Sector Scheme 12 A/B and C:
High Speed Traffic
Management
The following courses for operatives and supervisors
will enable employers to comply with the terms of
Sector Scheme Documents 12A/B, and 12C.
SSD12A/B Static temporary traffic management on motorways and
high speed dual carriageways for online widening schemes.
12A/B Operative
Must attend a one day training course and then be assessed on
site on a number of occasions against the performance criteria
laid down in the operative’s log book.
Course duration: 1 day
Maximum delegates: 12
12A Foreman
A course for those with line responsibility for operatives carrying
out traffic management activities. The course includes Contract
Documents and Quality Management Schemes, Health and
Safety, Traffic Signs Regulations, British and European Standards,
Chapter 8 Traffic Signs Manual and Assessment.
Course duration: 2 days
Maximum delegates: 10
N.B. Before attending the foreman course delegates must have
completed the operative award.
12B Lead Traffic Management Operative
(LTMO)
A course for those with line responsibility for operatives carrying
out traffic management activities. The course includes Contract
Documents and Quality Management Schemes, Health and
Safety, Traffic Signs Regulations, British and European Standards,
Chapter 8 Traffic Signs Manual and Assessment.
Course duration: 2 days
Maximum delegates: 10

Impact Protection Vehicle
Driver (IPV)
Installing temporary traffic management on the High
Speed Network and working on Hard Shoulders is
a hazardous working environment. These works
must be carried out using an Impact Protection
Vehicle. This course covers the following subject
areas; IPV roles and limitations, installation of tapers,
protection of hard shoulder works and emergency
procedures. The course also includes a practical onsite assessment, successful completion of which will
lead to Lantra Certification under the relevant Sector
Scheme.

Sector Scheme 12C:
Mobile Lane Closures on
Motorwaysand other Dual
Carriageways
Operative
Must attend a training course including basic health and safety,
specifics of mobile lane closure, plant and equipment checks and
vehicle operation.

Assessment is against the performance criteria laid down in the
operative’s log book and will take place on 3 separate occasions.
Supervisor
A course for those with line responsibility for operatives carrying
out mobile traffic management.
Course duration: 2 days
Maximum delegates: 6
Assessment for supervisor will be carried out on 3 separate
occasions.
N.B. Before attending the supervisor’s course delegates must have
obtained the operatives award.
All registration and certification for high speed traffic management
is with Lantra Awards Accreditation Server (LAAS).

Sector Scheme 12D:
Installing, maintaining and
removing temporary traffic
management on rural and
urban roads.
This Sector Scheme qualification is built up using different
modules, the core module is T1/T2 although T1 and T7 can be
held as stand alone qualifications.
T1 Moving Works Operative (MWO)
A course aimed at operatives who carry out minor works and
mobile works static for no longer than 15 minutes. The course
includes Principles of Traffic Management, Personal Protection,
Traffic Management Vehicles, Vehicle Mounted and Static Signs
and Application of Signs.
Course duration: ½ day

T1/T2 Registered Traffic Management
Operative (RTMO)
This course is the core module for appointment as an RTMO.
This course includes T1 and also all forms of Traffic Control
except Multiphase Signals. The delegate must also complete
some centre based assessments using different forms of traffic
control. The delegate will also be assessed on site against the
performance criteria laid down by the operative’s log book.

T3 Dual Carriageways Restricted to 40MPH
or Less
An additional module for those working on low speed dual
carriageways. The course includes Risk Assessment, vehicle
specification, sign requirements, signing layouts and signing
installation and removal. The delegate will also be assessed on
site against the performance criteria laid down by the operative’s
log book.

T4 Convoy Working on Single/Dual
Carriageways
An additional module for those who use the Convoy system for
controlling traffic speeds through the works. The course includes
Risk Assessment, Vehicle Specification, Convoy Methods and
Signs, Speed Limits, Planning and Implementation. The delegate
will also be assessed on site against the performance criteria laid
down by the operative’s logbook.

T5 Multi-Phase Traffic Signals
An additional module for those who are required to set up and
commission Multi-phase traffic signals. The course includes Site
Preparation, Testing the Equipment, Installation, Signal Timings,
Maintenance and Removal. The delegate will also be assessed on
site against the performance criteria laid down by the operative’s
log book.

T6 Registered Lead Traffic Management
Operative (RLTMO) For All types of Road
Covered by 12D
The Sector Scheme requires the employer to appoint an
RLTMO for all sites with 4 or more operatives involved in traffic
management also all traffic management companies must have
one or more RLTMO’s appointed within the company. Successful
completion of this course will lead to certification as an RLTMO.
The course includes, Site Inspection and Risk Assessment, Core
Module Revision, Awkward and Non-Standard Situations, Dual
Carriageways without hard shoulders, Works at junctions,
permanent signals and cycle lanes, and Traffic Control. Delegates
must hold a minimum of T1/T2 prior to attending the course.
Assessment is by short and long answer questions.

T7 Manager/Client Officer
This module is aimed at those who manage operatives carrying
out traffic management on the highway and also those who
perform a Client Function on the highway. The course includes
site planning and Risk Assessment together with an overview of
Modules T1 – T5 and comprehensive use of Chapter 8.

Safe Working in Confined
Spaces
A course for persons who may need to work in a confined
space which is hazardous gas free at the time of entry.
The course involves identification of hazards, methods of
monitoring, safety clothing and equipment, use of winches
and harnesses, use of breathing apparatus, safe systems of
work and emergency procedures.
Course content is flexible depending on work situations involved.
Course duration: 2 days minimum

A refresher course is also available for personnel who have completed the
above or a similar course in the previous three years.
Supervision of Work in Confined
Spaces
A course for Supervisors and Line Managers who have
responsibility for personnel required to enter confined
spaces. Covered in the course are such areas as:
Types of Accident/Incident and their prevention, Legal
Requirements, Equipment and PPE, Risk Assessment, Safe Systems
of Work and Management Control and Monitoring.

Scaffold Inspection
Designed for Supervisors, Engineers, Foremen, this course will
benefit those who have responsibility for scaffolds. Included in
the course is Legislation, Hazard ID, Inspection Procedure, Typical Defects,
Component Identification and Highway Safety Requirements.

Engineers and Operatives whose responsibilities
include the supervision and inspection of ground
support systems. Included methods are traditional

NVQ Highway Maintenance
Notter Bridge Training is an Approved Centre for
this NVQ at levels 1 and 2. After induction and

Safety Training Scheme) 5 day
This course is ideal for those in any role of responsibility
within the construction industry, or for anyone looking
to become a site manager in the future.
This course is highly regarded as one of the best available and
provides you with a comprehensive health and safety training
background within the current legal guidelines. When studying
SMSTS courses you will be taught how to work and manage
following the requirements of the Health and Safety at Work Act
(1974) and sub-ordinate legislation. The 2 day refresher is also
