Answers to Vendor Questions Community Planning & Development System RFP March 7, 2016 Vendor: City Force Inc. Question 1: Since we base part of our pricing on user numbers, I would like to know how many mobile inspectors are likely to be using iPads or smart phones from the field to do their inspections. Answer: The City anticipates 14 total users; with 4‐8 mobile inspectors included in the 14 total users. Question 2: Also, how many office users would you anticipate using the systems from the office? Answer: The City anticipates 14 total users; with 4‐8 mobile inspectors included in the 14 total users. Question 3: Would you have read‐only employees who would also access information? (I know that was sort of two questions under one category) Answer: The City anticipates no read‐only users. Question 4: What is your requirements and hopes for the pet licensing segment. Answer: For the Pet Licensing segment, the City would like to have the ability to process pet licenses, create/modify accounts, create reports, print renewal forms and accept payments. Vendor: Harris Question 1: Please would you provide the following information regarding the number of system users: a. Number of concurrent users i.e. number who need access to the system at the same time – typically this would be less than the total users Answer: The total number of users is 14; concurrent users would typically be less. b. Number of field inspectors for each of Permitting (building, engineering, fire etc) and Code Enforcement Answer: The number of field inspectors is: 2 building, 1 engineering, 1 fire, 1 code enforcement, 3 planning. c. Number of plans reviewers who will participate in Electronic Plans Review Answer: The number of plans reviewers participating in electronic plans review is 10. Question 2: Please provide the training numbers i.e. number of employees to be trained in: a. Building Answer: 2 b. Engineering Answer: 4 (2 from Engineering, 2 from Public Works) d. Fire Answer: 1 e. Planning Answer: 3 f. Code enforcement Answer: 1 g. Pet Licensing Answer: 1 h. Cash receipting Answer: 4 (inclusive of Permitting, and 2 alternates) Question 3: Please share the names of the vendors who’s software the City has already seen demonstrated? Answers to Questions, Community Planning & Development System RFP, 03‐07‐16 Answer: No demonstrations have been held under this RFP at this time. Question 4: Is the City able to share the budget for this project please? Answer: The City does not have a specific line item budget amount for this project. Question 5: Is Pierce County GIS using Esri ArcGIS Server? Answer: Yes, Pierce County GIS uses ESRI ArcGIS Version 10.2 with plans to upgrade to 10.4. Question 6: Is the City considering upgrading Paladin Interlocking LIS to the Paladin Smartgov system? Answer: All respondents to the RFP are being considered equally. Vendor: MyGov Question 1: What is the proposed implementation/Go‐Live date? Answer: The proposed implementation date is yet to be determined. Question 2: Is the connection to the county GIS and parcel data intended to be a direct connection? Answer: There is no direct connection or API. The permit system must be able to pass a parcel number to GIS, which will then open in CV Web (Pierce County's GIS program). Question 2a: Will they provide an API, if so what GIS product are they using? Answer: No, there will not be an API provided. The GIS product is ESRI ArcGIS Version 10.2 with plans to upgrade to 10.4. Question 3: Would the city entertain a solution which allowed the layers and parcel records to be imported to the proposed solution and then refreshed? Answer: Yes, the City would entertain a solution which provides a system whereby the parcel records can be imported/refreshed on a regular cycle. However, the City would prefer a direct connection to the Pierce County Assessor's data. Question 4: Is the connection to the state license database available? Answer: Yes, the connection to the Washington State Labor & Industries site is available. Question 4a: Will the state provide an open API? Answer: The City does not believe the state will provide an open API, however, the City also does not believe it is a necessary component. Question 5: What type of permits would a “non‐contractor” be applying for online? Answer: A "non‐contractor" must be able to apply for any type of residential permit online. Question 6: Is the city looking for a full Electronic Plan Review module? Answers to Questions, Community Planning & Development System RFP, 03‐07‐16 Answer: The City is interested in considering all options proposed by the vendor for electronic plan review modules. Question 7: What type of fire permits would be issued? Answer: Types of fire permits that will be issued include fire suppression and fire code permits. Vendor: SunGard Question 1: How many concurrent users are estimated for the following system components? If none, please mark none.  Community Development (Land, Permit, Project, Code, Citizen Response Management) Answer: 14 users total, rarely concurrently.  Business License o Provide details on license types and renewal process (if applicable) Answer: Business licensing is handled through the State of Washington. Question 2: Would the City like the following modules included in vendor proposals, please mark all that are required, not applicable or optional.  Public Portal Answer: Yes, required.  Mobile Inspection (Please confirm desired mobile hardware and number of mobile inspectors) Answer: Yes, required, 4‐8.  Civic Engagement Mobile Application Answer: Optional.  Integrated IVR for inspection requests Answer: Optional.  Integrated Cashiering Module Answer: Not applicable; the system will provide automated integration with Tyler Technologies EDEN financial system and Tyler Cashiering.  ePlan Review Answer: Yes, required. o If yes, how many named users? Answer: Up to 10. Question 3: How many total named users will require training? Answer: 14, plus two from IT. Question 4: Which departments will be using the system? Answer: Permits, Planning, Building, Fire, Engineering, Public Works, Code Enforcement and Pet Licensing. Answers to Questions, Community Planning & Development System RFP, 03‐07‐16 Question 5: Which modules is the city wanting to have implemented: permit, project, code enforcement, citizen response management, business license, public portal, and/or mobile inspection? Answer: The City is interested in considering all options proposed by the vendor based on the RFP criteria. Question 6: Using the departments defined in question #4, please state data conversion desired for each department and what system each department’s data is coming from. If available, please provide estimate record counts. Answer: Except for fire data, which is kept in Excel, all legacy data is currently stored in an Oracle database. The estimated record count is not available. Question 7: Does the City utilize central cashiering? Answer: Yes, per the RFP (System/Data Integration, page 8) the City utilizes Tyler Technologies EDEN and Tyler Cashiering. Question 8: Are there any other 3rd party systems that the City is interested in an interface for? Any details that you can provide are helpful. What is the name of the system is and why is the integration needed with regards to the desire functionality? Answer: Third party systems which the City requires an interface for include EDEN (see the RFP, page 8), plus additional links required to Pierce County GIS, Pierce County Assessor/Treasurer Office for parcel data, and Labor & Industries for contractor data. Question 9: Does the City have the IT staff and local hardware to support an on premise solution? Answer: The City has IT staff and local hardware to support an on premise solution. The City does not have in‐
house code development staff. Question 10: If no, does the City prefer a hosted offering (SaaS options or a purchase of Licensing & Hosting services option)? Answer: Per the RFP, page 6, the City is considering both options. Question 11: Is the City budgeted for this project and if yes, what is the desired budget range or cap? Answer: The City does not have a specific line item budget amount for this project. Question 12: Is there any alternate due date for questions since the proposal response deadline has been extended? Answer: There is no alternate due date for questions. Question 13: With regards to the GIS integration request with the Pierce County’s GIs, can the City confirm if the County has a GIS server and the version available?
