Our intel is that neither the OK-l DMAT n o r the public health oEficers staged in Memphis

Based on this scenario. we can say that (once we confirm that OK-1 is on site at the Superdome - they are due to arrive
at 1 am)...that we have a DMAT team setup onsite at the Superdome. The team at the Superdome has tremendous past
experience responding to Hurricane Ivan in 2004 and Hurricane Andrew in 1992. They also deployed to Tropical Storm
Allison in 2001. the World Trade Center in 2001 and the Oklahoma City Bombing in 1995.

Although FEMA does not oversee evacuation and sheltering, we may feel the effects of local decisions pretty soon. The
current population at the Superdome in New Orleans is 26,000. That's a large crowd during a normal event. Among the
shelter population are 400 special needs evacuees and 45-50 sick individuals who require hospitalization. The on-hand
oxygen supply will likely run out in the next few hours. According to the ESFB folks, the local health officials have
struggled to put meaningful resource requests together. They have now requested 75-100 oxygen canisters with needs
for an additional 300 by Tuesday. This will likely be difficult to fill due to impending transportation limitations, but I will
check to see if the request is Rlled.
Seven trucks (5 water and 2 MREs) are less than 2 hours away from the Superdome. There were transportation
problems that tecyorarily stopped the convoy. Police escorts now accompany the trucks.
Bottom line: Did FEMA fill requests from the state and local officials

Sir, I know that you know the situation is past c r i t i c a l . Here some things you might n o t
know.
Hotels are kicking people out, thousands gathering in t h e s t r e e t s with no f o o d or water.
Hundreds still being rescued from homes.
The dying patients at the DMAT tent being modivac. E s t i m a t e s are many will die within
hours. Evacuation in process. Plans developing for dome evacuation but hotel situation
adding to problem. We are out of food and running out of water a t t h e dome, plans i n works
to address the critical need.
FEMA staff is OK and h o l d i n g own. DMAT staff working i n deplorable conditions.
w e can get the medical patients out, the sooner wecan get them out.
