Googlefest was a free, half-day conference designed specifically for non-profit organizations, small businesses, and educators. Attendees gained first-hand knowledge from Google experts about how to effectively use the full range of Google tools—including Google Apps, Google Drive and Gmail, plus so much more. Visit us at: tsbank.com SERVING OUR COMMUNITY FOR OVER YEARS 3 Department of Labor Overtime Rules Affect Us All In May, the U.S. Department of Labor (DOL) announced the publication of a final rule amending the white collar overtime exemptions to the Fair Labor Standards Act (FLSA). The final rule, published in the Federal Register on May 23, 2016, increases the threshold salary for the exemption to $913 per week Bob Mundt ($47,476 per year), the standard President/CEO of the Council Bluffs Area Chamber of Commerce salary level at the 40th percentile of earnings of the full-time salaried workers in the lowest-wage Census Region (currently the South). The new rule also increases the total annual compensation requirement needed to exempt highly-compensated employees (HCE’s) to $134,004 per year and established a mechanism for automatically updating the salary and compensation levels every three years to maintain the levels at the above percentiles and to ensure that they continue to provide useful and effective tests for exemption. Employers need to get answers for the following questions. • When does the final rule take effect? • What is the intent of the final rule? 3. Analyzing work requirements and duties for employees who are reclassified as nonexempt, establishing overtime restrictions and hourly reporting requirements. 4. Analyzing your benefits and paid time off structures to determine whether changes need to be made as the employee transitions from exempt to nonexempt status. 5. Planning your communications strategy so that impacted employees will understand the changes and expectations going forward. This legislation will affect all employers, so please make this a priority to avoid consequences in the future. Broadway The Council Bluffs Area Chamber of Commerce has been working with the University of Northern Iowa’s Business and Community Services Division (BCS), Center for Business Growth and Innovation (CBGI), and the Institute for Decision Making (IDM) to develop a strategy and implementation of an entrepreneurship system for Council Bluffs. The planning started with a research and a community assessment. The team met with several focus groups to develop a customized demographic and psychographic profile of the entrepreneurial population, culture and assets in the area. The next step will be building the capacity. This effort will include meeting with key stakeholders and staff to provide training and raise awareness of entrepreneurship economic development. The key areas of discussion will include: • raising awareness of entrepreneurship and economic development; • sharing of secondary research associated with the current and historical entrepreneurship ecosystem in the region; • identifying preliminary strategies for filling gaps in the services and resources available to serve entrepreneurs; • developing best practices in targeted entrepreneur support from elsewhere in the country and economic impact potential of each segment discussed. The next step will be creating the economic development strategy. This strategy will allow the Chamber and its partners to set priorities for entrepreneurial development and identify strategies to meet those priorities. This overall process will also include developing metrics that detail the economic growth and stability of the area and will serve as a benchmark for the Chamber to measure the effect of economic development efforts going forward in becoming an entrepreneurial community. The assessment is set to be completed by December 2016. The Chamber hosted its 13th annual Briefcase Open Golf Tournament at the Council Bluffs Country Club on August 31st. The tournament included golf, lunch, a ribeye steak dinner, raffle prizes, and a lot of mulligans. The tournament sold out again this year, as the event’s popularity continues to grow. The tournament sold out with 36 teams participating. Thanks to all our Chamber members, who donated over 50 prizes, each valued at $50 or more. Raffle tickets were sold throughout the day and added to the fun atmosphere of the tournament. A special thanks to all the volunteers, sponsors, Chamber members, and Council Bluffs Country Club.
