ORDINANCE NO. 7- 2015
AN ORDINANCE TO AMEND CHAPTER 225 ARTICLE II OF THE CODE OF TOWNSHIP OF
MULLICA, ENTITLED " TRASH DISPOSAL AND RECYCLABLES", ATLANTIC COUNTY, STATE
OF NEW JERSEY
WHEREAS, Atlantic County Solid Waste Management Plan' s list of designated recyclable materials has
been updated; and
WHEREAS, to be in compliance with Atlantic County the Township of Committee does hereby amend
Chapter 225, Article II as follows (additions are highlighted and strike -outs are to be deleted):
Article II. Recycling
225- 20. Definitions.
The following items listed below are designated recyclables as set forth in the Atlantic County Solid Waste
Management Plan:
ANTIFREEZE
An automotive engine coolant consisting of a mixture of. ethylene glycol and water, or propylene glycol and
water.
AUTO/ TRUCK BODIES
Crushed or shredded automobile or truck bodies, excluding auto shredder residue, or " fluff'.
BATTERIES
All sealed lead acid batteries, including car and boat batteries, and consumer rechargeable batteries.
CFC REFRIGERANTS
Common refrigerants include ozone depleting substances chlorofluorocarbons (CFCs) and hydro
chlorofluorocarbons ( HCFCs), which are also known by the trade name of Freon.
CONCRETE,,ASPHALT. BRICK & BLOCK
Asphalt,
concrete,
brick,
cinder
block, " patio blocks", ceramic materials, stones, and other masonry and
paving materials.
CONSUMER ELECTRONICS (a. k.a. E -WASTE)
Please see definition provided in section 225- 4 Definitions: E -Waste ( Electronics).
FERROUS SCRAP METAL
Ferrous metal includes both heavy and light iron, all structural steel or ferrous metal and cast iron
components.
FLOURESCENT BULBS
All fluorescent bulbs contain mercury, including compact fluorescent bulbs ( CFLs), and therefore proper
disposal
and or
recycling is
required
specifically for large
quantities and commercial sources.
NON-FERROUS SCRAP/ ALUMINUM SCRAP METAL
All non -container aluminum including auto parts, siding, aircraft parts, lawn chairs, window and door
frames,
foils,
pots and pans,
and pie plates,.
Non- ferrous scrap consists primarily of copper and zinc.
OIL FILTERS
Oil filters that are completed drained of oil and are being produced from a commercial business or source.
PAPER/ CARDBOARD
Including newspaper and inserts, magazines, catalogs, phone books and paperback books, junk mail and
brown grocery bags, mixed office paper and corrugated cardboard.

PETROLUEM CONTAMINATED SOIL
Non -hazardous soils containing petroleum hydrocarbons resulting from spills, leaks, or leaking underground
storage tanks used for gasoline or any other commercial fuel, and which are recycled in accordance with the
requirements of N.J.A.C. 7: 26A- 1. 1 et seq.

PROPANE TANKS
Propane tanks, 20 lb. size, shall be recycled through a cylinder exchange site at a retail store or maybe be
delivered to ACUA' s solid facility where it can be recycled for a fee. Small camp out size cylinders can be delivered
by residents to ACUA' s regularly scheduled Household Hazardous Waste collection events. Large propane
cylinders should be returned to the original distributor or manufacturer.
TEXTILES
Textiles shall mean cloth material such as cotton, linen, wool, nylon, polyester, etc.
TIRES
Tires are rubber -based scrap automotive, truck and specialty tires. For Tires disposal/ recycling please see
section 225- 9 for details.
WHITE GOODS
For white goods definition please refer to section 225- 4 and for white goods disposal/ recycling please refer
to section 225- 10.
YARD TRIMMINGS
Yard trimmings such as: leaves, grass clippings, stumps, brush and or other lawn and garden trimmings. For
leaf disposal/ recycling please see section 225- 18. For all other items listed back yard composting of this material or
delivery to a facility with approval to receive and process this material is acceptable.

aluminum items should be placed in the Township's scrap metal container), napkins, paper towels, paper
plates, Styrofoam plates and cups, mirrors, window glass, light bulbs, drinking glass, ceramic glass, china dishware,
syringes and or need4es, ( syringes and needles should be listed under prohibited waste), plastic toys, plastic
utensils, and plastic flower pots. All non -recyclable items shall be disposed of as solid waste unless otherwise
directed
by
the
Township.
S 225- 21. Program established.
A.
There is hereby established a program to encourage separation of recyclable items from waste for the purpose of
recycling in Mullica Township. The curbsiderecycling program within the Township will be implemented under the
auspices and guidelines of the Atlantic County Utilities Authority.
B.
On and after October 1, 1984, all persons living and working in the Township of Mullica shall be mandated to
separate from the solid waste they discard from their household trash, all recyclable materials as currently defined by
the Atlantic County Solid Waste Management Plan and subject to modification by the Atlantic County Planning
Department under the direction and guidance of the Atlantic County Solid Waste Advisory Council and approval
Atlantic County Board of Chosen Freeholders for the purpose of recycling.
WHEREAS, all Ordinances or parts of Ordinances inconsistent herewith are hereby repealed to the extent
of such inconsistencies; and
WHEREAS, if any Section or part of this Ordinance is deemed to be invalid or illegal in any Court of
competent jurisdiction then said part is severable from the Ordinance as a whole and the remaining Sections or
parts of this Ordinance shall remain in full force and effect; and
WHEREAS, this Ordinance shall take effect after approval by the passage and publication of this
Ordinance as prescribed by law.
