1. This specific procurement notice (SPN) follows the General Procurement Notice (GPN) published
on AfDB website(www.afdb.org) on14/01/2014 and United Nations Development Business (UNDB)
Issue number AfDB 365-07/13 of 1/7/2013.
2. The Government of Malawi through Ministry of Agriculture, Irrigation and Water Development
(MoAIWD) received a Grant from the Global Agriculture Food Security Programme (GAFSP) to
finance the implementation of the Smallholder Irrigation and Value addition Project (SIVAP). The
grant is being managed by the African Development Bank as supervising Entity for GAFSP. The
goal of the project is to contribute to food security, increase income levels and poverty reduction in
the country. The specific objective is to increasing agricultural production and productivity through
intensification of irrigation, crop diversification, and value addition and capacity building.
3. The MoAIWD through Smallholder Irrigation and Value Addition Project (SIVAP) now invites sealed
Bids from eligible bidders for Supply, Delivery, Installation,

5. Interested eligible bidders may obtain further information from and inspect the Bidding document at
the Office of the Deputy Director of Procurement, Room 76 at address on No,8 below, email:

6. A complete set of bidding documents may be purchased by interested bidders upon payment of a
non-refundable fee of MK 10,000.00 (Ten ThousandMalawi kwacha) or USD 50 or equivalent. The
method of payment will be cash or Bank certified cheque.
7. The provisions in the instructions to the bidders and in the General Conditions are those of the
Banks Standard Bidding Documents for the procurement of goods.
8. Bids must be delivered to the below office address on or before 14: 00 hours local time on 31
August 2016 and must be accompanied by Bid Security of Twenty Thousand USD (20,000.00
USD). Late bids will be rejected.

9. Bids must remain valid for 120 days after the dead line on bid submission date.
10. Bids will be opened in the presence of Bidder’s representatives who may choose to attend at 14:00

Development- main Conference Room, Floor No.1
