NEW CITY ADMINISTRATOR
Welcome to Bob Knabel as Newton’s new City Administrator
The Mayor, City Council and City staff welcomes Bob Knabel to the community. Bob is the City of
Newton’s new City Administrator, having started with the city on March 5th. Bob possesses thirty-six
years of executive leadership experience in local government positions. His career began in 1974 as an
Administrative Assistant in Glencoe, IL. From there, Bob has served as City Administrator/City Manager
for seven cities in the states of Illinois, Kansas, Missouri, Idaho and New York. Bob most recently served
as City Manager in Collinsville, IL.
Bob received his Bachelor and Master of Arts Degree in Political Science from Eastern Illinois University in
Charleston. Linda is Bob’s wife of 39 years and they have two grown children and seven grandchildren.
Their daughter Nikki and family live in Galesburg, IL and is a stay-at-home mom that homes schools their
four children. Brett their son lives in Trevor, WI with his family and they have three children. Brett is a
Deputy with the Lake County Sheriff’s Department in Illinois.
In Bob’s free time he enjoys reading, cooking, collecting antique clocks and teaching. Bob’s fondness for
teaching had him once being an Instructor at Carl Sandburg College in Galesburg, Illinois. Bob’s joy of
cooking led him to owning a fine-dining Italian restaurant in Galesburg for a while. Bob also enjoys being
active in his church and in Rotary Club.
We ask the community to join us in welcoming Bob and Linda to our city and to assist them in making our
community their home.

Welcomes
Blaine Lefler
as our newest
Firefighter/Paramedic
The City of Newton Fire Department is pleased to announce the
addition of Blaine Lefler as our newest Firefighter/Paramedic.
Blaine comes to us from Coralville where he has served as a
volunteer firefighter for the past year. He also has served with
the Cedar Rapids Area Ambulance, the Knoxville Township Fire
Reserve, and the Knoxville Raceway Safety crew. Blaine is originally from Knoxville, IA.
Blaine has attained an A.A.S. in Fire Science from Kirkwood Community College. He is finishing
his paramedic program with all testing to be completed before his start date with the Newton Fire
Department. He holds the following EMS certifications: ACLS, PALS, PHTLS, AMLS, NRP,
PEPP, GEMS, and BLS Instructor. He is also certified Firefighter I, Firefighter II, and Hazardous
Materials Operations.
Blaine will start with the department on April 3, 2012 and will be assigned to Crew 3.
Merle Smith
As
Chaplain
The City of Newton Fire Department is pleased to announce the
addition of Merle Smith as a volunteer Chaplain.
Merle was born and raised in Newton and has served for 14
years as Chaplain for Skiff Medical Center. In addition, Merle
has been a Deacon with St. Stephen’s Episcopal Church for the
past 20 years. Merle’s full time job was working at the school for
18 years as a mechanic.

Youth Police Academy
SUMMER YOUTH POLICE ACADEMY…….
The 2012 Summer Youth Police Academy will be for students entering 6th - 8th grade in
the Fall of 2012. Classes are four one-hour-long sessions. Classes will be in August.
Handouts with the dates and times will be distributed this spring in the classrooms. The
goal of the Summer Youth Police Academy is to promote youth interest in law enforcement as a career. It is anticipated that the course will provide our youths with a better
understanding of law enforcement and will provide opportunities to clear up misconceptions made by our youths about police officers.
Session One: Tour of the police department. Presentation on requirements to enter the
law enforcement field.
Session Two: Crime scene identification - fingerprinting and evidence handling.
Session Three: Safe traffic stops. Students will
learn about traffic violations.
Session Four: Arrest and control procedures handcuffing and officer safety procedures.

Household Hazardous Waste. Please call the Newton Sanitary Landfill at 792-3866 to

office, someone will be there to assist you in filling out the necessary paper work and

Spring Yard Waste Disposal Alternatives
"I live in the City of Newton, what do I do with the yard waste accumulated when doing my spring yard work?" There are many
alternatives to this often asked question. Some of those alternatives are listed below:
Free Disposal to Newton Sanitary Landfill
All Jasper County residents (except those who live in the non-Newton Sanitary Landfill member cities of
Mingo and Prairie City) may dispose of leaves, small twigs less than one-quarter inch in diameter, hedge
trimmings, garden waste and weeds at the Newton Sanitary Landfill in any container year-round free of charge.
Residents will be asked to empty the container at the landfill. The Newton Sanitary Landfill is located 3/4 mile
south of I-80 on the east side of Highway 14. The landfill hours are Monday-Friday 7:30 a.m. to 3:15
p.m. and Saturday 8:00 a.m. - 11:45 a.m.
City Yardwaste Bags
The Newton City Logo Leaf Bags are being collected weekly
through the end of December.
Leaves, small twigs (less than ¼" in diameter), hedge trimmings, garden
waste and weeds are picked up at the curb year around, at no charge, if
in the Newton City Logo Leaf Bags and placed at the curb by 6 a.m. on
your normal trash day, from March 25th through December 7th. The leaf
bags may be purchased in quantities of three for $3.00 ($1.00 each)
plus sales tax at Fareway Grocery Store, Farver True Value, Hy-Vee
Grocery Store, Theisen’s, Wal-Mart and the Newton Sanitary Landfill.
If you have any questions about City Logo Leaf Bag pick up, please call
the Public Works Department at 792-6622, ext. 20 or the Newton Sanitary Landfill at 792-3866.
Composting
Composting can be used to provide soil and mulch for gardens and plants. A brochure explaining how to start a
compost pile at your residence can be obtained at the Iowa State University Extension
Jasper County Office, 550 North 2nd Avenue West. Questions about composting may be directed to the Iowa
State University Extension Jasper County Office, at 792-6433.
Mulching
Mulching mowers cut grass and leaves into very small pieces which may be left on the lawn. Grass clippings
and leaves can also be bagged and used as mulch in vegetables gardens and around flowers, trees and shrubs.

calling 792-3866; and the Public Works Building, 1700 North 4th Avenue West.

RESIDENTIAL RECYCLING INFORMATION
RECYCLING AND TRASH COLLECTION FEE IS $11.00 PER MONTH AND IS INCLUDED IN YOUR
WATER BILL.
INCLUDES COLLECTION OF TRASH AND RECYCLABLES TO EACH RESIDENTIAL HOUSEHOLD ONCE
PER WEEK.
Collection of one 35-gallon (up to 65 lbs) container of trash and one recycling bin for each
residential household each week.
COLLECTION OF RECYCLABLES
Residential Recycling is provided to all single-family, duplex, three-unit and four-unit residential dwellings as
long as the dwelling does not receive trash collection from a dumpster or other common collection container.
Collection of recyclables is the same day as your trash collection day. Trash and recyclable collection service is provided to each residential household. A household unit is defined as a single-family dwelling or
each unit in a multiple dwelling up to a four-unit dwelling as long as the dwelling does not receive trash
collection from a dumpster.
Be sure items placed in the recycling bin are recyclable. Non-recyclable items cannot be accepted for collection. If non-recyclable items are placed in the recycling bin, a full bin will be left for removal of the nonrecyclable items by the owner and will be collected by Dodd's the following week. If you are unsure why
the items in your bin were not collected, please call Dodd's Recycling at 791-9195.
All recyclable items must be placed in the recycling bin except for corrugated cardboard items which
must be flattened and placed under the recycling bin.
Always remove all remaining product residue from glass, plastic or metal containers by rinsing them out
with water. This will keep your recycling bin clean and eliminate odors.
Crush or flatten plastic, tin & aluminum containers to conserve space in your recycling bin. You do not
need to remove the labels.
Paper board items such as cereal, cracker, cake, cookie, tissue, and gift boxes must be flattened and
may be placed in the recycling bin.
All paper, newspapers (including inserts), magazines, junk mail, envelopes with plastic windows, school
paper, white and colored writing paper, computer paper, phone books, catalogs, brown paper bags, and
feed & pet food bags (if string is removed) is accepted .
Plastic Bags are NOT recyclable. Please do not use plastic bags to separate recyclables.
NEWTON SANITARY LANDFILL HOURS
Beginning, Saturday, April 7, 2012, the Newton Sanitary Landfill will be open on Saturdays from 8:00 am to 11:45 am. These Saturday hours will continue through October 27,
2012.
The Newton Sanitary Landfill will be closed on Friday, April 6, for Good Friday.

TRASH COLLECTION GUIDELINES
Residential Curbside Trash Collection is provided to all single-family, duplex, three unit and four-unit residential units as long as the dwelling does not receive trash collection from a dumpster or other common collection
container.
 One 35 gallon (up to 65 lbs) container of trash will be collected each week from each residential premises. If your trash container
is larger than 35-gallons, only the equivalent of 35 gallons (65 lbs) will be picked up.
 A tag must be purchased for all trash in excess of 35 gallons per week. Tags can be purchased at Fareway Grocery Store, Hy-Vee
Grocery Store, Farver True-Value, Theisen’s, Wal-Mart and the Newton Sanitary Landfill for $2.00 per tag plus sales tax in quantities of five (5).
 Tag must be attached to a trash bag and placed at the curb or placed inside a trash container so that the tag is visible. Since a tag
is used only once, it shall not be attached to the trash container or lid.
 Trash shall not be placed at the curb prior to 6 pm on the day prior to regularly scheduled trash collection and not later than 6 am
or sunrise (whichever is earlier) on your collection day. The container shall be promptly removed from the curb following collection.
LEAVES AND YARD WASTE
 Leaves, Small Twigs (less that ¼” in diameter), Yard Waste, Weeds, and Hedge Trimmings are picked up at the curb at no charge,
if in the Newton City Logo Leaf Bags and placed at the curb by 6 am on your normal trash collection day. Newton City Logo Leaf

 Grass clippings can NOT be put in the Newton Logo Leaf Bags and will NOT be picked up as part of weekly trash collection.

Open Burning Regulations
Open burning is the process of burning any materials where the products of combustion
pass directly into the open air without going through a chimney or stack. While it is
prohibited in most circumstances, exceptions are made for residents who live in single
family homes or apartments with four dwelling units or less. These exceptions are listed
on pages three and four in this brochure.
Violations of the City’s open burning regulations include the burning of trash in an
incinerator without a mesh top; any open burning determined to be injurious to the health
of occupants of surrounding property, or that constitutes a hazardous condition as
determined by the Newton Fire Department.
Certain items may not be disposed of through open
burning, including:
Leaves and garbage that is a result of food preparation or consumption;
The burning of tires or any other material that
produces “black” smoke;
The burning of trade waste, such as building
materials, scrap lumber, shingles, packaging, or
other materials that are the result of commercial
operations.
Residential waste, or household trash that is generated on your property may be burned,
but certain restrictions must be followed if you choose to burn trash.
All trash must be burned in an incinerator. The incinerator must have a steel or wire
mesh top to prevent burning embers or ash from becoming airborne.
Incinerators must be at least 10 feet from any combustible material or structure.

Open Burning Regulations Cont’d
Landscape waste, or yard waste that is generated on your property may be burned. Yard waste is defined as trees, tree trimmings, brush, weeds, branches, shrub trimmings, and stumps.
If you choose to burn yard waste, there are restrictions you must
follow. Leaf burning is not allowed at any time. The burning of
yard waste on streets, sidewalks, or hard surface alleys is prohibited.
A minimum clearance from structures or other combustible items
must be maintained at all times. These distances vary according
to the amount of material and method used to burn, and this information is listed below.

The amount of smoke generated by the burning of yard waste must not be so excessive that it creates a hazard for other people or property.
If any neighbors experience breathing difficulty or other physical discomfort due to smoke generated
on your property from burning landscape waste, you will be required to extinguish the fire.
Recreational fires or open burning for the purpose of cooking, ceremonies, or other recreation is allowed. The same restrictions apply to these fires as those that apply to the burning of yard waste.
Open burning of yard waste must be attended and kept under control at all times. A garden hose or
other suitable extinguishing equipment should be kept readily available.
While certain items may not be disposed of through open burning, there are a number of alternatives
available for residents to consider.

Story Times ~ Story time meets in the Carousel Horse Room. Toddler and Twos story time
meets on Tuesdays at 10:30 a.m. Children aged 18 months to 36 months
old and their caregivers are encouraged to visit the library for this fun
activity. Story times for pre-school children aged 3 and up are held
Thursday mornings at 10:30 a.m. All story times are free and open to all
children and their caregivers. See cable channel 12 for details. Come enjoy stories, finger plays, music, and a craft. No pre-registration is necessary.
Getting Hired! Résumé Writing and
Interviewing Skills Classes.

The classes will alternate between a resume class, which will provide attendees
with an overview of the parts of a résumé
and what information to include and what to

National Library Week, April 8-14, 2012 - Drawing.
To thank our readers for their support, the library will have three gift baskets available, one each for children, teens and adults. Each time a reader
checks out one or more books from the library, he/she may complete one
entry slip for the drawing. The contest runs from April 8 through April 14.
The drawings will be held on April 16, and the winners will be announced in
the Newton Daily News library column on Wednesday, April 18.
Peter Fletcher in Concert. Attend a free concert recital featuring Peter Fletcher on Monday,
April 9 or Thursday, April 12, at 6:30 p.m. in the library meeting
room. Mr. Fletcher’s skill as a classical guitarist shines in his sensitive yet
powerful performance. This concert is made possible by a grant from
the the Arts Connection, Inc. and the Friends of the Newton Public Library. The Newton Public Library is pleased to bring a musician of Mr.
Fletcher’s caliber to the community for the enjoyment of all. Library programs are free and open to the public. Refreshments will be provided by

Friends of the Library Book Sale. The Friends of the Newton Public Library will hold the 2012
Annual Book Sale at the library beginning with a “First Pick Sale” for Friends members on Thursday evening, April 26, from 5:00 until 7:30 p.m. The great news is that Friends memberships are
available at the door, so if you’re not a Friend yet, you can easily become one! The sale will be open
to the public Friday, April 27, from 10:00 a.m. until 5:30 p.m., and again on Saturday, April 28,
from 10:00 a.m. until 1:30 p.m. Saturday features a special - bring your own bag (any size) for “a
bag of books for two bucks”. Come to the Book Sale, find great bargains, and help the Friends
continue their mission of promoting reading for all ages, library usage, and support of the Newton Public Library!

Summer Reading at the Library
The themes for the 2012 summer reading program

registration picnic which will run from 4 p.m. to 7
p.m. The library will have many programs such as
Dan Wardell's Reading Road Trip, Creations with a
Twist balloon storytelling, Blank Park Zoo Animal
show and tell, Mad Science, Storyteller Darrin
Crow, children's concert with Dino O'Dell, and
free movies on Friday afternoons in the library

BBQ Grill Fire Safety Tips
The outdoor cookout season is in full swing now that summer is upon us. Listed here
are a few helpful hints in making your outdoor barbeque a fire safe event.
Propane Gas Grills
Before each use, check hoses for signs of wear and tear, and that the connection to
the tank is tight.
Remove excess grease buildup from the unit, to prevent flare ups.
Periodically check the inside gas tubes for the buildup of spider webs that can cause
blockage, causing gas to backflow into the control valves, where it could potentially
ignite.
An orange flame is in an indication that there is an obstruction in the gas tubes that
lead to the burners. Flame should be blue in color.
When igniting the grille, make sure the lid or cover is in the open position.
Never leave the unit unattended while cooking, and keep children at a safe distance.
Always shut the tank off after each use.
If the unit catches fire, do not attempt to extinguish it, especially if propane is burning
freely. CALL THE FIRE DEPT. Propane will reignite with explosive force.
Proper location and placement of the unit is very important. Keep the unit away from
the sides or back of your home, as well as open windows. If fire occurs, it will spread
to the building.
Use common sense and read the manufacturers directions.
Charcoal Safety Grills
Careful use of charcoal starter fluid is very important. Follow the direction on
the can and never apply additional fluid once the fire has been ignited.
The use of an electric starter or paper is an alternate method, and pre-treated

Parks: 2012 Pool, Shelter, and Golf Fees
The park staff has set the 2012 fee structure for its facilities. If you have questions about the fees, would like to reserve a
pool party or shelter house, or have other park questions, please contact the park office at 792-1470. Park staff will start
taking 2012 reservations on January 3rd!
Pool Fees
Park staff has made some changes to the pool fee structure for 2012. In the past, pool patrons could purchase a
single pass or a family pass. The new structure is designed as a group pass and people can buy passes together
to save money. It does not matter if you are buying pool passes as a family, a
group of kids that all live in the same neighborhood, or a daycare provider.
Fee Structure
1 Person Pass….$50.00 ($50/person)
2 Person Pass….$100.00 ($50/person)
3 Person Pass….$135.00 ($45/person)
4 Person Pass….$160.00 ($40/person)
5-7 Person Pass……… $35/person
All season passes must be purchased together and paid in full to capitalize on the group
rate. Individuals will be given a personal 2012 Maytag Pool photo identification card. If someone is not present when purchasing the
pass, they may come back later to obtain an identification card. The daily pool fee rate will apply if you do not have a pool card.
Groups of more than 7 people can buy additional single passes or another multi-person pass. For example, if Max had a group of
friends and/or family members totaling 8 people, Max could buy a seven-person pass for $245.00 and a single-person pass for
$50.00. The total cost would be $295.00 or $36.87 per person.
If pool patrons do not want to purchase a season pool pass, they can pay a daily fee of $4.50 or a 10-punch pass for $40.00.
Staff also takes reservations for pool parties. The fees are $225 for a pool party and $75 for a morning birthday party (shallow end
only). The availability of these parties fluctuates, so please contact the park office for more details.
Shelter Fees
Shelter fees have been increased by $5.00 for 2012. Reservation times are 7:00am-4:00pm and 4:00pm-11:00pm. Another change for
the New Year is shelter keys must be obtained at Newton Park Office on the day of the reservation or one business day prior. It is
important to remember that the office will be closed on weekends and holidays. Keys must be returned one business day following
the reservation.
