGA of 159! By the end of the 2017 season, NYPENN has a
final selling PGA goal of 165 boxes. That means that of all the
girls that are selling, we would like to have a Per Girl Average
(PGA) of 165 boxes We can make it!

How is the Per Girl Average (PGA) Calculated?
PGA is based on the average sale of girls SELLING in the troop.
Not girls registered. eBudde is already set up to calculate your
troop’s PGA automatically. As your troop increases their inventory by adding cookies from a cupboard or transferring from another troop, it will adjust the PGA. The Sales Report from eBudde
provides a PGA breakdown for your Troop. Check it often!
Proceed Levels!
Troop earnings are based upon the PGA which is computed by
taking the total number of boxes sold divided by the total number of girls selling. Based upon a troop’s Girls Selling PGA, the
troop can earn:
1-164 PGA = $0.58 per box
165-224 PGA = $0.63 per box
225+ PGA = $0.68 per box
Troop Bonus Time!
Initial Order (I/O) Bonus:
Troops that achieve 165+ selling PGA by
the Initial Order (I/O) submit on Thursday 2/9 will earn a $35 bonus for their

Troops that have a final Selling PGA 225+ can earn the Owl Anniversary T-Shirt along with 2 T-Shirts for the Troop Leader & TCM!
Older Girl Opt-Out (C/S/A Only)
Registered C/S/A Troops have an opportunity to earn an additional $0.05 per box for their troop with the Older Girl Opt-Out
option. The troop must achieve minimum 160 PGA by 3/27. Girls
within Opt-Out troops will only earn Initial Rewards, Patches,
Cookie Dough and Troop Bonuses. C/S/A Troops that enroll will
have to unanimously agree to not receive rewards. The Opt-Out
form (found online) must be completed by the girl & her parent/
guardian and returned to the Cicero Service Center by Friday
2/3. Qualifiying C/S/A troops will earn:
160-164 PGA = $0.63 per box
165-224 PGA = $0.68 per box
225+ PGA = $0.73 per box
After the signed forms are received, periodic emails will be sent
to the TCM with the troop’s status for opt out. If C/S/A troop
qualifies, the additional proceeds will be adjusted to the Sales
Report in eBudde at the end of the program!

Girl Inspired Rewards
Images of all the items can be found
on the girl order card. Reward levels range from 25+ boxes to 1500+
boxes. Rewards will be mailed
to your SUCC in May (except for
items earned at 750+, they will be
mailed to each eligible girl around
the same time). All rewards are cumulative including Cookie Dough (if
selected). Girls that reach the 1500
level will not receive rewards prior
to that level, except for patches and
Afternoon with CEO at 1200 level.

Starting at the 250+ box level, girls can choose to earn $15 Cookie Dough Certificate. The max value a girl can earn is $50! Cookie Dough Certificates will become available to download/print
through eBudde in May (Click REWARDS tab and then click PRINT
for Certificates). Please note they can only be viewed ONCE, so
be sure to save the document first for future reference!

Step 3. HosT a GirL aNd pAreNT mEEtiNg
It is extremely important to share the importance of the Cookie
Program with the parent/guardians of your Girl Scouts. Not only
does it inform them of your Troop’s goals and plans, but it will
increase involvement in the troop! Here are a few suggested
topics for a parent meeting!
Items to Cover at the Meeting
GOAL SETTING - work with your girls to see what they’d like to
achieve for this season. Maybe it is a trip or maybe they would
like to all go to camp! Ask them!
PROGRAM DATES - with the help of the calendar on pages 3-6,
share the information with your parents so they are aware of
program deadlines! Especially when orders and payments are
due!
PARENT EXPECTATIONS - what does your troop need help
with? Do you need help sorting and picking up cookies? Do you
need more troop helpers? This is a great way to communicate
that with your parents.
PERMISSION SLIPS - every single girl must have a signed per-
mission slip before they can receive their order card. If a girl has
a dual household, please have each household sign a permission slip. This meeting would be a great time to get signatures
on the slips!
DIGITAL ORDER CARD - also known as DOC, is an easy and
fun way for girls to reach customers and ask them for their support in the Cookie Program! Encourage your girls to participate
with the help of their parent/guardian! See pages 21-22 for more
information!

The DOC allows Girls to email
friends and family asking
them to purchase GS Cookies
online. Customers will have
the convenience of paying for
the cookies online and the
cookies will ship directly to
the customer within days!
The DOC allows a Girl Scout to
create her own Digital Cookie
site, send marketing emails
to customers and take online
orders with a credit card.
Each girl can customize her
page with a photo or video,
plus information about her
goals and what her troop will
do with the proceeds from
the program.
In addition to enhancing the
traditional Five Skills that Girl
Scouts promote throughout
the Cookie Program, the DOC
allows a girl to track her sales
with a real-time dashboard
and analyze sales.

How Does the DOC Work?
Any GS registered with NYPENN for the 2017 Membership Year
is eligible to participate. Participating girls MUST have a valid
parent email address included in her Girl registration.
Parents will receive an email from “Girl Scout Cookie Program,”
with the subject line: Ready. Set. Register for Digital Cookie.
This e-mail will provide a link & instructions on how to access the system and start-up their Girl Scouts account. Be
sure they check their junk mail and/or promotions folder.
Orders placed through DOC will be paid for online. All orders
and payments flow directly into the eBudde system! No additional paperwork!
It’s quick & easy. Encourage your Girls to participate!
Girls will set-up their site, send out emails and
watch the sales come in!
Troubleshooting
Remind parents to keep their eyes open for a “Girl Scout
Cookie Program” email. If parents do not receive an email, be
sure to have them contact [email protected] for assistance.

How to Submit your Initial Cookie Order (I/O)
How to Submit your Initial Order Rewards
Prior to the I/O Submit on Thursday, February 9 at 11:59pm,
be sure to review the list of your girls under the Girls Tab in
eBudde. Please email [email protected] if you notice any girls
not listed within your troop. Once you have checked the Girls
Tab for accuracy, you can start entering their I/O into eBudde!
Follow these easy steps for an easy I/O Submit!!!
Even if you have girls that do not qualify for
the I/ORewards, your troop’s reward order
must be submitted. After you submit your Initial Cookie Order, you can go ahead to submit
for the I/O rewards!
1. Collect Girl’s order cards. Girls can continue to sell and take
orders. Be sure to give them back their order card, a new order
card or hand them a Goal Getter card once your troop submits
their order.
2. Click the INITIAL ORDER tab.
3. Click on a Girl’s name. At the bottom of the screen, boxes will
open up. Fill in the quantity by specific variety that she sold.
4. Click OK on the right side of the screen when you are done.
5. Click SAVE. Move on to the next girl until all the orders for
girls are entered! All varieties will be rounded up to full cases
for the I/O.
•Click the REWARDS tab. •Click FILL OUT for INITIAL Rewards. It will list every girl in your
troop and how many recognitions she earned (if applicable).
Scroll down and eBudde will give you a total of items ordered
for your troop (if applicable). •Click the orange SUBMIT INCENTIVE ORDER button. That’s it!
*NOTE: Need to order Council Gift of Caring (CGOC) and/or
Troop Gift of Caring (TGOC) cookies? Please reference page 27.
Need Cookies for your Booth Sales?
Troops can order Booth Sale cookies at the same time they order their I/O cookies for their Girls! These additional cookies will
arrive with the Girl’s I/O the week of February 28.
Click the BOOTH row. Again, at the bottom of the screen, boxes
will open up. Fill in the quantity by specific variety you would
like to order in addition to the Girl’s orders. Click OK on the right
side of the screen when you are done. Click SAVE. Remember,
you can always get more cookies if needed at the cookie cupboards after delivery.

will earn the 100 Years Patch Pin!
The I/O rewards should arrive the same
week the cookies arrive, between 2/283/4. Your SUCC will let you know! Be
sure to get them to your girls as soon as

Girls that sell 165+ boxes during the I/O
will earn the Wise Owl Pillow!

Cookies will be delivered starting the week of February 28. There
are three different ways cookies will be received/delivered depending on which service unit your troop is associated with.

Cookie Problems?
Check your orders for correct counts and potential damages.
You will have 48 hours to report all overages/shortages/damages. Please email [email protected] if you need a replacement
or need an adjustment on your bill.

Council Gift of Caring (CGOC)
Making a World of difference.....
One Cookie Package at a Time!
For many years, Girl Scouts across the country have used Girl Scout Cookies to show their
appreciation for men and women in uniform
or to support those in need. Girls choose an
organization they want to benefit and give
customers the opportunity to purchase cookies as a donation.
Girls that sell 15+ CGOC boxes
will earn the Owl Charm Dangler
For various reasons, some customers do not
want to buy cookies for themselves. With the
Council Gift of Caring, they have a chance to
give to others while supporting Girl Scouting at
the same time.
Girls that sell 25+ CGOC boxes will
earn the 2017 Gift of Caring Patch!
Troop Gift of Caring (TGOC)
Troops can still participate in their own GOC program, known
as TGOC even if they support the CGOC. Boxes collected for
TGOC must be delivered/mailed by the troop. Cookies cannot
be shipped to military bases with active Girl Scout troops. Fun
patches are available for sale in our Boutiques for Troop Gift of
Caring.
*NOTE: if your troop is participating in the CGOC be sure to
place your Girl’s CGOC cookies in the first column in eBudde,
CGOC. It is to the left of the SvSm column. TGOC orders can
be added to the TGOC column to the right of the TOFF column.

Selling Tips
Videos to Excite your Girl Scouts!
For new Girl Scouts and/or volunteers, the Cookie Rookie video
reviews the basics of the Program. Experienced Girl Scouts and/
or volunteers, check out the Cookie Captain video to find ways
to mentor a Cookie Rookie!
Hold a Family Meeting Before the Program Starts
Invite the families of your GS to a Cookie Meeting. Hand out an
agenda. Be sure to include (see page 19):
o Important Cookie Program dates
o Troop goals
o 5 Skills for Girls (see page 13)
o List places where help is needed (i.e. booth sales,
cookie distribution, etc.)
Utilize Pinterest for Creative Ideas.
Visit Little Brownie Bakers (pinterest.com/lbbakers ) on Pinterest & re-pin content created.
Make the Most of your Cookie Booths
•Sell in bundles - print recipe cards from www.littlebrownie.com
and attach them to the corresponding variety. Encourage customers to buy a box for the recipe and a box to enjoy while
they make it!
•If you can’t eat them, treat them! If customers do not eat GS cookies, encourage them to support the CGOC (page 27).
•Share your goals through colorful posters, table tents & business cards. Customers love to hear what girls are doing with
their troop proceeds
Create Personalized Business Cards
While going Door to Door, suggest to your Girls to leave business
cards on doors if no one is home. Be sure to leave an adult’s
name and number. Not a Girl’s!
Say ‘Thank You’
When delivering cookies, have your Girls include Thank You
notes with the order. Also include an adult’s contact information in case the customer would like more before the sale ends!
Booth Sale Rules and Regulations
TCM/Leader must sign and return the Booth Sales Rules &
Regulations agreement by Friday, January 13 to SUCC.
Girl Scout Booth Sales Ratios
The Booth Sale Rules & Regulations breakdown the
Girl:Registered Adult ratios for all GS age levels. These ratios provide the appropriate girl coverage to ensure adequate
supervision of girls, cookies, money, etc. during a booth sale.
•Daisy Troops: 1 Daisy to 1 Registered Adult. Max 3 Girls & 3
Registered Adults at a time.
•Brownie level and Up: 4 GS to 2 Registered Adults at a time.
SU/Troop Booths in eBudde
If your troop has an individual booth location (i.e. partnering with a small business in your area), troops MUST add that
booth location to eBudde 48 hours prior to the start of the
booth.
• Login to eBudde
• Click the BOOTH SITE tab on top navigation bar
• Click on MY SALES
• Click on the ADD A LOCATION and fill in the blanks!
Only sites approved by your SUCC are permitted.
Credit Cards at Booth Sales!
There are many inexpensive devices on the market that will
make it easier for troops to collect funds at a booth sale. Such
as: Pay Anywhere, Square Card, Spark Pay, etc. If a troop decides to use such a device, it will be up to the troop to set
up the program through their troop bank account. Research
from other GS councils offering this option to troops and LBB
shows the financial benefits of offering a credit card to customers outweighs the fees that go along with that.

NYPENN Sponsored Booths
Troops will have several opportunities to sign up for council
booth locations. During each time, troops will be able to sign
up for ONE council booth. Each sign up starts at 7pm. The
sign up dates are:
Wednesday 1/18 Saturday 1/21 Tuesday 1/24
How to Sign-up for a Booth Location in eBudde:
• Click BOOTH SITE tab on top navigation bar
• Click on LOCATION (i.e. Wal-Mart) & then CITY (i.e. Ithaca)
• Click on the DATE desired
• If a time slot is full, you will see CLAIMED in that slot. If a time slot
is open, click on the available time and your troop number will
populate the box. Be sure to click on SUBMIT to reserve your slot!
• If all times are taken, go to the next date desired and continue on until an open slot is selected. Locations written in
green have openings available.
After securing your time(s) and location(s), click on
CURRENT SIGNUPS to see your location!
Recommendation: print and bring your troop’s signup sheet
to each booth sale.
Remember: Troops can order additional cookies for their
booth sales when they submit their Initial Order in eBudde by
Thursday 2/9 at 11:59pm. Do not over order. You can always
get more cookies!

Before you place an order with one of our 20+ convenient cupboard locations, please communicate your cookie needs with
your SUCC. They might know of a troop in your SU that has just
what you are looking for!
Communication is key when it comes to cookies! If your troop
has too many cookies, be sure to let your SUCC know ASAP!!!
Your SUCC will be able to find a troop in your service unit that
may need what you have too many of!
Visit www.gsnypenn.org/cookies for specific cupboard locations
and hours of operation!
If your troop does not sell/transfer cookies by 3/27/17
your troop is responsible to pay for them.
NYPENN does not accept RETURNS!
Pending Cupboard Orders
With the help of eBudde, TCM can place pending cookie order
for cases at any of our council cupboard locations. Pending orders will allow TCM to select from our cupboard locations, can
choose which varieties they need (full cases only), and can select
the date/time of pick up that fits within their schedule (based on
the hours of operation of that specific cupboard). Be sure to
add your contact information if the cupboard manager has any
questions!
Once cookies go out to troops, they cannot be returned!!! Try
additional Cookie Booths, Door2Door selling or support a Gift
of Caring (GOC) program! Be sure to keep your SUCC informed
throughout the sale. Our goal is for troops to have no cookies
left unsold.
NEW - orders not picked up by the scheduled date/time will be
canceled by the following monday at the discression of the cupboard manager. Cookies can be reordered at any time during
the program. By canceling orders not picked up, it will allow the
inventory to be released to troops that may need them.

Payment Policy
The Troop is responsible for depositing all monies into the
Troop account. Reference Volunteer Essentials for additional information on Troop bank accounts. ACH transactions may take
3-5 business days to clear your account once initiated. NYPENN
requires a signed Payment Policy on file with accurate account
and signer information. If any information changes (account #
or signer) or if you are a new troop, a Payment Policy MUST be
completed! Check with your SUCC for more information!

• Phone number (with area code) printed or written

• In the event a check bounces in the troop account, NYPENN
will reimburse the troop for the face value of the bounced check

Parent Collection Policy
DO NOT PAY FOR A PARENT COLLECTION
WITH TROOP PROCEEDS!
Girls and their Troop work very hard during the Cookie Program. Funds that are earned belong to the troop and should be
available for Girls to utilize. If a Parent/Guardian does not pay
for their portion of the Cookies, the Girl should not be effected.
Parents go into collection, not Girls.
If you do not receive payment from a parent (full or partial),
fill out a Parent Collection Form from our website and mail in,
along with a copy of the signed Parent Permission Slip & copies
of signed cookie receipts.

You and Your Troop Worked Hard,
Let’s Celebrate!
In order for girls to receive rewards for their total cookie sales,
cookie sales must be added to each Girl through eBudde. This is
required and must be submitted prior to 11:59pm on Monday,
March 27, 2017.
The Cookie Program is a team effort between the Girls, volunteers and families! Encourage your girls to send thank you
notes to the adults, organizations and customers that made the
program possible! And, send thank you cards back to your Girls!
Click on Girl Order Tab
Click on a Girl’s name
Click Add Trans. Select the appropriate column, type the number of boxes sold.
Click OK
Click Save. Repeat as needed, until all the cookies in your inventory are assigned to Girls. eBudde will not allow you to assign
more cookies than available in your inventory (DIFFERENCE row
- should be all zeros!).
Your SUCC will contact you when the rewards arrive in May. It is
very important to hand them out to your Girls as soon as possible! Set up a pizza party or another celebratory event to hand
them out!
To order the rewards for your girls:
Click on Reward tab and click FILL OUT for FINAL Rewards. It
will list every Girl in your troop and how many recognitions she
earned (if applicable). If you see a Girl with a red warning size/
catalog selection needed, click her name and select her tee
size and/or the reward she would like. Once that is done, scroll
down & click SUBMIT for that Girl. Repeat till all red warnings
are green!
Talk to your Girls to get their feedback regarding the Program!
See what worked during this season and what you can improve
on for next season!
If your troop earned the Troop Bonus Rewards, work together
to set up a time to utilize your Enchanted Forest Water Safari
tickets as a group!

When that is done, click the orange
SUBMIT INCENTIVE ORDER button. That’s it!
If a reward is not selected for a girl in eBudde,
she will receive the default item listed in eBudde.
