REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) ALBANIA Results-Based Road Maintenance and Safety Project (RRMSP) Loan No: 8489-AL Project ID No.: P 132982 Assignment Title: Monitoring Consultant of Four Contracts of Output and Performancebased Maintenance Contracts for Albania National Road Network Reference No. (as per Procurement Plan): CS.1 The Government of the Republic of Albania has received financing from the World Bank toward the cost of the Results-Based Road Maintenance and Safety Project, and intends to apply part of the proceeds for the related consulting services. The assignment objectives shall be the following: to assist the Client (Albanian Road Authority) to carry out the duties assigned to him during the implementation of the Project , and to provide a staff of suitably qualified engineers and other professionals, being competent to carry out all of supervision duties, according to the responsibilities and authorities that might be delegated by the Client. The consulting services (“the Services”) include: (i) administration of four Output and Performance-based Maintenance works contracts; (ii) monitoring that the Contractors are achieving the service levels defined in the maintenance contracts, calculate any penalties that may be applicable if service levels are not being met and certify payments; (iii) provision of an initial road safety audit; and (iv) arranging periodic iRAP safety audits that will be conducted to monitor improvements on road safety, which will assist to identify any black-spots that need attention under change-orders in the maintenance contracts; and (v) developing the Social Transparency System (STS), which will be a comprehensive two-way virtual data platform whereby citizens can submit feedback on the road network, and also receive information on road conditions. The Albanian Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: - Past experience of the firm in similar assignments - Firms organization and staffing - Core business and years in business September 2015 The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
