To inspire future generations of vocational experts we need teachers and trainers
of the highest calibre, yet the standards that underpin vocational training fall short
of one essential ingredient: the aspiration to teach or train others. In order to help
develop future generations, teachers and trainers, members of the Institute for
Learning (IFL), need to have excellent vocational skills and knowledge and also be
adept at understanding how others learn – they are ‘dual professionals’. This idea
is simple. All craft and vocational training should include, at the highest level, the
skills and knowledge required to pass on excellent practice to the next generation,
preparing today’s skilled craftspeople to train tomorrow’s new recruits and, in doing
so, create an aspiration to teach. Standard setting through sector skills councils
should include a strategy for inspiring future generations of teachers and trainers, a
succession plan for teaching excellence. World Skills could, in the future, model
this through an additional competition category that recognises the skill of teaching,
giving teachers and trainers the opportunity to show how their innovative
approaches to teaching and learning create the conditions for successful vocational
learning and celebrating the contribution made by teachers and trainers worldwide.

As a chartered accountant I meet many young people who want to set up their own
business. However although they have the professional skills - and great
enthusiasm - they have little or no practical knowledge about how to manage their
own finances, let alone run a small business.

My idea is to offer an online 'Financial Fitness' campaign, targeted to WorldSkills
participants. The campaign would help raise their awareness of the vital areas of
skills and knowledge they will need if they want to succeed in small business.
Attached is a document containing material which could easily be developed into
an online assessment tool, then linked to existing information on the net.
WorldSkills could also secure a major international service provider to sponsor
some tailor-made online e-learning packages.

This will require some research to develop the criteria and to find the sources of
statistics. If such an index could be constructed, the periodical publication of
country rankings would generate a lot of interest in TVET, just like the country
competitiveness does when the WEF publishes their index.
Observers in countries that rank poorly question the methodology. Politicians brag
when their country ranks well, etc.. All of which generates discussion and helps lift
TVET to a higher ranking in public policy debate.
An additional benefit would be to raise the profile of the WSF global brand.
TOMORROWS CURRENCY IN TODAY'S WORLD
SKILLS will be the new legal tender in tomorrow's world. The new currency of
livelihood opportunities. It will be encashable across geographies and be the
benchmark index for development and growth. Today's GDP and Tomorrow's
GDSQ ( Gross Domestic Skills Quotient) will jointly represent a 'happiness index'.

Education Training System (ECVET) to strengthen both systems and make it even
more attractive for young people.
worldskills is the synonym for performance on the edge. It is a competition and
learning platform at the same time. Young professionals are talents who enriched
their knowledge, skills and performance during an intensive training phase for the
competition. This additional mostly informal learning is not expressed in a
transparent and comparable international context as well as standard. The
European Credit System for Vocational Education Training System (ECVET)
provides framework for learning outcomes which helps to visualise the
competences of worldskills competitors in a transparent way. The combination of
the qualifications of worldskills competitors in the different trades and the ECVET
framework boosts the attractiveness of VET, the uniqueness of worldskills and the
framework of ECVET. Therefore it would be strategically useful to launch a project
with experts who combine these knowledge to strengthen the competiveness
around the world.
I would love to have Mr. Richard Branson display a model/replica of his world
famous spaceship. As the CE for Aircraft Mechanics we need this sort of
partnership to grow the WorldSkills Media exposure and above all to enhance the
showcasing of our youth for today and tomorrow.
About 12 years ago i was involved in a skill exchange in zimbabwe.It has changed
my life.(See attached link) There is an endless need for skills to be shared across
the world. Within the worldskill organisation there are many skilled people! Why not
partner with organisations that need these skills?

For some months now I have been networking with lecturers/coaches like myself
with a keen interest on sharing and exchanging expertise in the coaching and
training of Carpentry apprentices. I have been able to exchange drawings and
technical expertise with coaches in the UK, Ireland, Hungary, Germany, Japan and
Holland. It has been rewarding exchanging ideas and skills. This benefits my
apprentices as I can broaden their learning experience. Setting up and network
with other countries is my aim.
I manage a project for internationally-trained individuals with a mentoring
component. The benefits of mentoring are profound and it has a positive impact on
both mentee and mentor.

This would help the mentee/Competitor to gain first hand knowledge of their future
work environment as well as many other wonderful learning opportunities. For

An official blog of the World Skills, but for each occupation, where all stakeholders,
competitors and experts, or just experts, could discuss ideas and post competitions
their countries. This blog could be administered by an expert chef. I am expert in
masonry, if we had a forum where we could discuss evidence, tools, among other
issues, this form we could further elevate the quality of international competition.
I created one here in Brazil. It is very simple, but if we had the participation of
experts international in the blog would be perfect!
My idea is to teach young people about a different way of seeing the precious way
of life. Teach them that every day be rise up lively than more the day before, and
say just before leaving "Today I be will the the best of myself" and today I will do

Produce a television documentary following the World Skills competitors through
local, national and World Skills competitions.
This will give an insight as to the skills and commitment of the young people
involved and highlight the important link between education, training and industry.
It would be expected that such a programme or series of programmes would be of
wide appeal as it would have a human interest factor due the highs and lows
experienced by the participants as they travel on their way to medal success.
Everyone loves the excitement and spectacle of the Speed Challenges some
Categories have. How about combining Try a Trade and practical challenges over
the course of the competition, culminating in a call back for the fastest to compete
for prizes on a central stage.

Worldskills is about benchmarking skills in your region, state, country and
internationally. Most importantly it keeps you updated in your industry and
increases your contact base Worldwide, allowing you to meet people that have the
same passion for your Industry.
WorldSkills New Zealand is a very small organisation that selects its representative
competitors from OJT while under paid employment. Some countries appear to
have endless resources to prepare for International Competition and while the rules
have changed to make competition contact with experts a little fairer, it is still a
major step up for 'underdog' nations to compete at the same level. Given the work
the Foundation is developing I would like to see more effort being put into providing
sponsorship for suitable individuals to continue development post competition. This
could be used to sponsor international competitors with very little national support
to undertake further technical, leadership, managment or teacher training.
Develop an "app" for electronic devices such as I phones etc. (These devices are
huge with young people). The apps would be a "Skills Apps" and would direct the

new subject in the education. The standards are not clear. By letting young

Missions – similar to missionaries of religion, the foundation could organize
WorldSkills champions to travel to countries which may be remote or
underdeveloped and introduce the young people to different skill areas…..this
could be done in the form of a “camp” done over the course of a couple weeks. We
could also include self-development and entrepreneurial seminars. These events
would culminate with a mini skill competition. We could organize meetings with
government officials to demonstrate the importance/benefit of being skilled;
highlighting the positive impact it can have on economic and social development.

To really lift awareness of and debate around Skills Training, the Foundation could
lobby the UN to name an official International Year of Skills Training. I'm amazed
there hasn't been one yet (see list at link attached).
If 2008 can be UN International Year of the Potato (!), why can't 2015 be UN
International Year of Skills Training? It could coincide with one of the years of the
big WorldSkills event.
The Anty Foundation is a non-profit organization whose purpose is to improve the
life circumstances of vulnerable children. Apart from organizing diverse events, our
objective is to develop a huggable robot for hospitalized children. This fits perfectly
within our vision of placing technology at the service of children.
R&D ONLINE WORKING GROUP
R&D new challenges are presented in a web list for an online video-chat
discussion.
Any WS member can join any video-chat debate. After a portrayal and a state of
the art presentation of the discussion subject a brainstorming will be held. The
person in charge will sum up the highlights and send them to the participants in few
days. Finally a new video-chat session will be held to define and pay out next
steps.

I propose that we use these champions to make ‘skills stars’ and what they do as

Being young they can engage with the youth and encourage them to set a goal – ‘I
can do so why don’t you’ attitude.
One project that I have on the back burner for WSI but can't seem to get the
resources to do, is create a 'Kids Zone' online that is filled with interactive games
and downloadable learning tools, teacher kits, resources, etc... Basically
somewhere that younger kids can go and learn about skills in a fun and interactive
way and also for the teachers to go and get resources to introduce skills in the
classroom at various ages. I was inspired by the education website that WS
Calgary 2009 did and also from my previous experience with Skills Canada. I have
been collecting some games and ideas but just haven't gotten the time or web
resources to put it together. I envision it as part of the Portal and would really play
to our education outreach. It would fit nicely with the OSOC program and each host
that creates resources for teachers can add to it and use it for their own purposes.
But it is year round, we could create prizes, a kids magazine and get a Champion
to take it on board as a project so it was written by youth for youth.
WSC Secretariat can create list/database of past, present and future WorldSkills
champions by inviting those who are keen to share their knowledge and skills as
WSC ambassadors stating a specified period of availability (updated periodically)
to be posted in the WSC website. Member countries may then wish to contact them
directly to invite them for such sharing sessions in their home country.
We believe that competing at WorldSkills can boost careers in significant ways.
With the benefit of an active Alumni network we shall seek to verify this belief by
mapping the careers of a sample of WorldSkills, UK Alumni.
The Alumni Package
The WorldSkills, UK Alumni (WSUKA) network is now 4 years old and is going from
strength to strength. The network was launched in 2007 and was refreshed in 2009
with a new strategy to maximise member engagement in the run up to and at
WorldSkills London 2011.
The WSUKA network is now in a strong and sustainable position and the lessons
learnt from its 4 years of existence have helped shape the way in which it operates
ensuring it is serving its members as best as possible.
The work and investment from the UK to create the WSUKA has the potential to be
packaged so that similar networks can be created and customised by other
WorldSkills International countries/regions. The WSUKA network has proved both
valuable for its members and invaluable to the UK member country; replicating its
success around the globe has the potential to create a collaborative and global
network of WorldSkills Champions.

refereed to in the UK are a network of individuals who embody the vision of

The WorldSkills App
A WorldSkills Foundation App for iPhone or Android could be created for people

a vocational pathway. The app could offer careers advice and links to both
educational institutions/providers and employers who would present impartial
advice in various formats including fact sheets and videos.
Individuals using the app could make connections to others in similar situations to
share ideas and information. WorldSkills, UK Alumni/Champions could also be
available on the app to submit their stories and case studies and make connections
with other users of the app. The app could then be used to facilitate mentoring
between Alumni/Champions and its other users – this would be extremely useful to
individuals taking part in skills competitions at both a national and international
level.
WorldSkills Portal vs LinkedIn
The WorldSkills Portal is a great place to start to make connections with the
international WorldSkills community but how much further could it go… could it one
day be like LinkedIn for the international skills community?
The WorldSkills portal or a additional site could be developed so that users could
personalise their profiles to a much higher degree so that they could act as their
online CV. Portal users could then make connections with other users and start to
upload content including introductory videos and link their profiles to other social
media feeds. Anyone interested in skills and vocational education including
employers. Like LinkedIn employers could use the site to head hunt the best skilled
people from around the globe.

Like much of the developed world,except perhaps Asia, there is an overwhelming
need for young people with math engineering, technology and science,(STEM)
skills. In the USA alone there will be 2 million jobs in the next three years that will
require these skills. The school systems are failing to prepare students with the
skills for these jobs.
There is a need for a strong partnership between the major employers in these
fields to establish bridge programs to take young people who may not wish to
complete a four year degree and prepare them with the skills in math especially,
but also technology and science so that they develop the skill to fill these positions
until the education system responds to the need and revamps education in the
STEM area.
The WSI President has likened WSI to a ship. The concept should be enshrined in * Sharing

It’s goal is to ‘explode’ skill competitions – expanding wider connections to
education and industry, making unexpected connections between ideas, expertise
and resources. It’s aim is to develop unique contact groups, directing innovation
across an expanding WorldSkills international community.
This submission describes the far-reaching potential that this experimental new
media platform could offer.
In my experience working in developing countries, often the communities know
how they can resolve their own issues but don't have the resources or skills to do it.
For instance, the Granny Club in Kenya, which focuses on grandmothers caring for
their orphaned grandchildren, could identify "25 ideas" (like you have asked us to
do) and Worldskills could complement the skill compenent of the request. It would
have a particular focus on skilling up women. It would also expose the Worldskills
participants/employers to the everyday challenges some people face.
Link in with other well respected international organisations such as Rotary to
complement their activities. For example, in Western Kenya a Rotary Club in
Australia are working with the local community to do two things. Provide low cost
housing for the most vulnerable in the community whilst building fish ponds to
ensure sustainability of the project by providing income. Potential opportunity to
establish a Skills Across the World type model and link it in with other activities/
organisations so it is not happening in isolation.
The Worldskills Foundation could iniitate a pilot project in utilising the networks
through the participants and employers to work with refugees to get them into
employment. This is a universal problem but could be piloted in Australia. For
example, I'm aware of refugee communities in Canberra who are willing to work,
are fit and healthy but because they have poor english, they can't even get
cleaning jobs in hotels. Looking at ways to help them be more employable and all
starting their own companies to outsource their skills. Worldskills has much more to
it than just trades - they are other skills which complement their success including
small business skills which could be shared with these people.
Linking in with an organisation like ABV may be a good opportunity to utilise their
experience in engaging retirees and skills transfer. It may also help in the nuts and
bolts of sending people overseas so as not to reinvent the wheel. Also have a lot of
partnerships in developing countries.

Our great idea is to significantly expand pre-apprenticeship work experience
opportunities to encourage more businesses to consider taking on an apprentice.
Work-based learning is at the heart of an apprenticeship. In the current economic
climate many people are finding it hard to gain the experience required to progress
further with practical training. Pre-apprenticeship training can cut the initial cost of
new entrant training for employers and help young people gain valuable practical
experience. Pre-apprenticeship work experience placements can complement
college courses to support the development of skills for people who may benefit
102 from an apprenticeship. The further education sector should work with businesses
and business organisations to match learners to employers for an extended period,
possibly up to ten weeks. Employers should see the work experience placement as
an opportunity to test a young person’s suitability for a fully employed
apprenticeship. Prior to the work experience placement the college should develop
an understanding of employers’ needs and help learners become more ‘workready’. As well as the obvious benefits to employers, this type of initiative can be a
means of supporting those with otherwise poor work prospects. A well thought out
pre-apprenticeship route is also likely to improve apprenticeship completion rates.

There are a number of countries which would like to establish their own caring
competitions but which are resistant due to its subjective nature as a newness as a
competition. I would like to create framework to support other countries in
establishing caring competitions. The framework would be based on knowledge
from the UK's experience of establishing caring competition and the experiences of
other countries which have caring competitions such as Norway and the
Netherlands. I would also like our organisation to support the application of the
framework in other countries when needed.

As caring competitions are a new concept in the UK many struggle to understand
what they comprise of. From our experience as the UK partner for Caring the most
effective way of explaining what the compotitions are is through watching them
firsthand.
Whilst the standard of competition entrants in the UK has risen in the second
competition cycle this year there are still a number of competitors who enter that do
not possess the necessary practical skills. By demonstrating what is required from
competitors we hope to improve undertstand and ensure only those who have the
necessary blend of theory and practice enter.
To fullfill this aim we would need to visit colleges, employers and event and take
the necessary resources to deliver effective demonstrations.

Many participants of the WorldSkills competition are in training in their respective
countries. The reality is that in the preparation for the Worldskills Competition,
competitors are trained beyond the competencies that are offered in their
respective countries. Worldskills can therefore in alliance with the different
accreditation bodies of the different member countries establish a certificate/
diploma which pronounces this extensive competence and becomes of value
throughout other member countries... I hope this idea
is fully understood :)
“Spread the Skills experience”. And what is the best way to share this experience?
Video. And who knows how and what kind of information young persons wants to
have? Young persons.
Every Worldskills competition there is a broadcast organisation that provides all
kinds of video content for every organisation all over the world. Professionals do
this.But all over the world there are young students following lessons to become a
video professional. Why are these students not the one who delivers the video
content? Of course, Skills will always need a professional organisation to do
producing and directing but students can do the camera, sound, light, editing and
also maybe the interviews. Create international crews! Maybe, in the future, “video
content” can become a competition. But video is quite new subject in the
education. The standards are not clear. By letting young persons doing the video
for the Skills, teachers and trainers have to share their ideas and visions.
Skills TV in this format will not only inform the world about the Skills in a unique
way but will also bring young students closer to each other as well as teachers,
trainers and members of the video branch.
Turning the WorldSkills journey into qualifications
In 2009 UK Skills was invited to design units of credit representing the UK’s training
and development programme for the WorldSkills Competition. These would then be
put into the UK’s new national qualifications and credit framework. We decided to
create units of credit representing the standards expected of all participants in the
programme: competitors, trainers, experts, supporters and alumni. This would give
us a complete framework of credits and qualifications with which to design, monitor
and recognise best practice.
Units of credit were designed in seven areas of performance:
•Performance under pressure
•Self-directed learning
•Emotional maturity
•Learning through work
•Working with standards
•Managing self and leading others
•Developing others
Each unit was assigned to a level from basic craft to university graduation, and
combined into qualifications for each category of participant.
These units and qualifications have been tested through the UK’s training and
development programme for 2011, and in three colleges. Following evaluation we
hope they will be taken up more widely by the UK in order to encourage and
recognise ‘performance excellence’.

Behind every great competitor there is a great employer?
In 2009 and again in 2011 Squad UK and their employers were asked to help
answer this question:
“What is the relationship between the development of employees’ skills and the
policies and practices in the workplace?”
Using UK research that identified a number of factors that appeared to promote
learning in the workplace, our researchers set out to discover whether Squad UK
proved that expansive workplace policies and practices were a factor in their
exceptional skills development.
We probed the following areas
Participation in and understanding of the workplace
Task performance
Access to resources to help learning
Judgement, decision making, problem solving and reflection
Experience, task transition and career progression
Status as a worker and a learner, and
Organisational development.
We found that there was a high correlation between competitors’ performance and
their recognition in the workplace as a learner.
From this research we have questionnaires that we would be pleased to share in
order to substantiate the findings, identify differences across sectors, types of
organisation and member countries, learn from others, and ultimately help
employers to generate high performance across their workforces.
