CHECK POINT: A clearly defined and marked area adjacent to the trail, where drivers and officials onlyareadmitted. CONTROLAREA:Aspeciallydefinedareabeforethestartandafterthefinishwhereonlyauthorized personsareallowed,unlessotherwiseauthorizedbytheRaceMarshal. DRIVER:Apersonwhodrivesadogteamenteredintherace. EVENT:Ameetingofcontestantsforthepurposeofcompetinginoneeventwhichmayinvolveseveral classes. FINISH ZONE: A specified stretch of the trail toward the finish line, minimum 800 meters, where specialrulesforpassingapply(see§18.6forSki-DogsandCanicross). GUIDELINES:Aruleorsetofruleswhicharenotmandatorybuthighlyrecommended. HANDLER:Apersonassistingteamsatstart,afterfinishandatotherlocationsauthorizedbytheRace Marshal. HEAT:Acompletionofthetrail,orapartofsame,afterwhichtheongoingtimingisdiscontinued. LINE:Thelinetowhichthedog(s)is/areattachedtopullthevehicle(sled,bike,scooter,rig)ismade of different elements. The various elements together are called the Gang Line. The line running betweenthedogs(ifmorethanonedog)iscalledtheTowLineorCentralLine.Thedogisattachedto thetowlinefromthebackofitsharnessbyaTugLineorTailLineandmaybeattachedfromthecollar tothetowlinebyaNeckLine.(Bernard) OFFICIAL:ApersonappointedbytheorganizerortheRulesEnforcingOfficers,authorizedtoperform, withinprescribedlimits,toactontheirbehalf. ORGANIZATION/ORGANIZER:Theorganization/organizerinchargeofrunningtheevent:theracegivingorganization/organizer(RGO). PULKA:ThepulkaortheSki-Dogssled(smallsledwithshortrunners) RACE:Acompetitioninaspecifiedclassandmaybecomprisedofoneormoreheats. RACE AREA: All designated parking areas, spectator areas, team holding areas, start/finish chutes, officiatingareasandthetrailareas. RACEJUDGE:RulesEnforcingOfficer,hasthesameauthorityastheRaceMarshal/ChiefJudge,except inthequestionofdisqualification.ReferencestotheRaceMarshalintheseRulesshallalsoapplyfor theRaceJudge(s),whenappropriate. RACEJURY:TheRaceJuryincludestheRaceMarshal,theRaceJudgesandanyotherofficialtheRace Marshalmaywishtoinclude. RACEMARSHAL(RM):TheChiefJudge,i.e.thepersonwhoshallhavesupremeauthorityatanevent. TheRaceMarshalistheonlyofficialwhocandecideuponadisqualification. SEASON: The racing season, the period within which all competitions shall be commenced and concluded,inprinciplefromJulyuntilJuneofthefollowingyearinthenorthernhemisphereandfrom November until October of the following year in the southern hemisphere. However, organizers and technical organizers shall realize that local conditions (e.g., temperature, humidity etc.) may shorten thisperiodinfavorofthewellbeingofthedogs. SLED: The vehicle driven by the contestant and pulled by his/her dog team during the competition, alsoincludesapulka,abike,ascooter,arigwhenappropriate. IFSSRaceRules2014/15 December31st,2015 3/47 SLED DOG: A sled dog is a dog, irrespective of the breed or type, capable of being harnessed and of competing in one of the classes listed in the IFSS Regulations without a potential, beforehand, to be calculatedrisk,ofharmingthedog’swell-being. STAKE-OUTAREA:Aspeciallydefinedareawheredogsofparticipatingteamsshallbekeptwhennot competing. STARTINGCHUTE:Aspecifiedstretchofthetrailfromthestartingline,minimum30meterslongand 4meterswide,wherehelpisallowed TECHNICAL ORGANIZER: A body which, upon an agreement and in close co-operation with the organizer,hasassumedresponsibility.. VEHICLEHOLDINGAREA:Aspeciallydefinedareawheretheparticipants’vehiclesshallbeparkedin casethiscannotbecombinedwiththestakeoutarea. In this Rule and other IFSS Regulations, where appropriate, the words “Competitor”, “Contestant”, “Driver”, “Athlete”, etc. shall include “the competitor and/or his/her dog(s)”; and the singular shall includetheplural. ENTRYRULES 1 Eligibility 1.1 Entries 1.1.1 Anentryforaraceshallbesubmittedpriortothestartoftherace,subjecttoentrydeadlines asdeterminedbytheorganization. 1.1.2 Theorganizationmayrejectanyentryforjustcause. 1.1.3 A liability insurance is mandatory for drivers and handlers covering the risks of sled dog racingandallconsequences. 1.1.4 Entry for minor driver (usually below 18 years old) shall be co-signed by parents or guardians.Withtheirsignaturetheydeclarethattheyareofopinionthattheminordriveris capabletoparticipateinthetotaleventandtosafelycoverthetrailintheapplicableclassas established by the organizer. Consequently, their signature is a waiver through which they holdtheorganizerharmlessregardinganyclaim,liability,anyotherexpensesoraccusations relativetothefactthatthedriverconcernedisnotanadult. 1.1.5 TheRaceMarshalmaydisallowentryofanydriver,teamordogforjustcause. 1.2 Claim 1.2.1 Thecompetitorshallholdtheorganizer(s),judges,officials,sponsors,co-sponsorsandother contributors to the organizer, (as distinguished from the individual competitor’s sponsor) harmless from any claim or demand, based on any alleged action or non-action by the competitor,his/herdogs,agents,orothersactingonhis/herbehalf.Thecompetitorshallalso release the organizer, judges, officials, competition sponsors, their agents and employees fromanyclaimordemandresultingfrominjurytothecompetitor,his/herdogs,orproperty, includingbutnotlimitedtolostordroppeddogsandmisplacedfoodandsupplies. 1.2.2 Furthermore, the organizer has the unqualified and unrestricted authority with regards to picturesandthegatheringofinformationonthecompetitionandallparticipantsinvolved,as well as to the use of such pictures and information for advertising, public relations or any otherpublicitypurposerelatedtothecompetition. 2 Drivers 2.1 Thedriverstartingateaminthefirstheatofaraceshalldrivethatteamthroughouttherace. 2.2 A change in driver can only be made once and only as the result of illness or injury to the authorized entrant and must have the approval of the Race Marshal. The substitute driver shalldrivetheteamthroughouttherace. 2.3 Ageofcompetitors: 2.3.1 In Sled Sprint classes, Ski-Dogs sprint events and Dryland classes the minimum and maximumagesshallbe: 2.3.1.1 SeetheagetabintheAnnexF.IAgeoftheathletesforeachclass 2.4 Anydriverdisqualifiedinanyheatoftheraceisnoteligibletocompeteintheremainderof therace. 2.5 Driversshouldattendthedrivers’meetingheldpriortothestartofSprintandSki-Dogsraces. The Race Marshal may waive this rule if a competitor is delayed due to unforeseen circumstances.However,inthiscase,thedriverisresponsibleforobtainingabriefingfrom officialspriortothestartofthecompetition. IFSSRaceRules2014/15 December31st,2015 5/47 2.6 Driversshallattendthedrivers’meetingheldpriortothestartoftheDistanceracesaswell asanyothermeetingofficiallyannouncedinordertoqualifytocompeteintherace.TheRace Marshal may waive this rule if a competitor is delayed due to unforeseen circumstances. However,inthiscase,thedriverisresponsibleforobtainingabriefingfromofficialspriorto thestartofthecompetition. 2.7 Driversshallnothinder-orendangerthewelfareoftheirdogs,theprogressoftheeventor discreditthesleddogsports.Offendersshallbedisqualified. 3 Dogs 3.1 Anyteamordogcomingtothestartingline,which,intheopinionoftheRaceMarshal,isunfit orincapableofsafelycompletingthetrail,shallbedisqualified. 3.2 Anyteamordognotstartingthefirstheatoftheraceshallnotbeeligibletocompeteinthe remainderoftherace. 3.3 Any team or dog disqualified in any heat of the race is in no case eligible to compete in the remainder of the race. 3.4 Eligibilityofdogsisnotrestrictedtocertainbreeds.Providingthereareinaclassatleastfive (5) teams starting the first heat of the race, the RGO may divide each class between RegisteredNordicBreed(RNB)teamsandotherteamsandevenseparateRegisteredSiberian Huskyteams(RNB1)fromotherRNBteams(RNB2). 3.5 Dogs participating in a race must be at least twelve (12) months old. However, in certain classesaminimumageof18monthsisdictated. 3.5.1 Dryland:18monthsintheBikejoringandScooter,12monthsintheotherclasses. 3.5.2 Sprint:18monthsintheUnlimitedclass,12monthsintheotherclasses. 3.5.3 Ski-Dogs:18months 3.5.4 Distanceclasses:18months. 3.6 Anydoghavingracedinoneclassofaraceshallnotbeeligibletoraceinanotherclassonthe samedayunlessthatotherclassisarelay(onsnoworDryland)orCanicross. 3.7 Dogsmayberequiredtoundergoaphysicalexaminationbyaraceveterinarianinordertobe allowedtostart. 4 Disease(seealsoAnnexB.II) 4.1 No dog or equipment shall be brought from a kennel where rabies, distemper, hepatitis, leptospirosisoranyothercontagiousdiseaseexists. 4.2 If the Race Veterinarian diagnoses any dog present in the race area to have a contagious disease,thatteamshallbedisqualifiedandshallimmediatelyleavetheracearea. 5 Identification 5.1 Inaraceofmorethanoneheat,eachdogshallbemarkedforidentificationpriortothestart ofthefirstheatoftherace.Incaseofmicrochipidentification,thelistofchipnumbersshall beprovidedtotheRaceMarshalorhis/herdelegateasinstructedbytheRaceMarshalorthe raceorganizer. 5.2 Dogs dropped from teams after the first heat of a race involving more than two (2) heats, shall be marked a second time to indicate their disqualification to run in subsequent heats eitherviadirectdogmarkingorviaanoteontheteamchiplist. 5.3 Thecontestantsthemselvesareresponsibleforseeingtoitthattheirteamdogsaremarked asprescribedpriortothestartoftherace. 6 MedicationsadministeredtoDogsandDrivers IFSSRaceRules2014/15 December31st,2015 6/47 6.1 Prohibited Drugs and Drug Testing - IFSS Anti-Doping Rules and regulations shall apply. It includes the WADA regulations for athletes and the specific IFSS Regulations for dogs. (See http://www.sleddogsport.net/) 6.2 At races, no one is allowed to perform any medical treatment to the dogs without authorizationbytheofficialraceveterinarian. 7 Equipment 7.1 Inspection 7.1.1 Drivers, teams and equipment shall be available for inspection in the stake-out or vehicle holding area at least ten (10) minutes before their scheduled time of departure unless otherwiseannouncedbytheRaceMarshal. 7.1.2 Indistancesracestheteamsandequipmentshallbeavailableforinspectioninthestake-out orvehicleholdingareaoranyotherplaceasannouncedbytheRaceMarshalatleastthirty (30)minutesbeforetheirscheduledtimeofdeparture. 7.1.3 When the control is completed, no equipment shall be removed from the sled without the RaceMarshalspermission,andundersupervisionofsameorofanauthorizedofficial. 7.1.4 A team in harness shall not be required to stand for inspection longer than six (6) minutes beforethescheduledtimeofdeparture. 7.1.5 Inspection shall take place in an area that does not interfere with starting and finishing teams. 7.1.6 AteamshallbeavailableforinspectionaftereachheatattherequestoftheRaceMarshalor thedesignatedRaceJudge. 7.2 All equipment is subject to the approval of the Race Marshal. However, the competitors themselvesareresponsiblethattheirequipmentmeetstherequirementsaspertherulesand regulations. 8 OtherEquipment 8.1 Amuzzle,oracollarthatcanbehookedasafullchoke,shallbeprohibited. 8.2 Whipsareforbidden. 8.3 Aracingnumberforeachdrivershallbeprovidedbytherace-givingorganization.Thedriver shalldisplaythisnumberonhis/herpersonthroughouttherace,unlessotherwiseauthorized bytheRM. 8.4 The competitor should not be wearing shoes that could be dangerous for dogs. Shoes with hardenedspikesorstudsof1mmheightmaximumareallowed. 9 FinishTimeDisqualification(Optional) Aneventualtimedisqualificationshallbenotedontheentryform,orintheinvitation, indicatingforwhichclassesitshallapply. II. START-FINISHRULES(seealsoAnnexCI) 10 DrawingandRating 10.1 In races with single or dual starts, the starting positions for the first heat of a race shall be determined by a drawing held prior to the race at a time and place designated by the organizer. Unless specifically defined in the rules and regulations or other applicable documents,theorganizerisfreetodecideinwhichwaythedrawingshallbeperformedand ifdriversshallattendorberepresented. 10.2 In case the organizer decides that drivers or team leaders shall attend the drawing, the drivers, their team leader or designated proxy of each team may draw their own starting IFSSRaceRules2014/15 December31st,2015 7/47 position.Intheirabsence,thestartingpositionmaybedrawnbytheRaceMarshalorhis/her representative.Ifthedriversortheteamleadersagree,thedrawingcouldalsobeperformed via an at-random computer method, with, per class, a team leader or a driver pushing the button 10.3 The order of the draw shall not be changed, either by addition or substitution. Late entries shallbeaddedinorderofreceipt. 10.4 Thedrawingmay,attheoptionoftheorganizer,bemodifiedbyseedinginaccordancewitha formulaestablishedbytheorganizer,subjecttotheapprovaloftheIFSS. 10.5 Aclassisratedseparatelyonlyifthereareatleastfive(5)teamsstartinginthefirstheatof thatclass. 11 SingleStartRace 11.1 The first day’s starting positions shall be determined by the draw with Number 1 starting first,Number2startingsecond,etc. 11.2 Afterthefirstheat,thestartingpositionsshallbedeterminedbythetotalelapsedtimeofthe previousheat(s),withthefastestteamstartingfirst,thesecondfastestteamstartingsecond, etc. 11.2.1 At the option of the organizer and when notified in the invitation or on the entry form, the elapsedtimeoftheprevioussingleheatshalldeterminethestartingpositions. 11.2.2 Attheoptionoftheorganizer,thestartingintervalsofthelastdayofaracemaybeidentical tothedifferencesinthetotalelapsedtimesoftheparticipants,sothattheorderinwhichthe participants are crossing the finish line also will reflect their finishing positions (chase- or pursuitstart) 11.2.3 Attheoptionoftheorganizer,thecompetitorsmayallstartatthesametime(massstart).If the race includes seeded competitors they will start in the front line(s), the non-seeded competitorsbeingonline(s)behindtheseededcompetitors. 11.2.4 Attheoptionoftheorganizer,thestartingpositionofthesecondandsucceedingheatsmay bereversedwithrespecttotheresultofthepreviousheat(reversestart). 12 DualStartRace 12.1 The first heat’s starting positions shall be determined by the draw with Numbers 1 and 2 startingtogetherfirst(pair1),Numbers3and4startingtogethersecond(pair2),etc. 12.2 The second heat’s starting positions shall be determined by the first heat’s times. At the optionoftheorganizer: a) Pair 1 shall consist of the best time and second best time of the previous heat, pair 2 shallconsistofthethirdandthefourthbesttimesofthepreviousheat,etc.or b) Theresultlistofthefirstheatwillbedividedintotwogroups,thefirstgroupconsisting ofthefirsthalfoftheresultlistandsecondgroupofthesecondhalfoftheresultlist. Pair 1 shall consist of the first teams of each group, pair 2 shall consist of the second teamsofeachgroup,etc. 12.3 Inracesofmorethantwoheats,theelapsedtimeoftheprevioussingleheatwilldetermine thestartingpositionsusingthegroupingoptiondefinedin §12.2aboveanddecidedforthe secondheat. 13 TimekeepingandEqualTimes 13.1 Thetimekeepingshallbemeasuredatonetenthofasecondwithoutanycorrection(seealso §13.5below). 13.2 Atrelayeventsnotonlythetotaltimeoftheteamsshallberecorded,butalsotheindividual timeofeachparticipant IFSSRaceRules2014/15 December31st,2015 8/47 13.3 If the elapsed time of two teams is identical, the order of start for those teams shall be the reverseorderinwhichtheystartedintheprecedingheat. 13.4 Teamswithequaltimesfortheentireraceshallbeawardedthehigherfinishingposition. 13.5 Thepurseand/orawardforthetiedplaceandthenextlowerplace(s)shallbecombinedand dividedequallyamongthoseteamstiedforthatplace. 14 MassStartandPursuitStart 14.1 At the option of the organizer, mass start or pursuit start may be organized for specific classesand/orspecificheats 14.2 Massstart: 14.2.1 All participants of the same class start at the same time on the same starting line. If they cannot all stay on one line, the Race Marshal shall set more lines as required. Seeded competitors,ifany,shallstayonthefirstline(s)aheadofthenon-seededcompetitors. 14.2.2 The starting area shall have one starting track per team. The distance between the starting tracks should be approximately 2 meters. The length of the starting tracks should be approximately80metersandshallendatamarkedline. 14.2.3 Thereshallbeatleast10metersbetweeneachstartingline,distancetobeadaptedtothesize oftheteams. 14.2.4 One assistant/ handler is allowed with 1-4 dogs and two with more than 4 dogs. The assistant(s) shall all stand on the left side of the team. At the moment of the start, these assistantsshallstandstockstillandfacethestartingteamsuntilallteamshavepassedunless otherwiseannouncedbytheRaceMarshal. 14.2.5 Startsignalisgivenbythestarterwithoneortwoflagsandamarkershowingabig1(one). Thesizeandthecolorsofthemarkershallbeassuch,thatthefigure1isclearlyvisibleforall competitors. 14.2.6 Thestarterstandsinfrontofthestartingareasothatallstartingparticipantsareabletosee thestarter. 14.2.7 Startingorderisgiveninthefollowingway: 14.2.7.1 Oneminutebeforethestartasign“1”isshown. 14.2.7.2 Thirty (30) seconds before the start, the starter’s arm are to be positioned with the flag(s) overthehead. 14.2.7.3 Fifteen(15)secondsbeforethestart,thestarter’sarmaretobepositionedwiththeflag(s)in ahorizontalposition. 14.2.7.4 Therapidlyloweringofstarter’sarmwiththeflag(s)isthestartsignal. 14.2.8 Ifateamstartstooearly,itshallgetatimepenaltyof30seconds. 14.2.9 A race judge is responsible for checking the violations. There shall be at least two race officialstocheckthestartinglineandatleasttwoattheendofthestartingchutetracks. 14.2.10 Massstartisnotrecommendedinbikejoring,scooterandrigclassesbecauseofthepotential risksfordogsanddriverscausedbytheequipmentandthemovingparts/wheels. 14.3 Pursuitstart 14.3.1 In the first race of the pursuit competition, the starting procedure is the single start procedure. 14.3.2 In the second heat of the pursuit competition, the winner of the first heat starts first, the secondrankedstartsnext,etc.Thestartingintervalsarethesameasthedifferencesbetween thecompetitors’timesfromthefirstraceresults,roundedoffupwardstowholeseconds. IFSSRaceRules2014/15 December31st,2015 9/47 15 StartingPointandTime 15.1 StartingPoint 15.1.1 InSledclasses,thebrushbowofthesledshoulddeterminethestartingpointoftheteam. 15.1.2 InSki-DogsandCanicrossclasses,theentireteam,withthecompetitorholdinghis/herdogs bythecollarortheharness,shallstaybehindthestartinglineuntilthestartsignalhasbeen given. 15.1.3 In Dryland scooter, bikejoring and rig classes, the front wheel shall determine the starting pointoftheteamandshallstaybehindthestartinglineuntilthestartsignalhasbeengiven. 15.2 Before the start, the starting team should come to a complete stop at the starting point definedinrule§15.1. 15.3 Trailtimeforallteamsshallbeginatthescheduledtimeofdeparture. 15.4 Ateamthatfailstobeinthestartingpositionatitsscheduledstartingtimeorwithinhalfof thestartingintervalafterthescheduledstartingtimeshallbedeclaredalatestartingteam, and shall receive a new starting time plus a time penalty of 3 (three) times the starting intervalinitsclass.(NotapplicableinSki-Dogs,see§68) 15.4.1 Alate-startingteamshallnotbeallowedtostartuntilafterthelastteamenteredinitsclass hasstarted,andaftertheprescribedstartinginterval. 15.4.2 If more than one team is declared late, those teams shall start in the originally scheduled startingorder. 15.4.3 If a team is late to the starting line for its second scheduled time of departure for any one heat,thatteamshallbedisqualified. 15.5 When a team starts too early according to its scheduled time of departure, and neither the driver nor any of his/her designated handlers has initiated this, either by intention or negligence, that team’s starting time shall be adjusted accordingly (see §68.4 for ski-dog classes). 15.6 Except in cases defined in rule §15.5 above, a team starting too early according to its scheduled time of departure shall receive a time penalty of 3 (three) times the starting intervaloftheclass.Itsrecordedracingtimewillstartattheoriginalscheduledstartingtime. 16 AteamnotclearingtheStartingChute(minimumdistance,30meters)priortothescheduled startofthenextteammaybedisqualified. 17 Unless otherwise specified by the Race Marshal, assistance in the Starting Chute shall be allowed. 18 Finish 18.1 A team shall have finished the heat when the first dog on the team crosses the finish line. Other timing methods are allowed, but only if all drivers or team leaders are officially informedontheapplicablemethodbeforethefirststartoftherace. 18.2 Ifalooseteamcrossesthefinishlineaheadofitsdriver,thatteamshallhavefinishedwhen thedriverreachesthefinishline. 18.3 Whenadualstartingchuteisusedasafinishingchute,ateammayreturnoneithertrail. 18.4 Theteamwiththefastesttotaltimeofitsclassshallbedeclaredthewinnerofthatclass. 18.5 Incaseofequaltimingwhateverthepositionsofthedogsarethetwocompetitorsaretie(See §13.3above) 18.6 Finishingzone,wherethe“norightofway”applies,shallbe800meterslong(150mforSkiDogsclassesandCanicross) IFSSRaceRules2014/15 December31st,2015 10/47 III. TRAILRULES(seealsoAnnexDandE) 19 FollowingtheTrail 19.1 Ateamanddrivershallrunthefullcourseasestablishedbytherace-givingorganization. 19.2 Ifateamleavesthetrail,thedrivershallreturntheteamtothepointatwhichtheyleftthe trail. 20 DrivingaTeam 20.1 Anydriveracceptingarideduringtheraceonanyvehicleotherthanhis/herownmeansof transportation,shallbedisqualified,unlessincaseofalooseteamordog. 20.2 Adrivershallnotinterferewithacompetingteam. 20.3 Carryingapassengeratanytimeduringtheraceshallbeprohibitedunless: 20.3.1 Calledforintheconditionsoftherace. 20.3.2 Givingaridetoadriverinanemergencysituation. 21 AssistanceontheTrail 21.1 All teams may receive similar assistance of any type from officials stationed at designated points along the trail as authorized by the Race Marshal. Only in case of a loose team or a teamwhichisinclearandpresentdangertoitself,tootherteamsortopersons,areofficials andspectatorsallowedtotakeimmediateactiontosecurethesafetyoftheteam.Inallother cases, officials shall only act upon request of the driver for assistance, which is limited to controllingthedog(s)ortoholdthesled/rig.Thedrivershallstoptheteam,clearlyindicate whichassistanceisrequested,andbehaveproperlytowardstheofficials. 21.2 DriversrunninginthesameheatmayassisteachotherinanymannerauthorizedbytheRace Marshal. 21.3 Nooneshallassistateambywillfullypacingit. 22 LooseTeamandDogs 22.1 Alldriversmustassumethatalooseteamordogisanendangeredteamordog. 22.2 Alooseteamordog(s)shallnotdelayorinterferewithanotherteam. 22.3 The driver of a loose team shall overtake his/her team by the quickest means available to ensurethesafetyofthelooseteam. 22.3.1 Intheeventthatthedrivercannotquicklyandsafelyrecoverhis/herteam,thedrivermust acceptassistance,includingaridewhenavailable,torecoverhis/herteam.Failuretoaccept available assistance may result in disqualification of the driver of the loose team. The Race Marshalshalldetermineifadriveristobedisqualified. 22.3.2 Anyperson(s)is(are)encouragedtostopandholdalooseteam. 22.3.3 Allassistancemustbereportedtotheracemarshaldirectlyaftercrossingthefinishline.The RaceMarshaldecidesiftheteamshallbepenalized. 22.4 A loose team or dog may resume the trail without penalty provided the team/dog has completedtheentiretrailandthedriverhasreceivedonlyauthorizedoutsideassistance. 23 RightofWay 23.1 Inadualstart,attheendofthechute,andwhenevertwotrailsjointogether,theteamwith theleaddogfarthestaheadshallhavetherightofway. 23.2 Whenteamsarepassinginoppositedirectionsonasingletrail: 23.2.1 Theteamtravellingdownhillshallhavetherightofway. IFSSRaceRules2014/15 December31st,2015 11/47 23.2.2 Onlevelterrain,theRaceMarshalshalldetermineandannounce,priortothestartoftherace, whethertheincomingoroutgoingteamhastherightofway. 23.3 In the “no-right-of-way” finishing zone, no team shall have the right of way over a finishing team. 23.3.1 Duringaheatstartingwithapursuitstartoramassstart,noteamshallhavetherightofway during the entire heat. However, no team shall prevent another team from passing by blockingthetrail,orinterferingwiththedog(s)ofapassingteam. 24 Passing 24.1 Whenoneteamdriverintendstopassanotherteam,thepassingteamdrivermayrequestthe right of way when the lead dog(s) come(s) within 15 meters of the sled of the overtaken team. 24.2 Theovertakenteamdrivershallmakewayforthepassingteambysteeringthesledtoone side of the trail, slowing his/her team and, if demanded by the overtaking team driver, stopping and keeping the team from moving forward. Stopping is not required in Ski-Dogs classes(seeChapterThree,§74)andinDrylandcanicross,bikejoringandscooterclasses(see ChapterFour,§79.3.5,§80.3.5,§81.3.4). 24.3 Ifthepassingteambecomestangledorbunchedupinthecourseofthepass,toallowtimeto untangle and tighten lines, that team’s driver may require the overtaken team driver to remainstoppedforuptoone(1)minuteinUnlimitedandLimitedClassesinvolvingeight(8) ormoredogs,onehalf(0.5)minuteinallotherclasses.ThisruledoesnotapplytoCanicross andBikejoringclasses. 24.4 Once a team has been passed, that team shall not re-pass, so long as the driver in front is makinganefforttokeephis/herteammovingforwarduntil, 24.4.1 in Unlimited or Limited Classes involving eight (8) or more dogs, after less than four (4) minutesor1600meters. 24.4.2 inLimitedClassesinvolvingfewerthaneight(8)dogs,afternolessthantwo(2)minutesor 800meters. 24.4.3 atanylesserintervalswheneverbothdriversareinagreement. 24.4.4 Rule§24.4doesnotapplytoCanicrossandBikejoringclasses. 24.5 Afterapasshasbeencompleted,ateamdriverthathasbeenpassedneednotholdhis/her teamwhiletheotherdriver: 24.5.1 repairsgearor 24.5.2 unhooksandtransfersadogordogsfromonepositioninateamtoanotherpositioninthe teamor 24.5.3 goes off the race trail before the above mentioned distance or time interval has elapsed. Loadingadoginthesledconstituteschangingadog’spositionintheteam. 24.5.4 For Canicross and Bikejoring holding is not required unless the passing resulted in animal welfareproblemsoracrashofthedriver. 24.6 A driver coming upon two or more teams stopped together may pass all such teams after makingsurethatthepassingdoesnotcauseanydangerfortheovertakenteams.Thestopped driversshallmakeeveryefforttoclearthetrailforthemovingteam(s). 24.7 Teamsfollowingeachothershallmaintainanintervalofnotlessthanoneteamlength,except whenpassingorinthe“no-right-of-way”Zone. 24.8 WhenateamisovertakenintheNo-right-of-wayZone,thatteamdoesnothavetostopand yieldthetrail. 25 Temperatures IFSSRaceRules2014/15 December31st,2015 12/47 25.1 OrganizersandRaceMarshalsshall,inclosecooperationwiththeraceveterinarian,observe theguidelinesasperAnnexB.IIIandB.IV. IV. CONDUCT 26 ResponsibilityandSportsmanship 26.1 All drivers shall be responsible for the conduct of their dogs, their designated handler, and themselveswheneverintheraceareaoronthetrail. 26.2 Commonsenseandgoodsportsmanshipshallprevail.IftheRaceMarshaldeterminesthata driver’s,handler’sorteam’sconductatanytimeintheraceareaoronthetrailisdetrimental tothesport/race,thatteamshallbedisqualified. 26.3 Inprincipleloosedogsarenotallowedattheracearea.However,theRaceMarshalhasthe right to waive this rule if he is convinced that it is in the interests of the teams, and that driversareinfullcontroloftheirdogs.Thelattermeaning,thattheloosedogswillnotbother otherdogs,thestakeoutarea,orequipmentofparticipantsorothers. IncasetheRaceMarshalfindsreasontowaivetherule,heshalldiscussthematterwiththe organizerand,ifagreedupon,informthedriversatthefirstdriversmeeting,alongwithother possiblesupplementaryregulations. If a driver or his dog(s) infringes this rule, the driver shall be penalized with, at least, a warning. 27 AbuseofDogs 27.1 Abuseofdogs,withorwithoutanimplement,shallbeprohibited.Ifadriver,intheopinionof theRaceMarshalabusesadog,thatdrivershallbedisqualified. V. RULESVIOLATIONS(SeealsotheAnnexA) 28 ReportsbyRaceOfficials 28.1 Race officials shall report over rule violations to the Race Marshal verbally, in person or by means of communication, immediately or directly following the heat in which the violation occurred.Allverbalreportsshallbefollowedbyawrittenreport,giventotheRaceMarshal inprinciplewithinone(1)hourofthecompletionoftheconcernedheats. 28.2 TheRaceMarshalshallact,athis/her/herdiscretion,onanyovertviolationswitnessedand reportedbyraceofficials.TheRaceMarshalshallinformthereportingofficial(s)onhis/her decisionandpossiblefurtheraction. 28.3 WhenaRulesEnforcingOfficerfindsthatarulesviolationhasoccurred,s/heshallimposea penalreactionandreporttheincidenttotheRMwhomayalsorequestahearing”. 29 ReportsbyRaceContestants 29.1 Driverswishingtoreportanallegedviolationoftherulesbyanothercontestantshallnotify the Race Marshal or the Race Marshal’s representative immediately following the heat in whichtheincidentoccurred.Notificationmaybeverbal. 29.2 All verbal reports shall be followed with a written report (see example of a protest form in appendix), given to the Race Marshal within one (1) hour of the completion of the participant’sheatinwhichtheallegedviolationoccurred. 30 ProtestsandHearings IFSSRaceRules2014/15 December31st,2015 13/47 30.1 Any driver implicated in a report of an alleged violation of the rules will be notified of the protestbytheRaceMarshalandprovidedaccesstocopiesofthewrittenprotestsassoonas theybecomeavailablebutinallcasesbeforeanyhearingsareconducted. 30.2 SaidhearingshallbeconductedbytheRaceMarshal. 30.3 Contestants subject to a penal reaction from any Rules Enforcing Officer may appeal, i.e. requestahearingbeforetheRaceJury. 31 DisciplinaryAction. 31.1 ForviolationofanyIFSSRegulation,theRaceMarshalshalleitherissueaverbalreprimand,a warningordisqualifythedriverandteamfromtherace. 31.2 Nootherdisciplinaryactionshallbeimposed,unlessspecificallydefinedintheRaceRules. 31.3 Decisionsshallbeannouncedaspromptlyaspracticalbutnolaterthanfour(4)hoursprior tothestartofanyensuingheat(s). 31.4 Any disciplinary action following the final heat of the race shall be acted upon prior to the awardsceremony. 31.5 In the case of drug testing, the above time schedule does not apply to allow for laboratory findingsandhearings,shouldthelatterbecomenecessary.Nodisqualificationorotheraction will be taken against any contestant for alleged drug infractions pending the results of said tests. 31.6 Warningsanddisqualificationsshallbeissuedintheresultlist.Alldisciplinaryactionsshall bementionedintheRaceMarshal’sreport,withreferencetotheviolatedprovision. 32 ThedecisionsoftheRaceMarshalshallbefinalunlesspromptlyappealedtotheAppealsJury if implemented (see §33 and §34 below) in cases concerning a contestant’s further participationintheevent. 33 AppealsJuryatWorldandContinentalChampionships. 33.1 Any decision of the Race Marshal affecting a contestant’s participation in the event may be appealedtotheIFSSAppealsJury.Suchappealmustbemadeassoonaspracticalfollowing theofficialrenderingofthedecision.TheappealmustbeinwritingintheEnglishlanguage andshallstatetheallegedinfraction,thedecisionreached,thepenaltyimposedandwhatthe contestantbelievestobeincorrectorunfair. 33.2 InWorldandContinentalChampionshipevents,theAppealsJuryshallconsistofeitherthree orfivemembersdependingonthenumberofIFSSofficialsassignedtotakepart(eitherone ortwoofficials,appointedbytheIFSSPresident)onthejury.Theothermembersofthejury willbenationalteamleaderselectedtoserveonthejurybytheothernationalteamleaders. 33.2.1 IftwoIFSSofficialsareappointed,thenthreeteamleaderswillbeelected. 33.2.2 IfonlyoneIFSSofficialisappointed,thenonlytwonationalteamleaderswillbeelected. 33.2.3 The two national team leaders receiving the next highest amounts of votes cast after those elected will serve as alternates in case one or more of the team leaders on the jury are required to decline their appointment due to a potential conflict of interest in any specific appeal. 33.2.4 The team leader members shall be elected by a secret vote of all team leaders. All team leadersareinprincipleeligibleandnonominationswillbeheldpriortothevoting.Allteam leaderswillreceiveaballotwithaplaceforeithertwoorthreenamestobefilledin.Team leaders may vote for themselves but may only cast one vote for any single name. The team leaders with the highest number of votes will fill the positions on the jury followed by the alternatepositions. 33.2.5 ThePresidentshalldesignatewhichIFSSofficialistoserveasthechairoftheAppealsJury. IFSSRaceRules2014/15 December31st,2015 14/47 33.3 In principle drivers and /or member organizations may appeal the decision of the Appeal CommitteeviatheIFSSDisciplinaryCommittee.Howeverduringaneventthedecisionofthe AppealCommitteewillstay. 34 AppealsJuryateventsotherthanWorldandContinentalChampionships 34.1 IneventsotherthantheWorldandContinentalChampionships,itislefttothechoiceofthe organizerwhetherornottoimplementasimilarAppealsJury.Inlastinstance,thedecision maybeappealedviatheapplicablegoverningbodyofthememberorganization. 35 AppealsJuryinvestigationanddecision 35.1 Thejuryshallconductanewandindependentinvestigationintotheallegations. 35.2 Thejurywillrenderadecisionfollowingsecretdeliberations.Theymayaffirm,overturnor modify the decision of the Race Marshal in any way necessary to achieve a correct and just outcome. 35.3 The jury will announce its decision as soon as possible so as not to interfere with the subsequentheatsoftheaffectedclass. VI. ANIMALWELFARERULES 36 Supplementarytothevariousanimalwelfaremeasuresaspertherulesandprocedures,the followingrulesapply: 36.1 Alldriversshallguarantee-andberesponsiblefor-thewelfareoftheirdogs 36.2 Rule offences shall be corrected immediately, with the race rule §27.1 being decisive (dog abuse = disqualification). RGOs and RMs shall not hesitate to report serious offenders to a higherlevel. 37 Meansoftransportation. 37.1 All means of transportation for dogs shall guarantee protection against the weather (temperature,wind,rainetc.)aswellasagainstexhaustgasses. 37.2 Incaseofthetransportofoneortwodogswithoutabox,thedogsshallneverbetransported looseandneverbefastenedviaalinetothecollar.Forthesafetyofdogsalwaysdogboxes aretobepreferred. 37.3 Asufficientsupplyoffreshairandagoodaircirculationshallbepresent. 38 Dogboxes 38.1 Incaseofmorethan2dogs,theanimalsshallbetransportedinboxes.Theseshallbewell- andsafelyconstructed,preventingescapeand/orinjuryofthedogs 38.2 Sincedogsvaryinsize,thedimensionsoftheboxesarenotstrictlylaiddown.Howeverfor safetyreasonsboxesshallbeneithertoosmallnortoolarge.Theboxshallbelargeenough forthedog(s)tostretchout,standup,turnaroundandtocurlup. 38.3 Incasecountriesdohaveofficial,specificregulationsfordogboxes,theRGOshall,incaseof aninternationalevent,publishtheeventualdeviatingregulationsintheraceinvitation. 38.4 Theboxesshallbecleananddry.Ifhayorstrawisuseditshallbefresh.Ifothermaterialis useditshallbeassuchasitcannotharmthedogs. 38.5 Insidetheboxes,thedogsshallnotbechained. 38.6 Dogs in their boxes shall never be unattended for a long period. If the driver / handler for some reason cannot meet this requirement, he / she shall make arrangements with somebodyelse(andleaveakey) 39 Stake-outsetc. IFSSRaceRules2014/15 December31st,2015 15/47 39.1 Stakeoutchains/cables,dropchains/cablesandothertieonmeansshallbesoconstructed that comfort and some freedom of movement is guaranteed. It shall be possible for the individualdogtoliedown. 39.2 Thechain/cableatwhichthedogisfastenedshallneverbesuchlongthattheycouldcreate dangeroussituationsforthedogsliketanglingwithanotherdogorevensuffocation. 39.3 Allmaterialshallbeingoodconditionpreventingpossibleinjury.Theendsofcablelinesshall bewrappedtopreventinjurybecauseofunravellingoftheends. 39.4 Dogsatstakeoutsorondrop-outchainsshallbeattended. 39.5 Drivers/handlersshallkeepthestakeout/parkingareaclean,leavenofoodanddisposeof the dog droppings or other waste in containers available for that purpose. If no such containers are foreseen, one should take the garbage for disposal at another suitable place notdisturbingotherpersons. ENTRYRULES 40 Eligibility At the option of the race giving organization, competitions may be held in the following classes: 40.1 ClassesinSprintraces FortheageoftheathletesseeAnnexF.IAgeoftheathletesforeachclass 40.1.1 AnUnlimitedClassTeam(SpU)shallconsistofnotlessthanseven(7)dogsinthefirstheat andnotlessthanfive(5)dogsinanysubsequentheat. 40.1.2 ALimitedTen-DogClassTeam(Sp10)shallconsistsofnomorethanten(10)dogs,notless thanseven(7)dogsinthefirstheatandnotlessthanfive(5)dogsinanysubsequentheat. 40.1.3 ALimitedEight-DogClassTeam(Sp8)shallconsistofnotmorethaneight(8)dogs,andnot lessthanfive(5)dogs. 40.1.4 ALimitedSix-DogClassTeam(Sp6)shallconsistofnotmorethansix(6)dogs,andnotless thanfour(4)dogs. 40.1.5 ALimitedFour-DogClassTeam(Sp4)shallconsistofnotmorethanfour(4)dogs,andnot lessthanthree(3)dogs.. 40.1.6 a) ALimitedFour-DogJuniorClassTeam(Sp4J)shallconsistofnotmorethanfour(4) dogsandnotlessthanthree(3)dogs. b) AlimitedFour-DogYouthClassTeam(SP4Y)ofminimum3dogs.Thisshallnotbea championshipclass. 40.1.7 A limited Two-Dog Class team (Sp2) shall consist of not more than and not less than two (2)dogs.Generalrule§2.7strictlyappliestoSp2class.Thisshallnotbeachampionshipclass 40.1.8 AlimitedTwo-DogYouthclassteam(Sp2Y)shallconsistofnotmorethanandnotlessthan two(2)dogs.Thisshallnotbeachampionshipclass 40.1.9 After the first heat and each ensuing heat, a driver may voluntarily reduce the size of the team,subjecttoclassminimums. 40.1.10 TheRaceMarshalmayreducethesizeofanyteamthats/hedeterminesistoolargeforthe designateddriver. Acompetitorshallnotruninbothseniorandjuniorclassesduringthesameevent. 40.2 ClassesinDistanceraces FortheageoftheathletesseeAnnexF.IAgeoftheathletesforeachclass 40.2.1 A6-dogMid-DistanceclassTeam(MD6)shallconsistofnotmorethansix(6)dogsandnot lessthanfour(4)dogs. 40.2.2 A12-dogMid-DistanceclassTeam(MD12)shallconsistofnotmorethantwelve(12)dogs and not less than eight (8) dogs in the first heat and not less than seven (7) dogs in any subsequentheat. 40.2.3 ALimited8-dogLongDistanceClassTeam(LD8)shallconsistofnotmorethaneight(8) dogs and not less than six (6) dogs in the first heat and not less than five (5) dogs in any subsequentheat. IFSSRaceRules2014/15 December31st,2015 17/47 40.2.4 AnUnlimitedLongDistanceClass(LDU)Teamshallconsistofnotlessthaneight(8)dogs inthefirstheatandnotlessthanseven(7)dogsinanysubsequentheat. 40.2.5 Uponrequestfromtheorganizer,theIFSSmaydetermineamaximumnumberofdogsinan UnlimitedClassTeam.Theraceinvitationshallinformofaneventuallimitation. 40.3 Additionalandoptionalrules: 40.3.1 Attheoptionoftheorganization,eachdrivermayhavearotationpoolofdogstochoosefrom before each stage to meet the minimum/maximum requirements set for the class. The organizationshalldefinethemaximumnumberinthepoolforeachconcernedclass. 40.3.2 Each driver shall declare all the dogs included in his/her rotation pool. A driver may not exchangeoradddogsoncehis/herpoolofdogshasbeendeclaredandmarked. 40.3.3 Arace-givingorganizationmayimposeadditionalrulestomeetrequirementsuniquetolocal conditions insofar as they do not conflict with the IFSS intentions or the Animal Welfare ideas. 41 Equipment 41.1 HarnessesandLines 41.1.1 Alldogsshallbeharnessedinsingleordoublefile. 41.1.2 Allharnessesshallbewellfittingandatleastbepaddedaroundtheneckandchestarea.They shallbemadefromflexiblefabrics. 41.1.3 Alldogsshallbefastenedtothetugline,whichshallbemadeofnonrigid,flexibleline,witha necklineandataillinewiththeexceptionoftheleader(s),whomayrunwithoutaneckline. 41.1.4 Asnublinebutmaybecarriedonthesledbutitshallnotbeusedinanyothermannerthanto tiedownandholdthesled. 41.1.5 Chainlinesarestrictlyprohibited.Allotherlinesshallnotendangerthedogswelfareandare subjecttotheapprovaloftheRaceMarshal(see§7.2). 41.2 Sleds 41.2.1 A sled shall be capable of adequately carrying the driver and in case of emergency a passenger, and have a basket with a hard bottom of minimum surface of 40 cm x 50 cm capableofsafelycarryingadog. 41.2.2 Asledshallbeequippedwithanadequatebrake,anadequaterubberbrakingpadfastenedto thesledviaasolidtip-upsystem,brushbow,onesnowhookinSp2,Sp4andSp6classes,two snowhooksinallotherclasses,andanadequatelyventilateddogbag. 41.2.3 Therunnersofthesledshallnothavesteeledges. 41.2.4 Sledsmaybereplacedbetweenheats/stagesandatdesignatedcheckpoints(Distanceraces). 41.3 Helmetsandothersafetyequipment 41.3.1 ForJuniorclassparticipants,withtheexceptionofSkiDogsandCanicross,ahelmetis mandatory.Forallotherclasses,withthesameexceptionasabove,helmetsarestrongly advised.Thehelmetshouldbeamodelapprovedbyanationaltestregistry. HelmetsmaybemademandatorybyanyRaceGivingOrganization,iftheydeemitnecessary forsafetyand/orinsurancepurposes,viatheirRaceInvitation. 41.3.2 Itisnotrecommendedtotieoneselftothesledortotheline.Ifonedoes,itisathis/herown riskandthetielinemustbeeasytoundobyeitherusingalooselooparoundthewristora quickrelease. 41.3.3 TheRaceOrganizermaymandateadditionalspecialrulesforsafetyequipment. 41.4 Otherequipment IFSSRaceRules2014/15 December31st,2015 18/47 41.4.1 At the option of the organizer, additional mandatory equipment may be dictated. The race invitationshalllisttheequipment. II. TRAILRULES(seealsoAnnexDIIIoncheckpointsandreststops) 42 DrivingaTeam 42.1 Adrivermayridethesled,pedalorrunaswished. 42.2 All dogs starting the heat shall complete the entire course, either hitched in the team or carriedonthesled. 42.3 Adogbecomingunfitafterdepartureshallbecarriedcompletelyinthedogbagofthesledto thefinishunlessspecificdropcheckpointshavebeenpreparedalongthetrailandannounced. 42.3.1 Adroppeddogshallbefastenedbyachainorcabletoholditinplaceuntilitispickedupby anauthorizedperson. 42.3.2 Droppeddogsshallbedisqualifiedtocompeteintheremainderoftherace,unlessthedriver droppedapooldogordogs,athis/herdiscretionandaccordingtotherequirementsasper the rules. In this case, the driver, on his/her own discretion, may use dogs dropped by himself/herself again, provided the dogs are in good health. The Pulka weight is adjusted upward to the nearest half kilo. 53.3.2 For a two (2) dog team the total load to be carried shall be: the gross weight of the dogs (adjusted upward to the nearest kilo) x 0.7. The Pulka weight is adjusted upward to the nearesthalfkilo. 53.3.3 For a three (3) dog team the total load to be carried shall be: the gross weight of the dogs (adjusted upward to the nearest kilo) x 0.6. The Pulka weight is adjusted upward to the nearesthalfkilo. 53.3.4 For a four (4) dog team the total load to be carried shall be: the gross weight of the dogs (adjusted upward to the nearest kilo) x 0.5. V. SKI-DOGSRELAY 60 A relay race is a one-day competition, which involves relay teams of at least three participants. 61 Attheoptionoftheracegivingorganization,therelaywillincludestagesof: 61.1 pulkaonly, 61.2 skijoringonly, 61.3 mixed skijoring and pulka. In that case the race giving organization will specify in advance whichlegsoftherelaywillberunineachdiscipline. 62 Eachparticipantrunsthetrailonce.Afterthefinishlinetheparticipantchangesovertothe nextparticipantintherelayteam,whomaythenstart. 63 The relay team that reaches the finish line first after all stages is the winner of the relay competition. 64 RelayTeam 64.1 Theparticipantsinarelayteamshallinprincipleberepresentativesofthesameorganization or country. At the option of the race giving organization, a mixed team of organizations or countriesmaybeallowedfullparticipation,buttheyshallneverbeawardedwithtitlesand thecorrespondingprizesatIFSSWorldChampionships. IFSSRaceRules2014/15 December31st,2015 23/47 Note:Nationalorganizationsare,duringtheirevents,atalltimesfreetodecideonawarding mixedteams. 64.2 Onlyone-dogteamsareallowedinrelayraces. 64.3 EachRelayteammayconsistofmen,womenandjuniors. 64.4 Separaterelaycompetitionmaybeorganizedformen,womenandjuniors. 65 RelayEntries 65.1 The name of the participants in each relay team and the order in which they start shall be handed over to the race office at least 60 minutes before the start or otherwise as timely informedbytheracemarshal. 66 AreasforStart,Trail,Change-OverandFinishinRelayRace(Seedrawingofchange-overarea inAPPENDIX) 66.1 Starting,change-overandfinishareadonothavetobethesamelocation. 66.2 Relay Starting area meets the requirements for the mass start area (see the Common Mass startRulesforSki-Dogs§69). 66.3 The Trail of the Relay Race meets the requirements for the common trail rules (see the CommonTrailRulesforSki-Dogs§VII). 66.4 RelayChange-OverArea 66.4.1 The change-over area shall be a marked area, length approximately 20-50 meters, width approximately15meters.Itistobepreferredthatthechangeoverareaismadeatanangleto theincomingtrail(seeexamplesattached). 66.4.2 Thechange-overareabeginsatthefinishlineandendsatamarkedlineacrossthetrail. 66.5 Change-overprocedure 66.5.1 Araceofficialshallgiveasignal(e.g.thespeakerannouncingthestartingnumber)toevery teamleaderorassistantwhenanincomingteamisapproximately1kmfromthechange-over area. 66.5.2 Thesignalhastobeclearfortheteamleadersorassistants,whoshallbelocatedataspecial sectorofthechange-overarea. 66.5.3 Anincomingparticipantshallreleasethedogassoonasthedoghaspassedthefinishline. 66.5.4 Theteamassistantshouldtakechargeofthedog. 66.5.5 The participant continues into the change-over area and touches the next participant of his/herteamwithhis/herhand. 66.5.6 Thechange-overshalltakeplacewithinthechange-overarea.Araceofficialshallcontrolthe change-over. 66.5.7 Itisnotallowedforparticipantstoreceiveanyhelpinthechange-overareaexceptasalready providedforin§66.5.4above. 66.6 Relay Finish rules meet the requirements for the common Finish rules (see the Common FinishRulesforSki-Dogs§VIII.). 67 RelayTiming 67.1 Timeismeasuredfromthestartingorder“Go”untilthelastparticipantoftheteamcrosses thefinishline. 67.2 Time is also measured the moment each individual participant passes the finish line. Therefore, it is advised to equip relay teams with bibs, which mention, besides the team number,alsothestartingpositionofeachindividualteammember(e.g.11,12etc.) IFSSRaceRules2014/15 December31st,2015 24/47 VI. COMMONSTARTRULESFORSKI-DOGSRACES 68 IndividualStartRules 68.1 Individual Start chute is a specified stretch of the trail from the starting line, minimum 30 meters length and 4 meters width. 68.2 The competitor and the dog(s) shall wait behind the starting line until the start signal has beengiven. 68.3 Thestartingintervalbetweentheparticipantsshallbe30secondsor1minute. 68.4 Iftheteamstartsbeforethestartsignalisgiven,itwillbecalledbackforaproperstart.This startwillbeallowedassoonaspossible,butcannottakeplacewithin10secondsbeforeor within10secondsafteranotherteam’sscheduledstart. 68.5 Iftheteamislatetothestart,itwillbeallowedtostartwheneveritisready,exceptforten secondsbeforeorafteranotherstartingteam 68.6 Inbothcases,thetimeshallbekeptasiftheteamhadstartedontime,butthestartershall makeanoteoftherealstartingtime. 69 Massstart: 69.1 SeeGeneralrules§14.2forMassStartgeneralruleswiththefollowingadditionalrule: 69.2 Thecompetitorsmustleadtheirdogsbytheshackleorharnessalongthestartingtrackand mustkeepskisandpolesparallel. 69.3 Ifacompetitordoesnotholdhis/herdogasinstructedin§69.2s/heshallgetawarning.If,in this situation, another competitor had to stop or was delayed, the offender should be disqualified. 70 Pursuitstart 70.1 Inthefirstheatofthepursuitcompetition,thestartingprocedureisinaccordancewithrace rule§63above. 70.2 The competitor and the dog(s) shall wait behind the starting line until the start signal has beengiven. 70.3 SeeGeneralrules§14.3forPursuitstartgeneralrules. VII. COMMONTRAILRULESFORSKI-DOGSRACES 71 Thedrivershallfollowhis/herdog(s)onskis 72 Thedriverisnotallowedtopacethedog(s)byrunningaheadoftheteam. 73 Pulling the dog or forcing the dog to move forward by any means is strictly forbidden. Assisting the dog(s) by pulling or pushing the pulka or the sled is permitted. Assistance in wateringorfeedingdogsispermitted.TheraceMarshalshalldesignatespecificspotsonthe trailwheresuchhelpmaybegiven. 74 During the overtaking procedure on the command “TRAIL,” the overtaken team shall make wayforthepassingteambymovingonbehindthedog(s)onthesamesideofthetrail,shall notbeskatingandshallkeeptheskisandpolesparalleltothetrail. 75 Ifadogbecomesunfitorstopsadvancingforanyreason,thecompetitorisnotpermittedto finishtheheat. 76 Thetrailforindividualstartshouldbe4meterswideandthelast150mshouldbe6meters wide. COMMONFINISHCHUTEFORSKI-DOGSRACES 77 A marker, placed 150 meters before the finish line defines the “no-right-of-way” finishing zone in which the Ski-Dogs driver and his/her dog are obliged to hold the same side of the trailandnoteamshallhavetherightofwayoverafinishingteam.Thepassingprocedure,as per§69aboveisnolongerapplicable CHAPTERFOUR(SpecialRulesforDrylandClasses) I. The snublineshallbeattachedtothedriverbyahipbeltoranyotherharnesstypeequipment(at least7cmwideoverthespine).Itisprohibitedtohaveanyformofmetalhookorringatthe driver’sendoftheline.Theexpandedsnublineshouldn’tbelessthan2metersandshouldn't exceed3metersinlength. 79.3 Start,TrailandFinishRules 79.3.1 Thecompetitorandthedogshallwaitbehindthestartinglineuntilthestartsignalhasbeen given. 79.3.2 Thedrivershallnotpacethedogsbyrunningaheadoforforcethedogtoruninanyway. 79.3.3 Pullingthedogorforcingthedogtomoveforwardbyanymeansisstrictlyforbidden. 79.3.4 Ifadogbecomesunfitorrefusestoadvanceforanyreason,thecompetitorisnotpermitted tofinishtheheat. 79.3.5 During the overtaking procedure, the overtaken team shall make unimpeded way for the passingteam.Onthecommand“TRAIL,”theparticipantandthedogareobligedtoholdthe samesideofthetrailandslowdown. 79.3.6 Ifamassstartisorganized,allthecompetitorsofthesameclassshallwaittogetherbehind thestartinglineholdingtheirdogbythecollarortheharness.Iftheycannotallstayonone line, they shall set more lines as required. RULESENFORCEMENT A.I RulesEnforcingOfficers 1. Race Judges are the Rules Enforcing Officers at an event. Rules Enforcing Officers shall be appointedandexercisetheirassignmentsaccordingtotheIFSSOfficialsRegulations. 2. A Race Judge should have an IFSS Race Judge License but shall have at least a Race Judge LicensefromanIFSSrecognizedbody. 3. Two of the Race Judges shall be appointed Race Marshal and Chief Judge, respectively. The RaceMarshalshallhavetheultimateauthority,andtheultimateresponsibility,attheevent. TheRaceMarshalistheonlyofficialwhocandecideuponadisqualification. 4. All Race Judges shall have the full authority to enforce all Race Regulations, within the prescribedlimits. 5. References to the Race Marshal in IFSS Regulations also apply for Race Judges, when appropriate. 6. A Race Judge may delegate parts of his/her authority to designated officials, except the authoritytoimposepenalmeasures. 7. AtWorldChampionshipsandContinentalChampionshipsnoRulesEnforcingOfficermaybea participant of the event. During other events the Race Marshal is not allowed to participate buttheotherjudgesmay.Ifso,theyshallnotjudgeintheclasstheyenteredandalsotakeno partinthedeliberationsofsaidclass. 8. DetailsontheappointmentandtheobligationsofIFSSjudgesareavailableontheIFSSRace Judge Regulations and licensing procedures which are also interesting and binding for organizersandmemberorganizations. A.II RaceJuryandAppealsJury(seealsoRaceRules§28through§35) 9. The Race Judges shall constitute the Race Jury of the event. The Race Marshal shall be the RaceJury’schairperson. 10. If the violated race regulation does not mandate any unconditional reaction, the choice of penalmeasuresshallbemadeaccordingtothefollowing: 13.1. Reprimand:foraminorrulesinfractionwithnoconsequencesforanyparticipant,andbeing thecontestant'sfirstoffenceintheevent. 13.2. Warning:foraminorornegligentinfractionoftheraceregulations,whichdoesnotgivethe contestantanysignificantadvantageandentailsnosignificantdisadvantagetohis/herfellow contestants,andisnotdeemeddetrimentaltothesport. 13.3. Disqualification: 13.3.1. when the contestant intentionally, or by gross negligence, violates the race regulations, and thishasgivenhim/heranadvantage,oranyofhis/herfellowcontestantsadisadvantage, 13.3.2. incaseofarecurrence,whenthecontestanthasalreadybeengivenawarningorreprimand forthesameorsimilaroffence, 13.3.3. incaseofrepeatedoffenses,showingthatthecontestantisnotcapableof,orwillingto,pay heedtotheraceregulations. 13.3.4. incaseofdogabusewithorwithoutimplement. 13.3.5. Timedisqualification:Aneventualtimedisqualificationshallbenotedontheentryform,orin the invitation, indicating the factor and for which classes it shall apply. If a time disqualification rule applies and the prescribed limit is exceeded, that team shall not be allowedtocompeteinsubsequentheats. 14. OtherPenalProcedures 14.1. Theviolatorshallbegivenashortwrittennotice.Areprimandmaybeverbal. 14.2. Contestants subject to a penal reaction from any Rules Enforcing Officer may appeal, i.e. requestahearingbeforetheRaceJury. B. ELIGIBILITY B.I Entries 15. TheraceshallbeopentoentriesfrommembersofallIFSSrecognizedmemberfederations, except those refused by the organizer for just cause. Organizers are entitled to open their racestodriversfromnon-IFFSmemberorganizationsiftheyfeelittobebenefitingthesports and/or IFSS. Participants to the IFSS World Championships shall be nominated by their respectivenationalIFSSmemberfederations. 16. Anentryforaraceshallbesubmittedpriortothestartoftherace,subjecttoentrydeadlines asdeterminedbytheorganizer.SeealsoRaceRule§1.1.4. 17. Handicappeddriversshallbeencouragedtoparticipate.Howevertheirparticipationshallnot hinder or endanger other competitors or dogs, including the dog(s) of the handicapped competitor. The RM shall decide on possible participation of the handicapped driver and, if required,ahelper,andalwaysinspecttheequipment.Theoverallsafetyforthehandicapped driverandhis/herdog(s)shallprevail.IftheRMfeelsthatitwouldbenefitthehandicapped driverandthetotalracetostartthehandicappedteamaslastintheclass,s/hehastheright todosoinallheatsoftherace,takingintoaccountthattheteamshallberankedaccordingto itstotalresults. Note: Itisalsopossibletostartthehandicappedteamacertaintimebeforethefirstteam,butthen, there is always the risk on hindering overtaking teams in case of problems, and the IFSSRaceRules2014/15 December31st,2015 34/47 handicapped driver may feel he/she is more or less racing outside the field. If starting last, he/shehasalwaysthechancetoovertakeoneormoreteams. B.II Disease 18. Raceveterinariansarepresentthroughouttheracetomonitorthehealthandwelfareofall dogs,advisedriversincaringfortheirdogs’medicalneeds,andprovideveterinarytreatment fordroppeddogs,ifnecessary. 19. TheraceveterinarianinconjunctionwiththeRaceMarshalorracejudgemayruleadog(s) unfittostartorcontinueintheraceandtoremovethedog(s)fromtheraceformedicalor otherreasons.IftheRaceVeterinariandiagnosesanydogpresentintheraceareatohavea contagiousdisease,thatdogshallbedisqualifiedandthecompetitorshallimmediatelyleave theracesitewithallhis/herdogs. 20. All dogs participating in a race shall be vaccinated according to the IFSS Animal Welfare Committee’s recommendations. The IFSS Chief Veterinarian has, by recommendation as of April 16, 2007, suggested that the mandatory vaccinations shall be: Rabies Virus, Canine Parvovirus, Distemper and Canine Kennel Cough Complex (bordetella parainflulenza virus, canineadenovirus2).Alldogsshouldbevaccinatedwithin12monthsinallcasesandmore than21daysbeforetheraceinthecaseofprimevaccination.Vaccinationsneedtobedonein accordancewithregulationsofthehostcountryinwhichtheraceistakingplace. B.III TemperaturesatDrylandraces–Guidelines 21. At dryland races there shall be a thermometer and a hygrometer in the starting area. They shallbereadilyvisible,placedintheshade,at50centimeters(20inches)abovegroundlevel. 22. The minimum and maximum temperatures and humidity shall be noted during the entire race. 23. Given the minima and maxima, trail conditions and local circumstances (e.g. humidity), the following guidelines are available for decisions to be taken by the race giving organization andtheracemarshalforthewell-beingofthedogs: 23.1. Temperatures below 18°C for Canicross and 16°C for all other classes and with a humidity below85%:normalcompetition 23.2. Temperatures above 16°C, but below 18°C: the distances shall not exceed the minimums given in §22 above. This maximum temperature is set at 22°C for Bikejoring classes and at 25°CforCanicrossclasses. 23.3. Temperatures above 18°C, but below 22°C: the distance shall not exceed 1.5 kilometers for demonstrationpurposeonlyexceptforBikejoringandCanicross(see§22above). 23.4. Temperaturesabove22°C:noteamshallbeharnessedexceptforCanicross(see§22above) 23.5. If the temperature reaches 18°C, the race marshal shall call a meeting with the race veterinarian(s)inordertodecideuponwhethertheraceshallbedelayedorcancelled.The veterinarian’s opinion shall be preponderant in case of different opinions. Animal welfare shallalwaysbethemajordecidingfactor. 23.6. Dependingontheracetrail(i.e.largesectionunderthesun)orotherfacts,theRaceMarshal may impose shorter distances or other measures if this is favoring the sports, even if the maximumtemperaturesabovearenotreached. Any National Federation standards must be considered in makingthefinaldecision. C. STARTANDFINISH C.I StartingIntervals 25. IntervalOptions 26.1. Theorganizermaydecidetousethelongerstartingintervalinthefirstheat,andtheshorter intervalintheensuingheat(s). 26.2. Attheoptionoftherace-givingorganization,thedriversmayallstartatthesametime(mass start). 26.3. at the option of the organizer, the drivers may start the last heat of a race with an interval time corresponding with the actual time difference, rounded upwards to whole seconds betweenhisandthepredecessor’steam(Chase/pursuitstarts) C.II Relays 27. Arelayisacompetitionbetweenrelayteamscomprisedofatleastthreedogteamsrunning thesametrailinsequence.Nodriverordogshallcompletemorethanoneheat. 28. Therelaystartshallbeamassstart.Thefirstheatdriversoftherelayteamsshallstartsideby-sideonthestartingline 29. In relay events, Number 1 shall start in the center position of the Starting Line, Number 2 shallhavethepositiontotherightofNumber1,Number3shallhavethepositiontotheleft ofNumber1,etc. 30. TheStartingChuteshouldpreferablybesowideastoallowforallfirstheatdriverstostart side by side. If this is not possible, subsequent starting teams shall start on a secondary StartingLine5(five)metersbehindthestartinglineaccordingtothesamesystemasunder Section 74. If seeding is performed, no seeded group shall be larger than the maximum numberofteamsthereisroomforside-by-side. 31. The Relay Starting Chute should be as wide as the starting area for a distance of minimum one hundred (100) meters (30 m for Canicross relay), and narrowing to the normal lane width over a distance of a minimum additional one hundred (100) meters (30 m for Canicrossrelay). 32. The Exchange Chute shall cover a distance from the Finish Line on the outgoing trail of minimumthirty(30)meters,andshall,asaminimum,beten(10)meterswide.InPulkaStyle events,theExchangeChuteshouldhaveanangleof45to90degreesontheFinishLine. Thetrailshallbesafefordogsanddrivers.Whenlayingoutthetrail,specialattentionshallbe shown on turns and downhill stretches. The entire trail shall be constructed with considerationtothefastestandbiggestteamsexpectedtoparticipate. 34. Thetrailshouldnotcrossitself.Teamsmayfollowthesametrailasecondtime.Inthatcase, the route shall not go through the start or finish area on the repeat traverse. If it is unavoidable that the teams must follow the same trail more than twice, the organizer is responsibletoannouncethispriortotheraceintheraceinvitation.Thedeviationfromthis ruleisallowableonlyduetounpredictablecircumstances. 35. Trailsshall,totheoptimalextentpossible,bebroadlyconstructedtofacilitatepassing. 36. Thereshouldbesufficientspacebetweenthelanessothatteamsareunabletodistracteach other. 37. Trailsshouldbeshieldedfromparkinglotsandparkedcars. 38. Trails should not cross a traffic-laden road on the same level. However, if this cannot be avoided, there shall be a prior permission to block off the road during the competition. Dependablecontrolshallbeonhandandthetrailshouldcrosstheroadina90degreeangle; 39. InSledSprintRaces,thetrailshallbedesignedsothatspeedisprioritizedandshouldbewide enoughtoenableoneteamtoovertakeanotherteam. 40. The Starting Chute shall be at least 30 meters long and be so organized that a team can be entirelyremovedfromthetrail. 41. The Finishing Zone shall be at least 800 meters long (150 m for Ski-Dogs classes and Canicross),wideenoughforpassingandwithnosharpturns. 42. Thestartingandfinishlinesshallbeclearlydefined. 43. TrailsforSki-Dogsshall,wheneverpossible,bedifferentfromthatofSled. 44. Ski-Dogstrailsshouldbelaidoutinhillyterrainwithspecialattentionsothatthetrailalso shallbeatestofthecontestant’sskiingskills.Itshouldbewideenoughfortwoskierstoskate sidebysideintheFinishingZoneandforaskatingskiertoovertakeacompetitoronparallel skisontherestofthetrail. 45. In Dryland races, watering points shall be provided at least every 3 km along the trails, so thatthedogsmaybewateredandcooled. 46. Distanceraces 46.1. Ifweatherconditions,intheopinionoftheRMortheorganizer,dictatethattheracecannot berunaccordingtothebasiccriteriaforthesport,theracemaybepostponed.Ifconditions asmentionedoccurafterthestart,theracemaybetemporarily“frozen”.Thisshallbedoneat acheck-pointoraheadofthelocationofthefirstdriver.Alldriversshallbeheldbackforan identicalperiodoftime. Droppeddogsshallbeleashedwithachainorsimilaruntiltheyarepickedup. 51.4. 51.4.1. TheRaceMarshal,anauthorizedofficialortheraceveterinarianmaydetainateaminorder torepairorreplaceequipmentdeemedunsafeforthedriverand/orthedogs. 51.4.2. When a driver arrives at a check point with less than the required number of dogs in the team, that team shall be disqualified. The Race Marshal, an authorized official or race veterinarianshalldetermineifandtowhatextendtheteammayproceedtoalocationwhere theteamwillbepickedup. 51.6. Offersforaccommodation,etcetera,fordogsanddriversatcheckpointsshallbeidenticalfor allparticipants. 51.7. Suppliesandequipment 51.7.1. At the option of the organizer, participants may, before the race, leave supplies and equipmentatcheckpoints. 51.7.2. Theorganizerdeterminesatwhichcheckpointssuppliesmaybedepositedandtheroutine forsame. 51.7.3. Theaboveprovisionsdonothaveanyeffectsontherequirementsformandatoryequipment tobecarriedonthesled. 51.7.4. Information on elapsed distance shall be indicated by a black number on a white sign directly above a blue marker on the same stake. The class identifications shall be easily seen and read by the sportsmen/women. The identification shallbeexplainedatthemushermeetingpriortherace. Informationonremainingdistanceshallbeindicatedbyablacknegativenumberonawhite signdirectlybelowabluemarkeronthesamestake. Markers shall not be so placed, or made of such a material, that they might constitute a dangerfordogsordrivers. E.II RedMarkers(Turnmarkers,preferablyofroundshape) 60. Red Markers shall be used at all intersections and crossings involving turns. The markers shallbeplacedabout20metersaheadofthepointinquestionatthesamesideofthetrailas towhichtheteamsshallturn. 61. Thesameprocedureshallalsobeappliedforallblindturnsonthetrail. E.III BlueMarkers(StraightaheadorConfirmationmarkers,preferablyofsquareshape) 62. Bluemarkersmaybeplacedoneithersideofthetrail. 63. Bluemarkersusedtoindicatethecorrecttrailafteracrossingorturnshallbeplacedabout 20mbeyond,andshouldbevisiblewhenapproaching,thepointinquestion. 64. Bluemarkersshallbeused: 64.1. atintersectionsorcrossingswhenthetrailisgoingstraightthrough.Thesignshallbeplaced about20metersaheadoftheintersection. 64.2. beyondturns,whichapplyonlytoacertainclass,orcertainclasses.Suchbluemarkersshall havethesameclassidentificationastheredturnmarker. 65. Bluemarkersshouldbeused: 65.1. beyondallintersections,turnsorblindcorners,whicharemarkedwitharedmarker. 65.2. every full kilometer along the entire trail. At least every five (5) kilometers they should be markedwiththeelapsedorremainingdistance. E.IV YellowMarkers(Cautionmarkers,preferablyoftriangleshape) 66. Yellowmarkersmaybeplacedoneithersideofthetrail.Yellowmarkersindicateportionsof the trail, where slow, cautious passage is recommended, e.g. steep downhill, really sharp turns,icyspots.Yellowmarkersshallbeplacedabout20metersaheadofthecautionarea. 67. Ifthecautionareacoversalengthofthetrail,twoyellowmarkersshallbeplacedonthesame stakeatthebeginningofthecautionarea.Theendofthecautionareashallbeindicatedwith oneyellowmarkerwithadiagonalredorblackcross. 68. All yellow markers shall be presented and explained at the Team Captain and/or drivers Meetingandtheyshallbeindicatedonthetrailmap. AwhitemarkershallbeplacedatthestartoftheFinishingChutewiththedistanceremaining (usually150mforSki-DogsclassesandCanicrossand800mforallotherclassesbeforethe finishline)toindicatethebeginningofthe“No-right-of-way”zone. 72. Portions of the trail, where the correct trail is not clearly visible, may be marked with additional markings. Such additional marking shall never be considered a replacement for ordinarymarkingaccordingtothisRule. 73. Markingfornightheats.Inadditiontothetrailmarkingdescribedabove,eachmarkershould beequippedwithlight-reflectingmaterial(minimum25cm2). 74. Other markers as prescribed in §60 up to and including §71 above are only allowed if all drivershavebeeninformedbeforethefirststart.AtIFSSeventsthetechnicalorganizershall obtainIFSSpermissiontousedifferentmarkers. E.VII TrailBlocking 75. Attrailcrossingsconsideredsodifficultthatevengoodteamsmayhaveproblems,blockings shallbeusedinadditiontomarking. 76. A blocking shall appear as a physical hindrance for the dogs but shall not constitute any dangerfordogs,driversorequipment. 77. At trail crossings where different classes shall follow different trails, there shall be a Trail Steward, performing the necessary changes of the blockings after each class and, as necessary,directing/assistingteamstothecorrecttrail. 78.
