2016-2017 ASB Core Officer Campaigning Procedure Thank you for your interest in running for an ASB position. Serving on the ASB is both an honor and a great experience; however, it requires a lot of work and time from the students who serve. ASB Core positions include President, Vice President, Recording Secretary, Corresponding Secretary, and Treasurer. Each officer is required to take the Leadership class all year, and will be required to perform duties before school, during SAS, during lunch, after school, evenings, and weekends. Please be sure to carefully consider the time commitment that comes with serving on the ASB. For any students not selected or who decide not to run, multiple other opportunities are available for staying connected to the school that are also vital to our success and are a great experience for students: Leadership class, clubs, volunteering to help put on events or fundraisers here at Shorewood, and more. If elected to the position, you will be held accountable for fulfilling the responsibilities listed below for your office. All officers will sign and adhere to the Leadership Code of Conduct. All elected ASB Core Officers shall register for the Leadership class for both semesters and also attend Leadership Camp July 30-August 4. ASB President 1. Preside over Cabinet meetings, Student Council meetings, and oversee all ASB assemblies/activities. 2. Create special committees, with the approval of the Cabinet, as deemed necessary. 3. Ex officio member of all ASB committees. 4. Official student representative at inter- and intra-school functions. This includes such things but not limited to Open House, PTSA, Boosters, Shorewood staff meetings, WESCO Interhigh conferences, etc. 5. Official correspondence with Shorecrest and Einstein ASB. 6. Delegate responsibilities as the occasion arises. 7. Be in regular communication with Activities Coordinator. 8. Foster a warm and caring environment for students at Shorewood. ASB Vice-President 1. Assume the duties and/or office of the president in his/her absence. 2. Responsible for coordinating ASB committees and clubs. Maintain club files and contact with club presidents. 3. Carry out tasks assigned by the President or Activities Coordinator. 4. Team with the President overseeing all ASB assemblies, fund-raisers, and community service school projects and report at occasional Shorewood staff meetings. ASB Recording Secretary 1. Shall keep records of and make available, upon request, all Cabinet and Council decisions and actions. 2. Shall prepare, distribute and publicize agenda and minutes of the Student Council. 3. Shall document Cabinet voting matters and financial voting matters, and distribute said documentation to groups involved in the vote. 4. Have the option of obtaining assistants to aid in the performance of their duties. ASB Corresponding Secretary 1. Shall make available, upon request, all Cabinet and Student Council decisions and actions. 2. Shall be responsible for all ASB correspondence (i.e. weekly newsletter, reader board, tv monitors, morning announcements, The NEST, PTA, Boosters, FaceBook, Twitter, SW Website, etc.) 3. Keep a record of all ASB recognized organizations, including statements of purpose, charter and bylaws and make available all Student Council decisions and actions. 4. Have the option of obtaining assistants to aid in the performance of their duties. ASB Treasurer 1. Must work with the ASB Business Manager on a regular basis (DAILY) to assist in the handling of all ASB monies including fund-raising. This includes reviewing, approving and signing all purchase orders from all athletic teams, ASB clubs and organizations. 2. Maintain a monthly record of all ASB expenditures and income that must be available, upon request, to anyone affiliated with Shorewood. This information can be obtained by working with the business office manager. 3. Shall supervise the Budget Committee's preparation of the ASB budget in the spring each year in conjunction with the Activity Coordinator and Business Manager. This will be presented to the Student Council prior to the end of the school year. 4. Assist clubs and sports in understanding the rules related to fundraising and ASB monies. 2 CAMPAIGNING RULES & GUIDELINES • All candidates must: - be currently enrolled at Shorewood, and during the year need to be enrolled in at least four classes each semester at Shorewood High School. - take the Leadership class for the full year (2017-2018). - have a 2.5 Cumulative GPA, maintain the 2.5 and be passing all classes at all times. - not have had any disciplinary concerns for the past 12 months. - fulfill all officer responsibilities and expectations, which includes time beyond school hours and part of the school day - attend summer leadership camp July 30-August 4 (candidates may appeal if they have already attended the camp) • You may not campaign before 7:00 AM, Wednesday March 1, 2017, or start campaigning until you are officially a candidate (including use of social media). You become an official candidate by submitting the Application Packet (Candidate Information Platform - electronically, Signed Code of Conduct, and the Application Signature Sheet) by Feb. 27, 2:45 pm. • Candidates cannot spend more than $50 towards the campaign. Please monitor those spending toward you. For example, somebody may not buy you $50 worth of t-shirts, or you shouldn't buy tshirts and sell them, or somebody "donates" $50 worth of materials for you. Basically, what we're saying is that you could just make a poster (which we can give you the paper for and markers and staples to hang it) and it wouldn't cost you anything! In the end, the only thing you really need to spend is TIME to make a speech and TIME to talk to people. • No stickers are allowed, or handing out candy or any other items that could be considered a bribe. • Due to excessive waste and litter, posters and signs will be limited. You may post ONE 3’x6’ poster in the Commons. You may place up to 15 (8½” x 11”) fliers around the school. Fliers can only be stapled to the bulletin boards throughout the school - NOT on walls, windows, doors or bathrooms. (ie: you should not hang any fliers with tape!). Please do not cover permanent displays from specific departments (i.e. the Career Center board in the 1200 hall, Culinary Arts in the 1100 hall, etc.). All posters and fliers must be pre-approved before posting anywhere. • All campaign material must be in good taste, include no profanity/vulgarities, or sexual innuendoes, and follow school rules and regulations. The campaign should be about the candidate, be positive in nature and be pre-approved by the Activity Coordinator. Overall campaigns should address the candidate's qualifications, NOT any negative reference about other people, the school, or our school culture which includes but is not limited to talk, written, typed, posted, tweeted, or emailed comments. • Make sure that people who are campaigning on your behalf, known or unknown, abide by the rules and guidelines. Meaning you will, at times, have to stop negative talk. • Use of social networking needs to be about YOU, and not other candidates or anything negative about the school or school culture. Make sure anything posted adheres to all the rules and guidelines listed in this document - remember to keep it solely about you (school appropriate) and not other people. Just to emphasize, we are not endorsing using any of these tools (you DON'T HAVE TO USE THEM), but as technology evolves, we need to address them. 3 • You must fill out your platform and turn it in ELECTRONICALLY with your other election paper work by 2:45 on Monday, February 27. Your platform must be emailed to the Activity Coordinator ([email protected]). It will be posted online for students to view. Please be serious and professional and follow the guidelines of school appropriateness. • You must email your final copy of your speech to the Activity Coordinator by 2:45 on Wednesday, March 1. Speech rehearsal will happen on Tuesday, March 7, during lunch in the main gym. The Election Assembly will happen on Thursday, March 9 at 9:40 in the gym – candidates must be there by 9:20 AM. Voting will take place on Friday, March 10, during SAS. • All candidates will be required to take part in a Q/A session Town Hall, during lunch in the Career Center. The Recording Secretary, Corresponding Secretary, and Treasurer will be interviewed on Thursday, March 2, and the President and Vice President will be interviewed on Friday, March 3. All candidates must be present for this Town Hall. • You are responsible for cleaning up all your campaigning materials by 3:00 on Friday, March 10. • Failure to follow these rules and guidelines may result in disqualification. You are responsible for all campaigning on your behalf. - Be prepared to take the Leadership class all year and Leadership Camp during the summer (July 30-August 4). This is a requirement. If you are not prepared to attend the camp or able to participate in the class (may conflict with music and/or AP/Honors classes) you will be replaced even if you are elected. Candidates may appeal to the President’s Cabinet for an exception if they have already attended Leadership Camp once. What are a few things you are passionate about outside of Shorewood? 5 ASB OFFICER CANDIDATE ASSEMBLY SPEECH The ASB Election Assembly will happen on Thursday, March 9, and voting will take place on Friday, March 10. Please report to the gym no later than 9:20 AM on March 9 for the assembly. Your speech must be submitted ELECTRONICALLY to Ms. Harris for approval by March 1 by 2:45. Make sure it is appropriate, positive, and in good taste. No text changes can be made following the submission unless we tell you a change is needed. These changes, if necessary, must be submitted by March 8. You must do a “dress rehearsal” of your speech during lunch on Tuesday, March 7, in the main gym. Speech Requirements: - Should be in good taste and include no profanity, vulgarities, or sexual innuendoes. All comments should be appropriate and follow school and district rules. - Speeches should be about the candidate's qualifications, NOT any negative reference about other people, candidates, our school, or school culture. - Maximum time limit will be provided once we know how many candidates are running (usually 23 minutes). - We will take away the microphone at the agreed upon time limit even if you are not done. A timer will be provided to give you a 30 second warning. - At minimum, you must cover your goals and qualifications for the position. - Music is allowed if you provide your own player including speakers. We will not play or provide equipment for this. - The candidate is the only person who can participate in the speech. - The microphone will be taken away if you begin to significantly deviate from your approved speech. - Finally, please remember that your speech should be about the work that ASB has domain over, not things in the domain of the district or principal. As “office” as used in this policy is a position to which a student is selected, elected, or appointed by staff or other students attending the Shoreline School District. 3316P STUDENTS Discipline of School Student Officers/Leaders Suspensions for More than One Day A student officer/leader who receives a suspension of more than one day forfeits any office or leadership position he/she holds unless the school principal or his/her designee determines there are extenuating circumstances for the student retaining the office or leadership position. If the notice of suspension does not state extenuating circumstances exist and what they are, the student’s office or leadership position shall be forfeited by him/her. One Day Suspensions and Lesser Disciplinary Measures A suspension of one day or any lesser disciplinary action shall not result in the student forfeiting his/her office or leadership position unless the building principal or his/her designee shall reasonably determine that the act of misconduct, standing alone or considered with other misconduct, is inconsistent with the student holding office or leadership position. “Other misconduct” can include acts occurring off campus and/or during non-school hours. If the principal or designee determines that student’s office or leadership position should be forfeited, a letter must be delivered to the student and his/her parents or guardians, in person or by certified or registered mail, within five school days after the disciplinary action is imposed, and the letter shall state the basis for the forfeiture of office or leadership position; otherwise, the student shall retain his/her office or leadership position. Forfeiture of office or leadership position may be the sole disciplinary action taken. Right to Contest Forfeiture of Office 1. Students shall have the right to grieve the forfeiture of office or leadership position using the procedures for grieving discipline or shortterm suspension (Policy #3322, Grievance Process for Shortterm Suspensions). 2. Appeal from long-term suspension. An appeal of a long-term suspension shall automatically and simultaneously include an appeal of the forfeiture of office or leadership position resulting from suspension; provided that a student may grieve the forfeiture of office or leadership position without appealing the longterm suspension using the procedures for grieving discipline or shortterm suspension (Policy #3322, Grievance Process for Shortterm Suspensions). Effective Date of Forfeit of Office The earliest time a student shall forfeit his/her office or leadership position in conjunction with a longterm suspension is the next day after: 1. If there is no appeal, the last day to file an appeal; 2. If there is no appeal from a hearing officer’s decision adverse to the student, the last day to file an appeal from the hearing officer’s decision; and 3. If there is an appeal to the Board of Directors, the day the Board’s written decision is received by the student and his/her parents or his/her attorney, whichever is first. Under all other circumstances in which an office or position is forfeited, unless otherwise stated in the written notice provided the student, forfeiture of office shall become effective immediately upon receipt of the notice. Replacement in a Forfeited Office When an office has become vacant by reason of having been forfeited under this policy, the vacancy shall be filled in the manner prescribed by the document creating the office. If the aforementioned document does not provide for filling the vacancy, the building principal shall determine a reasonable procedure for electing another student to the office. The student forfeiting the office shall not be eligible to be re-elected to the office made vacant. If that student shall receive the most votes to fill the vacancy, the student receiving the second highest number of votes shall be elected to the office. However, any student forfeiting an office under this policy shall be eligible to seek election for any office four months after his/her removal from office. Miscellaneous Nothing in this section shall limit the authority of the faculty, the school building administration, the school district administration, and/or the Board of Directors to remove a student from a position to which he/she was appointed by that person or persons or to determine the qualifications of students representing a school building or the school district at a public function, at a conclave of other school buildings or school districts, or any other public function where the student’s action or words would likely be construed to be representing the standards of the particular school building and/or school district. 9
