ThedelegateselectionprocessisgovernedbytheCharterandBylawsofthe
DemocraticPartyoftheUnitedStates,theDelegateSelectionRulesforthe2016
DemocraticNationalConvention(“Rules”),theCallforthe2016DemocraticNational
Convention(“Call”),theRegulationsoftheRulesandBylawsCommitteeforthe2016
DemocraticNationalConvention(“Regs.”),therulesoftheDemocraticPartyof
KENTUCKY,theKENTUCKYelectioncode,andthisDelegateSelectionPlan.(CallII.A)

FollowingtheadoptionofthisDelegateSelectionPlanbytheStatePartyCommittee,
itshallbesubmittedforreviewandapprovalbytheDNCRulesandBylaws
Committee(“RBC”).TheStatePartyChairshallbeempoweredtomakeanytechnical
revisionstothisdocumentasrequiredbytheRBCtocorrectanyomissionsand/or
deficienciesasfoundbytheRBCtoensureitsfullcompliancewithPartyRules.The
StatePartyChairshallmakesuchcorrectionsandthePlanresubmittedtotheRBC
within30daysofreceiptofnoticeoftheRBC’sfindings.(Reg.2.5,Reg.2.6&Reg.
2.7)

OncethisPlanhasbeenfoundinCompliancebytheRBC,anyamendmenttothe
PlanbytheStatePartywillbesubmittedtoandapprovedbytheRBCbeforeit

KENTUCKYwilluseaproportionalrepresentationsystembasedontheresultsofthe
PRIMARYforapportioningdelegatestothe2016DemocraticNationalConvention.

The“firstdeterminingstep”ofKENTUCKY’sdelegateselectionprocesswilloccuron
May17,2016,withaprimary.

i.AUScitizenandaKentuckyresidentforatleast29days
ii.Atleast18yearsofagebythenextgeneralelection
iii.Notaconvictedfelon,or,ifso,havetheirrightsrestored
iv.Notbejudgedmentallyincompetentinacourtoflaw
v.NotclaimtherighttovoteanywhereoutsidetheCommonwealth
ofKentucky
b. InaccordancewithKRS116.045,apersoninterestedinvotingcanobtain
avoterregistrationcardontheKentuckySecretaryofState’swebsiteat
HTTP://ELECT.KY.GOV/REGISTERTOVOTE/PAGES/DEFAULT.ASPX,attheirlocalcounty
clerksoffice,orvariousregistrationdrivesthroughoutthestate.Voter
registrationcardsmustbereceivedbytheSecretaryofStatesofficeor
thelocalcountyclerksofficenolaterthan30dayspriortotheelection
date.
c. AnyregisteredvotermayparticipateinKentucky’sdelegateselection
processaslongasthevoterhasregisteredasaDemocratby29days

participatinginthedelegationselectionprocess,including,butnot

AtnostageofKentucky’sdelegateselectionprocessshallanypersonbe
required,directlyorindirectly,topayacostorfeeasaconditionfor
participating.VoluntarycontributionstothePartymaybemade,butunderno
circumstancesshallacontributionbemandatoryforparticipation.(Rule2.D&

Kentuckyhasaplantoassessandimproveparticipationwithrespectto
presidentialpreferenceanddelegateselectioncontestsandprocedurewhich
includesbutisnotlimitedto,providingopenandpublictrainingsonthe
process,regularcommunicationwithlocalpartiesonprocedures,development
ofeasytounderstanddocuments,andutilizingsocialmediatoincrease
interestinparticipation.

Kentuckyisparticipatinginthestategovernment-runpresidentialpreference
primarythatwillutilizegovernment-runvotingsystems.TheStatePartywilltake
provablepositivestepsto:
a.
Promotetheacquisition,maintenanceandregularreplacementofaccessible
precinctbasedopticalscansystems,whereverpossible.(Rule2.H.1)
b.
Seekenactmentoflegislation,rules,andpoliciesatthestateandlocallevelto
ensurethatdirectrecordingelectronicsystemsincludeavoterverifiedpaper
trail.(Rule2.H.2)
c.
Seekenactmentoflegislation,rulesandpoliciesatthestateandlocallevelto
ensurethatbothopticalscananddirectrecordingelectronicsystemsinclude
recognizedsecuritymeasures.Thesemeasuresincludeautomaticroutine
manualauditscomparingpaperrecordstoelectronicrecordsfollowingevery
electionandpriortocertificationorresultswherepossible;paralleltestingon
electionday;physicalandelectronicsecurityforequipment;banninguseof
wirelesscomponentsandconnectionsexceptwhererequiredtoprovidea
voterwithadisabilityasecureandapprovedmeanstoaccessvotingmaterials
andexercisetherighttovote;publicdisclosureofsoftwaredesign;useof
transparentandrandomselectionforallauditingprocedures;andeffective
proceduresforaddressingevidenceoffraudorerror.(Rule2.H.3)

Theseprovablepositivestepshaveincludedconsistentpublicsupportforaverified
paperaudittrailanduseofopticalscanmachines.TheKentuckyDemocraticParty
hasencouragedcountyclerkstoutilizemachinesthathavetheseoptions.100%of
Kentucky’s120countiescurrentlyuseopticalscanmachineswithaverifiablepaper
Nopersonshallparticipateorvoteinthenominatingprocessforthe
Democraticpresidentialcandidatewhoalsoparticipatesinthenominating
processofanyotherpartyforthecorrespondingelections.(Rule2.E)
Nopersonshallvoteinmorethanone(1)meeting,whichisthefirstmeetingin

CongressionalDistrictConventionsat10:00amattheKentuckyFairGrounds,

areasofcaucusinwhichthedelegatesofeachpresidential(or
uncommitted)preferencewillelectthepersontofillthenationaldistrict

d. Onlythosewhohaveproperlyfiledadeclarationofcandidacywiththe
KentuckyDemocraticPartybyMay9,2016willbeplacedontheballot.
e. Adulyauthorizedrepresentativeofthecandidatewillchaireach
preferencecaucusor,ifthereisnosuchrepresentative,theDistrictChair
willappointatemporaryPreferenceCaucusChairtoconductanelection
todetermineapermanentpreferenceCaucusChair.
f. ThePreferenceCaucusChairwillappointaPreferenceCaucusSecretary
andtwo(2)tabulatorswhoshallrecordtheresultsofthepreference
caucus
g. Thecaucuswillthenvoteonthecandidatesfordelegate.Thecaucusfor
eachpresidentialpreferenceshallconsistonlyofthosepersonswhohave
