China commemorated in Beijing on December 8, 2016 the
70th anniversary of the recovery of the Xisha and Nansha
islands, which experts said highlights China's resolve to
safeguard its indisputable sovereignty in the South China Sea
and willingness to cooperate with neighboring countries.
“Recovering these islands was an important achievement of
China's war against aggression, demonstrating that China was
firmly safeguarding the post-war international order and
affirming the nation as defending its rights and interests in the
South China Sea,” said PLA Navy Commander Wu Shengli at
the commemoration.
Based on the Cairo Declaration and Potsdam Declaration,
China sent four carriers to secure islands invaded and illegally
occupied by Japan in 1946, including the Dongsha Islands, the
Xisha Islands and the Nansha Islands in 1946, the Xinhua
News Agency reported.
Li Jingsen, a 95-year-old veteran who participated in the
recovery, recalled the moment and vowed to fight for the
motherland against anyone who tries to seize our land again.
Wu said that “We firmly oppose any unprofessional or
unsafe activities in or above the sea … China resolutely
opposes any infringement on its sovereignty and security or any
attempt to sabotage the stability of the South China Sea under
the guise of freedom of navigation.”

“The recovery of the Nansha and Xisha islands was a great achievement during the Second World War.
And it is in accordance with international law and have become part of the maritime order in the
Asia-Pacific region,” Wang Xiaopeng, a maritime border expert at the Chinese Academy of Social Sciences,
told the Global Times.
In December 1943, the Cairo Declaration stated in explicit terms that “all the territories Japan had
stolen from the Chinese” shall be restored to China. In July 1945, the Potsdam Declaration reaffirmed that
“the terms of the Cairo Declaration shall be carried out.”
“The commemoration shows once again China's consistent position on the South China Sea - China has
indisputable sovereignty over the islands. It also proves that the South China Sea issue is, in essence, a
dispute over islands sovereignty and maritime demarcation,” Chen Xiangmiao, a research fellow at the
National Institute for the South China Sea, told the Global Times.
In July, an international tribunal in The Hague ruled in favor of the Philippines on the South China Sea
dispute, denying most of China's maritime claims in the region. China dismissed the arbitration as illegal,
null and void.
Wu Haitao, China's deputy permanent representative to the United Nations, told the UN General
Assembly on Wednesday that China called for efforts to promote the rule of law in the seas and oceans, and
to maintain a fair and reasonable maritime order.

Top-notch Talents Recruitment Plan
Xiamen University launches its plan of soliciting around one hundred top-notch young talents who are
highly capable in innovation and show prominent potentials both at home and abroad. Those admitted will
be granted a five-year support.
I. Basic qualifications:
(I) Doctoral degree; healthy; able to work full time at the university; less than 45 years old (social
sciences candidates) and less than 40 years old (natural sciences candidates); and
(II)In addition to the qualifications as specified in item (I), the candidates shall also meet up to any of
the following conditions:
Those admitted into the "Young Overseas High-Level Talents Introduction Plan", National Plan for
"Young Top-notch Talents ", National Natural Sciences Foundation--Outstanding Youth Foundation, or

Young Scholars Program of the Ministry of Education; or the young talents whose academic achievements
have well matched with the above; or
(III) Those who have made influential and acknowledged academic achievements, which have
surpassed the average level of the professors in corresponding fields in Xiamen University; or there is any of
the following circumstances in recent five years:
(1)Those who have published no less than three papers in widely-acknowledged top academic journals
in relevant fields (as first author or corresponding author);
(2)Those who have continuously obtained funding from national scientific research projects (only
limited to the persons in charge)
(3)Those who have won the Outstanding Awards for Humanities and Social Sciences for Colleges and
Universities granted by Chinese Ministry of Education: no less than Second Award ( only limited to three of
the most important participants in the First Award; the most important participant in the Second award); or
those who have won First Prize for Provincial or Ministry-Level Scientific Research ( only limited to the
most important participant).
II. Those admitted will be entitled to:
1. Remuneration as specially-invited professors in Xiamen University if they are employed as
professors by their former employers; or remuneration as professors in Xiamen University if they are
employed as associate professors by their former employers.
2. One-million-yuan housing subsidy.
3. Funding for initiating scientific research (for newly-introduced talents): 300,000 to 500,000 yuan for
humanities; 500,000 to 1,000,000 yuan for social sciences and mathematics; one million to three millions for
natural sciences, engineering technology and medical sciences.

2017 Postdoctoral Research Fellow Recruitment Announcement—South
China Sea Institute, Xiamen University
I. Areas of Recruitment: International Law, Law of the Sea, Marine Policy, International Relations,
Maritime History, Marine Archaeology etc.
II. Requirements:
1. Doctoral degree, healthy, less than 35 years old.
2. Good educational backgrounds; strong academic capacities and high potentials in innovative research.
3. Good command of foreign language(s) and able to conduct international academic exchanges.
III. Benefits: Salary RMB 160,000 yuan per year; postdoctors will be bestowed the titles of Assistant
Research Fellow, Associate Research Fellow or Senior Research Fellow during their stay in Xiamen
University research centers;

COLR Open Submission Contest
The Philippine government initiated a compulsory arbitration against China by delivering a note
verbale to the Chinese embassy in Manila on January 22, 2013. Subsequently on July 12, 2016, the Arbitral
Tribunal constituted for the case released a final award favorable to the Philippines, destabilizing and
complicating the situation in the South China Sea (SCS). This contest mainly welcomes submissions
criticizing the SCS Arbitration.
1. Requirements on Submissions
Submissions are welcomed either in Chinese or English, which should not be less than 3,500 words (or
5,000 Chinese characters) in length. All submissions should be original, and conform to the academic norms.
And please email the submissions to [email protected] before 1 April 2017.
2. Eligible Participants
All college students home and abroad, including undergraduate and postgraduate students, are eligible
to participate in the contest.
3. Review and Selection Process
The editors of COLR will first review each submission to see if it meets the basic requirements listed
above. Submissions that meet such requirements will then be sent out for blind peer review by 3~5 experts
in the field of the law of the sea. And the award-winning submissions will be decided finally on the basis of
external reviews.
4. Awards
One (1) First Place – RMB 3,000, One (1) Second Place – RMB 2,000, and One (1) Third Place – RMB
1,000.
In addition to the certificate of award and cash prize, all winners will be entitled to admittance to 2017
Summer Program of Marco Polo – ZHENG He Academy for free.
COLR shall have first publication rights to all the submissions awarded in this contest and share the
copyright with the contributors.
