On 12 July, 1994, a Steering Group was formed to agree the basic principles for the system and lead the design and installation part of the project. It was agreed at an early stage that the Council would look to fund the capital cost of the scheme, including the control room. The police would look to fund the revenue costs (mainly staffing of the control room), with support from the Council (maintenance) and, if possible, the business sector. The Council also wished to include car parks in the scheme, although at the time this was not a priority for the Police. Surrey Police prepared the Operational Requirements (OR) for the Town Centre and the Council prepared the OR for the car parks, in consultation with the Police. Following a competitive tender exercise for the design and installation of 50 cameras for the Town Centre and 50 cameras for the Car Parks, a rather unique 10 year comprehensive maintenance contract was awarded to cover both the Town Centre and car parks schemes. The systems were completed and went live in August 1997. The Council’s consultants were briefed to submit draft Standard Operating Procedures and a draft model code of practice. Officers from the Police and Council then refined the operating procedures to be more in line with the National CCTV User Group’s model. Page 3 of 22 WOKING BOROUGH COUNCIL – PUBLIC SPACE CCTV SYSTEM INTRODUCTION Following the completion of the original Woking Town Centre CCTV Public Space system, a successful Home Office bid for capital funding under a crime reduction initiative resulted in the Woking Public Space system being extended with 13 new cameras in the Sheerwater Estate which went live in March 2002. Since then our Public Space system has been extended with 16 additional cameras in Woking Town Centre, 21 cameras in West Byfleet Village and 5 cameras in Knaphill Village. Elsewhere, additional cameras have been installed in Woking Town Centre public car parks and at other Council facilities around the Borough. The Home Office no longer offers capital funding solely for Public Space CCTV so capital funding of CCTV is now generally subsumed within specific crime reduction initiatives promoted through Government, the regions and community safety partnerships. Central government also does not fund any element of revenue expense associated with CCTV i.e. equipment maintenance or staffing costs. Page 4 of 22 WOKING BOROUGH COUNCIL – PUBLIC SPACE CCTV SYSTEM MANAGEMENT OF SYSTEM The CCTV Manager has day-to-day responsibility for our system which is operated in Partnership with Surrey Police in accordance with the Council’s Code of Practice for the Operation of Closed Circuit Television dated October 2011 which is available to view at Woking Library and also on the Council’s web site at; http://www.woking.gov.uk/community/safety/cctv/ Our CCTV system adheres to the requirements of the Human Rights Act 1998, the Data Protection Act 1998 and the Information Commissioner’s CCTV Code of Practice dated 2008, the Protection of Freedoms Act 2012 together with the Surveillance Camera Code of Practice dated June 2013. Public interest in the operation of our CCTV system is recognised by ensuring the security and integrity of our Operational Procedures. The system is operated fairly, within the law and only for the purposes for which it has been established. Staffing Every person involved in the management and operation of the system has personal access to our Code of Practice and Operational Procedures and has signed a confirmation that they fully understand the obligations adherence to these documents places upon them and that any breach will be considered a disciplinary offence. They are fully conversant with the contents of both documents which are updated from time to time and which they are expected to comply with as far as is reasonably practicable at all times. Page 5 of 22 WOKING BOROUGH COUNCIL – PUBLIC SPACE CCTV SYSTEM SUMMARY Woking is one of the safest places to live, work and visit in the country but we know that residents have concerns about community safety issues, such as crime and anti-social behaviour. Woking Borough Council tackles these issues locally in partnership with Surrey Police and Surrey County Council and our CCTV plays a crucial role in helping to detect crime and assisting Police Officers with vital information and gathering images which can be used as evidence against offenders. Our Public Space surveillance system is managed and monitored by Surrey Police’s Woking CCTV Unit and currently comprises 66 cameras in Woking Town Centre, 13 in Sheerwater, 18 in West Byfleet and 5 in Knaphill. The Woking CCTV Unit also manages and monitors images from 30 cameras in Camberley Town Centre on behalf of Surrey Heath Borough Council. Elsewhere a total of 389 cameras are currently employed in the public car parks in Woking Town Centre, Woking Park (below the 3G pitches) and at Woodlands Avenue in West Byfleet. A further 182 cameras are employed at Council facilities and assets across the Borough including the Civic Office, Depot, H G Wells Conference Centre and various other Community Centres. This report summarises the incidents which have been recorded by our Public Space CCTV system under the control of Surrey Police for the period 1st January 2014 to 31st December 2014. During this period, 127 cameras assisted investigation of 511 incidents of varying type. During the same period the cameras were called into action to assist officers a total of 1636 times.
