The Public Meeting of the Madison Board of Education, Morris County, New Jersey, was called to order
by President Ellis at 6:02 p.m. on September 13, 2016 in the Alice Perlaw Library Media Center of
Madison High School, Ridgedale Avenue, Madison, NJ

Moved by Debra Coen, seconded by Leslie Lajewski, to approve as follows:
Resolved: that the Board of Education move into closed executive session for the purpose of discussing
personnel/legal issues. It is anticipated that the Board will be in closed session for 1 hour(s) and action
may be taken in public session afterward. Discussion conducted in closed executive session shall be
disclosed to the public to the extent that making such matters public shall not be inconsistent with the
Open Public Meeting Act.

In compliance with the Open Public Meetings Act, Chapter 231, Laws of New Jersey, 1975, notice of this
meeting has been sent to the Madison Eagle, the Daily Record and has been posted in the Board of
Education Office, the Borough Hall, the Madison Railroad Station, the YMCA, the Madison Library, all
school buildings and on the district’s website. The public is invited to attend. This evening's meeting
constitutes an official Public Meeting of the Board of Education. Action may be taken.
If needed, the Board will convene into Executive Session to discuss matters permitted pursuant to NJSA
10:4-12. Upon conclusion of the Executive Session, the Board will return to Regular Session at which
time public action may be taken.

REPORT OF THE SUPERINTENDENT
a. HIB – Grades Self-Assessment Report for the 2015-16 School Year – Dr. Rossi discussed and
explained the eight initiatives regarding the District’s HIB Self-Assessment report. Each element has
a score of 1-3. The self-assessment scores were:
HS: 62 out of 78; JS: 61 out of 78; CA: 78 out of 78; KR: 68 out of 78; TJ: 68 out of 78. The HIB
protocols were discussed at today’s Administrative meeting.
b. Congratulations to Central Avenue School on achieving the Sustainable Jersey for Schools Bronze
Certification Award and being the New Jersey Safe Routes to School Bronze Recognition Program
Winner! Mr. Tom Liss, Principal of CAS explained how CAS was able to achieve the awards.

c. Special Education Placement
1- Approve the placement for one resident special education pupil (310004) at Lake Drive School,
Mountain Lakes, NJ for the 2016-17 school year, effective 9/6/16 through 6/23/17; annual tuition
$37,500. No transportation costs.
2- Approve the placement and transportation for one resident special education pupil (250098) at
Cornerstone Day School, Mountainside, NJ for the 2016-17 school year, effective 9/6/16 through
6/30/17; annual tuition $71,458.25. Transportation by MUJC, cost $30,497.04
3- Approve the placement and transportation for one resident special education pupil (204005) at
The Center School, Somerset, NJ for the 2016-17 school year, effective 9/14/16 through 6/23/17,
annual tuition $58,658.25, $335.19 per diem (175 days). Transportation by MCESC TBD.
d. Special Education Settlement
Approve the Special Education settlement for student 203 to reimburse the parents for 2015-16,
2016-17 and 2017-18 school years, in the sole, final obligation amount not to exceed $62,500 for
attendance at the Riverview School, East Sandwich, MA, all other costs, including but not limited to
transportation, will be paid by the parents.

Mr. Lane explained the deterioration of the house at MJS--trying to get it back into usable condition.

BOARD OF EDUCATION COMMITTEE REPORTS

Mrs. Lajewski noted that at the Policy Committee meeting on Thursday, the committee will review the
dress code policy.
b. Finance – Chair: J. Habib, Members: L. Ellis, T. Piskula, Alternate: D. Arthur
Mrs. Habib noted that the Finance Committee meeting will be on Tuesday, 9/20/16.
c. Curriculum – Chair: S. Grahling, Members: D. Arthur, D. Coen, Alternate: L. Ellis
Mrs. Grahling noted that the Curriculum Committee meeting will be tomorrow, 9/14/16. Mrs. Grahling
also discussed summer assingments this year vs last year—will revisit again for next summer.
d. Buildings & Grounds – Chair: D. Coen, Members: L. Ellis, L. Lajewski, Alternate: S. Grahling
Mrs. Coen noted that the Buildings & Grounds Committee met yesterday to update progress on
projects. Mrs. Coen thanked Mr. Desjadon who applied for a FEMA grant from the big snow storm
last January. The district will be getting back 70% of the costs, approximately $8-10k. The Buildings &
Grounds Committee will meet again on 10/4/16. Mrs. Habib appreciated the new door for the food
hut. Mr. Desjadon will have a public report for the next meeting.

OPEN TO THE PUBLIC
From 8:01 p.m. until 8:29 p.m. the meeting was open to the public. There were comments commending
the district for the canine searches; comments regarding how to determine if students are under the
influence of a controlled substance, alcohol, etc. Mr. Connolly explained the policy and state code, as
well as the process used at these events. The Code of Conduct was discussed. Dr. Rossi also noted that
issues are routed through the district’s health curriculum, work with municipal alliance, the School

Resource Officer, and the Student Assistance Counselor. There were also comments regarding bake
sale money, commending the B & G department, the roof at KRS, fans at KRS and the MEA president
thanked administration for the great welcome back.
