JOB DESCRIPTION Job Title: Project Manager (Health) Responsible to: Head of Projects Location: 8 Saffrons Road, Eastbourne (with countywide & beyond travel) Salary: £26,293 per annum, pro-rata Hours: 22.5 hrs per week over 4 days a week including some evening and weekend if required. Holidays: 25 days pro-rata plus Bank Holidays Contract: Maternity cover – until 30th September 2016 Pension: 3VA will match contributions of up to 6% of annual salary towards a mutually agreed pension scheme. Job context: 3VA is an organisation maximising the potential of community, volunteer and charitable initiatives to improve quality of life for local people. 3VA works in partnership with others to achieve its vision of communities that value all their people and enable them to achieve, for themselves and others. In 2014, 3VA in partnership with East Sussex Fire and Rescue Service (ESFRS), has been awarded a £296k grant through the Department of Health’s Voluntary Sector Investment programme to develop a new, innovative approach to health and care for older people. The Health & Wellbeing Visits Project aims to improve integrated care, promote prevention and early intervention approaches and will share excellent practice nationally. Health & Wellbeing Visits is a pathfinder project which aims to support vulnerable older people, evidence clear positive outcomes for clients and develop a model for early intervention and prevention. This funding is an opportunity for ESFRS to work more closely with local voluntary sector organisations, which predominantly focus on health and care, as well as the commissioners of services. Through the success of this work, 3VA and ESFRS partnership aims to strengthen the case for local financial commitment for health improvement activities and other early intervention activities that contribute to community resilience and help reduce health inequalities. Purpose: The purpose of this post is to effectively manage the Health & Wellbeing Visits project in its second year of 3 year funding. The focus is on strong project management and staff management for Volunteer Coordinator and Administrator and being responsible for achieving performance indicators within an agreed budget. This post is available for 12 months, due to a maternity leave within the 3VA Projects team. This role reports to the Head of Projects and is part of 3VA’s Projects team, which delivers a range of services to the local sector including the SpeakUp Forum, Volunteer Centre East Sussex and the East Sussex Fire & Rescue Service Community Volunteer Scheme. Areas of Responsibility / Core competencies Managing the project to meet the targets and performance indicators within agreed budget Manage relationships and engagement with stakeholders Monitoring impact, planning systems of evaluation and data collection Developing plans for financial sustainability Key Tasks Managing the project to meet the targets and performance indicators within agreed budget Work with Volunteer Coordinator to ensure required number of volunteers are recruited and retained (up to 50 volunteers for the project) Ensure the target of clients visited is achieved (400 by April 2016) Work with the Administrator and Volunteer Coordinator to ensure the visits are booked and managed efficiently and effectively in required geographical locations Work with the Administrator to ensure correct referrals in and out processes are maintained and the required performance indicators are achieved Work with Administrator and 3VA Marketing Officer to ensure that visits are adequately promoted Work with 3VA Marketing Officer to ensure high quality on-line and off—line materials and presence Support Volunteer Coordinator in implementing training and induction sessions for volunteers To maintain the Risk Register and ensure that all risks are identified and mitigation planned and actioned Manage project budget and expenditure (approx. £95,000/ annum) Complete annual report to the funder (Department of Health) Provide additional reporting throughout the year as required by 3VA Senior Management Team, Trustees and our partner ESFRS Line manage Volunteer Coordinator and Administrator (including regular 1 to 1s, annual appraisals, staff support and development) Run regular project meetings with staff Provide leadership to the project and the staff team Manage relationships and engagement with stakeholders Maintain (and develop further if required) a referral network of key agencies for making referrals to the project and from the project and obtaining feedback on outcomes Work closely with ESFRS managers to maximise the joint working and mutual benefit between the project and other ESFRS initiatives Manage the Learning and Development Group including on-line communication and chairing meetings Develop and implement 360 stakeholder survey Develop new links with key statutory partners for the benefit of the project, 3VA and ESFRS, i.e. working with senior staff at East Sussex and Brighton & Hove Adult Social Care, Public Health, CCGs and Sussex Police, Develop links at regional and national level with key voluntary and public sector stakeholders Monitoring impact, planning systems of evaluation and data collection Ensure the work is completed on developing long term database solution for the project Ensure client satisfaction information is obtained and required levels of impact are achieved (older people visited by the project are more aware of needs and choices; taking more action to manage health better; more socially connected) Work with the appointed external evaluator to ensure evaluation plan is delivered and monitor the evaluation outcomes Publish evaluation and reports to influence commissioners and service providers to develop best practice in health wellbeing, for the benefit of the project and wider VCS Complete Equalities Impact Assessment Developing plans for financial sustainability Identify potential sources of additional funding and work with Head of Projects to apply for those Scope long term funding opportunities and potential for partnership working with other voluntary and public sector providers to inform the sustainably plan Scope opportunities for income generation (outside of grant funding) Write a sustainability plan General Tasks 1. To work collaboratively as part of the Projects and 3VA staff team towards the aims and objectives of the project and organisation as a whole. 2. To keep up to date with relevant legislation and policies and procedures which are relevant to the sector and to the post holder. 3. Person Specification Knowledge Relevant degree/ qualification or proven equivalent experience in health and wellbeing, social care, older people’s services etc. Strong IT skills including Microsoft Office, Internet, database and social media Knowledge of the local voluntary and community sector and public sector organisations in East Sussex and Brighton & Hove Knowledge of cross organisational referral systems Understanding of issues affecting older people and techniques for engaging vulnerable older people Experience 3-5 years’ experience in health and wellbeing and/or social care or other directly relevant experience Experience of working on programmes that are delivered by volunteers Experience of staff management Building partnerships and establishing joint working arrangements Coordinating learning and development Evaluating impact in health and social care or related projects Experience of influencing commissioners Experience of managing grants or contracts and of financial management Experience securing funding or contracts from grant funders Skills / Abilities Project management skills and ability to implement new services or activities Able to be decisive and to operate with minimal direction on operational matters Ability to take initiative, solve problems and identify solutions Facilitation skills and ability to engage with others in task groups or learning and development activities Ability to present well to groups or in public Able to produce accurate, reasoned and concise reports Demonstrable skills in determining priorities, managing own time and direct the work of others Personal Qualities Capable of working independently Analytical thinker who is able to understand strategic interests of diverse stakeholders Flexibility in working from the Eastbourne Office with time at ESFRS offices as needed and across East Sussex, Brighton & Hove and occasionally beyond A willingness to work outside the office environment with occasional unsocial hours Personal commitment to improving the quality of life for older people
