3.65 GHz License Overview
 NATIONAL License - New ‘Streamlined’ licensing scheme allows
operators

a nationwide license for the entire band
 Cost for a license is $210.00
 Base Stations are required to be registered on the FCC database
 License is valid for 10 years
 Non-Exclusive Licensing Scheme - In cases of conflict between two
or more operators, no one party has priority and users are expected
to work together through the use of contention-based protocols.
 Spectrum is classified and governed under CFR 47 Part 90

3.65 GHz License Process
 Step 1: Obtain an FCC Registration Number (FRN)
> This is free of charge and done online. After submission you receive
yyour FRN number immediately.

 Step 2: License application via Universal Licensing System (ULS)
> Goto the ULS to apply for Nationwide License http://wireless.fcc.gov/uls/
> Select service code ‘NN’ when prompted

 Step 3: Site Registration via Antenna Structure Registration (ASR)
> Once a license has been acquired Base Station locations need to be
registered
