Controls on Short-Term Lodging Under Fire
The City’s efforts to control the
proliferation of short-term rentals
(rentals for less than 30 days) were
short-circuited in April when the
Council changed direction. Having
asked the Planning Commission to
produce an ordinance that would
prohibit short-term rentals in
residential zones, Councilmembers,
under considerable pressure from
a recently organized group of
people who are currently enjoying
the proceeds of such rentals, sent it
back for revision. On a motion by
Bob Whalen, they voted 4 to 1 in
favor of an ordinance allowing an
owner-occupant to rent his home
out for a week at a time four
times a year. Kelly Boyd had
misgivings about the idea, pointing
out that there would be no way of
being sure that a house was owneroccupied, but voted yes anyway.
Rob Zur Schmiede dissented,
arguing that he had been
elected
to

neighborhoods and that if

Village Laguna has been following
these developments, reminding the
Council that, in addition to having
adverse impacts on the quality
of life in Laguna and chipping
away at our sense of community,
turning regular rentals into shortterm vacation rentals reduces our
stock of regular rental housing and
drives up the cost of what’s left.
What’s more, short-term rentals in
residential areas violate the City’s
zoning code and General Plan.
We hope that the Council can be
persuaded to return to the Planning
Commission’s original ordinance,
which allowed short-term rentals
only in commercial zones. With
this in mind, we’ve asked Anne
Johnson and Susan Whitin of the
Planning Commission to come
to our next general meeting and
tell us about the research that led
to the ordinance they helped to
craft. John Thomas of the South
Laguna Civic Association, who
has been gathering information
on the experience of other
cities, will join them to add to
our knowledge of the issues.
We’ll meet at 7 p.m. on Monday, June
27, at the Unitarian-Universalist
Fellowship, 429 Cypress Drive.

Review of Marine Life Protected Areas
Extended to Ten Years
The 2016 revision of the state’s master plan for
the Marine Life Protection Program includes
the extension of the review period to ten years
instead of the original five. The Department
of Fish and Wildlife has concluded that it takes
longer than five years to evaluate the effects of
protection on marine life and has therefore set
the management review for 2022.

Village Entrance Workshop Assesses
Two Designs
A workshop conducted by the consultants for
the Village Entrance project on April 13 drew
about two dozen residents to consider two very
similar proposed designs. Both of them were
constrained by the idea of preserving the existing
parking, and both were influenced by the notion
of saving space for future development. The
more elaborate of the two included a parking
deck above the Christmas-tree lot at the north
end of the site, making room for a little more
landscaping by putting 67 parking spaces up in
the air, and was estimated to cost $11 million (as
opposed to the $7 million budgeted).
Village Laguna Loses a Dear Friend
Village Laguna board member Bill Ives (shown with
his grandson below) died on May 12, 2016. We will
miss his energy, his good nature, and his joy in life.
A celebration of his life is planned for Saturday,
August 6, time and place to be announced.
