Delegating an Application and Removing Delegation
Consumers can work with Certified Enrollment Counselors (CECs) to apply for coverage.


A Consumer can request a specific CEC for delegation – meaning the CEC can access the
Consumer’s account and application for coverage – by locating and sending the CEC a
request for assistance.
The Consumer can also remove the CEC’s access to their account and application through
CoveredCA.com.
This Job Aid is intended for Service Center Representatives (SCRs) and County Eligible Workers
(CEWs) who are supporting consumers in their request of a CEC delegation or removal.
Locating a Certified Enrollment Counselor to Delegate
1. Consumers can select Find Local Help from the GET HELP Find Answers dropdown list in
the header to request in-person support from a CED.
2. On the Locate Assistance page, the Consumer clicks on the
Find Certified Enrollment Counselor button.

3. The Locate Assistance popup
allows search by proximity and
language(s) spoken or by
organization name. When
searching by location, Zip Code
is a required field.
4. Another Locate
Assistance popup
displays, listing
Certified Enrollment
Entities. Click the
entity hyperlink to view
more specific
information about the
entity, such as hours
of operation.
5. A specific Certified Enrollment
Counselor can be searched by
clicking the Show Certified
Enrollment Counselors link.
6. A CEC can be selected
from the list appearing at
the bottom of the Locate
Assistance popup.

7. Once the CEC is selected, the
Consumer can click the Continue
button to send a request to the CEC.
Note: The Continue button only
appears if the Consumer is logged into
their account.
8. The Consumer can then check the
attestation boxes on the popup screen,
sign by typing in their full name, and
click the Confirm button to complete
the CEC selection.
9. A last message in the popup window confirms successful selection of a CEC.

Accepting a Delegation Request
Once a delegation request is sent, from the Consumer to a CEC, the CEC needs to accept the
delegation. The CEC does this by following these steps.
10. Log into coveredca.com, click on the
INDIVIDUALS top navigation tab on
the CEC’s Dashboard page, and then
select Pending Requests from the
dropdown list.
11. Click on the Actions icon ( ) next
to the requestor’s name and click
on Accept from the dropdown
list.
12. Click on the INDIVIDUALS top
navigation tab and select Active,
and then click on the Consumer’s
name.
13. Click on the Switch To Individual View left
navigation button.
14. The View Individual Account popup displays. (Click
on the Don’t Show This Message Again checkbox
if you don’t want to see this popup again.) Click on
the Individual View button to continue to the
Individual homepage.
15. The Individual homepage displays and the CEC
can help the Consumer Apply or Resume their
application, Report a Change, or any action
available to the consumer.

Removing a Delegation
The Consumer can also remove a CEC delegation, which prevents the CEC from having any further
access to the Consumer’s account and application.
16. To remove delegated
access, the Consumer
logs into
CoveredCA.com, and
from the
RESOURCES section
on the Individual
homepage, clicks on
the Manage
Delegates link.
17. On the Manage
Delegates page, the
Consumer can find
the delegate in the
Users List, and then
click the Remove link
under Action.
18. Clicking Yes on the
Delegate Access
popup window will
confirm the removal of
the delegate.
De-delegating the
Application
Once the original CEC is
removed, the Consumer
is free to choose another
CEC or other Covered
California-certified person
to assist them with their
application, using the
GET HELP Find Answers dropdown in the header, as shown earlier in this document.
