THE RULES 1.1 1.1.1 1.1.2 1.1.3 1.1.4 1.2 1.3 International Sail Limburg will be governed by the following rules: The present Racing Rules of Sailing (RRS) Rules for use of the boats (see Appendix A) No Class Rules will apply. This changes Rule 78 RRS 1.3. Appendix AR, Arbitrage, will apply. See Appendix AR. Decisions of the arbitrator are final, unless Appendix AR par e applies. Racing rule 44.1 will be changed as follows: the Two-Turns Penalty is replaced by the One-Turn Penalty. 2.TEAMS 2.1 2.2 2.3 Each registered team consists of 4 members. No weight limit will apply. The responsible person of the team shall sign a Sailing Agreement (see Appendix B) prior to the races. This has to be delivered at the registration desk. 3. ENTRY FEE AND DEPOSIT 3.1 3.2 No entry fee will be charged. The deposit for the use of the boats will, for each competing team, be € 500,- incl. VAT. 4. NoR International Sail Limburg 2016 5START .1 5 5.2 5.3 5.4 The starting line lies between a yellow cylindrical buoy with a black belt and an orange flag on the starting vessel and can be situated either on the starboard side or the port side of the starting vessel. After an individual preliminary start, showing the X-sign, one (1) sound signal will be given. At the latest 2 Minutes before the Warning signal the sequence number of the flight will be displayed on the starting vessel. This will be a black number on a yellow board. Soon hereafter the Warning signal will be given. A boat, starting later than 3 minutes after its starting signal, will be scored DNS. (This changes RRS A4 and A5) 6. COURSE AND RACING AREA 6.1 6.2 6.3 Appendix C shows the course, the sequence of rounding the marks and the direction of rounding the marks. Mark 1, 2 and 3 are yellow cylindrical buoys. Appendix F shows the sailing area and obstructions. 7.FINISH: 7.1 7.2 The finishing line lies between a yellow cylindrical buoy with a black belt and a blue flag on the finishing vessel and can be situated either on the starboard side or the port side of the finishing vessel. A boat, not finishing within 5 minutes after the first boat, will be scored DNF. This changes Rule 35, A4 and A5 8.SCORE: 8.1 8.2 8.3 8.4 As many flights as possible will be sailed. A flight consists of 1 race for each team. The Low Point Scoring system will apply. All races will be included in the final score of each boat. No discard will apply. There will be prizes for the first 3 boats in the final results of the competition. 9.PROTESTS Appendix AR, Arbitrage, will apply. See Attachment AR. 10. NOTICES TO COMPETITORS, CHANGES AND SIGNALS: 10.1 Notices to competitors and changes in the Sailing Instructions ashore will be made on the official Notice board near the Information desk, at the latest 15 minutes prior to the start of the flight where the changes will apply for. 10.2 Changes in the Sailing Instructions while afloat will be made by displaying the 3rd Substitute flag with 3 sound signals. The changes will be announced oral by the Arbitrator. 10.3 When signal AP is displayed ashore, the next Warning signal will not be given before 15 minutes after lowering signal AP. 10.4 When signal Y is displayed ashore, RRS 40 will apply when afloat, except for small changes in clothing. 10.5 When signal R is displayed on the starting vessel, the use of the gennaker is not allowed. 11. OFFICIAL BOATS: 11.1 11.2 Race Committee boats will display a white flag with RC. The arbitrator boat will display a white flag with a black letter J. Boats can have more functions at a time 12. CODE OF CONDUCT: 12.1 12.2 All teams are required to be present at the Skippers meeting and the Prize giving ceremony. All competitors shall follow up any reasonable request, made by a race official, to handle all equipment with care and to avoid damage to this equipment. NoR International Sail Limburg 2016 13. DISCLAIMER OF LIABILITY Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” a. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, you agree and acknowledge that: You are aware of the inherent element of risk involved in the sport and you accept responsibility for the exposure of yourself, your crew and your boat to such inherent risk whilst taking part in the event b. You are responsible for the safety of yourself, your crew, your boat and your other property whether afloat or ashore c. You accept responsibility for any injury, damage or loss to the extent caused by your own actions or omissions d. Your boat is suitable for racing e. The provision of a race management team, patrol boats and other officials and volunteers by the event organizer does not relieve you of your own responsibilities. 14. The competition is sailed in small keel boats of the J70 Class, with a crew consisting of 4 persons. The boats will be provided by the Event Organization. 2. Violation of the rules for the use of the boats results in disqualification for all games that have been sailed without the rules. 3. Teams must report any damage to or loss of any boat or equipment, no matter how small, immediately, before or after a race, to the race management. The penalty for violation of this provision, unless the arbitrator is convinced that the participant has done its best to comply with this, is disqualification for the last race sailed. 4. General differences between the boats, despite all the measures to prevent differences, are no grounds for request for story. This changes Rule 62. 5. These rules for the use of the boats are no grounds for protest or Request for redress, but are subject to actions by the arbitrator as defined in Appendix AR. 6. Prohibited acts (except in emergency situations or at the direction of the Organization): a. Sailing in a way that can cause serious damage or injuries b. Any omission, adding or changing parts, including the equipment (2 mooring lines, 2 fenders, 1 protest flag Y). c. The use of the equipment other than its originally intention. d. Exchanging or replacing parts. Only the race management may indicate that components may be exchanged or replaced. e. The equipment placed in a different place than usual, unless the equipment is used as intended. f. Marking or otherwise writings in sails, sailing boat or equipment, perforating or putting tell tales in the sails. g. The use of winch handles h. Fixing lines directly to the sail cloth. i. Boarding and/or remove a boat from its berth without the permission of the Organization, or when flag AP is displayed ashore. j. Getting a boat out of the water or cleaning the hull below the water line. k. Changing the (tension of the) railing wires. l. Changing stays or forestay. m.Omitting a leading block/eye for the sheets of any sail. n. Using any electronic equipment other than a handheld compass, a starting watch and equipment provided by the Organization. o. The use of tape. p. Hanging at, push or pull the stays in order to put weight overboard or to support maneuvers. q. Lying or sitting on the railing wires, with the exception of the pushpit, as long as the legs are not outside the boat. 7. Other rules: a. The bowsprit should be completely pulled in, except when the gennaker is being set, is set or being pulled in. The bowsprit should be pulled in at the first opportunity after pulling in the gennaker. At rounding the windward mark, the bowsprit may only be pulled out, if the bow has passed the close-hauled line. b. Rule 42.3 (c) is changed so that working with the gennaker- and mainsheet is not restricted. NoR International Sail Limburg 2016 8. In case of damage: a. Before the Warning signal, but at the latest within 3 minutes after taking over the ship, a boat may show the protest flag as a sign of failure or damage to the boat or injury of a crew member and request for postponement for the next start. Weak spots or matters which can lead to damage in a next race must also be indicated. It will move as soon as possible to the leeward side of the Stating vessel and stay there, unless otherwise instructed. b. The Race Committee decides on allowable repair time, changes in the program or continue with the races without that boat. The Race Officer decides how this last situation will be handled. c. Each team that has damage to or loss of any boat, sails or equipment, shall fill out a claim form as soon as it is returned to the shore. d. If a team doesn’t report damage or loss, this is considered unsportsmanlike behavior and will be referred to the protest Committee. Any penalty is at the discretion of the Protest Committee and may lead to the exclusion from further participation on the racing day and to action according to RRS 69. 9. Exchange of the boats: a. The exchange of boats to the next team may only take place in the presence of the Organization, as indicated at the skippers briefing. b. Each team is responsible for being present and available in time for taking over a boat for the next flight or start. c. After a finish, the transfer of boats immediately takes place, with pulled in gennaker, rolled jib and hoisted mainsail. Boats will wait in the immediate surroundings of the Starting vessel. d. If on the starting vessel, signal W is shown, the exchange of the crews will take place ashore. 10. Other obligations: At the end of the racing day: a. Storing of sails as instructed b. Leave the boat clean and tidy c. Leave the boat in the same state as it has been provided d. Relieve the tension of the backstay e. Clean the boat, both above and below deck and remove all waste APPENDIX AR: ARBITRATION a. All protests related to RRS part 2 or RRS 31 and involving only two boats are subject to arbitration. In this context, in RRS 44.3 (c) 20% changed to 30%. b. RRS 44.1 is changed to permit a boat to take a penalty score during arbitration, as calculated in the modified RRS 44.3 (c). c. RRS 63.1 is amended by adding: The arbitrator may grant permission to withdraw the protest without approval of the protest. d. After a protest has been delivered, the arbitrator will hold an arbitration hearing, with one representative from each boat, unless requested by the protesting party to be allowed to withdraw the protest. Witnesses are not allowed. e. After hearing the statements of each representative, the arbitrator will come to the following conclusions: e.1 The protest is invalid or none of the boats has broken a rule. If the protestor agrees, the protest may be withdrawn. If the protesting party does not agree, then the protest will be handled by the Protest Committee. e.2 One or both boats have broken a rule. The boats that have broken a rule can take a penalty as mentioned in the custom RRS 44.3 (c) and the protest may be withdrawn. If it does not, then the protest will be handled by the Protest Committee. For a boat that has accepted the arbitration scoring penalty, rule 64.1 (b) applies. e.3 The arbitrator decides the need for a full protest hearing. The protest will handled by the Protest Committee. g. The abbreviation DSQ will be used for an arbitration scoring penalty. This is an addition to RRS A11. NoR International Sail Limburg 2016 APPENDIX B – SAILING AGREEMENT This Sailing Agreement should be completed and signed by the responsible person before sailing in a boat provided by the Event Organization. Event: International Sail Limburg 2016 Participating team: Responsible person on board: By my participation in this competition and the use of boats made available by the Organization, I declare that I and my crew are competent sailors and we are not aware of any reason why we should not compete in this activity. I declare to be bound by the Racing Rules of Sailing (RRS) and the Sailing Instructions. Regarding damage, breakage or loss of material, I declare to be bound to the following: • • • • Immediately reporting to the representative of the organization of damage, breakage or loss of material to the own boat or other boat where I am aware of. If the damage, breakage or loss of material is attributable to me, the Organization may debit my deposit up to a maximum of € 500,=. If the damage, breakage or loss of material is due to an incident between two or more boats in which the responsibility cannot be assigned to a single party, the Organization may distribute the damage over the in the incident involved teams and may debit their deposit up to a maximum of € 500,=. If the responsibility of damage, breakage or loss of material created during the event cannot be determined, the Organization will distribute the damage between all participants in the event in relation to that incident and may debit their deposit up to a maximum of € 500,=. Port starting mark will be a yellow cylindrical buoy with a black belt. Starboard starting mark will be an orange flag on the starting vessel. Starboard finishing mark will be a yellow cylindrical buoy with a black belt. Port finishing mark will be a blue flag on the finishing vessel. (This drawing does not show the proper scale) NoR International Sail Limburg 2016 APPENDIX D – DAMAGE FORM WHEN LOSS OR DAMAGE IS VISIBLE OR IS SUSPECTED, THE RESPONSIBLE PERSON SHALL REPORT IT TO THE COMPETITTION MANAGER AND SHALL FILL IN A COMPLETE DAMAGE FORM IMMEDIATELY UPON ARRIVAL ASHORE. This appendix specifies how damage will be estimated and what the penalty will be. Damage is divided into 3 different levels: Level Size of the damage Result Penalty, to be given without hearing Level A Small damage Has no serious effect on the value, the appearance or the normal use of the boat The boat may continue sailing without repair, however minor work has to be done after the races. Repairing time will normally not be more than 1 hour. None. Level B Damage Has effect on the value and/or the appearance of the boat. The boat may continue in the that race where the damage took place, but temporary repair can be necessary prior to following races. Repair will, normally spoken, take 1 to 3 hours. 1 point Level C – Serious damage Has effect on the normal use of the boat and the structural state of the boat may be affected. The boat requires any (temporarily) repair before it can continue competing tin the event. Normally spoken, this repair will take over 3 hours. 2 points When both boats break RRS 14, both will be given a one point penalty. In case a competitor requests for a hearing when a scoring penalty has been given, the Protest Committee may decide to give a higher penalty. Estimating a damage level is solely for granting a scoring penalty and is not related to any debiting of the deposit of a team. Any scoring penalty is based on the estimation of the damage caused afloat. Further estimation of a damage as a result of detailed inspection will not affect the scoring penalty given afloat. NoR International Sail Limburg 2016 APPENDIX F: SAILING AREA AND OBSTRUCTIONS APPENDIX G - LIABILITY All participants take part in the competition entirely at their own risk. By signing this document you agree to the terms and declare that you (the participant) have sufficient swimming skills should you find yourself in the water at any point. You confirm that you are in good health and authorize the use of any measures needed in terms of medical or surgical procedure in case of illness or accident. Neither the organization, the race committee nor any other 3rd party involved in the organization of the competitions is liable for any injury, loss or damage to property during the event and during any activity. During the event, International Sail Limburg will be taking pictures and may use them for promotional purposes. For your own safety, International Sail Limburg imposes wearing a life jacket and shoes at all times while on the water.
