The boundaries and names shown and the designations used on it do not imply official endorsement or acceptance by the United Nations. * UN Population Database (2010) ** UNICEF Country Statistics (2010) *** CIA The World Factbook (2010) National Focal Point Dr. David Kiima, Director of Mental Health P.O.Box 30016 - 00100 Nairobi, Kenya Drug Abuse and Drug Dependence Treatment Situation According to UNODC data for the year 2009: • There are an estimated 680,000 to 2.9 million opiate users in Africa: In Kenya, the prevalence of opium use among the age group between 15 and 64 is 0.7% (Reverence group to the UN on HIV, 2004). • The prevalence of cannabis use among the age group between 15 and 64 comprises 7.1% (ARQ, NGO, Council of Europe, 2004) According to the NACADA Strategic Plan 2009 – 2014: • The use of ‘Miraa’ is also widely spread in Kenya. • ‘Mira’ is a local plant whose fresh leaves and soft twigs are chewed. • Alcohol and drug abuse (ADA) is estimated to be highest among young adults of ages 15-29 and lowest among adults of ages 65 and older. • Alcohol and drug abuse cuts across gender, race and nationality although more men than women being drug dependant or having drug problems. • Stressful situations like the post election violence witnessed in Kenya in the beginning of 2008 also exacerbate the problem of alcohol and drug abuse. • Drug dealers take advantage of these situations to market their drugs to stress victims e.g. the internally displaced persons (IDPs). Drug dependence treatment situation according to NACADAA data: • There are at least 37 sites offering drug dependence treatment in Kenya (see: Treatment Centre Details) • The therapeutic standards for drug dependence treatment are structured as follows: - Level 1: Community Outreach, Prevention And Early Intervention - Level 2: Non-Residential Services - Level 3: Residential Treatment/Inpatient - Level 4: Continuing/Aftercare • It is also intended to involve the patients family in the treatment process. HIV/AIDS Situation According to UNAIDS Epidemiological Fact Sheet on HIV and AIDS (upper estimates, 2008): • Estimated number of people living with HIV: 1,900,000 • Adults aged 15 to 49 prevalence rate: 8.3% • Adults aged 15 and up living with HIV: 1,700,000 • Women aged 15 and up living with HIV: 1,100,000 • Children aged 0 to 14 living with HIV: 170,000 • Deaths due to AIDS: 110,000 • Orphans due to AIDS aged 0 to 17: 1,300,000 Treatment situation according to the UNAIDS Country Progress Report (2009): Kenya’s HIV prevalence has halved in a decade: in 1997/98, the prevalence among adults comprised 10% and had dropped to 5.1% by the end of 2006. As the given evidence strongly suggests, there has been a reduction in risky behavior through increased condom use, delay in sexual debut and fewer partners. Also voluntary counseling and testing (VCT) sites are more widely available so that a greater number of Kenyans now know their status. The introduction of free delivery of antiretroviral treatment (ART) in 2001 can be considered another core factor: Annual adult AIDS deaths peaked at 120,000 in 2003 due to the high number of new infections during the 1990ies. By 2006, the annual AIDS mortality number had dropped to 85,000. In 2008, the most-at-risk groups, namely commercial sex workers, people with same-sex relationships and injecting drug users, were prioritized in care programs as it is assumed that they are most likely to increase the transmission of the AIDS epidemic. Meanwhile, interventions have already been launched, like Men having sex with men (MSM) counselors at VCT sites. Training of Trainers The Regional Training of Trainers (TOT) on TREATNET II training package for Sub-Saharan African region, was successfully completed and it took place in Mombasa, Kenya, between the 4th and 17th, October 2009. In this ToT a total of 50 trainers were trained 3 different Volumes.
