Dear friends,
October has been a very busy month for
SIMN not only because of our ongoing work
of supporting development and capacity
building projects promoted by the different
fields and services of the Congregation of the
Missionaries of St. Charles, Scalabrinians, but also
because of our work as organizers, participants
and reporters of different meetings on the
regional and international level.
Casas y Centros de Atención al Migrante Scalabrini held its annual
meeting, with a large attendance of religious and lay Scalabrinian
working with and for migrants. The main objective of the meeting
was to update the action plan of the network and define specific
actions to strengthen its mission to serve the most vulnerable
migrants. Then the MADE Americas Regional Meeting was held
in the framework of the preparatory meeting of the civil society
for the fourteenth session of the South American Conference
on Migration (CSM for its acronym in Spanish); during this
meeting, we worked on the Plan of Action of the Global Forum
on Migration and Development and the Plan of Action of the
South American Conference on Migration, concluding with the
approval of a document that was presented at the XIV South
American Conference on Migration (CSM). Thirdly, during the
XIV CSM, together with the International Network on Migration
and Development, SIMN presented the statement prepared by the
representatives of civil society. Several proposals presented in this
statement were included in the final declaration of the Conference.
SIMN was also present at the XI Annual Conference on
Immigration Law and Policy, held in Washington DC on October
21st, organized by the Centre for Migration Studies of New York
(CMS), the Catholic Legal Immigration Network (CLINIC) and
the Migration Policy Institute (MPI). Finally, SIMN participated
on the panel of “Systems Information and Data Collection on
Migration: Experiences of Civil Society” at the workshop of the
project “Migration Border: Strengthening the Capacity of Brazilian
Government to Manage New Migration Flows,” held in Brasilia on
22nd and 23rd October.
Closing this brief synopsis of our main collaboration activities in
promoting ethical governance of migration, which seeks to promote
the dignity and rights of vulnerable migrants and their families, we
reiterate that @simn is intended to be a two-way communication
link; in this regard, we invite you to communicate your concerns
and comments, which will always be considered.

Lima, Peru, October 14th – On October 10th and 13th 2014,
the annual gathering Meeting of the International Network of
Scalabrini Migrant Shelters and Centers was held in Lima, Peru. Its
organization and development had the support of the Scalabrini
International Migration Network (SIMN by its acronym in English)
and the Scalabrini Foundation of Chile.

Scalabrini International Migration Network

Regional Meeting of MADE Americas in Lima,
Peru
Lima, Peru, October 16th, 2014 – On October 14th and
15th 2014, the regional meeting of the Program Migration and
Development (MADE for its acronym in English ) was held in
Lima, Peru. Such program arises from various different networks
concerns and coalitions of civil society worldwide, and discussions
that arose prior to Global Forums for Migration and Development
(GFMD) since 2011.
The event was coordinated by the Scalabrini International Migration
Network (SIMN), with the support of the Scalabrini Foundation
of Chile, and in coordination with the International Migration
Network and Development (INDM), who is also a partner of
the MADE Program Americas and the International Catholic
Migration Commission (ICMC for its acronym in English), which
coordinates the program MADE worldwide.
The meeting was held within the framework of the preparatory
meeting of the organizations of civil society for the XIV Session of
the South American Conference on Migration (CSM for its acronym
in Spanish), in which representatives of various organized sectors
of civil society in Argentina, Bolivia, Brazil, Chile, Colombia,

Ecuador, Paraguay, Peru, Uruguay and Venezuela participated.
Participants of this meeting agreed to submit a statement to the
government member countries of the CSM in which it presents the
trends and challenges of migration of the region and proposals to
advance a comprehensive and coherent governance of migration,
based on human rights and human development of migration.
“Meetings like this are vital for us because they allow us join efforts
between actors of civil society, and to share progress that promote
different programs such as MADE. The result of the meeting is
not reduced to the consensus in the elaboration of the statement
that the organizations of civil society developed and presented to
governments of member countries of the CSM, inviting them to
move in implementing the Plan of Action of the Conference, but
also renewed the commitment to work as coupled between civil
society organizations and government agencies, in definition,
implementation and monitoring of public policies on migration
based on recognition, protection and promotion of human rights of
migrants and their families,” said Fr. Leonir Chiarello, Executive
Director SIMN.

SIMN Participates in the Workshop on Strengthening
Capacity of the Brazilian Government to Manage
New Migration
Brasilia, October 24th – On October 22nd and 23rd 2014, a
workshop of the project “Border Migration: Strengthening the
Capacity of Brazilian Government to Manage New Migration
Flows” was held in Brasilia, Brazil (MT Brazil). Funded by the
European Union in cooperation with the National Secretariat of
Justice (Ministry of Justice); the National Immigration Council
(Ministry of Labour and Employment) and the Federal Office
for Migration in Switzerland. Partners of the project include: the
Division of Human Rights of the Federal Police, the Foreigners and
Borders of Portugal (SEF), the United Nations Office on Drugs and
Crime - Liaison Office and Collaboration in Brazil (UNODC);
Office of the International Labour Organization in Brasilia (ILO)
and the Secretariat of Policies for Women of the Presidency of
Republic of Brazil (SPM). This project is implemented by the
International Centre for Migration Policy Development (ICMPD),
an international organization based in Vienna, which develops
technical cooperation projects in Brazil since 2009.
The objective of this project is to strengthen the capacity of the
government of Brazil to improve the management of migration
flows, with a focus on the integration of vulnerable groups such
as returnees, migrants and potential victims of human trafficking.
The workshop aimed to discuss the possibilities of harmonization of
administrative information between different government agencies
involved in the care of international immigrants, and to know the
experiences of institutions that are using the systematization and
dissemination of information on migration flows. The Scalabrini
International Migration Network (SIMN), represented by its
Deputy Executive Director, Fr. Mario Zambiasi was invited to
share experience on systematization of data on care for migrants
worldwide. During the panel, Fr. Zambiasi highlighted the
importance of ensuring the confidentiality of personal data, while
sharing the main migration trends that may reveal the databases.
XI Conference on Policies and Laws on Migration
Washington, D.C. October 22nd – On October 21, 2014, in the
Faculty of Law at the Georgetown University of Washington DC,
the XI Annual Conference on Legislation and Migration Policy
was held. The Center for Migration Studies of New York (CMS), the
Catholic Legal Immigration Network (CLINIC) and the Migration
Policy Institute (MPI) organized the Conference. As in previous
years, the Scalabrini International Migration Network (SIMN) was
present at the event.
While the legislative reform of the immigration system seems
paralyzed, policy issues on immigration are really at the forefront
of political debates and the challenges facing the country, state
governments and local governments. In this context, the conference
provided an appropriate political and legal analysis and it opened
a debate on key issues on immigration with panels composed of
government officials, researchers, advocates of migrants and other
immigration experts.
