ThisdocumentconstitutestheresponseofthePresident’sLeadershipTeamtothe demandspresentedbytheCollectiveforChangeontheHill. WebelievemovingforwardtoaddressconcernsabouttheracialclimateatSt.Olaf requiresworkingtogetherinpartnershipwithstudents,faculty,andstaff.Akeystep istheformationofaTaskForcetoreflectontheconcernsthathavebeenbrought forwardbytheCollectiveandothers,andwelookforwardtoreceivingthe recommendationsofthisgroupaftertheyhavelistened,researched,and recommendedstrategiesforchange. Wearerespondingtothesedemandsasaleadershipteamnowbecausethatiswhat hasbeenrequested.However,wecautionthatameaningfulresponsetosomeof thesedemandsshouldbeinformedbytheworkoftheTaskForce,soweregard whatfollowsaspreliminaryandcontingentuponinputfromtheTaskForce. Wehavedividedourresponsesintothreecategories:(1)demandsthatwe recommendreferringtotheTaskForce;(2)demandsthatareorwillbeaddressed throughotherchannels;and(3)ademandthatwedonotthinkshouldbeaddressed further. Ineachcasewebegin,asrequested,byarticulatingwhatweunderstandthe demandtomeanandaskingforclarificationwhereneeded. 1.DemandsthatwerecommendreferringtotheTaskForce. I.C.WedemandthatSt.OlafCollegeenforcesamandatorySustained DialogueparticipationforallStudentAthletes(morespecificallyvarsityathletes), MembersofStudentGovernmentAssociation,andStudentSenate.Thisincludes participatinginaSustainedDialogueProgramforatleastthelengthofasemester (whethermadespecificallyfortheteamorthecollegewideprogramswhichareopen toallStOlafstudents,faculty,andstaff).Varsitystudentathleteswanttobeheardand includedwithintherestofthestudentbody.Thesedialoguesfosteranenvironment thatbridgesthegapbetweenpeoplewhoarenotteammatesorfellowathletes.There mustbemandatorySustainedDialoguefacilitatortrainingforallcoachesandstudent leadersofathleticteamsincluding,butnotlimitedtoteamcaptains,vicecaptains, membersofStudentAthleticAdvisoryBoard(SAAB),MembersofStudentGovernment Association,andStudentSenate. Thisdemandseeksmandatorydiversitytrainingforcertaingroupsofstudents. WerecommendthattheTaskForceconsiderwhetherthereshouldbefocused training,inadditiontothetrainingallstudentswillalreadybereceiving,forspecific studentgroups. III.A.WedemandthatSt.OlafCollegecreatesandenforcesacomprehensiveracial awarenessandinclusivecurriculum.Thiscurriculumwillbemandatoryforall 2 students,faculty,staffandadministrationasitshouldbeenforcedthroughoutall campusdepartmentsandunits.Thisprogramwillbevetted,maintained,andoverseen byaboardcomprisedofstudents,staffandfaculty,which50%identifyaspeopleof color. Thisdemandappearstoseekmandatorydiversitytrainingforstudents,facultyand staff. ThisDemandappearstooverlapwithDemands1.Band1.C.Werecommendthatthe TaskForceconsiderthisdemandalongwiththoseandrecommendwhatkindof overallongoingtrainingmightberequiredandwhatkindofoversightitmighthave. I.D.Wedemandthatathird-partybehired,trained,andversedinTitleVIregulations andbeabletofacilitatedialogueaboutcampusracerelationsandtensions.This shouldbeimplementedbyFall2017,alongsidetheStrategicPlanmentionedinArticle II,SectionA. Wearenotcertainwhatismeantherebya“thirdparty”norexactlywhatthis personorentitywoulddootherthanfacilitatedialogue. WerecommendthattheTaskForceseektounderstandexactlywhattheroleofthis thirdpartywouldbeandthenconsiderthisideainlightofresourcesalready availableattheCollege. I.E.Wedemandthattheadministrationacknowledge,inapublicmanner,thatthis institutionisbuiltonoccupiedDakotalandandtheoriginaloccupantswerevictimsof genocideandforcedremoval. Thisdemandisself-explanatory. ThisisamatterthataffectstheentireregioninwhichSt.Olafislocated,notjustthe campus,anditreferstoactionsthatpre-datethefoundingoftheCollege.We recommendthattheTaskForceconsiderhowbesttorespondtothisdemand. III.C.Wedemandthefacultytomandatestudentstoattendeventsthatareheldby organizationsthatfallundertheDiversityCelebrationsCommittee.Theseeventswill holdthesameweightasWellnessCenterSwipedEventsforStudiesinPhysical Movement(SPM)coursesandPinkCardSystem. Thisdemandisalsoself-explanatory. WerecommendthattheTaskForceconsiderthisrecommendation. VI.C.Wedemandforthecreationofmoreprogramsforstudentsofcolorasidefrom TRIO/StudentSupportServices,whichincludesstudentswhomaynotfitTRIO 3 qualifications.Withthis,wedemandthatSt.Olafbepreparedtofacilitatethe transitionofundocumented,andfirstgenerationstudentsbytakingthefollowing measures:Bridgeprogramsforstudentsofcolorwhodon'tqualifyforTRIO.Create opportunitiesandmakethemmoreaccessible,forundocumentedstudentswhodonot qualifyforTRIO/SSS,Federalgrantsandloans,McNair,orevenvarsitySports,without asocialsecuritynumber. Thisdemandseeksmoreprogramsforstudentsofcolor. Meetingthesedemandswouldrequiresignificantnewresourcesthathavenotbeen identifiedinourbudgetplanninggoingforward.WethinktheTaskForceshould stepbackandreviewthesupportalreadyinplaceforunder-resourcedstudentsand studentsfrommarginalizedcommunitiesandconsideranyrecommendationsthey maythinkappropriate. VI.F.Wedemandanincreaseintheresourcesallocatedfortherecruitmentofstudents ofcolor,includinghavingmorepeopleofcolorworkingintheOfficeofAdmissions. Theremustbeatleastonestaffmembertherethatfocusesonmanagingandcreating eventsfortheseprospectiveoradmittedstudents. Thisdemandseeksmoreresourcesfortherecruitmentofstudentsofcolor. Wedisagreewiththisdemand.Wethinkthatthecurrentarrangementinour enrollmentoffice,oneinwhicheveryoneisresponsibleformeetingthediversity goalsinstudentrecruitment,isabettermodel,andwearguethattheresultsthe enrollmentteamhasachievedbearthatout.Butweareopentohearingthe thoughtsoftheTaskForceonthistopic. VII.A.WedemandthatTheOfficeofResidenceLifecreatevisibleandeasilyaccessible genderneutralhousingonallresidencehalls,ratherthanonacase-by-casebasis. Thisdemandisself-explanatory. WerecommendthattheTaskForceconsiderthisdemand. VII.B.Wedemandthatifastudentisrequestingtobereassignedanewroommatedue todiscriminationagainsttheirrace,religion,genderandsexuality,suchrequestsmust bedealtwithandrespondedtoimmediately.Theperpetratormustthenberemoved fromtheroom/housetonotinconveniencethevictimfurther. Thisdemandseeksimprovementsinaddressinghousingconflictrelatedtobiasand discrimination. SeeourresponsetodemandVII.C 4 VII.C.WedemandthattheDirectorofResidenceLifemustwithholdthenamesof reportedperpetratorswhenofferingalistofpotentialroommatestothevictim. WerecommendthattheTaskForcestepbackandlookoverallathowhousing policiesandpracticesattheCollegemightberevisedinlightofconcernsabout climateasexpressedindemandsVII.A,B,andC. 2.Demandsthatareorwillbeaddressedthroughotherchannels. I.B.Wedemandtheimplementationofanequivalentandmandatoryracialand culturalsensitivitytrainingsessionsimilartotheThinkAboutItandBystander TrainingthatisenforcedonWeekOneforallincomingfirst-years.Thistrainingwould beconductedinpersonandonline.Thecompletionoftheonlineportionwilldetermine student'saccessibilitytoregistration.ThisneedstobeimplementedbytheFallof 2019.ThisshouldbedoneinadditiontoArticleIll,SectionE. Thisdemandsignalsadesiretoprovidestudentswithtrainingthatwillprevent incidentsofracialbiasandharassment. Wearealreadyplanningtoincludemandatoryonlinetrainingforstudentsstarting withtheFall2017semesterandtoincludesessionsondiversityandinclusionas partofWeekOne.Wewanttocontinuetoexploreeffectiveandengagingtraining methodsandwelcomerecommendationsfromtheTaskForce,includinghowto ensure100%participation. II.A.WedemandthattheCollegecomposesandcommitstoastrategic10-yearplanby theendoftheFallof2017,thatwillrecruit,train,andretain,newhirestoincreasethe percentageofIndigenous,Black/African-American,Latinx-American,Asian-American, Multiracial,QueerFemale,andinternationalfacultyandstaffmembersthat adequatelyrepresentthestudentbody,especiallyconsideringtherisingpopulationof blackandbrownstudentsbothdomesticandinternationalatthisinstitution.Publisha reportattheendofeachacademicyearhighlightinghowtheadministrationhasbeen meetingGoalIIIofTheStrategicPlan. Werecognizetheimportanceofstaff,faculty,andstudentdiversity.Thatiswhyit’s akeygoalstatedinourStrategicPlanestablishedin2011andupdatedin2015.That goalis:to“Increasetheracial,ethnic,andgeographicdiversityofSt.Olafstudents, faculty,andstaff A. Increasebyatleast1%thepercentageofdomesticminoritystudents enrollingeachyear. B. Increasesustainedengagementamongstudentswhoaredemographically differentfromoneanother,sothatbyspring2018,St.Olaf’s“Discussions withDiverseOthers”engagementindicatorintheNationalSurveyofStudent Engagementexceedsthemeanindicatorforotherbaccalaureatecolleges. 5 C. Continuetoincreasefacultydiversitythroughrecruitment,suchthatatleast 30%ofnewtenure-trackfacultyhires(onarollingthree-yearaverage)will bediverse. D. Continuetoincreasestaffdiversitythroughrecruitment,suchthatby2020 thediversitydemographicsofourstaffreflectthediversitydemographicsof theCollege’shiringmarkets.” Webelievethebestresponsetothisdemandistocontinueoursuccessfulpursuitof thegoalsalreadyinplace.Wecommittoreportingannuallyonprogresstowards thisgoal.SeeAddendumAfordatathatcurrentlytracksprogresstowardsthese goals. II.B.WedemandtheCollegetonotthreatenthejobsoffaculty,staff,oradministrators thatsupportourlistofdemands.Toenforcethis,theAcademicFreedomenshrinedon facultyshallalsoincludetheabilitytocritiqueSt.OlafCollegeasaninstitution withoutfearofinstitutionaloverreach.TheCollegewillintervenewhenanystatement madebyafacultymemberarebasedwithoutanyfactualevidenceorthreatenthelives ofmembersofthecommunity. Weunderstandthisdemandtomeanthatthecollegeshouldprotecttheabilityof facultyandstafftoexpresstheirviewsabouttheCollegewithoutfearofretaliation. Weconcurandhavealwaysactedaccordingly.Section4.II.oftheSt.OlafFaculty Manualdetailsthenatureandscopeofacademicfreedomatthecollege.In accordancewithitsprovisions,theCollegedoesnotengageinthreatstofacultyor staffwhentheydisagreewithinstitutionalpoliciesoractions.Facultyandstaffare freetodisagreewiththeCollege,justastheCollegeisfreetorespondtosuch criticismandtoaddressmisconductshoulditoccur.Thecollegeiscommittedto appropriatelyinvestigatingallclaimsofharassment,threatsandotherviolationsof ourpolicies. III.B.WedemandthereconstructionofthecurrentGeneralEducationrequirementsin place.Ratherthancondensingissuesregardingclass,race,genderandsexualityinto theMulticulturalStudies:Domestic/Globalrequirements,wedemandthecollege createaminimumoftwoGE’sthatenforcemandatoryintroductorycoursesinRace& EthnicStudiesandWomen’s&GenderStudiesdepartments.Thesecoursesshould complementGEssuchastheBiblicalStudies(BTS-T/B),HistoryofWesternCulture (HWC),andEthics(EIN)courseswhichfocusmostlyonwesternwhitephilosophers. TheGETaskForcemustincludemoremarginalizedstudentsandfacultymembers. HWCcoursesmustaddresshistoriesofcolonization,identity,institutionaland systemicoppression.Manyofthe“Internationalstudents”comefrompreviously colonizednations.HWCmustincludetheinfluenceofWesterncolonizationonthe peopleswhohavebeencolonizedbyEuropeannations.Thesecoursesneedtomeet requirementsoutlinedinArticleIII,SectionD. 6 ThisdemandseekschangestotheCollege’sGeneralEducationrequirements. Asthisdemandrecognizes,afaculty-studentTaskForceiscurrentlyreviewingthe College’sGeneralEducationrequirements.Theyshouldbeallowedtocompletetheir work.Weunderstandthattheyhavealreadyactedtochangethecompositionofthe TaskForce. III.D.Wedemandthatcoursesthatcontributetothediscourseofrace,genderand sexuality,andintersectionalitytohaveanequalopportunitytoteachinspaces throughoutthecampusatwhichtheyarenotlimitedbytheirdepartmentbuildings. Ouraimistoencouragecross-disciplinaryrelationshipsbetweenstudentsandfaculty membersinvariousdepartments. Wethinkthisdemandseeksforcoursestonotnecessarilybetaughtallinthesame buildingwherethedepartmentofferingthemishoused. Wedon’tknowenoughabouttheconstraintsthattheRegistraroperateswithin schedulingclassesandroomstorespondimmediatelytothisdemand,butwewill asktheRegistrartotakethisunderadvisement. IV.A.WedemandthatSt.Olafutilizesanhonestandstrictzerotolerancepolicyon racial,sexual,andhomophobicepithetsforfaculty,staff,andstudents.Wedemand thatthesehatecrimesareheldwiththesamesinceritythattheCollegeholdstoitsno tolerancepolicyfordrinkingandsmoking.Thismeansthatwhenincidentslikethose describedoccur,theCollegewillimposerealconsequencesfromcitationstoeven potentialexpulsionsasstatedinArticleVII:ConductPoliciesoftheCodeofStudent Conduct. Thisdemandseeksstifferpenaltiesforhatespeechandhatecrimes. Consistentwithourcorevaluesasaninstitution,andincompliancewithapplicable stateandfederallaws,Collegepolicyalreadyprohibitsdiscriminationand harassmentbaseduponanindividual’slegallyprotectedstatus,includingrace, gender,andsexualorientation.Violationsofthesepoliciesareseriousinfractions, usuallywarrantingsanctionsmoreseverethanviolationsoftheCollege’ssmoking andalcoholpolicies.Dependinguponthecircumstances,weagreethatpossible sanctionsforsuchinfractionsshouldincludeexpulsioninthecaseofstudentsand terminationofemploymentinthecaseofemployeesoftheCollege. Weshouldalsobeawarethatsomesubjectsofstudymightentailgrapplingwith difficultworksandissuesthatmayentailacademicanalysisofandengagementwith offensiveimagesandterms. 7 IV.B.Wedemandthatthelanguageofwhata“hatecrime”is,mustbereconstructed amongsttheadministrationandalongsidethestudentbody.Thisisanexampleofa citationthatshouldbeconsidered.(1)Thefederaldefinitionofahatecrimeis"a crimeinwhichthedefendantintentionallyselectsavictim,becauseoftheactualor perceivedrace,color,religion,nationalorigin,ethnicity,gender,genderidentity, disability,orsexualorientationofanyperson."Also,knownasbias-basedcrimes,hate crimesareconsidered"messagecrimes,"oroffensesthatsendamessageoffearand terrortocommunitymemberswithsimilartraits. Thisdemandreflectsadesireforclarityandspecificityinthedefinitionofa“hate crime.” WeprefertocontinueusingtheCollege’sdefinitionof“hatecrime”becauseitrelies uponthedefinitioncontainedinfederalregulationsundertheCleryActandbecause itisinwideuseinhighereducationinstitutions. Inaccordancewithtwofederallaws,theCleryActandtheViolenceAgainstWomen ReauthorizationAct,theCollegecollectsandreportsuponincidentsofhatecrimes occurringontheSt.Olafcampus.Similartothedefinitionproposedbythe Collective,Collegepolicydefinesa“HateCrime”as“acriminaloffenseagainsta personorpropertywhichismotivated,inwholeorinpart,bytheoffender’sbias. Biasisapreformednegativeopinionorattitudetowardagroupofpersonsbasedon theirrace,gender,genderidentity,religion,sexualorientation,ethnicity,national originordisability.”http://wp.stolaf.edu/publicsafety/crime-definitions/ V.A.Wedemandamoreaccessible,andproperlymarketedDiscriminationandBias ReportForminwhichmorevisibilityisbroughttoanyincidentsthatmayoccur,and furthermorethattheyareproperlyaddressedbythecommunity.Thisformmustbe opentofaculty,staff,students,andcommunitymemberstouseinordertoreport incidentsofdiscriminationand/orbias.Thisformmustbereceivedbyboththe DirectorofHumanResourcesandDeanofStudentsandshouldclearlystatethe necessarystepsaftertheformhasbeenreceivedbytheindividuals. ThisdemandseeksimprovementstotheDiscriminationandBiasReportform. WeagreethatthecurrentcollegewebpageonIncidentsofBias,Harassment,and HateCrimes,includinginformationonhowtoreportsuchincidents,needs expansionandimprovement.Thiswillbeaccomplishedoverthesummerof2017, drawingontheworkthecollegehasdonetomakeTitleIX–relatedreportingtimely andsimple.ThecurrentonlineCommunityConcernFormcanbecompletedby anyoneinthecommunity,butitfocusesonincidentsofdiscriminationorbias committedbystudents.TheCollegewilldevelopanexpandedreportingformthat canbeusedtoreportbehaviorsbyfacultyandstaffaswellasstudents;thisform willbecompletedandlinkedinseveralplacesontheCollegewebsitepriortothe arrivalofnewstudentsinFall2017.ThecurrentCommunityConcernFormis 8 alreadyreceivedbytheDeanofStudentsandtheAssociateDeanofStudentsfor ResidenceLife.Therevisedornewformthatwillbeinplacebynextfallwillbe receivedbytheDirectorofHumanResourcesaswell,incasethebehaviorbeing reportedpertainstoafacultyorstaffmember. V.B.Inadditiontoeffectivelyusingalloftheschool’sresourceswhenfurtheringthe safetyofthesestudents,faculty,andstaff,wedemandthattherebetransparency betweenthevictimsofhatecrimesandadministration. ThisdemandseekstransparencybetweenvictimsofhatecrimesandtheCollege. Thecollegepracticestransparency,recognizingthelimitsbasedonprivacylawand otherlegalobligations.WeencouragetheTaskForcetoconsiderbestpracticesfor reportingandcommunicationswithvictimsbasedontheworkoftheTitleIX WorkingGroup. V.C.WedemandsemesterupdatesfromthePresident'sOfficeandothercampus entitieshighlightingspecificactionsthathavebeentakenintheupcomingtermsto addressourdemandsandimprovecampusclimate. Thisdemandseekspublicreportingoninitiativestoimprovecampusclimate. Wearehappytoprovideperiodicupdates.Weareconsideringthebestplacefrom whichtoissuereportssothat,forconsistency,thereportscancomefromoneplace ratherthanfromseveraldifferentcampusentities,includingthePresident’sOffice. VI.A.WedemandthatSt.OlafCollegehirepersonsofcolorasacounselorand nutritionistsfortheBoeHouseCounselingCenter,andhealthprofessionalforthe HealthCenterimmediatelyforthewellbeingandmentalhealthofmarginalized students.Thiscounselorwillbehiredadditionaltothecurrentstaff.Wedemanda planforthehiringprocesstobeestablishedbyFall2017,aspartofArticleII,Section A. Thisdemandseeksbothaddedstaffinthecounselingandhealthcenterand diversityamongthestaff. WedonotanticipateincreasingstaffingintheCounselingCenterortheHealth Center,orindeedanywhereattheCollege,butwearecommittedtoincreasing diversityinthestaffingoftheCounselingCenterasopportunitypermits.In compliancewithstateandfederalanti-discriminationlaws,wedonotexclude applicantsofanyrace,nationalorigin,orotherprotectedclassstatus. VI.B.Wedemandthatthecollegemustmeetthefinancialneedsofstudentsofcolor throughmeritandneed-basedscholarships,givingspecialconsiderationforfirst generationstudentsofcolor. 9 Thisdemandseeksfinancialaidforstudentsofcolor,especiallyfirstgeneration students. TheCollegealreadymeetsthedemonstratedfinancialneedofeverystudentit enrolls.Ourfinancialaidexpenditureapproximates$60millionannually.Depending upontheamountofneedanindividualstudenthas,thataidmayincludework-study andloansaswellasgrants. VI.B.1.Thecollegemustmakeanefforttogetalumnianddonorstodirectlyfund programsandresourcesthatareestablishedforthewell-beingandsuccessofstudents ofcolor,forexample,CenterforMulticulturalandInternationalEngagement(CMIE) andTRIO/SSS.St.OlafCollegemustpromoteandadvocateforthefundingofthese programswiththesameattentionandenthusiasmgiveninpromotingthecampaign, BringIceHome. Thisdemandseeksmoreattentiontofundraisingforprogramsthatservestudents ofcolor. St.OlafCollegealreadypromotesandadvocatesforthefundingofsuchprograms. Aspartofthecurrentcampaign“FortheHillandBeyond”theCollegehasfocused onfundraisingforaccesstotheCollegeandtotheSt.Olafexperienceviafinancial aid,includingspecificPossescholarships,opportunityfunds,studentlifefunds,and fundsthatallowaccesstohigh-impactpracticesincludinginternationalandoffcampusstudyandinternships. Todate,thecampaignhasraised$41.3millionforfinancialaid(with$16.4million matchedbyunrestrictedfundsfromtheCollege’sendowmentforatotalof$57.7 million),$3.2millionforopportunityfunds(with$2.2millionmatchedfromthe endowmentforatotalof$5.4million),$6.3millionforscholarshipsfor internationalandoff-campusstudy(with$3.3millionmatchedbytheendowment foratotalof$8.7million),and$5.8milliontofundinternships(with$3.6million matchedbytheendowmentforatotalof$9.4million). Theicearenacapitalproject“BringIceHome”isonesmallpartofthisoverall campaigneffort.Thegoalof$6millionfortheicearenareflects3%ofthetotal $200milliontargetedinthecampaign.Themajorityoffocusofthecampaignis raising$159millioninendowment(80%ofthe$200milliongoal)sothatwecan supportthepeopleandprogramsofthecollegeonanongoingbasis.Theremaining 17%($35millionofthe$200milliongoal)istargetedatraisingfundsthroughthe AnnualFund. ThroughtheAnnualFund,donorscandirecttheirdollarstoanyprogramthey choose,includingservicesthatmeettheneedsofstudents. TheCollegeregularlyseeksgrantsthatsupportstudentaccesstohigh-impact practices.St.Olafhassuccessfullysoughtgrantssupportingunder-representedand 10 low-incomestudentsinthesciencesandmathematics.TheCollegealsohasbeen awardedagrantof$800,000fromtheAndrewW.MellonFoundation.The“To IncludeistoExcel”grantwillfocusonimprovinglearningoutcomesforallstudents. VI.B.2.Thecollegeshouldfundcurricularpracticaltraining(CPT)applicationsfor internationalstudentswithacademicinternships,especiallyforstudentsonneedbasedfinancialaidorscholarshipprograms. Thisdemandisself-explanatory. WeunderstandthatU.S.immigrationlawimposesafinancialcostoninternational studentsundertakinganacademicinternshipthatisnotimposedondomestic students.Wewillexplorewaystoaddressthischallenge. VI.D.WedemandthatSt.Olafincreaseitsresourcesforstudentsofcolorwithregards toopenlybuildingrelationswithalumniofcolorandthatthefollowingstepsbemetby Fall2017.Academicnetworkingandcommunitysupportforstudentsofcolor,suchas makingPiperCenterandCMIEAlumniandStudentsofColoranannualevent.This eventshouldcontinuetobeopentoallstudentsofcolor,notonlytoCMIEorganization leaders.ADirectoryforAlumniofColorshouldbecreatedandmaintainedbythePiper CenterandAlumni-ParentRelationsOffice.Alistofalumniofcolorcurrentlyresiding outsideoftheU.S.shouldbeaccessibletoallstudentsofcolor.Thiscouldbean extensionoftheDirectoryforAlumniofColordescribedinArticleVI,SectionD,no.2. Thisdemandseeksconnectionsbetweenstudentsandalumniofcolor. TheCollegedoesplantocontinuenetworkingeventsforstudentsandalumniof color. AllPiperCentereventsareopentoallstudents.
