The Illinois State Fair, State 4-H Office, and local University of Illinois Extension personnel or their assigned agents do not assume liability for loss, theft, or damage to any exhibit. 4-H GENERAL GUIDELINES WILLIAMSON COUNTY AND ILLINOIS STATE FAIR 4-H IS A FAMILY AFFAIR! Invite your relatives and friends to see YOUR exhibit(s) at all of our 4-H Show(s). • Illinois 4-H is a voluntary, educational program designed to meet the needs and interests of boys and girls who are eight years of age and have not reached their nineteenth birthday on or before the current year September 1st date may enroll in 4-H year. • 4-H Members may enroll in 4-H anytime during the 4-H year, but to exhibit at our Williamson County 4-H Shows they must be enrolled by May 1st, of the current 4-H year. • 4-H Cloverbud Groups may exhibit a group project at our 4-H Exhibit or 4-H Small Animal Show. Leaders need to let Etha Anderson know which day you will be presenting a group project by May 1st. • CLOVER CHALLENGE exhibit classes are included in many of the General 4-H Sections. These classes are ONLY for 15-18 year olds who are enrolled in Clover Challenge projects in that specific exhibit project area and have a Clover Challenge Agreement approved for each Exhibit Class on file at the county office by May 1st. Clover Challenge projects are to be “above and beyond” what the 4-H project books cover. Exhibit a display illustrating the Clover Challenge area that you explored. This could include anything NOT covered in the project book, including but not limited to career exploration or an in-depth study of s specific topic in that project’s subject matter. The prior approved completed Illinois 4-H Clover Challenge Agreement must be presented with the exhibit. • All 4-H county judging will be Conference Judging, which is 4-H’er face-to-face talking to the judge. This means, a judge talks with the 4-H’er to find out what they have learned by doing their project and to allow them to learn from the judges’ expertise. Please note the judging results come from the opinion of a judge on a one time judging experience. • An exception to Conference Judging is when the U of I Extension County Director has excused the 4-H’er. No one can show a 4-H project for another 4-H member without an excused absence or prior approval from the Williamson County U of I Extension County Director. With an approved absence, some projects may be judged without being shown by another 4-H’er with a completed EXCUSED WILLIAMSON COUNTY 4-H EXHIBIT SHOW FORM PER PROJECT. If the excused 4-H’ers is having another 4-H’er speak for him/her, they must contact the county office by May 1st with the name of that 4-H’er, or if an emergency, as soon as possible. Parent needs to write a letter to the County Director asking for their 4-H’ers prior approved absence. Names are recorded on 4-H show sheets. • PLEASE look over the 4-H Show Book General Guidelines VERY CAREFULLY and disregard old 4-H Show Books. ONLY this year’s current 4-H Show Book applies to this year’s shows. • If a 4-H member needs a reasonable accommodation to participate in our 4-H Shows, please call our Williamson County University of Illinois Extension office at 993-3304, as soon as possible. • All non-animal conference-judged exhibits must be identified with an official entry tag and put with the exhibit for county and state fair exhibits. For county, 4-H Exhibit Show 4-H’ers will receive tags at the registration table when they first arrive. For state, 4-H Exhibit Show 4-H’ers will receive a tag from the county office when they register at the county office. • During 4-H judging, only assigned people are to be by the judge when he/she is talking to the 4-H member. Parents, other adults and other youth are not to be by the judges and exhibiting 4-H’ers during the judging time. This includes the 4-H Cloverbud Group area. • Judges may talk with the 4-H’er both to find out what the member learned from doing the project and to allow the 4-H’er to learn from the judges’ expertise. 4-H members should practice the following questions that judges might ask: • Explain the steps you took to create this project exhibit. • Tell a few things you learned or insights you gained from this project. • Tell if you completed the project again, what would you do differe ntly? • Tell how you will apply what you have learned to this project next year or to another project. • Judge’s assistants do not judge projects, only judges’ judge projects. Should judges’ have any questions or concerns during the show judging they are to ask their assistant to contact the Extension staff personnel to come over to their judging area. Judge’s assistants will also do the following for the judge: • Gather the 4-H members one at a time for judges to judge their project individually. • Record the 4-H member’s ribbon rating that was given by the judge on the provided score sheets. • Record the name of the 4-H members on the back of the 4-H ribbons and place it on top of that project. • Record the 4-H member’s name that was chosen by the judge for “Best of Show”, “Trophy Winner” and “State Fair” selections on the provided forms. • Judge’s assistants will need to sign at the bottom where it says Superintendent, this stands for Project Judge Recording Assistant. Judges sign where it says Judge’s Signature. • A complete copy of the current 4-H Show Book will be available online at http://web.extension.uiuc.edu/williamson/4hyouth.html. 4-H Leaders and 4-H Member Families will receive one copy per family. • As in past years, our Williamson County 4-H Show Book projects have the same look as our Illinois State Fair book with State Fair numbers listed by the projects. These numbers help us with enrollment for Illinois State Fair exhibits; they do not match the project numbers in the Illinois Clover. • 4-H members enrolled in Public Presentation must inform the county office by May 1st in which public presentation category they will be exhibiting in or they will be enrolled in a Formal Speech performance category. Paid amount depends on what the Department of Agriculture provides the counties and on the 4-H enrollment. Premium checks are distributed at the Fall 4-H Achievement Awards Program. (NOTE: The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year for which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium amounts may not be accurately reflected.) • A “Best of Show Rosette Ribbon” may be awarded in each eligible sub-categories from the “A” rated ribbons and only Best of Show winners will be considered in trophy selections. The judge may decide if a Best of Show Rosette Ribbon will be given or not from the “A” rated ribbons. Examples would be one Best of Show Rosette Ribbon for each sub-category in Sewing and Textiles I, Sewing and Textiles II, and Sewing and Textiles III; and in Visual Arts one ribbon for each media area such as Paper, Fiber, Clay, and etc. • 4-H Trophies will be calculated as follows : The number of possible 4-H Trophies allowed for our 4-H Exhibit and 4-H Small Animals Show depends on the number of 4-H Projects Enrolled and if there are “Best of Show” winners chosen. Trophies are calculated as follows: For up to 10 enrolled 4-H Projects in each of the following * Broad Categories listed below there will be a possibility of a trophy, and for every 7 more enrolled projects over the first 10 enrolled projects in the following * Broad Categories listed below there will be another trophy added to that *Broad Category. For Example in the Personal Development area, it includes projects in these areas - Communications, Performing Arts, Photography and Visual Arts. If we had 3 enrolled in Communications, 2 enrolled in Performing Arts, 6 enrolled in Photography and 10 enrolled in Visual Arts, which is 21 projects enrolled, we could possibly have 2 trophies awarded. Another Example would be if we had 1 enrolled in Communications, 0 enrolled in Performing Arts, 4 enrolled in Photography and 7 enrolled in Visual Arts, which is 12 enrolled projects, we could possibly have 1 trophy awarded. * BROAD CATEGORIES: * Community Involvement & Global Awareness - Sub-Categories include Citizenship, Intercultural and Leadership projects. * Environment & Natural Resources - Sub-Categories include Natural Resources, Entomology, Forestry and Geology projects. * Food & Nutrition & Health - Sub-Categories include all Foods & Nutrition and Health projects. * Home & Family - Sub-Categories include Child Development, Consumer Education, Intergenerational, Interior Design and Clothing & Textiles projects. * Engineering & Technology - Sub-Categories include Aerospace, Bicycles, Computers, Electricity, Electronics, Geospatial, Robotics, Small Engines, Tractor, Welding, Video, and Woodworking projects. * Personal Development - Sub-Categories include Communication, Journalism, Theatre Arts, Photography, Public Presentation, and Visual Arts projects. * Plants & Soils - Sub-Categories include Crops, Floriculture, Horticulture, and Plant & Soil Science projects. * Animals Science - Sub-Categories include small pets, cats, poultry, rabbits, pygmy goats, dogs, horse, beef, goat, swine, sheep, dairy cattle, and veterinary science projects. • 4-H Trophies allowed for our 4-H Livestock and 4-H Horse Shows depends on eligible “A” rated ribbons and possible Grand Champion winners chosen. Note: Horse Hi Point and Pony All Age Hi Point Grand Champions will receive a rosette ribbon and a certificate. Note: There is a possibility of a Junior and Senior Showmanship Trophy for Beef, Sheep, Swine and Goat areas. Note: There is a possibility of a Junior and Senior Grand Champion Showmanship and Reserve Champion Showmanship Ribbons. • 4-H’ers enrolled in a “Small or Large Animal Project or a Horse Project”, where a live animal is permitted, may instead bring a Non-Animal Science Exhibit and show in Animal Science exhibit area at our 4-H Small Animals Show and have project(s) considered for IL State Fair. • Animal Science Exhibit Project Area may come from any of the following areas (small pets, cats, poultry, rabbits, pygmy goats, dogs, horse, beef, goat, swine, sheep, dairy cattle, veterinary science projects in the normal animal, animal disease, animal health and our world). • Youth may not compete with the same project in both at a live animal 4-H Livestock or 4-H Horse Show and as a non-animal Animal Science Exhibit at the 4-H Small Animal Show. • 4-H’ers will need to get from their Veterinarian Animal Health Papers on selected animals that are stated in this book. • Judges may select State Fair Winners and State Fair Alternates from the “A” grouping eligible projects of 4-H’ers who are ages 10 or older by current 4-H year September 1st date. 4-H’ers ages and how many possible State Fair entries that are eligible are defined on the judge’s sheets, which are determine by the IL State 4-H Office. Not all 4-H projects are eligible to exhibit at the IL State Fair. These projects are marked as County Level Only “Does not go to state fair.” in our show book. • Exhibits illustrating inappropriate subject matter and/or graphics are not acceptable. The County Extension Staff reserve the right to not display exhibits deemed inappropriate for youth audiences. • DISPLAY SPACE IS LIMITED. Table displays are limited to 2’ wide x 15” deep unless otherwise stated in the class listings for that project. (Standard science display boards fit into this size limitation.) This pertains to exhibits to be placed on a table only; floor exhibits are not limited UNLESS INDICATED in a specific project section (i.e. Woodworking, Interior Design, and Visual Arts). The maximum poster size for hanging is 22” x 30”, unless otherwise stated in the class listings for that project. Exhibits that stand over 4’ tall will be placed on the floor. Use of page protectors is recommended for binder exhibits. • Again this year, 4-H IL State Fair exhibits are face-to-face conference judging, which means 4-H’ers take and talk about their project in Springfield, IL. Please call by JULY 26th DEADLINE to Sign-Up your State Fair Project and Order Admission Tickets and Car Passes. • The U of I Extension County Director reviews county policies annually. • NO Alcoholic beverages during the 4-H Show Days are allowed. • At Illinois State Fair -- An individual 4-H'er may enter ONLY ONE exhibit class in the 4H Exhibit Division. This includes exhibitors in Fashion Revue, Public Presentations, Club/Group exhibits in Public Adventures and Intercultural, and any exhibit classes only offered on one day (i.e. Welding) Exhibitors will need to check in at specific times on their county’s assigned date. Exhibits are required to be judged on the assigned county day for judging. Exact check-in times will be provided to local Extension offices by mid-July. Presentation and conference judging times will be assigned at check-in. Exhibitors not reporting at their designated time will forfeit their time and may be placed at the end of the day’s schedule. General 4-H exhibitors also wishing to show in Jr. Livestock classes should realize that judging conflicts may exist and the member will need to make a decision on their priorities. The General 4-H Show will try to accommodate judging times; however judges will not be asked to stay longer than necessary if an exhibitor is not present during the assigned judging times. If an exhibitor misses the class judging entirely, a “No Show” will be registered for the exhibit and ribbons and premiums will not be awarded. NOTE: Some judging will take place in the Exposition Building; exhibitors should plan to allow extra time to arrive at this location. Check-in and judging times for the Exposition Building will vary from the other locations. • NEW Illinois 4-H State Fair Online and Inaugural 4-H Film Festival and Map Gallery: This replaces last year’s Online Virtual Fair Extra Opportunity. Both map and video are an exciting state exhibit opportunity for all state-fair age 4-H members, and will follow live event at the Illinois State Fair. IL 4-H Sate Fair Online Video or Map are both an extra choice to showcase with no premium eligible and registration to participate is by August 1. All exhibits must be posted online by noon, August 12. First Opportunity: 4-H’ers enrolled in Video or map (geospatial) projects may showcase what they’ve learned about technology. Eligibility is selected at the county 4-H Show. Second Opportunity: ALL 4-H’ers will have an opportunity to showcase ANY 4-H Project by Videoing or Mapping it. Eligibility is not selected at the county 4-H show. For example, a 4-H’er could have someone tape them making their 4-H project they showed at county 4-H show OR they could set up a tripod video filming them doing their project. The video or map must teach others about something the 4-H’ers has learned from their Project. Only the 4-H’er is responsible for editing the video. Or 4H’ers may create a Map of their 4-H project. Businesses promoting technology, through the IL State 4-H Office, are sponsoring free iFlip minoHD video camers. Etha Anderson has ordered a free iFlip minoHD video camera that 4-H’ers may checked in and out on loan bases. • IL State Fair Junior Horse Show - 4-H’ers must place on file at County Office copies of ownership and/or lease papers and one set of photos for all animals that the member plans to exhibit by May 1st. • IL State Fair 4-H Ethics Certification Website: The ethics certification website is closing down earlier this year on June 15. 4-Her’s must complete their certification by then if exhibiting at the IL State Fair.
