Municipal Development Plan Update
LEDUC COUNTY IS GROWING
Leduc County is a diverse municipality that comprises
266, 571 ha (2,665.7 sq.km.). The county is situated
to the south of the City of Edmonton and extends 105
kilometers from east to west and 32 kilometers from
north to south. It is home to world-class agricultural
lands, Canada’s fastest growing international airport,
and the Nisku Industrial Business Park, which is the
second largest park of its kind in North America. It
has extensive road and rail transportation routes
and offers a range of recreational activities and
residential lifestyles.
Leduc County is growing. From 2006 to 2011, the
population of Leduc County grew at a rate of 3.1 per
cent. According to the Capital Region Growth Plan,
more than 14,000 people call Leduc County home
and more than 18,000 people work in the county.
According to the draft Leduc County Economic
Development and Growth Strategy, by 2045, under
one scenario, population is projected to reach 44,766
people. In terms of employment, under the same
scenario, it is projected that there will be 48,330
people working in the county by 2045.
The major industries in Leduc County include
agriculture, mining, quarrying & oil extraction;
construction; and manufacturing.
Retail is an
industry that is expected to grow as urban nodes at
the Edmonton International Airport and in the East
Vistas develop.
WHAT IS A MUNICIPAL
DEVELOPMENT PLAN?
A Municipal Development Plan (MDP) is a longterm blueprint that guides future land use and
policy decisions for a municipality. Under the
Municipal Government Act, an MDP is required for
municipalities with a population of 3,500 or more.
The MDP will detail how Leduc County will grow and
develop over a 25-to-30 year period. The MDP must
consider the direction given from provincial land
use policies, the Capital Region Growth Plan, Leduc
County’s 2015 Strategic Plan and other municipal
plans. The MDP is then implemented through Area
Structure Plans, the Land Use Bylaw and other
municipal plans and processes.

WHY DOES THE MDP NEED TO BE
REVIEWED?
Many things have changed since the current MDP was
approved in 1999.
•
The Capital Region Growth Plan has been approved
by the province and an update to the plan is already
underway. The plan mandates regional planning
within the City of Edmonton area, including Leduc
County, to reduce the amount of land used for
residential development and ensure growth in the
capital region meets key principles of sustainability.

Development pressures have been increasing in
the areas south of the City of Edmonton around
Nisku, Leduc, Beaumont, and the Edmonton
International Airport.
•
Residents of New Sarepta have joined the county
and the East Vistas, Leduc County’s first urbanstyle neighbourhood, is under development.
In all, the development context in Leduc County has
changed and Leduc County needs to work together
with local stakeholders to set priorities that reflect the
changing context in the county.
OTHER PLANNING INITIATIVES
Numerous planning-related policies, regulations and
studies have been completed and approved since the
1999 MDP. These policies and plans will work in concert
with the new MDP to shape development in the county.

PROCESS AND TIMELINE
Throughout the 18-month project, there will be
several ways for you to get involved. The MDP update
will be led by an experienced consulting team (B&A
Planning Group) with support of Leduc County staff,
input and advice from a steering committee, and the
involvement of Council and the public throughout
the project.

chance – but with careful and thoughtful
planning together.

In this first phase, Leduc County will launch the MDP
Update project and share important information
about the current MDP with the public as well as
some of the challenges Leduc County faces as it
continues to grow.
In phase three, Leduc County will present draft
concepts and policies to the public and solicit
feedback at workshops and through online tools to
ensure the vision developed in phase two has been
accurately captured.

In phase two, Leduc County will create a vision
through public workshops and online tools designed
to understand residents’ values, goals and priorities
for the future growth of the county.
In phase four, Leduc County will present the final
plan and show the public how the plan reflects the
input that was gathered throughout all phases of the
project. A public hearing will then be held offering
the public another opportunity to provide their input.
