On 05/01/14 at approximately 0130 hours, I was traveling south on Ave I approaching
Beltline when I observed a black vehicle driving South on Ave I. As I was getting closer
to the vehicle I noticed that the front license plate was hanging in a vertical position
improperly secured. I turned around and conducted a traffic stop on the vehicle in the
1400 blk of Ave I. I made contact with the driver Virginia Luna who informed me that she
was suspended. Dispatch confirmed she was suspended. Luna was issued a citation for
Driving Under Suspension.

On 05/03/14 I observed a vehicle belonging to Rafus Stowe parked in the Capri Motel
parking lot. I was aware of an outstanding arrest warrant for Stowe and confirmed the
warrant. Contact was made with management. I was advised that Stowe was staying in room
#18. Contact was made with Stowe who advised he was aware of the warrant and had planned
on turning himself in on Monday. Stowe was arrested on the warrant and taken to the
Scotts Bluff County Detention Center. Warrant #55017 FTA on original charge of possession

On the above date, I observed a green S.U.V. fail to signal when changing lanes while
driving northbound on Broadway near the 1000 block. I conducted a traffic stop and
contacted the driver, Codi Ulrich. Codi was able to provide his driver's license but

Herrera called for an Officer, advising that there was an intoxicated male in the area of
4th Ave. & E. Overland. On arrival Herrera waived me down and pointed the male out, now
in the 400 block of E. Overland, sitting on the steps of an apartment building. The male
was contacted and found to be inebriated. No one at the apartments knew the male or
where he belonged. I recognized the male from past contacts and he could provide no
address to be taken to. I am familiar with the male and know that family is not
receptive of him when he has been drinking due to him becoming unruly. He was then
taken to the Jail for a CPC hold.
