DOCUMENTS, AN ENGINEER'S ESTIMTE ON
INGERSOLL AVENUE STREETSCAPE ENHCEMENTS - 28TH TO 31ST STREET;
RECEIV AND FILE BIDS; AND DESIGNATION OF LOWEST RESPONSIV, RESPONSIBLE
BIDDER AS JASPER CONSTRUCTION SERVICES, INC., STEVEN J. RHOADS, PRESIDENT, $289,945.00
WHEREAS, on April 7, 2008, under Roll Call No. 08-545, plans, specifications, form of contract documents, and
Jursdictional Engineer's estimate of constrction cost were fied with the City Clerk, for the constrction of the
followig improvement:
Ingersoll Avenue Streetscape Enhancements - 28th to 31st Street, 04-2008-006
The improvement includes installing decorative metal railing, trash receptacles, benches, planter ums, bicycle
racks, and other incidental items; in accordance with the contract documents, includig Plans File Nos. 489058/067 on Ingersoll Avenue from 28th Street to 31st Street, Des Moines, Iowa
WHREAS, notice of the hearg on the plans, specifications, form of contract documents, and Engieer's estite of
constrction cost was published as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES MOINS, IOWA:
That the hearng on the plans, specifications, form of contract documents, and Jursdictional Engieer's estimate of
constrction cost for said improvement be closed; and that said plans, specifications, form of contract documents, and
Jursdictional Engieer's estiate of constrction cost are hereby approved as the plan, specifications, form of contract
documents, and Jursdictional Engineer's estimate of constrction cost for said improvement.
BE IT FURTHER RESOLVED: That sealed bids for said improvement were submitted by the following bidders:
Jasper Constrction Services, Inc.
Newton, IA
Concrete Technologies, Inc.
Urbandale, IA
Rochon Corporation of Iowa, Inc.
Urbandale, IA
Bid read under advisement
which were received and opened at a public meeting presided over by the Jursdictional Engieer in the City Council
Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa at 11:00 a.il on April 22, 2008. Said

BE -IT FURTHER RESOLVED: That the Jursdictional Engineer has determned that the lowest responsive,

BE IT FURTHER RESOLVED: That the bid securty of the unsuccessful bidders be and is hereby authorized and
directed to be retued.
BE IT FUTHER RESOLVED: That the Jursdictional Engieer is hereby directed to secure execution by the lowest
responsible, responsive Bidder and its surety of the contract documents in the form heretofore approved by ths
Council; that the Jursdictional Engineer is directed to thereafer present said contract documents to ths Council for
approval and authorization to the Mayor to sign; and that no contract shall be deemed to exist between the City of Des
Moines and said Bidder until said contract has been executed by the Bidder, and shall have been approved by ths
Council and executed by the Mayor and attested to by the City Clerk.
