REQUEST FOR INFORMATION MINISTRY OF DEFENCE OF THE REPUBLIC OF LATVIA I Description The Ministry of Defence of the Republic of Latvia (MoD) is issuing this Request for Information (RFI) in seeking information on how an interested contractor could provide low-level flight surveillance (LLFS) and ground surveillance (GS) solutions. THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the MoD to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the MoD will arise as a result of contractor submission of responses to this RFI or the MoD's use of such information. MoD reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this RFI. Data submitted in response to this RFI will not be returned. Information provided will not be forwarded to other nations or institutions. Information is being requested as a part of the process to identify the possible LLFS and GS systems for Latvian National Armed Forces. II Statement of Objectives The proposed systems will fulfill either one or both of the requested capabilities: Low-level flight surveillance, Ground surveillance. The objective of this process is to assess current capabilities within the industry which are related to LLFS and GS capabilities. As a result of issuing this RFI, the MoD expects to receive technical data describing the proposed solution and information to assist in programmatic planning. This information will be used to: (1) Determine the ability of current and emerging technology to support our LLFS and GS requirements; (2) Identify feasible system alternative solutions and possible combinations; (3) Determine the approximate/relative cost information (given complexity) for each proposed solution and (4) Determine the estimated performance characteristics, goals, and/or projections associated with each proposed solution. Manpower efficient, multifunctional and integrated solutions which ensure respective tactical mobility, persistent observation, effective survivability and real time analysis are sought. Both systems from one supplier will be viewed as an advantage. Both ground based systems and systems using aerostat technology will be considered. III Requirements for LLFS system: 1) Capability to track aircraft at the altitudes 0-3000 meters up to 100-150 kilometers range. 2) Mobile system. 3) Ability to use integrated Electronic Counter-Countermeasures. 4) Compatibility with air defence, battlefield management and C4I systems. 5) Target tracking should be included in the basic system or available as an option. 6) Both passive and active sensor systems will be considered. 7) Compatibility with NATO air surveillance systems, including possible integration within JISR. 8) Necessary supporting and enabling systems must be included. IV Requirements for GS system: 1) Capability to provide situational awareness in the range of 40 to 100 km. 2) Ability to use integrated Electronic Counter-Countermeasures. 3) Compatibility with battlefield management and C4I systems. 4) System should be partially or completely mobile, options with stationary auxiliary antennas will be considered as an option. 5) System preferably has an ability to locate enemy fire and direct counter-fire. 6) Sought after range of detection is ca. 8 km for soldiers and ca. 15 km for vehicles. 7) Necessary supporting and enabling systems must be included. V Responses Responses to this RFI are asked to be written in English and should not exceed fifty (50) pages for each system and must contain the following information: Capabilities the system can deliver (ground surveillance, low-level flight surveillance, enemy fire detection, counter-fire direction, compatibility with air defence, battlefield management and C4I systems, etc.). Technical data (dimensions, sensor type, technical details and requirements, identification modes, tactical mobility, platforms necessary and their mobility parameters, tracking capacity, display options, communication and data links, reliability, manpower requirements) Costing information: a) Initial system cost; b) Life cycle costs; c) Personnel costs (training courses, manuals, simulators, etc.); d) Price of additional capabilities according to requirements. Complementary information: a) Maintenance and sustainment concept. b) Possible upgrade options. c) Clearly mark any information that is proprietary. d) Additional information if necessary.
