A New Year, A New You! Welcome to HMSDC’s E-Network! Happy 2016! As we look ahead, we are confronted with a lot of uncertainty. We are experencing a collaspe of oil prices and drilling which is effecting budgets, suppliers and projects of our major oil companies. Economists are not sure how long this will effect job creation and stability for that industry. So what do we do when faced with a pre-1980’s disposition again? One of the advantages within Houston is we are multi-facet. We have many corporations that can assist in stabilizing and diversifying opportunities because of its national reach such as HP, BMC Software, United Airlines and Sysco. Contruction of petrochecmial, refining and liquid natural gas (LNG) plants are being built in Houston due to the low prices. We will host the NCAA Final Four in March of 2016 and then SuperBowl XXXXXI in 2017. The nay sayers will say we are doomed. Others will say, there are opportunties, we just have to look in different places and be innovative. As HMSDC, we are staying focused on finding those opportunities for MBEs and growing firms so corporations will be attracted to them. Are you viewing 2016 as half empty or half full? Happy New Year! 2016 looks like a challenging year in Houston with the slump in oil prices continuing and causing major cutbacks in production, exploration, capital expenditures and jobs. The ripple effect will be significant. We are likely to see a number of businesses fail, as well as opportunities arise. Experience shows that minority businesses can often gain more ground during a bad economy than a robust economy when everyone is too busy to consider alternatives. MBEs can bring cost savings, innovation, performance enhancements and even new business to the table to bolster the economy in good times and in bad. This is a time when MBEs have opportunities available that they can grasp, and HMSDC is here to help make that happen. HMSDC is committed to the success of our MBEs and our Corporate Members. Sadie Rucker President Horizon International Group adie Rucker and her partner Al Kashani have worked feverously to make Horizon International Group a great success story. The company is a construction management, general contracting, JOC, design/build, project and program management firm. Sadie understood and knew the importance of building a business one contract at a time. Her saying was “every job is important and you’re only as good as the last one.” The performance of her initial jobs gained the company returning customers and soon, the project revenues jumped from three figures to seven. Sadie and Al grew the firm’s capabilities by branching into real estate development and, as bonding capacity grew, they took on construction manager-at-risk and design-build projects. Sadie’s approach to expanding the business in the Houston marketplace has ultimately led to a joint-venture between Clark Construction and Horizon to break ground together this year on the $78 million Harris County Joint Processing Center. “Collaborating with other minority businesses is not a requirement for us…it’s our way of doing business everyday.” As Sadie can attest, for a small business, even the tiniest contract can be a step in the right direction. Page 12 government affairs Administrator of the U.S Small Business Administration, Maria Contreras-Sweet, meet with Houston’s business leaders HMSDC was delighted to join Houston Community College and Houston’s community leaders in welcoming Maria ContrerasSweet, Administrator of the U.S. Small Business Administration (SBA) to Houston as she addressed the small business community and underscored President Obama's State of the Union address. Maria Contreras-Sweet became the 24th Administrator of the U.S. Small Business Administration and a member of President Obama’s Cabinet on April 7, 2014. She is a successful business executive, entrepreneur, and state cabinet official. Throughout her career, she has been a champion of diversity, access to capital and equal opportunity for all Americans. During the community leadership meeting, Administrator Contreras-Sweet was introduced to Houston’s SBA strategic partners and learned how we work together to grow local small businesses to continue to fuel the economy and increase jobs. She engaged with conversation on recent developments in the U.S. economy regarding small business and entrepreneurship and excited to share how SBA exceeded its goals (23%) for the first time in eight years due to increased collaboration with other federal agencies and increased small business access to capital by adding 308 new and returning lenders to the 7(a) loan program. The SBA has many programs and services available to support the growth and development of your business. Just to highlight a few that were mentioned by Administrator Contreras-Sweet: • SupplierPay Initiative - SupplierPay is a new partnership with the private sector to strengthen small businesses by increasing their working capital, so they can grow their businesses and hire more workers. • SBA Emerging Leaders Initiative - The SBA Emerging Leaders Initiative is a federal training initiative that specifically focuses on executives of businesses poised for growth in historically challenged communities. The initiative provides these executives with the organizational framework, resource network, and motivation required to build sustainable businesses and promote the economic development within urban communities. • 7(j) Management and Technical Assistance. The 7(j) Management and Technical Assistance Program is one of SBA’s means to achieve the goal and objective, by providing specialized assistance to important underserved markets. Administrator Contreras-Sweet also highlighted the opportunities abroad for American’s small businesses, “More than 95 percent of the world’s consumers live outside of the United States, so there are significant opportunities for small businesses to grow their bottom line by exporting to new markets around the world. The export of Made-in-America goods and services supports nearly 12 million jobs here at home that pay up to 18 percent more, on average, than non-export-related jobs. And of the more than 300,000 American companies that already export, 98 percent of them are small or medium-sized businesses. But the United States has over 28 million small businesses, which means we have to work harder to help more American companies reach global customers.” HMSDC has many similarities with the SBA program and services that can infuse the growth of minority businesses. With the collaboration of SBA and the other leading organizations and education institutions in Houston, we will growth MBEs as we continue to grow into the one the nation’s top largest cities. Page 13 Corporate News Did You Know? --- Port of Houston Authority A recent study by Martin Associates shows that the public and private marine terminals at the Port of Houston continue to be an economic engine for the Houston area, Harris County, and the State of Texas. The total value of economic impact is measure at $264.9 billion, 16.1% of the State’s Gross Domestic Product. Furthermore, the marine cargo activity at the Port of Houston marine terminals supported 1,174,567 jobs in the State of Texas and over $5.0 billion in state and local taxes. In the past three years alone, the Port of Houston has created 147,747 new jobs supported by cargo activity and generated an $82.3 billion increase in total economic value to the state. With the opening of the Panama Canal, the economic impact of the Port of Houston will continue to grow. HMSDC salutes the Port of Houston Authority on doing good while doing well by consistent achievement of their small business goals to ensure that all of Houston grows as they grow. BP Holds Indirect Procurement Supplier Diversity Summit BP America held an Indirect Procurement Supplier Diversity Summit to introduce specific, pre-qualified MBEs direct to BP decision makers at BP Helios Plaza on October 15. HMSDC was honored to be asked to submit MBEs for consideration, then to be invited to address the group on the value of supplier diversity. The summit allowed 16 MWBEs from throughout the nation to make 20-minute presentations to BP decision makers in business consulting, facilities management, learning & development, property design & construction, and Environmental Consulting & Remediation. Like dangerous curves on a racetrack, economic downturns create more opportunities for companies to move from the middle of the pack into leadership positions than any other time in business. Unlike straight-aways where leaders can thrive on raw power alone, steep curves require strategic finesse. That often results in dramatic differences in performance as leaders steer out of the curve. Consider how Southwest Airlines Co. surged ahead during the 2001 recession. With a clean balance sheet, a clear cost advantage and adroitly hedged fuel costs, the discount carrier grew at the expense of rivals. As others eliminated capacity and jobs, Southwest lowered fares to gain market share. It boosted advertising to trumpet its price advantage and built solid relations with labor by avoiding layoffs. Southwest is not unique. About 24 percent more firms moved from the back of the pack to the front in the 2001 downturn compared with the subsequent period of economic calm, according to an eight-year study by consulting firm Bain & Co. that analyzed the net profit margins and sales growth of more than 2,500 companies. Meanwhile, about one-fifth of all leadership companies—those in the top quartile of financial performance in their industry—fell to the bottom quartile. By comparison only three-quarters as many companies made such dramatic gains or losses after the recession. Recessions hit some industries harder than others, so staying alert matters. The variations get amplified in a globalizing, interdependent economy. That adds both opportunity and complexity. The opportunity is to shift focus to economically healthier regions. The complexity arises from having to make long-term investments in global operations with less certainty than ever about where you will be exposed when the next downturn hits. Many industry leaders fall from the top during recessions because they assume that a strong market position is an insurance policy against trouble. That approach breeds overconfidence. Executives postpone taking precautions or reach for the same levers they pulled in the past — like hedging their bets by diversifying. When the downturn hits hard they usually over-react. They slash costs and staff indiscriminately, cut capital expenditures, squeeze suppliers, and avoid strategic acquisitions. Then when conditions improve, they must spend heavily to regain momentum. It’s like downshifting to a lower gear to slow momentum and increase responsiveness. They focus on what the company does best, reinforcing the core business and spending to gain share. They aggressively monitor the competition to ensure they have the best possible line through the curve. That sets them up to accelerate at the apex of the curve, when the economy starts to improve. The farther you can see and the quicker you can turn, the faster you can safely corner. Another characteristic of companies adept in a downturn: they make bargain acquisitions to build up their core, even when it means taking calculated financial risks. Page 21 HMSDC Town Hall Meeting – Help Us Help You On December 16th HMSDC hosted its annual Town Hall meeting to gain insight from MBEs on how the organization has serviced their business needs and improvements that can impact business growth. Chris Haas, HMSDC Board Chairman, kicked off the meeting with remarks about the opportunities that have been developed from the challenges in the marketplace. HMSDC has and continues to position MBEs to overcome and conquer the unexpected through programs and services that enhances their abilities to compete and perform on contract opportunities. The market may not make a positive turn in the very near future, but in 2016 HMSDC will be more focused and targeted in every effort to ensure the growth and development of MBEs. During the Town Hall meeting MBEs participated in a poll to rank the programs and services HMSDC provides as Most or Less Useful. The results for the Most Useful are: MBE Certification, Lunch with the President, Pathways to Excellence, Scholarships, EXPO, Luncheons, and Matchmaking. This spend can be MBE to MBE spend or spend with MBEs by HMSDC Corporate Members and others who support supplier diversity. “This is an ambitious goal, but it can be achieved,” stated Richard Huebner, HMSDC President. “The goal articulates the bottom line effect of HMSDC in generating business opportunities and business growth for MBEs while bringing innovation, superior pricing and service to those who use MBEs.” All HMSDC Corporate Member and MBEs are asked to support this initiative and to report your results in achieving the $1 billion goal.
