Cycle Ambition fund and its potential conflict with role of chair.

ii) 20mph roll out, MB provided feedback.
iii) Jon Usher confirmed still awaiting response from Wessex bus

iv) Issue of minutes being sent out from Gmail acc now resolved as
necessary login process has been set up. Access details been
given to secretary today
iv) City Cycling Strategy update. John Richfield was absent. Item

vi) On highway communal cycle parking. Charlie Bolton reported
information now on LifeCycle web site
vii) Re Bristol Central Area Plan. Reported that John Richfield was MB
not heading this up. Matt Barrett to pick up
viii) An error to minutes regarding the issue of adequate resources AU
available to Ed Plowden and the Ambition Fund was raised and
noted. Confirmation Ed Plowden did have enough resources
ix) Issue of publication of minutes & agenda needed to be
addressed as forum web site out of date. BCyC had kindly posted
minutes & Agenda for this meeting. Suggested the BBy Bike web
site would be a better site MB to arrange for relevant authority to
be given to Secretary.

Amendment to agenda order: John Roy QA Board / Martin
McDonnell BCyC QA Board
JR circulated a detailed summary paper on the work and structure
of QA Board with QA project scale matrix. Shared it is a relatively
new and evolving 4 stage process. The process allows 21 days to
collect internal comments. Regarding potential of BCF to provide
cycling advice input there was a problem re time lines as BCF only
meet every 8 weeks. BCyC suggested infrastructure sub group
has potential to provide practical scrutiny into the process.

Eric Booth requested a working example to help facilitate
understanding of the process. John Roy offered to provide a
summary scheme

MMcD informed the Forum that representatives from the
infrastructure group had met with Terry Bullock ( Highways ) and
John Richfield ( lead officer BCC cycling )
Advocated a need for more strategic thinking. Process could link to
the proposed BCyC Cycling Network so as to validate its routes
The BCyC infrastructure group which meets monthly could feed
into the bi-monthly BCF meeting, or may be best linked to a BCF
workgroup
Three schemes had been reviewed Ashley Hill / Speedwell Rd /
Glenfrome Sch and practical advice provided. The meeting was
seen as worthwhile
The Forum was reminded BCyC infrastructure group is open to all
subject to stating any declared interest

CM confessed he is a late returner to cycling having been affected
by the death of a close friend in a cycling accident. Shared his
belief that the Lib Dems had left a reasonable cycling legacy.
There then was a number of questions from the floor:Confirmed Lib Dems supported the Cycling manifesto
Supported need for more investment in cycling
Supported greater proportion of transport budget for cycling
Supported Need for a “significant strategy “ for cycling
Green Capital bids’ sustainable transport issues still needed
resolving
Accepted demand management issues of road traffic still in conflict
with walking/cycling in city. Shared his experience of the problems
produced by GBBN on Whiteladies Rd and reflected need for
improved demand management planning
Residential parking –shared personal view that the “stick had
informed” debate. Agreed with principle but had issues with the
detail. Cllr Jackson reminded Forum that councillors had to
represent views of their ward.
Congestion charge – would be strongly opposed to this idea due to
personal experience of London
With regard to ongoing challenge of road safety for cyclists the
chair reminded the forum of the change in view of two Key officers
after their visit to Holland. The answer lies in continued and
increased investment, and the development of a separate
infrastructure. However reductions in National settlement grant has
produced the problem of adequate funding at the local level.

Request made for Cllr’s of all parties to show leadership by
example and make use of the free cycle training available.
Mayor has made intentions clear for a modal shift and that was a
shared ambition.
Chair thanked Cllr Martin for his time.

Cllr Weston not able to attend meeting; apologies on his behalf
M McDonnel reminded Forum of BCyC “Freedom to Ride”
campaign and that they were only 65 signatures away from 3000

Kate Cooke: Public Health
Key public health aim was to target intervention and reduce health
inequalities.
Confessed presentation was largely from own observations as
opposed to scientific research.
Key observations:i) cycling associated with affluent white male – noted profile of
Forum
ii) as Asians and Blacks are rarely seen cycling do not feel part of
cycling culture- vicious circle
iii) cycling infrastructure liberates more women, the young and
elderly
iv) wards closer to city centre have greater levels of cycling
Challenged the view that cycling promotion has helped reduce
inequalities. Shared fact that the Somali community which had
cycled in Holland had not taken up cycling in Bristol. While the lack
of status associated with cycling was a barrier for male South
Asians.
Colleague Carl Morrison shared work of Cycling Project based at
Easton Community Centre where they had run several courses
teaching cycling from scratch to both male and female BEM
groups. Shared they had been successful in training up a South
Asian lady to be an instructor and were looking for an indoor venue
to help facilitate female group sessions.
A general discussion / Q&A session then followed.
Kate shared problems with obtaining local data on cycling
participation figures – Forum members suggested some possible
avenues – Quality of Life Survey / Bristol Uni focus group /
Lifecycle and work done by Lancaster University on
Understanding Cycling
EP shared concerns about experience of daughter at Ashton Park

Sch where peer pressure negated female participation.
BCy Campaign members offered support, and invited Kate to
attend their meetings – to break its largely white male profile.
Kate challenged BCyc and Forum to consider its scheduling ie not
conducive to working mums
Chair and Forum thanked Kate for her challenging and interesting
presentation

i) Ed Plowden
Reminded Forum to promote and make use of the “fill that hole”
web site which was both actively managed and effective. Ed also
shared with the Forum of the European Cycling Championships- A
SMART phone apt competition instigated by the city of Bolagno in
May 2014 and hoped members of the Forum would rise to the
challenge.
ii)Breeze Bristol Network
iii) Representative of Avon Constabulary on behalf of Inspector
Rundle
Shared that a road user monitoring initiative had started and was
going to be covered in both the press and local TV. Idea being to
educate both cyclists and motorists
Results to date were shared:Cyclists
through red lights = 25 on Gloucester Rd on Wed (1/2 a day?)
on pavements = 18 in ½ day on Wed
without lights = 17 with No lights in 2hrs
Currently focus on an education process.
However after Xmas:- £50 fine if jumped red lights £50 if no lights
cars
2 x not complying with red lights
150 entered cycle box in 2hrs
Forum was reminded of penalty for this transgression £100fine / 3
points on licence
Forum shared concerns over negative media reporting on cycling
misdemeanours.
