NOFA Appeals Policy and Procedure
Per its annual role as the Collaborative Applicant for the Continuum of
Care Notice of Funding Availability (NOFA) competition of the U.S.
Department of Housing and Urban Development (HUD), MACCH will
ensure a consistent appeals policy and procedure. This will ensure
equitable stakeholder participation regarding this public funding while
also ensuring a transparent process of leadership for MACCH as the
Collaborative Applicant.
This Policy and Procedure affirms the following principles:
 During an open competition period of annual NOFA scoring and
tiering, a project applicant may only question its own project
scores (with MACCH as Collaborative Applicant). It may not
question the scoring, ranking, or tiering of other project
applicants during NOFA competition (defined as the period from
annual NOFA competition commencement per HUD to the annual
Collaborative Application submission per MACCH).
 During periods of non-NOFA competition, project applicants may
question project-level practices of other applicants (regarding
practices related to NOFA scoring). To do this, a project applicant
must contact MACCH for purpose of meeting with the other
questioned applicant; the concern and/or complaint must be
submitted via email to the MACCH executive director. A
respectful, fair, and informed discussion will then occur regarding
any questioned project-level practices for purpose of resolution.
The discussion will be facilitated by a MACCH board director with
no NOFA affiliation and no conflict of interest, perceived or actual.
 MACCH as the Collaborative Applicant will have final
determination regarding all NOFA scoring, ranking, and tiering. All
disputes will be resolved by MACCH within a month’s time or less
(from the date of the originally submitted complaint).
