President's Cabinet Meeting Minutes
October 27, 2015
Committee Members in Attendance: David Mitchell, Jim Mohr (Director of
Student Development and General Studies) for Damon Bell, Mary Garguile, Cheryl
Nuñez, Janell Whiteley, David Emmons, Evelyn Hernandez, Ted Baldwin
Background Checks
Dave Slown, Executive Director of Human Resources, distributed and discussed the
College’s criminal background check policy. All employees are required to complete a
background check. Procedures for obtaining an applicant’s criminal history background
information, conducting criminal background checks, reviewing criminal history
information, and keeping all records related to background checks shall be established
and maintained by the Executive Director of the Human Resources Department. The
Executive Director will work closely with supervisors to ensure that the guidelines of the
policy are understood and followed.
OC License Agreement re: The Olympian
The Olympian Newspaper club/class would like to enter into an agreement with a
company that would provide kiosks for the newspaper. Shawn Devine, Director of
Communication and Web Services, distributed and reviewed the e-mail response from
Bruce Marvin, the College’s Assistant Attorney General, regarding the agreement.
Cabinet discussed the proposed agreement; they agreed not to approve the agreement.
Jim Mohr will talk with Faviola Barbosa, Associate Dean of Student Leadership &
Services. Faviola will notify the Olympian Newspaper club/class that Cabinet did not
approve their request to enter into the agreement.
Budget
Dr. Mitchell reported that fall quarter enrollment figures have dropped, possibly as
much as 6%, resulting in a loss of revenue of over $1 million. (A communication to the
College community describing the process will come out soon.)
Fulbright research visitation request – 12/2/15
Jim Mohr and Akiko Bates, Assistant Director of International Student Program
Support, will review the request. Mary Garguile and Gina Huston will coordinate the
Fulbright research visitation request.
Aspen Feedback – how to disseminate
The Aspen Feedback report will be distributed to administrators and managers; they
will review and discuss the report with their respective departments. There are many
suggested considerations in the report that warrant review. Cabinet members will bring
ideas about implementation strategies to the next Cabinet meeting.
Community College Visit
Dr. Mitchell is looking at sending a delegation to Valencia College. Dr. Mitchell will meet
with Ted Baldwin and Elisabeth Briggs, Professor of Mathematics, to discuss the visit.
Conversations with Faculty
Dr. Mitchell proposed that administration meet with faculty to talk about what faculty
need from the College to better support student learning and them.
Status of College Council
Dr. Mitchell proposed and Cabinet agreed to disband the College Council. Cabinet
members will determine what mechanism will be put in place to replace College
Council; specifically, they will determine how faculty, staff, and students can have their
concerns heard and addressed.
Smoke-Free/Tobacco-Free Community College support
Cabinet reviewed an offer from Truth Initiative, an organization that supports smokefree/tobacco-free community colleges in Washington. Cabinet supports

emphasizing health and wellness at the College; and
-
polling the students on their interest in making the campus smoke-free/tobaccofree.
OC – Bremerton School District partnership
Dr. Mitchell reviewed the items listed at the May, 2014 Board of Trustees meeting with
the Bremerton School Board. He is particularly interested in
-
working towards developing guaranteed scholarships (under certain conditions)
for BHS graduates who attend OC (involving the OC Foundation); and
-
proactively reaching out to the students who signed up for the College Bound
program and are now in their junior year.
Title IX training for students
Cheryl Nuñez suggested listing, in addition to employees that are Clery reporters, all
faculty as responsible employees for reporting. Cheryl will work on the communication
to campus regarding Title IX.
