Regional Active Transportation Plan
ARROWHEAD REGIONAL DEVELOPMENT COMMISSION
The Arrowhead Regional Development Commission (ARDC) is a multi-disciplined planning and
development organization whose jurisdiction encompasses the Northeast Minnesota counties of Aitkin,
Carlton, Cook, Itasca, Koochiching, Lake and St. Louis. The mission of ARDC is to serve the people of the
Arrowhead Region by providing local units of government and citizens groups a means to work
cooperatively in identifying needs, solving problems and fostering local leadership. In accordance with
the Minnesota Regional Development Act, the Commission serves as an advocate for local governments
in Northeast Minnesota, provides leadership in the development of projects that benefit the Arrowhead
Region and serves as a catalyst to identify needs and seek solutions to issues of regional significance.
There are three program divisions that provide services related to aging, human services, transit,
transportation, metropolitan planning, economic development, community development, and natural
resources. 1) The Regional Planning Division provides communities will all facets of professional
planning services from comprehensive planning and zoning ordinance development to specialty
planning for community improvements. ARDC also does planning on a regional basis with the intent to
improve the quality of life for all residents and the quality of experience for visitors. 2) Duluth-Superior
Metropolitan Interstate Council (MIC) is the designated bi-state Metropolitan Planning Organization for
the Duluth-Superior metropolitan planning area. MPOs such as the MIC are a forum for discussion and
resolution of inter-jurisdictional transportation issues. The MIC receives transportation planning funds
made available through federal transportation legislation. 3) Arrowhead Area Agency on Aging (AAAA)
is the designated area agency on aging for the Region. Area agencies on aging were established under
the Older American Act (OAA) to respond to the needs of Americans aged 60 and over in every local
community. The Division provides three functions: OAA funding administration, community planning
and service development, and information and assistance.
INTRODUCTION

The strategies are being implemented at all levels through local community grants, regional systems
with State-level coordination and measured impact. The regional CTG program enhances the MDH State
Health Improvement Program (SHIP) and provides the opportunity for local and regional efforts in
creating healthy and active communities.

The Arrowhead Regional Development Commission (ARDC) as a regional CTG and SHIP partner is tasked
with providing planning expertise and technical assistance on active living strategies through regional
planning, transportation and community design with a focus on regional policy, and systems and
environmental change. ARDC implements CTG regionally with oversight by the Regional Transportation
Advisory Committee. This existing Committee represents a broad range of expertise areas related to
transportation and health.
This document will provide background on northeast Minnesota active living efforts, Regional
Transportation oversight, existing activities related to CTG/SHIP, and a work plan for implementing the
CTG goals in the Arrowhead.
BACKGROUND
Since 2005, the ARDC and the Region’s two community health boards (Carlton-Cook-Lake-St Louis and
Aitkin, Itasca and Koochiching) have partnered in multiple efforts to integrate health considerations into
local unit of government planning, policy, and program efforts. The following discusses key projects
around regional active living that have led to this current CTG regional Active Transportation Plan.
Active Living Community Vision Assessment and Engagement Project
In 2006, ARDC and the Carlton-Cook-Lake-St Louis Community Health Board (CHB) partnered to initiate

Northeast Minnesota State Health Improvement Program
Active living efforts expanded in 2009 with the Minnesota Department of Health State Health
Improvement Program (SHIP 1.0). The goal of SHIP 1.0 was to help Minnesotans live longer, healthier
lives by reducing the burden of chronic disease through policy, systems and environmental change. SHIP
included five interventions to work towards this goal: 1) Active Communities, 2) School Nutrition, 3)
Tobacco Cessation, 4) Breast feeding, 5) Worksite Wellness. The Northeast Region successfully secured
funds to develop the Northeast Minnesota SHIP that were administered by the Carlton-Cook-Lake St
Louis Community Health Board (CHB). The CHB led the development of a successful local community
implementation model of the five strategies. ARDC participated in developing this model by providing
guidance to the CHB in organizing a structure for implementation of the SHIP Active Communities
strategy.

The local SHIP implementation model: SHIP is led locally by part-time local SHIP Coordinators housed
through county public health departments. The local coordinators are responsible for the organization
and support of local coalitions with SHIP strategy action plan implementation. In SHIP 1.0 NE MN SHIP
Active Communities strategy was in nine communities; the cities of Grand Marais, Silver Bay, Hibbing,
Moose Lake, Grand Rapids, Aitkin, International Falls, Duluth’s Hillside Neighborhood, and Thomson
Township (Esko).
Some key local SHIP 1.0 systems and environmental change outcomes during this period included a city
active living resolution being adopted (Grand Marais), a Complete Streets Planning process being piloted
(Grand Rapids), a school district bike/walk policy being adopted (Moose Lake), a Health Impact
Assessment occurring on the 6th Ave East Schematic Redesign Study (Duluth), and paved trail funding
being secured (Esko). Additionally these communities introduced programs and encouragement
activities such as creating maps to designate suggested bike and walk routes and hosting community
events.
In 2010 Minnesota Department of Health introduced a second phase of the SHIP (2.0) which revised the
strategies to include Safe Routes to School (SRTS) and focused Active Communities to Active
Transportation. The second round of SHIP provided the Northeast Region an opportunity to include
more communities and allow existing communities to continue efforts and expand into SRTS. The
communities included during SHIP 2.0 were: McGregor, Cloquet, Two Harbors, and within the Dulutharea, the Lincoln Park neighborhood.
Northeast Minnesota Community Transformation Grant (CTG)
During the second year of SHIP 2.0, the Region
secured CTG funds. These funds allowed the Region
to expand the local communities implementing SRTS
and active transportation to include four more
communities (Carlton, Cook, Proctor, and Virginia)
and the Grand Portage Reservation. In addition,
CTG provided funds to begin development of a
Regional Active Living website
(www.healthynorthland.org). The website will
feature a regional database and interactive GIS map
focused on providing information on active
transportation facilities and destinations, healthy
food providers, health and demographic data and
graphics, and other pertinent information as
identified. The database and website is intended for
use by the public, health care personnel, public health professionals, and planners.

To date, key SRTS and active transportation outcomes include SRTS planning assistance funding secured
for Two Harbors, Cloquet and Grand Rapids (a total of 10 schools). SRTS implementation funds were
awarded to Moose Lake, Grand Marais, and McGregor for education and encouragement activities and
to hire a part-time coordinator for Grand Marais. In Cook County, an Active Living Summit was held to
bring stakeholders together and create a shared vision for active living in the County and to prioritize
goals. The Cities of Grand Marais and Grand Rapids submitted Bicycle Friendly Community applications
and received an honorable mention and a Bronze rating, respectively. Participation and interest in
bicycle education has increased in the last year with the creation of MDH Bikeable Communities
Workshop trainings. The workshop is meant to inform community decision-makers and staff about the
attributes of a bicycle-friendly community. Duluth has piloted the workshop. The Moose Lake and
Proctor schools are piloting bicycle and pedestrian education curriculum and the region now has two
League Certified Instructors able to teach Traffic Skills 101, a course for adults. To date, one Traffic Skills
class has been held in Duluth.
ARDC Active Transportation and Safe Routes to School Program
ARDC has provided constant technical assistance to all local SHIP coordinators based on each
community’s specific need. The assistance is provided by staff within the Regional Planning Division and
Metropolitan Interstate Council (MIC), based on jurisdiction areas. The MIC assists the active
transportation and SRTS efforts within the City of Duluth and Proctor as part of MIC bicycle and
pedestrian planning programs. The Regional Planning Division works with the communities within the
seven-county region outside the Duluth metro area.
ARDC and MIC staff provides technical assistance within these general expertise areas:
1. Community Assessments: Reviews current comprehensive or neighborhood plan documents and
provides recommendations for plan updates or more extensive community planning efforts. Assist
communities with the development and facilitation of a walkable community assessment workshop
targeted for local elected officials, city staff, residents and stakeholders. The information generated
during the workshops are added to the community assessment and used by the local SHIP
coordinators and coalitions to develop active transportation action plans.
2. Action Plan Development and Implementation: Assists local coordinators in developing active
transportation or SRTS action plans. Each coalition creates a vision statement and goals which
address the areas of programs, policy and physical infrastructure. ARDC assists with the organization
of action items, development of implementation steps and provides ongoing implementation
guidance. Action Plans are developed in a spreadsheet format to allow for frequent revisions.
3. Safe Routes to School (SRTS): Assist communities with activities required for SRTS program
development. Assistance includes school site assessments, parent survey coordination, and current
SRTS policies review to identify existing issues and barriers to walking and biking. Identified issues
and barriers are addressed in SRTS action plans. ARDC provides ongoing implementation assistance.

4. Assistance with Identification of Funding Sources and Grant Writing: Assist with identifying
funding sources related to action plan items, provide technical writing assistance, and support
identifying local match providers as needed for grants.
5. Direct Community and/or Transportation Planning and Mapping Assistance: Work with
communities to leverage SHIP efforts and facilitate related community-wide planning processes such
as Safe Routes to School plans and Comprehensive planning.
REGIONAL TRANSPORTATION OVERSIGHT
Northeast Minnesota is within Minnesota Department of Transportation (MnDOT) District One and
serves Aitkin, Carlton, Cook, Itasca, Koochiching, Lake, Pine, and St. Louis counties. MnDOT District One
encompasses the entire ARDC region except for Pine County which is a member of the East Central RDC.
The District represents one-fourth of the state’s total land area and has more than 1,600 miles of state
highways. The agency plans, designs, constructs and maintains the state and federal highway systems
within district boundaries. In addition, they manage the aid and assistance given to county and city
systems that qualify for state and federal dollars. District One provides transit, trail and rail
transportation services as well.
Area Transportation Partnership
Transportation projects eligible for District One’s allocated federal funds are prioritized by the Northeast
Minnesota Area Transportation Partnership (NE MN ATP). This committee is made up of elected
officials, engineers, planners, and other agency representatives from an eight county area of northeast
Minnesota. The prioritized projects are then included into the Area Transportation Improvement
Program (ATIP), which is a four-year list of prioritized projects. This list is submitted to the Minnesota
Department of Transportation (Mn/DOT), which gives final approval to the ATIP, making it a part of the
State Transportation Improvement Program (STIP).
Regional Transportation Advisory Committee
ARDC’s Regional Transportation Advisory Committee (RTAC) is a forum for transportation officials and
elected officials from the Arrowhead Region to discuss regional transportation issues and set regional
priorities. RTAC is made up of elected officials, engineers and other agency representative (including
public health). In addition to being a regional forum, the RTAC advises ARDC on its transportation
planning projects and advises the NE MN ATP regarding federal funding for projects. The RTAC meets
four times a year.
Transportation Alternatives Task Force
The Transportation Alternatives (TA) Program is a federally funded program meant for communitybased projects that expand travel choices and enhance the transportation experience by integrating
modes and improving the cultural, historic, and environmental aspects of our transportation
infrastructure. Projects can include the creation of bicycle and pedestrian facilities, streetscape

improvements, refurbishment of historic transportation facilities, and other investments that enhance
communities, connections, and access.
The Northeast Minnesota Transportation Alternatives Task Force has been set up to review TA project
applications from eligible entities and recommend projects for federal funding through the ATP.
Members on the Taskforce represent public health, paved trails, SRTS, scenic byways, and
bicycles/pedestrians. ARDC provides staff assistance to the Task Force and works with project applicants
to make sure applications are complete and eligible for funding. The Taskforce meets annually.
REGIONAL ACTIVE TRANSPORTATION ASSESSMENT
The ARDC and public health partners have steadily worked towards policy, system and environmental
change that supports increased opportunity for routine physical activity (active living). The work done
at both the regional and local level through SHIP and CTG has grown and there is now an increased
awareness around the benefits of walkable and bikeable communities. A number of communities have
developed active transportation related plans, implemented programs, and/or revised policies or
procedures to improve the environment for routine physical activity.
Related Statewide Active Living Committee Participation
ARDC participates on a number of statewide committees that relate to or impact regional active living.
Participating on statewide efforts provide an opportunity to represent the region and increase
coordination and capacity around active living efforts. The following is a key committee ARDC will
participate in FY 2013-2014.
Statewide Bicycle System Plan
ARDC is a member of the Statewide Bicycle System Plan Project Advisory Committee (PAC). The PAC will
meet 5-6 times during the scheduled 18-month project. The purpose of this project is to assist all eight
MnDOT districts to comply with policy guidance related to bicycling as described in the completed
Statewide Bicycle Planning Study.
Related ARDC Active Living Projects Underway
ARDC’s Regional Planning Division and Metropolitan Interstate Council (MIC) are working on a number
projects not directly associated with SHIP or CTG; however these planning project support and leverage
SHIP/CTG program goals. The following is a summary of current or upcoming efforts:
Hermantown Planning and Zoning Assessment (MIC jurisdiction)
City of Hermantown contracts with the ARDC to perform the City’s planning and zoning functions and
coordinates with the MIC for transportation planning such as State Highway 53 corridor plan. There are
two important upcoming active transportation-related projects ARDC will provide planning assistance
for include an update of the City’s subdivision regulations to include pedestrian requirements and a
Hermantown Gateway Small Area Plan

The City of Hermantown and School District are interested in developing a Safe Routes to School Plan.
The community could be included as part of NE MN SHIP in the future in order to implement the SRTS
strategy with planning assistance from the MIC.
Two Harbors Pedestrian and Bicycle Plan Implementation (Lake County)
The City of Two Harbors Trees and Trails Committee (staffed by ARDC) is actively implementing the City
Trail Plan (2005). This year a street adjacent to the elementary school is scheduled for reconstruction.
The project includes sidewalks and enhanced crosswalks.
The Two Harbors SHIP Active Transportation Coalition works closely with the Committee to leverage
opportunities for active transportation and trail plan implementation.
International Falls Gateway Project Implementation (Koochiching County)
The International Falls Area Gateway Corridor Task Force is a diverse group of key stakeholders that
formed in 2006 to make the Highway 53/Highway 11 gateway corridor more attractive, pedestrian
friendly, and an economic and community asset that provides connectivity to the area’s attractions. This
project will be ready to build in the summer of 2014, which is when the Federal Transportation
Enhancements funds that have already been awarded become available. ARDC is assisting the City of
International Falls, Koochiching County, and the Task Force with the implementation steps to ensure this
project is completed. Funding Source: RTAC Transportation In-kind Planning Program.
The International Falls SHIP Active Transportation Coalition participates at all project implementation
meetings.
Temperance River Wayside Design Project (Cook County)
The Temperance River Wayside Design Project is located in Tofte Township along Highway 61 on the
North Shore. The project’s purpose is to improve parking, public access to Lake Superior and adjacent
coastal habitat and create an interpretive strategy which will enhance the site to educate visitors.
Benefits will be improved safety for pedestrian and vehicle traffic and increased visitor knowledge of
Lake Superior and its coastal areas, including the Temperance River. The North Shore Scenic Drive
Council oversees this project with ARDC staff assistance.
Tofte Township is 30 miles south of the City of Grand Marais and will participate in the upcoming two
year Highway61 Revisited; Active Living Policy and Design in Grand Marais and Cook County Project.
This is a Prevention MN Active Living project leveraged by the City of Grand Marais SHIP Active
Transportation strategy implementation.
City of Beaver Bay Trailhead Development (Lake County)
The City of Beaver Bay Trailhead Development project is located along Highway 61. The project is lead
by Lake County and the North Shore Scenic Drive Council with ARDC assistance. The development
design will improve area for parking and erosion control. Enhancements to the trailhead include visitor

amenities such as a restroom facility, drinking water, landscaping, picnic tables and benches, an
overlook to the Beaver River, and interpretive kiosks. The project will address improvements to the
entrance and parking lot of the Bay Area Historical Society building across the street and road
improvements to County Road 4 and bridge over the Beaver River to accommodate the new extension
of the Gitchi Gami State Trail. Construction is scheduled to be completed by Fall 2014.
Lake Vermilion Trail Plan Implementation (St Louis County)
In north central St Louis County the cities of Cook, Tower, and the Lake Vermillion Resort Association
with ARDC assistance are implementing the Lake Vermillion Trail Plan(2011). The Plan outlines a 39 mile
paved non-motorized trail connecting the two communities, the Northwood School and Lake Vermilion
residential and tourism area. In 2012, funds were secured to hire a trail design consultant to perform a
trail feasibility study. The study will include field work to GPS a feasible trail alignment.
The City of Cook and Northwood School are participating in SHIP Active Transportation and Active
School Day strategies respectively. The Cook Active Transportation Coalition members are represented
on the Lake Vermilion Trail Steering Committee.
City of Orr Design Project Implementation (St Louis County)
The City of Orr is located along Highway 53 in northern St. Louis County. In the fall of 2012, the City
began a Downtown Improvement Design project to improve the safety issues of parking along the
highway, develop better pedestrian connections, and improve mobility issues within the City’s
downtown area. The design project will be completed in the spring of 2013. ARDC will provide the
necessary staff to the City to implement this project. Funding Source: RTAC Transportation in-kind

REGIONAL OVERSIGHT OF THE ACTIVE TRANSPORTATION PLAN
The oversight of the Arrowhead Active Transportation Work Plan will be done by the Regional
Transportation Advisory Committee (RTAC). RTAC is made up of elected officials, engineers,
transportation mode and other agency representative (including public health) within the seven
counties. The committee meets four times a year.
ARROWHEAD REGION ACTIVE TRANSPORTATION GOALS
1. Work to strengthen coordinated transportation planning efforts between transportation, land use
planning, and public health disciplines at the state, regional and local community level to recognize
future safe, accessible transportation networks connect to destinations.
2. Increase in the number of communities with current plans that incorporate supportive goals, policy
language, programs and evaluation measures around local active transportation.
3. Build agency and local community capacity for planning and creating bicycle and pedestrian-friendly
community environments.
NORTHEAST MINNESOTA ACTIVE TRANSPORTATION OBJECTIVES
1. Develop healthy community comprehensive plan model
2. Develop a community engagement model for the development of Complete Street language for
local unit of government incorporation into plans, policies and programs.
3. Create a regional GIS data inventory system for local community sidewalk networks.
4. Provide education and capacity building opportunities for decision-makers, staff and community
members.
ACTIVE TRANSPORTATION PLAN IMPLEMENTATION
Arrowhead Regional Active Transportation Projects
ARDC will work on four central regional projects to meet the Active Transportation objectives. For
FY2013-2014 brief project descriptions follow. ARDC will build upon these projects in the subsequent
years of CTG and in the future as resources and opportunity permit.
1. Regional Sidewalk Inventory Plan Scoping
ARDC will develop a systematic approach to inventory sidewalks and prioritize critical connections in

communities throughout the region. This project will include developing a GIS shapefile with an
attribute table that will allow ARDC to accelerate the inventory process and develop recommendations
based on the entered data. Funding Source: RTAC Transportation in-kind Planning Program
2. Healthy Northland Website
ARDC will continue to develop and oversee the work of the regional healthy northland website
development in conjunction with the community health boards.
3. Helmet Hero Bicycle Education –Train-the Trainer
The bicycle helmet and safety education program is designed to relate issues of bicycle safety and
helmet usage to youth in the Arrowhead region. The educational component of the program explains
the correct way to wear a helmet and ensure participants have a properly fitting helmet. ARDC will train
local SHIP coalition members on how to instruct the program. If additional funds are secured, ARDC staff
will offer the program and training to more schools. Funding Source: CTG 2013 mini grant and MNDOT
funds (currently unsecured)
4. Traffic Skills 101, League Certified Instructors, and Pedestrian and Bicycle Safety Education
Curriculum
ARDC will work with the CHB and Bicycle Alliance of Minnesota to assist local communities with
coordinating Traffic Skills 101 and regional League Certified Instructor classes along with pedestrian and
bicycle safety education curriculum trainings.
Active Transportation and Safe Routes to School Project by County
ARDC will provide leadership and planning assistance throughout the next year on the local projects
described below in an effort to meet the Regional goals and objective stated above as part of Northeast
Minnesota Community Transformation Grant. The communities listed by County have participated in
implementing SHIP active transportation and/or SRTS strategies.
ARDC Regional Planning Division and MIC will continue throughout the CTG to provide constant, tailored
and responsive technical assistance to all local SHIP communities working on active transportation and
SRTS to the extent possible with the resources available. The following describes the projects ARDC
expects to provide implementation assistance and major FY2013/2014 projects.

Grand Marais and Cook County Project. Two year project to conduct community engagement in
active living policy development and Hwy 61 corridor design process. The funded project in
tended to culminate with City and County adoption of active living policies and a Design plan

1. Get Fit Itasca will be implementing a Itasca Community College/LaPrairie Connections Project to
identify the barriers that prevent first generation students from leading more active, healthy
lives and determine solutions around policy, system and environmental change. ARDC expects

3. City of Virginia active transportation action plan implementation assistance
Duluth Metropolitan area (Metropolitan Interstate Council jurisdiction)
The MIC Active Transportation Work Plan for the FY2013/2014 will include Safe Routes to School
planning at the City of Duluth’s two high schools and conduct a traffic modeling study of 6th Ave East
Corridor located in the hillside neighborhood. The MIC will also assist the City of Duluth in conducting a
Bicycle System Connection Study. Additionally MIC staff will provide technical assistance to the
coalitions and SRTS efforts listed below.
Healthy Duluth Area Coalition
Healthy Duluth Area Coalition (HDAC) is a key community partner for active transportation efforts within
Duluth. The coalition consists of 17 members representing nonprofits, foundations, community groups
and public and private entities committed to transforming Duluth’s community health through policy
and environmental change that create sustainable opportunities for healthy eating and physical activity,
ultimately affecting health outcomes associated with obesity, chronic disease and healthy disparities.
The Coalition participants in implementation on SHIP strategies with the City and leads their unique
strengthens in resource, community organizing and advocacy to the St Louis County Public Health lead
SHIP coalition work being done in two Duluth neighborhoods, and two schools.
