ACCESS TO FESTIVALS
2015-2016 Guidelines
Support for this fund is made possible through a contribution from
OBJECTIVE: ACCESS TO FESTIVALS is an industry-driven fund that supports a portion of the travel costs for
independent Manitoba* writers, directors, producers and distributors with at least two years of professional production
experience and whose productions have been selected to screen at national and international festivals that have
significant industry recognition.
* Canadian citizens or landed immigrants who have been living in Manitoba for at least 365 days. Proof of Manitoba residency
will be required.
Please see page 3 for the list of festivals currently approved for consideration. If you have been invited to a festival that
does not appear on this list, please contact Michael Kluthe, Community and Partnership Liaison to discuss. Your
request may be considered dependent on available funding and on the professional and business development
opportunities available at the event.
ELIGIBILITY CRITERIA:
 Applicants must be OSM members in good standing* for a minimum of three months (*with a current
membership and not in default).
 Two or more years of professional production experience directing, writing, producing and/or distributing film
and/or television and/or digital media.
 Official invitation for your film to screen at a film festival.
OSM CONTRIBUTION: The Access to Festivals contribution effectively covers 50% of the maximum total of the
actual eligible costs up to the amount approved by the jury. Successful applicants pay a Program Fee representing 50%
of the total of the actual eligible costs approved by the jury. OSM provides the successful applicant with payment
representing 100% of the maximum total of the actual eligible costs approved by the jury.
Annual contributions may not exceed $6,000 per member. Contribution funds are non-transferrable.
ELIGIBLE EXPENSES: The OSM payment covers the eligible expenses to a maximum of $3,000 for North
American travel and $3,500 for International travel through the Access to Festivals fund:
✈
transportation to the event*
✍ event registration
ground transportation during event
accommodation, up to a maximum of six (6) nights
per diem, up to a maximum of six (6) days
*Please note that Air Miles do NOT count toward your eligible expenses.
COST TO MEMBERS:
 A non-refundable application-processing fee of $30.00 must be paid by cash or cheque when submitting
the application.
 In addition, successful applicants must pay a Program Fee representing 50% of the total of the actual
eligible costs approved by the jury.
APPLICATION DEADLINE: The deadline is three weeks prior to the event. Exceptions are allowed only
if the applicant received an invitation to participate in an event after the deadline.
NOTE: Applications will be sent to jury twice a month, on the 15th and the last day of the month. It will then
take 21 business days to process successful applications.

SELECTION CRITERIA:
•
The potential benefits or opportunities afforded by the Festival for the marketing of the applicant’s
production(s), and for the business, creative and/or career development of the applicant.
•
The extent to which the applicant has demonstrated readiness to participate in the Festival.
•
The number of times an applicant has received Access to Festivals contributions to attend festivals in
support of the same project.
OSM JURY COMPOSITION: Each jury is composed of three autonomous jurors drawn from a pool of
representatives of cultural industry organizations. All jury decisions are final.
APPLICATION PROCESS:
1 - Fill in the electronic application forms available on our website. Handwritten applications will not be
accepted.
2 - Submit an electronic copy of the application and all support material to Michael Kluthe, Community and
Partnership Liaison, [email protected]. It is the applicant’s responsibility to ensure that
their application package is detailed and complete. Incomplete applications will not be processed.
3 - The application-processing fee: $30.00 is to be paid by cash or cheque only (no credit/debit card) and
mailed or dropped off at the On Screen Manitoba office, 003-100 Arthur Street, Winnipeg, MB, R3B 1H3.
4 - Upon receiving the application fee, applications are reviewed for completeness and eligibility before
submission to the jury. On Screen Manitoba reserves the right to adjust the applicant’s budget to ensure its
accuracy according to the guidelines. The jury may choose to award less than the requested amount.

NOTE: In no case will an applicant be eligible for OSM support until any outstanding amounts in
default have been repaid in full.
NOTE: Applications from applicants in default will not be accepted. (DEFAULT POLICY: Applicants
will be found in default if they do not disclose other government support received; do not satisfactorily meet
their reporting requirements; do not carry out the project as proposed; or breach a material condition of the
contribution agreement. Under On Screen Manitoba’s default policy, OSM will impose a penalty or cancel its
contribution, and prohibit an Applicant from accessing On Screen Manitoba contribution funds.)
5 - The applicant will receive the jury’s decision within 10 working days after the application has been sent to
the jury.
6 - Successful applications will be processed within 11 working days of the final decision by the jury. Upon
signature of the Contribution Agreement, the member will:
• pay the first installment (65%) of the Program Fee.
• receive the first installment (65%) of the amount approved by the jury.
The final installments of both the Program Fee and the Contribution will be based on the total of the
actual eligible expenses, after approval of the final report.*
* REPORTING REQUIREMENTS: Members are required to submit a final report within 3 weeks after the
event. The report must include a summary of all screenings including numbers and types of attendees (general
public, broadcasters, distributors, producers). Complete and accurate reporting ensures that OSM can
successfully obtain government support for this fund.
