PUTNAM YOUTH BASKETBALL LEAGUE PYBL By Laws January 2013 Mailing Address: P.O Box 68785, Oak Grove, OR 97268 - Phone: (971) 227-8476 Web: http://www.pybl.org E-mail: [email protected] Putnam Youth Basketball League (PYBL) is a 501(c)(3) non-profit organization which serves youth in grades 3-8 residing within the Rex Putnam High School attendance area (as defined by NC12 School District). Article I. Name Section 1 This organization shall be known as the “Putnam Youth Basketball League”. Article II. Mission Statement Section 1 The Putnam Youth Basketball League (PYBL) is a non-profit organization whose mission is to provide a high quality, low cost, character-building athletic experience for boys and girls grades k-12. Utilizing the high school coaching staff and the values of positive coaching, the PYBL strives to provide high-quality training for coaches in both the recreational and competitive leagues. The PYBL believes sports should be FUN at all levels of competition and we shall continue to work within the community to foster a positive atmosphere for coaches, parents and fans to support the athletes. Article III. Membership Section 1 Members Membership in the Putnam Youth Basketball League will consist of the officers currently serving on the Board of Directors. Section 2 Eligibility Any person sincerely interested in active participation to further the mission of the Putnam Youth Basketball League is eligible to be a member if elected by the Board of Directors (see article IV, section 2). Section 3 Member Conduct At all times members are expected to conduct themselves in a manner that promotes the philosophies of the mission statement. Members should be open to self-evaluation and regularly review their own motive to ensure constituent representation, board expertise, and personal commitment. Section 4 Termination Membership may be terminated by resignation, also the Board of Directors reserves the right, by two-thirds vote, to suspend or terminate any member it feels: • The member has behaved in a manner deemed by its members as detrimental to the league and its mission statement. • If a member has missed two consecutive general meetings and has not been involved in board activities and responsibilities held within the two month time frame without contacting another member to explain absence, a letter will be sent notifying him/her of membership revoke and board replacement at the following meeting unless the absent member is present at that meeting. • In the case of a resignation or termination the President or Secretary will call a Special Meeting (see Article IV, Section 4). Article IV. Meetings Section 1 General Meetings General meetings of the Board of Directors will be called on a monthly basis unless needed more often. Board members accomplish their functions through general meetings. General meetings will take place the second Sunday of every month with the exception of holidays. Ideally, board members arrive at meetings prepared and ready to engage in thoughtful dialogue using a group process that that is respectful of other opinions. Section 2 Annual Meeting The Putnam Youth Basketball League will hold an Annual Meeting in April for the purpose of electing members. • Current and perspective members must receive a nomination from one of the Board of Directors (see Article V, Section 4). • The candidate receiving the majority of votes shall be elected to said office. • A general financial report should be presented at the Annual Meeting by the Treasurer • An equipment and uniform report should be presented by the Equipment Manager • The Secretary should copy each report to the minutes and each newly elected position needs to be documented as well. Section 3 Voting Only members of the Board of Directors are allowed to make a nomination or cast a vote. However, the Board of Directors may invite, admit and recognize guests for presentations or comments during the Annual Meeting and Monthly Meetings. In case of a tie vote the President will hold the deciding vote. Section 4 Special Meetings From time to time the President or Secretary may call a special meeting to deal with urgent matters. Every effort will be made to inform each Member 2-3 three days in advance either via phone call or email. A Special Meeting might be called to: • Inform the Board of Directors of an issue and make an effort to come up with a resolution to a time sensitive matter • If a termination or resignation occurs in order to fill the vacancy or the Board of Directors may decide to leave the position open for the remainder of the term. • If a vote has to take place the members in attendance or via conference call will constitute a quorum. A majority vote is required to pass any discussed items. Article V. The Board of Directors Section 1 The Board Board members have a duty of loyalty to the organization, supporting the coaches while overseeing the safety and well being of our youth, the players. Like good basketball teams, the board is a team of members that depend on each other, working closely together with professionalism and respect. While differences of opinion are sure to arise, board members should strive to keep disagreements impersonal. Practicing discretion and accepting decisions made on a majority basis will promote board unity and provide clear messages from the board to the rest of the League. Board members should be open to self-evaluation and regularly review their own motive to ensure constituent representation, Board expertise, and personal commitment. Section 2 Positions President, Vice President, Secretary, Treasurer, Registrar, (2) Classic Coordinators, (2) Recreational Coordinators, High School Recreational Coordinator, Referee Coordinator, PCA Administrator, Fundraising Coordinator, Sponsorship Coordinator, Communications Manager, Equipment Manager, Uniform Coordinator Peewee Director and Members at Large Section 3 Terms of Service The President, Vice President, Secretary, Treasurer, Registrar and Peewee Director will serve a term of two years. All other listed positions will be a one-year term. Section 4 Elections Elections will take place at the Annual meeting. Any persons interested in serving a term on the Board of Directors must first receive a nomination. Nominations can take place at a general or special meeting. The nomination meeting must occur a minimum of 10 days prior to the Annual Meeting. You must be present to receive a nomination. Any current member can nominate any interested candidate. Section 5 Voting and Quorum A quorum must be present in order for any vote to be deemed passed by the Board of Directors. A quorum is defined as 51% of current board members. In the case of a tie see Article IV, Section 3. Section 6 Amendments to Board Positions Amendments to the Board of Directors positions listed under Article V, Section 2 can be made at any meeting that occurs prior to the Annual Meeting. Amendments must receive a majority vote. Article VI. Board Responsibilities Section 1 President • Ensures the effective action of the board in governing and supporting the League, and oversees board affairs. Acts as the representative of the board as a whole. • Speaks on behalf of the league. • Develops agendas for meetings and presides over board meetings. • Recommends to the board, which committees are to be established. Seeks volunteers for committees, and coordinates individual board member assignments. • Board Affairs: Ensures that board matters are handled properly, including preparation of pre-meeting materials, committee functioning, and recruitment and orientation of new board members. • Present to the board an evaluation of the direction and organizational strength of the league. • Annually focus the board’s attention on matters of institutional governance that relate to its own structure, role, and relationship to management. Be assured that the board is satisfied it has fulfilled all of its responsibilities. • Fulfill other assignments as appropriate. Section 2 Vice President • Acts as the president/chair in his or her absence; assists the president/chair on the above or other specified duties. • Liaison between NC12 Community Services & PYBL. • Provides practice schedules to each Classic and Recreational Coordinator. • Develops a game schedule for each Classic and Recreational Coordinator. • Facilitate and communicate all changes to schedule with NC12 and Coordinator. • Attend TRL game scheduling meeting to proactively manage game scheduling. • Fulfill other assignments as appropriate. Section 3 Secretary • Keep accurate notes during board meetings and produce a report to the board. The report should include, but is not limited to: attendees, subjects discussed, solutions to issues, future action items including who took on responsibility of tasks. • Publish meeting minutes report to all board members within a week following each scheduled meeting. • Remind board members of upcoming meetings. • Publish board meeting agenda at least 2 days prior to each scheduled meeting. • Perform other duties prescribed by the Board of Directors. Section 4 Treasurer • Keep accurate financial records for the league. • Deposit money, drafts, and checks in the name of the league. • File tax statement with IRS and State of Oregon as required with assistance from the President. • Disburse funds and issue checks and drafts in the name of the league as ordered by the board. • Upon request, provide the President and the board an account of transactions by the treasurer and of the financial condition of the league. • Verify proper paperwork submitted on scholarship applications and report information to Registrar and President. • Perform other duties prescribed by the Board of Directors. Section 5 Registrar • Organize registration process for league. • Identify information needed on registration forms. • Create database of registered players. • Work with President to organize and process background checks. • Oversee assignment of players to teams ensuring only eligible registered players are placed on team rosters. • Perform other duties prescribed by the Board of Directors Section 6 Classic Coordinator(s) • A classic level coach may not fill this position. • Attend Three Rivers League meetings. • Support the tryout and team selection process for the classic teams. • Work with other Classic Coordinator to divide responsibilities of all classic teams. • Provide guidance to classic coaches during game scheduling process. • Act as liaison between coaches, parents and the board. • Attend classic games to check league representation of coaches, players, fans • Participate in any dispute resolution – Classic and Recreation. • Coordinate a representative to the Three Rivers League Deputy (for example: updating game scores on the website for a gender/age). • Perform other duties prescribed by the Board of Directors. Section 7 Recreational Coordinator(s) • Support the tryout and team selection process for recreation teams. • Schedule practices with VP and match up opponents for recreation teams. • Act as liaison between coaches, parents, and the board. • Attend recreation games to check representation of coaches, players, and fans. Provide feedback to board. • Participate in any dispute resolution – Recreation and Classic. • Work with other Recreational Coordinator to divide responsibilities of all recreation teams. • Work with Referee Coordinator to deal with any issues. • Perform other duties prescribed by the Board of Directors. Section 8 High School Boys Recreational Coordinator • Support the team selection process for boys high school recreation teams. • Schedule practices with VP and match up opponents for boys high school teams. • Oversee assignment of high school boy players to teams ensuring only eligible registered players are placed on team rosters. • Coordinate Referee’s for high school game assignments. • Perform other duties prescribed by the Board of Directors. Section 9 Referee Coordinator • Recruit and organize referees for Recreation League. • Coordinate Referee clinic(s). • Coordinate Referee game assignments. • Work with Recreational Coordinator to deal with any issues. • Perform other duties prescribed by the Board of Directors. Section 10 PCA Administrator • Provide guidance on PCA implementation for the League. • Facilitate parent involvement in “Positive Coaching Alliance” • Organize PCA pre-season meeting of team-parent “Culture Keepers” • Oversee all PCA sub-committee activities. • Facilitate purchase and distribution of PCA materials • Coordinate PCA Workshops for Board, coaches and parents. • Perform other duties prescribed by the Board of Directors. Section 11 Fundraising Coordinator • Present ideas for and coordinate any league wide fundraising event. • Act as the primary volunteer coordinator for all events the Putnam Youth Basketball League hosts. • Manage apparel purchases for fundraising events. • Perform other duties prescribed by the Board of Directors. Section 12 Sponsorship Coordinator • Actively shop business’s, for league sponsorship. • Assist Fundraising Coordinator in scheduling volunteers and planning league events. • Perform other duties prescribed by the Board of Directors. Section 13 Communications Manager • Manage web, email, and print communications for the league. • Maintain web systems. • Perform other duties prescribed by the Board of Directors. Section 14 Equipment Manager • Manage all equipment-related needs; make approved purchases. • Coordinate the check in/out of basketballs and team uniforms. • Perform other duties prescribed by the Board of Directors. Section 15 Uniform Coordinator • Manage all uniform purchases for classic and recreation divisions based on board approval. • Perform other duties prescribed by the Board of Directors Section 16 Peewee Director • Oversee assignment of players to teams ensuring only eligible registered players are placed on team rosters. • Acts as the primary coach for peewee’s managing the implementation of the program. • Manage all peewee equipment-related needs; make approved purchases. • Perform other duties prescribed by the Board of Directors. Section 17 Member at Large • Members at Large will only be considered if all other board positions are filled. • Members at Large may be added occasionally for the purpose of training and guiding new board members. • Must be invited by a current board member. • Must be a retiring or retired board member. Article VII. Amendments Section 1 Amendments The Board of Directors may amend these bylaws by majority vote at any general meeting. Article VIII. COACH SELECTION PROCESS Section 1 - Coach Selection Recreational Coaches Recreational Coaches are selected through an application and interview process by the Rec Coordinators and approved by the board of directors. Each Recreational Team may have a Head Coach and an Assistant Coach assigned by the Coordinator for which their players will be protected in the draft process. Recreational Coaches are required to submit and/or complete the following: (1)Classic Application Form (2)Background Investigation (3)PCA Positive Coaching Certification (4)Coach’s Code of Conduct Form (5)Other Items required/requested by the Board Classic Coaches The Head Classic Coaches for each Classic Team are selected through an application and interview process by the PYBL Board. The Head Coach may then name up to 2 additional coaches (subject to PYBL Board approval). All Classic Coaches (including the assistant coaches) are required to submit and/or complete the following: (1)Classic Application Form (2)Background Investigation (3)PCA Positive Coaching Certification (4)Coach’s Code of Conduct Form (5)Other Items required/requested by the Board Any and all additional coaches, team parents, etc that have “Regular” contact with the players, Must complete a Background Investigation Form and a Coaches Code of Conduct Form as well as any other Item’s required/requested by the PYBL Board. Article IX. PLAYER DRAFT & TRYOUT INFORMATION Section 1 – General The draft process of players to teams is organized to match together players of similar skill level on teams. This process allows for participation by all players at levels that provide challenges and ensures a competitive level at which players will have a rewarding and positive basketball experience. Section 2 - TEAM DISTRIBUTION The number of teams formed by PYBL each year will be determined by the number of players registered in each division. Ideally, there will be a minimum of 8 players and a maximum of 10 players on any team whether Classic or Recreational. Prior to the Classic Team Selection(s) and the Recreational Team(s) Draft, the number of teams within each Division will be determined by the board in order to maintain team rosters within these guidelines. The number of players selected to any individual team may be limited, allowing the creation of an additional team as necessary, to prevent more than 10 players from having to be rostered by any team. Any changes to these numbers are subject to review and approval by the Board. The decision on the number of players per team will be based on the following criteria: (i) Number of players trying out/being assessed. (ii) Basketball ability of players trying out/being assessed. (iii)Input from PYBL, Classic/Recreational Coordinator(s) and Coach(es). If, through the Tryout’s/Assessments and board evaluation, the board believes that there is enough talent to draft one or more classic teams at the AAA, AA or A competition level then a Classic Team (or Teams) will be drafted at the division. The highest level team will be drafted first, followed by the next level(s). Section 3 – ASSESSMENTS/TRY-OUTS “Try-outs” or “assessments”are typically announced in early September, with actual try-outs /assessments taking place in October. Player assessments/try-outs will be scheduled and coordinated by the Board. They will be conducted for players who will be participating in the Recreational and Classic Divisions prior to conducting the team selections/draft(s). Assessments/Try-outs are conducted for the purpose of evaluating a player’s skills in relation to other players at their grade levels. The results of the assessments/try-outs are used as a basis for the selection of players during the Classic Team Selections and Recreational Team Drafts. Assessments/Try-outs will most likely be held on multiple Saturday’s or Sunday’s in October of each year. Separate Assessment/Try-out times will be scheduled for players participating in each Division. Classic level “Tryouts” and Recreational level “assessments” will be held independently of each other. There will be two days of try-outs for each Classic level and a minimum of one Recreational Assessment session. Each session will consist of various stations to properly evaluate each player. The Selection Committee Members may be present during the assessment/tryout sessions but their scores are not used for the individual player evaluation averages. Selection Committee Members scores may be used to resolve placement issues during the Team Selections process where multiple players evaluation averages are identical and a determination must be made to complete the teams roster. Parents will not be allowed in the gym during Classic tryouts or Recreational assessments. Coaches Potential coaches are required to attend their divisional (Classic/Recreational) assessments/tryouts, for all age levels, for the purpose of player’s evaluation and preparation for the draft. The Board will attempt to provide independent evaluations for all players participating in assessments/try-outs for use by coaches. These will be made available to all coaches prior to the time of the team selection processes. Coaches at all age levels are expected to encourage more proficient and skilled players to try out for the Classic team(s) in their division. This is necessary to provide the best opportunity for development of their skills to the highest level possible and participation with players of similar skills. Players All players are required to participate in at least 50% of the assessments/tryouts. Any player who doesn’t choose to attend assessments/tryouts will only be eligible to play at the recreational level and will are not allowed to be drafted to a team, but will be placed on a team via a blind selection process at the conclusion of the draft. 1. Eligibility ELIGIBLE PLAYERS: Only players who TRY OUT can be DRAFTED to a team. Those that do not attend at least 50% of the tryout/assessment sessions cannot be drafted, but will be placed on a REC team via a blind pick pool. Any player(s) who did not attend at least one (1) tryout session cannot be drafted to a Classic team, but shall be assigned to a Recreational team at the conclusion of that division’s draft via the blind pool. Classic Exceptions: All Exceptions are subject to Selection Committee approval. Any player under the exceptions clause, cannot replace a player on the classic team that did tryout unless the players average score is below 2.0. Additionally, if there are more than 1 team at the level the player is being considered for, the player is not eligible for the highest team at that level unless he/she is a returning player from the highest level team the year prior and is injured during the tryout sessions. Players will be considered under the below circumstances only: 1. A player pre-arranged their absence from attending 50% of the Classic Tryouts with the Classic Coordinator with a justifiable reason and meets one of the below: a. Attended the REC Assessment Session and it was noted to the assessors that the player was trying out for Classic. b. The player is returning from the previous season as a Classic player and has an injury that is preventing he/she from trying out but will be released in writing by his/her Doctor for play prior to the start of Classic Games. In this instance, the players coach(es) from the prior season will be asked to assess his/her skills in comparison to the players that did tryout. The average of 2. their scores will be used to determine which classic level team the player is placed on. Additional players are needed to round out a Classic Team(s): a. The Selection Committee holds a “special tryout” session for “recruited” potential additional player(s). b. The recruited player(s) attended the REC Assessments and were given an average score of 3.0 or more. Section 4 - TEAM SELECTION PROCEDURES The team selection process will be coordinated and managed by the Board. It will most often take place on a weekday evening within seven to fourteen calendar days following try-outs. A. Participants Only the Selection Committee (President, Vice President, Division Coordinator(s) & Registar) and respective coach(es) shall participate in the team selection process. The coaches will only participate with the selection process for the team they will coach. In the event that a Head Coach cannot be present at the selection process, the Board must be notified prior to the day of the event. The Head Coach shall then arrange for an Assistant Coach or other appropriate representative for the Head Coach (subject to Board Approval) to be present and act on behalf of the Head Coach. B. Information to Be Provided A list identifying all players eligible to be selected will be provided to the Selection Committee and coaches at the time of the selection. This list shall identify players by name, try-out number and include available information pertinent to the selection of the player (e.g. past experience etc.). C. Team Selections The team selections will be conducted in the following sequence: Classic (AAA), Classic (AA), Classic (A), and Recreational. Coaches may only be present at, and participate in, the selection at the level they will be coaching. 1. Pre Team Selection DRAFT FORMAT IS SUBJECT TO EXCEPTION AT ANY OR ALL LEVELS DEPENDING ON THE # OF ELIGIBLE PLAYERS, ESTIMATED TEAMS AND/OR TRL DIRECTION. THE SELECTION COMMITTEE MUST APPROVE ANY DRAFT EXCEPTION BY A MAJORITY VOTE. THE APPROVED EXCEPTION MUST BE NOTED IN THE LEAGUES BOARD MEETINGS FOR THAT SEASON. 2. Classic Team Selection The Classic teams will be selected by the Selection Committee using information obtained from the evaluation (assessments/tryouts) process. Each Classic team rosters no more than ten (10) and no less than eight (8) players. Commonly, the Classic team(s) will be established after the completion of the try-outs and prior to the recreational team selections. Player selections to the Classic team(s) at each age level are reviewed and approved by the Selection Committee. Once approved by the selection committee, it is customary for the Classic Coach(es) to call each player (and/or player parents) that has been selected for the Classic team prior to the recreational team draft, to confirm that the player wishes to play at that level. Following the Classic Selections, the Classic Coordinator shall notify the players that did not make a classic level team prior to the Coaches notifying the players who did make a classic level team. Classic Team Selection Process: Depending on the number of anticipated Classic Teams at any grade and the level at which the Team is expected to compete (AAA, AA or A), The Top Classic Team will be Selected followed by the next level team. (Should there be more than Two (2) teams at any grade, if the remaining players following the Top competitive team for any level would be best suited to compete at the same level, those teams would be selected in an alternating draft by the teams coaches). Should there be an obvious break in assessment levels for teams to participate at different levels (AAA, AA or A), the Selection Committee will place the first 8 players (or more in the case of identical player scores) to the roster of each Classic Team based on the evaluation process scores. Each player will be placed on Classic teams based on their AVERAGE tryout score. If a player attends both Classic Tryout sessions, the HIGHEST AVERAGE score of the two days will be used. The remaining roster position(s), if any, will be filled by coach selections from the remaining eligible players. Coaches can select only from the remaining eligible players with average try-out scores within .5 points of each other. If the evaluations scores clearly identify the remaining roster position(s), the roster will be completed via the best scoring players with no coach selection options. 3. Recreational Team Selection We as a board believe that this is the “Putnam Community”. Players may attend different grade / middle schools, but ultimately will probably attend Putnam High School. We do not try to keep players together from the same schools. From experience, kids will make new friends, possibly “Best Friends”, along with the parents. Requests for players being put together on the same teams cannot be entertained due the “DRAFT” process involved with putting teams together. In addition, special request for specific coaches cannot be granted for the same reasons. The draft process is designed to “balance” teams in each division to ensure more competitive and fun games for all players involved. Every effort is taken to eliminate the possibility of the “Stacking” of teams. Our goal in the draft process is not to discourage participation, but to foster growth of each player’s abilities. Therefore, if car pooling is needed, coaches will help in identifying car pooling “partners” within their team(s). Recreational Teams will be selected via a draft process. The draft is formatted as a “Grouped Snake” draft which picks in order and, at the conclusion of the first round, the draft then “snakes” its way back up to the team with the number one pick (draft order is determined by a random drawing of the Head Coaches names from a hat). For example, if there are six teams, the draft proceeds as such: Round 1: 1, 2, 3, 4, 5, 6 Round 2: 6, 5, 4, 3, 2, 1 Round 3: 1, 2, 3, 4, 5, 6 Round 4: 6, 5, 4, 3, 2, 1………..Until the conclusion of the draft. HEAD COACH AND ASSISTANT COACH OPTIONS: Each team may “lock” one Head Coach and one Coaches option as long as these players are their respective children. These options must be selected by the end of the second round that they become eligible in the draft based on their assessment score. SIBLING OPTIONS: If both siblings are within the same divisions of play, the sibling is protected to the team on which the other sibling is drafted. The sibling must be drafted by the end of the second round that they become eligible in the draft based on their assessment score. Grouped Snake Draft - Modified Snake Draft using Average Evaluation Scores A) All players are given an Assessment Evaluation AVERAGE SCORE (score between 0 & 5 – see player assessments). The players become eligible and are put on the draft board in groups during each round and the Head Coaches selects from those players during that round. Players at each division are put up in groups of double the number of anticipated teams in that division. For example - if 6 teams are expected, at the beginning of each round there will be 12 players to choose from (double the number of expected teams). B) Round 1 - The Top X rated players (double the number of expected teams, if only 4 teams, then 8 players) are put up on the board to be drafted. Head Coaches Select in the order they have drawn from the lottery. C) Round 2 - At the end of the Round 1, there will be ½ the players remaining (5 if 5 teams, 4 if 4 teams, etc), for the next round the next X top rated players (5 if 5 teams, 4 if 4 teams, etc) are added to the remaining pool of players from the previous round and the coaches continue in the Snake Draft selection. D) Round 3 and beyond - At the beginning of each round the next set of top rated players are added to the remaining pool from the prior round and the draft continues in the Snake selection fashion. E) Players that do not try out are placed in a Blind Draft at the end of the 9th or 10th round depending on how many players are still available or are needed to complete an even number of players on each team. Note: Head Coaches and Assistant Coaches options as well as sibling options are protected for their teams and must be selected by the end of the second round they are posted to the board. They do not have to be selected in the first round they are placed on the board (unless both the Head Coach and Assistant Coaches Options are on the board in the same round, in this case the players will be picked in the order they are on the board), but will be placed on the team in the second round of availability. D. Player Notification The Selection Committee will review all team selections and will give final approval of the draft before notification of players. Coaches must contact their players for all levels within five days after the board has given its final draft approval. E. Secrecy PLAYER EVALUATION SCORES, SELECTION / DRAFT POSITIONS AND ANY OTHER INFORMATION OR DISCUSSION USED TO FORM/DRAFT TEAMS AT THE CLASSIC AND RECREATIONAL LEVELS ARE TO REMAIN A PART OF THE SAID PROCESS AND NEVER LEAVE THE “ROOM”. COACHES AND OTHERS INVOLVED IN THE PROCESS SHALL NOT DISCUSS THE RESULTS WITH PLAYERS, PARENTS, SPOUSES OR OTHER INDIVIDUALS. ABOVE ALL, PLAYERS SHALL NEVER BE TOLD THE POSITION IN WHICH THEY WERE DRAFTED OR PLACED ON A T CLASSIC/RECREATIONAL TEAM. Section 5 - PLAYERS The following outlines rules and guidelines around player participation in PYBL. A. Registration & Levels of Play All players will play within their current school grade level. Players that are new to the area may be required to provide proof of current grade level. Players with Pre-existing medical conditions/injuries at time of registration will be required to present a medical release prior to participation. B. League Affiliations Players that are selected/drafted on a PYBL Classic Roster will be required to only play for PYBL (i.e. – may not play PYBL and AAU simultaneously) C. Illness, Injury & Pre-Existing Conditions Players who miss 4 or more consecutive practices or games for illness or injury must provide a doctors release to resume practices and/or games. The release must be presented to the coach and forwarded to the registar for filing. Coaches are required to notify their divisional coordinator within 24 hours of a player injury sustained during PYBL events and whether or not the player was treated by a physician. Players who sustain injuries or suffer from a pre-existing medical condition/episode while participating in PYBL will be required to provide a medical release to resume play and/or practice. D. Incident Reports Coaches are required to report/explain all technical fouls that are given to coaches or players immediately to their division coordinator within 48 hours of the occurence. Disciplinary actions are outlined as follows: 1. Players who receive non-administrative technical fouls: 1st technical in a game should be the last 2nd technical in a game = removal from remainder of game + 1 game suspension 2nd technical in a season = 1 game suspension 3rd technical in a season = 2 games suspension 4th and subsequent technicals in a season = immediate suspension and mandatory meeting with board selection committee for review. 2. Coaches who are “awarded” non-administrative technical fouls or fail to report player or coach Technical Fouls: 1st technical in a game should be the last 2nd technical in a game = removal from remainder of game + 1 game suspension 2nd technical in a season = 1 game suspension 3rd technical in a season = 2 games suspension plus mandatory Executive Board review before participation in future PYBL events (practice, games or as a spectator). 4th technical foul in a season = immediate and indefinite suspension; dismissal from the league subject to Executive Board review.
