District Performance targets:
On District reading/language arts assessments the score at the 77%ile will increase and the difference between this score and the score at
the 22%ile will decrease.
Increase the percent of students proficient in reading as measured by the Smarter Balance Assessment.
Increase the percent of students who receive a score of 4 or higher on the District Writing Assessment.
School Performance targets:
SPT-R1: We will provide research based instruction to all students and increase overall reading achievement by from 75% to 77%. This will
be demonstrated by the number and overall percentage of students performing at grade level or above on spring 2014 classroom DRA
assessments showing an increase in reading performance tasks.
Students in grades 3-8 and 11 will participate in the Smarter Balanced Field Test (aligned to South Dakota’s new academic standards in the
areas of English Language Arts and Math) during the Spring of 2014. Administered online, the Field Test will closely resemble the summative
assessment that students will participate in during the spring of 2015.
SPT-R2: In the spring of 2015, 85% of third, fourth, and fifth graders will score proficient or advanced as measured by the Smarter Balanced
Assessment.
SPT-R1: By the end of the year all students will have increased 2% in the area of accessing, analyzing, and evaluating informational texts.
SPT-R1: By the end of the year all students will have increased 2% in the area of interpreting and responding to diverse, multicultural, and
time period texts.
SPT-R1: By the end of the year, all students will have increased 2% in the area of recognizing and analyzing words.
SPT-W1: Regain the percentage of students scoring 2.5 or higher at 100% and increase the total percentage of students scoring 3 or higher
from 65.4% to 68% on the District Writing Assessment at the 4th Grade level.

School Performance targets:
Horace Mann exhibits a significant achievement gap between students considered at risk for achievement difficulties and other students. We
will build and strengthen our implementation of the Investigations Math program using its assessment tools to identify student skill gaps and
instruct based on individual needs.
Students in grades 3-8 and 11 will participate in the Smarter Balanced Field Test (aligned to South Dakota’s new academic standards in the
