PROCEEDINGS OF THE CITY COUNCIL MAY 4 1999 The City Council meeting was called to order at 7 30 p CALL TO ORDER m Mayor Wagner spoke about the accomplishments of the outgoing City Council Mayor Elect Shepley presented plaques in recognition of their terms of service to outgoing Mayor Wagner and Councilman Nystrom and announced that outgoing Councilman Hayden was not in attendance due to the grave illness of a very good friend Mayor Elect Shepley spoke about the accomplishments of Mayor Wagner Councilman Hayden and Councilman Nystrom Councilman Nystrom spoke to the PRESENTATIONS TO OUTGOING COUNCILMEMBERS audience City Clerk Jim Kelley administered the Oath of Office to OATHS OF OFFICE Mayor Shepley Cowlin at the request of the City Clerk due to a health condition administered the Oaths of Office to Councilmembers Ellen Brady Mueller Howard Christensen Ralph M Dawson Cathy Ferguson David Goss and Jeffrey T Thorsen City Attorney John Councilmembers Brady Mueller Christensen and Ferguson had been elected to four year terms and Councilmembers Dawson Goss and Thorsen had been elected to two year terms Mayor Shepley introduced each Councilmember and each Councilmember spoke to 1979 having been President from 1971 to 1979 a member of the City Plan Commission from 1965 through 1967 a member of the Crystal Lake Health Care Corporation from 1984 through 1996 and a member of public service NOW TIlEREFORE gentleman as is only fitting to honor the memory and legacy of CARL E WEHDE a true as the First Official Act of the historic new seven member City Council which and
