SECTION I – Big West Conference Bylaws
19.1 Awards
All-Conference Teams
19.1.1 The All-Conference first team shall consist of seven singles players,
including an Athlete of the Year, and four doubles teams. The second
team shall consist of six singles players and four doubles teams. In
addition, the coaches shall vote for Athlete of the Year, Freshman of
the Year, and Coach of the Year. (Revised 7/13/05.)
19.1.2 Student-athletes will be named honorable mention if they receive votes
on two or more ballots but are not named to the first or second team.
They shall be awarded a certificate from the Conference.
19.1.3 Coaches shall not vote for themselves or for their own student-athletes
for any of the awards except for Freshman of the Year. (Revised

19.1.4 Student-athletes named to an All-Conference first team shall be
awarded a plaque from the Conference. Those named to an AllConference second team shall be awarded a certificate from the
Conference. Plaques shall be awarded to individuals named Athlete of
the Year, Freshman of the Year and Coach of the Year. (Revised

19.1.5 The All-Conference teams shall be determined by the following
process:
1. Coaches may nominate an unlimited number of players for
Conference awards.
2. The Conference Office shall distribute to the coaches a voting
ballot prior to the Conference Tournament.
3. Coaches shall turn in their completed ballot to the Conference
Office by no later than 5:00 p.m. PT the Monday or Tuesday after
the Conference Tournament.
4. The student-athlete receiving the highest point total in the balloting
shall be named tennis Athlete of the Year in addition to being
placed on the first team.
5. Freshman of the Year and Coach of the Year shall be write-in
votes. (Revised 5/11/09.)
6. Results of the All-Conference voting shall be released by the
Conference Office on the Tuesday or Wednesday morning after the
Conference Tournament. (Revised 6/12/07, 7/14/08.)
Athlete of the Week
19.1.6 The Conference shall select an “Athlete of the Week” in tennis using
the following process: Member institutions’ sports information offices
shall submit nominations for these awards to the Conference Office by
no later than 10:00 a.m. PT every Tuesday during the regular season.
The Conference Office staff shall distribute by 12:00 p.m. PT a voting
ballot to all of the coaches, who may not vote for their own nominees.
The ballots are to be emailed to the Conference Office by no later than
12:00 p.m. PT the following day (Wednesday). In case of a tie,
Conference Office personnel may also vote. A coach who misses the
voting deadline shall incur a letter of admonishment from the
Commissioner with a copy to the director of athletics. Results of the
voting shall be released by the Conference by 5:00 p.m. PT every

Section 19-2 • Women’s Tennis
Academic All-Conference
19.1.7 The Conference shall sponsor annual Academic All-Conference teams
in each Conference sport. Student-athletes shall be named to the
Academic All-Conference Teams for their respective sports if the
following standards are met:
1. Student-athlete must carry a minimum 3.00 cumulative
institutional grade point average (no rounding);
2. Student-athlete must have completed one full academic year at the
member institution prior to the season for which the award is being
received (at least a sophomore academically);
3. Student-athlete must have competed in at least 50 percent of the
institution's contests in the student-athlete's respective sport.
Academic All-Conference forms shall be supplied to each institution
and a submission date shall be determined by the Conference Office.
All students so honored shall receive a certificate appropriate for
framing, as well as recognition in the form of a media release.

Championship Awards
19.1.8
The regular season conference championship team shall receive a
trophy. For tournament awards, see 19.3.2.
19.2
Coaches Meetings
Head coaches are required to participate in the coaches' teleconference call that is
hosted in conjunction with the Big West Tennis Tournament. Lineup confirmation
will take place on this call.
An annual business meeting of the women's tennis coaches shall also be conducted
via a telephone conference call following the season if issues warrant. The Big West
Council Liaison for tennis, in consultation with the Commissioner, shall determine if
a call is to be scheduled. (Adopted 7/10/06, Revised 5/9/11.)
19.2.1 All excused absences must be granted by the Conference Office prior to
the meeting. In the event of an excused absence or a head coach
vacancy, the institution must be represented by an athletics department
staff member. All substitutes must be approved in advance by the
Conference Office.
19.2.2 Institutions that are represented by an assistant coach, rather than the
head coach (unless he or she is excused per 19.2.1), lose their voting
privileges at the meeting of head coaches.
19.2.3 Institutions that are not represented or do not receive prior approval for
a head coach’s absence at a Conference meeting are subject to an
institutional private reprimand and a $500 penalty to be paid to the

19.3
Conference Tournament
The Conference Tennis Tournament shall take place on dates set by the Conference
Office in consultation annually with the host venue. (Revised 5/11/09.)
Air Quality Protocol
19.3.1 For the Big West Conference's policy on cancellation or postponement
of conference events due to poor air quality, see Appendix 1.
Awards
19.3.2 In a presentation following the championship match, the winning team
shall receive a team trophy, individual medallions (competing studentathletes only) and championship tee shirts. The championship team shall

have the opportunity to purchase additional medallions and championship

Coaching
19.3.3 During a match at the Conference Tournament, a player's coach may be
allowed to stand or sit along side the court while a match is in progress
as long as the coach does not disrupt or interrupt play. (Adopted
6/3/81, Revised 5/17/84.)
Court Assignments
19.3.4 Each dual match will be allotted six courts. Courts shall be preassigned by the Conference Office.
Expenses
19.3.5 There are no entry fees for the Big West Tennis Championship. All
event net expenses and revenue shall be divided equally among the
member institutions participating in the championship.
Actual transportation costs up to the budgeted maximum will be included to
determine net expenses. The budgeted maximum will be communicated to
each institution’s business manager. Each participating institution is
responsible for any lodging and per diem expenses.
Facility
19.3.6 The Big West Tennis Tournament takes place at the Indian Wells
Tennis Garden in Indian Wells, California. The tournament is played
on 18 of the competition courts. ITA Rules of Tennis, NCAA
Championship Rules, and the Big West Manual shall govern all play.
The Big West Conference will reserve the courts and complete the
rental contract for the facility used in the tournament.
Games Committee
19.3.7 The Games Committee shall include the head umpire, one
representative of the Conference Office (who will serve as chair), and
the sport liaison to Big West Council.
Lineups/Participants
19.3.8 Each coach must submit his/her team's lineup for the Conference
Tournament to the Conference Office by 12:00 p.m. PT the Friday
before the tournament. The Conference Office shall email all lineups to
the head coaches by 5:00 p.m. PDT that day. All lineups are subject to
challenge from other coaches. Any challenges must be emailed via an
appropriate form to the Conference Office by noon PDT on Sunday
before the tournament, and by 5:00 p.m. PDT, the Conference Office
will notify coaches whose lineups have been challenged. A telephone
conference call shall take place on the Monday prior to the tournament.
Lineup challenges that were submitted to the Conference Office may be
discussed on the call. Votes related to lineup challenges shall be
conducted via email. Lineup challenges may be accepted during the
tournament if new information (e.g., injury update) becomes available.
Once the tournament begins, substitutes will be permitted in accordance
with NCAA Championship rules. (Adopted 5/13/93, Revised 6/8/99,

19.3.8.1 Failure to comply with the lineup deadline in 19.3.8 will
result in a $100 penalty to be paid to the Conference Office.

Lodging
19.3.9 The host institution shall work with the Conference Office to secure a
room block at a local hotel for traveling teams. Information on the

hotel for this year's tournament shall be sent out no later than six
months before the tournament.
NCAA Automatic Qualification
19.3.10 The winner of the Conference Championship Tennis Tournament shall
be the Conference's automatic qualifier to the NCAA Tournament.
19.3.10.1 In the event a postseason Conference Tennis Tournament is not
held, the regular season Conference champion shall be the
automatic qualifier. In the event a postseason Conference Tennis
Tournament cannot be concluded, the highest remaining seed
shall be the automatic qualifier. (Adopted 7/15/02, Revised

Noisemakers
19.3.11 Artificial noisemakers are prohibited at Big West Conference
Tournaments.
Official Ball
19.3.12 The official ball for the Big West Conference Tournament is currently
the Wilson Extra Duty Ball. In lieu of a conference ball contract, the
official ball for the Conference Tournament shall be the same as that
used in the National Championship Tournament. All Big West
institutions shall use the official conference tournament ball for regularseason competition. (Adopted 5/17/84, Revised 6/3/88, 5/15/92,

Officials
19.3.13 A Tournament referee must be appointed for the Big West Tennis
Tournament. The referee shall be a USTA certified official. A USTA
certified umpire must be assigned for each match in the Conference
Tournament. USTA certified umpires shall be assigned to chair all
semifinals and championship singles and doubles matches. (Adopted

19.3.14 The umpire at the Conference Tournament may impose point penalties
in the event there is a delay in play or an act of unsportsmanlike
conduct. The point penalties shall be assigned as follows:
1. Point penalty.
2. Game penalty.
3. Disqualification.

Participant Gifts
19.3.15 The Conference Office will provide each team 10 participant gifts
(eight for competing student-athletes and two for coaches).
Practice
19.3.16 The director of the competition facility will organize practice times for
participating teams.
Scoring
19.3.17 The Conference Tournament shall be played using a team dual match
format. (Revised 5/17/84, 5/13/93.)
19.3.18 All singles matches shall be decided by the winner of two out of three
sets unless otherwise specified by a majority vote of the tennis coaches.
19.3.19 Results for the Big West Conference Tournament will be updated on a
regular basis on the Big West Conference website at www.bigwest.org.
The Big West will handle distribution of the meet results.
Seeding
19.3.20 The Conference Tournament shall be seeded based on the final regular
season Conference standings. In the event that postponed matches

cannot be rescheduled, seeding for the tournament shall be based on
conference winning percentage. (Adopted 7/13/05.)
19.3.20.1 In the event two or more teams tie for a position in the final
standings, the higher seed shall be determined using the
following tie-breaker formula:
1. The winner of the regular season match between the tied
teams shall be declared the higher seeded team in the
tournament.
2. If still tied, the team with the best win-loss record in
conference matches against common opponents beginning at
the top of the standings and working down the standings until
the tie is broken shall be declared the higher seeded team.
Ties among teams at the top of the standings should be
broken first to establish a ranked order.
3. If still tied, the team with the highest number of total match
points scored versus the other tied teams shall be declared the
higher seeded team.
4. If still tied, the team with the highest number of total match
points scored versus all conference opponents shall be
declared the higher seeded team.
5. If still tied, the team with the highest rank in the national
rankings released the week prior to the tournament shall be
declared the higher seeded team.
6. If still tied, the team with the best win-loss record in
nonconference matches against common opponents shall be
declared the higher seeded team.
7. If still tied, the higher seeded team shall be determined by a
coin toss conducted by the commissioner. (Adopted 7/13/05,

Sports Medicine
19.3.21 The host institution of the Big West Tennis Tournament must have
certified athletic trainers on site. A single certified athletic trainer may
cover a maximum of six courts, two certified athletic trainers may
cover a maximum of 18 courts. The host is not required to provide a
team physician. Participating teams are not required to bring any
athletic training personnel. Ice will be available on site. Each team
should bring coolers for drinks and its own towels. (Revised 5/17/13.)
19.3.21.1 The NCAA Heat Index shall be used to determine the safe
playing conditions of a conference championship. When the
Heat Index reaches 90, conditions are of a concern and the
Games Committee and host certified athletic trainer will confer.
When the Heat Index reaches 105, the event is subject to delay,
postponement or cancellation by the Games Committee and host
ATC. A heat index chart may be found in Appendix 2.

Tournament Schedule
19.3.22 The schedule for the Big West Tennis Tournament shall be determined
by the Tournament Director and sent to the participating institutions
one month prior to the Tournament. See Appendix 3 for a general
schedule of this year's Tournament.
19.3.23 The No. 8 and 9 seeds shall play each other in the first round, with the
winner facing the No. 1 seed in the quarterfinals. The rest of the
quarterfinal matches will feature No. 2 vs. No. 7, No. 3 vs. No. 6, and
No. 4 vs. No. 5. In the semifinals round, the winner of the No. 4 vs.

No. 5 match shall play the winner of the No. 1 vs. No. 8/9 match, and
the winners of the other two matches shall face each other. The
championship match between the two winners of the semifinals shall
take place on the fourth day of competition. (Adopted 5/23/83, Revised

19.3.24 Matches will be stopped once a team winner has been determined,
except by mutual agreement of the head coaches. (Adopted 6/3/88,
Revised 5/19/89, 5/15/92, 5/6/97, 7/14/03, 7/13/05.)
19.3.25 Intercollegiate Tennis Association (ITA) rules shall govern the amount
of time to be allowed between singles and doubles competition in a
match at the Conference Tournament. (Adopted 6/3/88.)
19.3.26 At the Tournament, a player will be penalized one game for each five
minutes or fraction thereof she is late following a five-minute grace
period. If a player still has not shown up for a match within 20 minutes
of its scheduled starting time, the match will be defaulted to her
opponent. (Revised 5/19/89.)
19.3.27 In the event a game is forfeited because a player is more than five
minutes late for its scheduled start, a player receiving the forfeited win
has the privilege of establishing the serving rotation for the remainder
of the match. (Adopted 6/3/81, Revised 5/19/89.)
19.3.28 In case of inclement weather, only the championship match will be
rescheduled, with the time and site to be determined by the
commissioner. (Adopted 8/2/94.)
Warm-up Procedures
19.3.29 Teams will be permitted 45 minutes of warm-up time on at least two
courts prior to their matches. Players will be permitted 10 minutes of
warm-up time on their specific playing court.
19.4
Facilities
19.4.1
Parking
The home institution shall provide free parking for a maximum of
three vehicles used to transport the official traveling party. Parking
shall be in a lot close to the competition facility. (Adopted 11/1/13.)
19.4.2
Showers
The home institution shall make available access to showers after the
match if the visiting team makes such a request at least one week prior
to the match. (Adopted 11/1/13.)
19.5
Lineups, Regular Season
A conference call of the head coaches shall be conducted the week prior to the
first scheduled conference match to establish baseline lineups for the season.
19.6
Officials
A minimum of three USTA certified umpires must work each Conference
women's tennis match. (Adopted 7/13/05, Revised 12/3/15.)
19.7
Protests
A protest committee consisting of three administrators shall review protests in
tennis. The ITA process to file and review protests shall be used. A protest form
similar to the ITA form shall be used. (Revised 5/9/11.)
19.8
Schedules, Conference
Section 19-7 • Women’s Tennis
The Conference Championship schedule shall include one team match with each
member institution sponsoring women’s tennis, alternating home and away sites.
With the exception of Hawaii, home and away sites will alternate on an annual
basis. Mainland institutions will visit Hawaii every third year. The head
women’s tennis coaches shall be responsible for creating the schedule. The
schedules must be submitted to the Conference Office for approval each January,
one year prior to the scheduled season. (Adopted 7/13/05, Revised 5/14/12.)
19.8.1 The regular season Conference Champion shall be the team with the best
win-loss record at the end of the regular season.
19.9
Scouting
Member institutions may not provide non-conference opponents with scouting
information on Conference members. (Adopted 7/13/05.)
19.9.1 Failure to comply with the scouting regulations of 19.9 will result in a
conference reprimand. (Adopted 7/10/06.)
19.10 Sports Medicine
A certified athletic trainer is required to be on site or on call for all home tennis
matches. On call is defined as being within five minutes of the site. (Adopted
11/1/13.)
19.10.1 All Big West conference head coaches and assistants must attend an inperson, hands-on training course in CPR/AED (Cardiopulmonary
Resuscitation/Automated External Defibrillator) and First Aid and be
certified by Nov. 1 annually. (Adopted 7/10/06, Revised 6/25/09.)
19.11 Suspended Coaches
A coach who has been suspended from a contest by the Big West Conference,
the NCAA or as a result of a violation of Playing Rules shall not be within sight
and sound of the contest. Additionally, a suspended coach shall be precluded
from communicating with any team personnel or officials, from participating in
any official pre-game activities at the site of the contest directly preceding the
competition and from being in the facility once pre-game activities have
started through the end of the contest. (Adopted 5/14/12.)
19.12 Travel
Teams traveling to Hawai’i for Conference matches must schedule their return
trip no earlier than the afternoon the day following the scheduled match to allow
for the makeup of a postponed match, including Easter weekend. Hawai’i must
schedule departures for road trips no earlier than the afternoon the day following
the scheduled match. (Adopted 11/1/13.)
19.13 Uniforms
All team members shall wear uniforms that prominently display the Big West
logo. A single competition exemption of the rule shall be permitted annually for
special occasion uniforms. (Adopted 7/15/02, Revised 7/14/08, 5/11/10.)
19.13.1 Failure to adhere to the stipulation in 19.11 shall result in a $250 fine.
An additional fine shall be levied if conference logos are not displayed
at the next available opportunity. (Adopted 7/10/06.)
19.14 Unsportsmanlike Conduct and Subsequent Penalties
All student-athletes and coaches participating in Big West Conference sports are
required to read and sign a letter of sportsmanship prior to the start of their
respective seasons. Each member institution must submit a certification letter for

each Conference sport to the Conference Office that states all student-athletes
have signed the letter. (Revised 6/12/07, 5/12/14.)
19.14.1 Acts of unsportsmanlike conduct shall include, but not be limited to:
1. Striking or physically abusing an official, opposing coach, or
student-athlete.
2. Intentionally inciting participants or spectators to violent or
abusive action.
3. Using obscene gestures or profane or unduly provocative language
or action toward officials, opponents, or spectators.
4. Being critical publicly of any official, Conference personnel,
another university, or its personnel. Any person who, after an
investigation by the Conference Office, is found to have committed
one of the listed acts or any other act of unsportsmanlike conduct,
shall be subject to appropriate penalty. The penalties may include
a private or public reprimand, ejection from the contest, and/or
suspension for one or more contests.
19.14.2 The decision of the commissioner is binding on the parties unless it is
overruled by an appeal to the Conference Executive Committee. The
decision of the Conference Executive Committee is binding on the
parties unless it is overruled by an appeal to the Board of Directors.

APPENDIX 1 - Air Quality Protocol
Chain of Command
The decision to cancel, postpone or suspend a Big West Conference intercollegiate athletic
activity in the event of poor air quality will be made by the Big West Conference Games
Committee and the host Certified Athletic Trainer present at the practice or competition site.
Criteria For Cancellation / Postponement of Activities Due to Poor Air QualityThe policy for Big West Conference events included in each handbook will be as follows:
1.
Big West Conference Games Committee and host ATC will inform each team’s coach and
game official(s) / umpire(s) of the conference policy with regards to poor air quality during
the pre-event meeting and will provide condition updates throughout the tournament.
2.
The Big West Conference Games Committee and host Certified Athletic Trainer will monitor
one or more of the following for up to date Air Quality Index (AQI) readings and statistics.
• www.airnow.gov
• National Weather Service and/or National Oceanic & Atmospheric Administration
(NOAA) local weather radar (www.noaa.gov or www.weather.com);

a guideline with regards to the Air Quality Index and recommendations for activity

If the Host Institution has cancelled classes at the university due to poor air quality, the Big
West Conference Games Committee and host Certified Athletic Trainer will consider this

strongly when recommending the cancellation, postponement or suspension of all games,
practices, and other activities.

Safety decisions made on site by the Big West Conference Games Committee and the host
Certified Athletic Trainer are not subject to appeal.
The Air Quality Index (AQI)
The Air Quality Index (AQI) is an index for reporting daily air quality. It tells how clean or
polluted outdoor air is, and what associated health effects might be a concern. The AQI
focuses on health effects that may be experienced within a few hours or days after breathing
polluted air. The Environmental Protection Agency (EPA) calculates the AQI for five major
air pollutants regulated by the Clean Air Act: ground-level ozone, particle pollution (also
known as particulate matter), carbon monoxide, sulfur dioxide, and nitrogen dioxide. For
each of these pollutants, EPA has established national air quality standards to protect public
health.
How the Air Quality Index (AQI) Works
Think of the AQI as a yardstick that runs from 0 to 500. The higher the AQI value, the
greater the level of air pollution and the greater the health-concern. For example, an AQI
value of 50 represents good air quality with little potential to affect public health, while an
AQI value over 200 represents very unhealthy air quality. An AQI value of 100 generally
corresponds to the national air quality standard for the pollutant, which is the level EPA has
set to protect public health. AQI values below 100 are generally thought of as satisfactory.

APPENDIX 3 - Procedures for Contest Postponement for Force Majeure Situations
Big West Conference member institutions are committed to competing and maintaining the
integrity of the Conference schedule in all sports. However, in the event a situation develops
beyond the control of the institution that calls for the postponement of an athletic contest(s), direct
and timely communication between senior level administrators of the opposing institution(s), the
Conference Office and the officials’ coordinator is imperative. The health and safety of our
student-athletes, coaches and fans is our primary concern above all other factors.
The postponement of a contest under these unique circumstances must be an institutional decision
beyond the athletic department. For example, health issues should be determined by appropriate
local, county, state or university health agencies; safety issues by the appropriate law enforcement
agencies; and issues affecting the entire institution by the institution’s Chief Executive Officer.
While many situations may be institution-wide, it is also recognized that there may be particular
circumstances affecting a single team that would otherwise fall within appropriate guidelines.
The commitment to conference competition (referenced in Big West Administrative
Regulation 4.3.1.1) requires each institution to try to reschedule conference games to protect
participation opportunities for our teams. Any rescheduled contest is likely to cause less than ideal
competitive issues between the teams and could involve a change in venue. If institutions are
unable to reschedule a contest on their own accord, the Commissioner is empowered to make the
final determination of the date, site and time of the rescheduled contest. The Commissioner also
has the option of rescheduling other Big West contests involving one or more non-affected
schools if the revision of the conference schedule creates a competitive advantage/disadvantage.
However, in his/her analysis of all the factors involved, the Commissioner can also determine that
the contest will not be rescheduled and shall be declared a “no-contest.
In consideration of the postponement of a contest, recognition of the opposing institution(s)’
interests must also be considered. Often there are direct and unrecoverable expenses that have
been incurred and in the spirit of good sportsmanship, the involved institutions should work
together to help mitigate those costs in a fair and equitable manner.
In the event that all teams do not play a complete conference schedule, the final regular season
standings (and possible championship tournament seeding) will be based on winning percentage
in conference contests. In the event of a tie for a position, tournament seeding and/or the
determination of the conference’s NCAA automatic qualifier shall be handled per the tie-breaker
system contained in that respective sport’s bylaws.
In the event of an issue beyond the control of the institution, a team shall be expected to honor a
scheduled contest if it can field four players, per ITA rules.

SECTION II – Championship Host Responsibilities
Hosting Minimums
The following requirements must be met to host the Big West Conference Women's Tennis
Championship at a campus site:
1) Minimum of six hard-surface, quality courts of similar speed and surface per gender
(i.e., 12 courts if hosting a combined men's and women's championship).
2) Appropriate seating for estimated attendance.
3) One ATC available the day before the event at scheduled times for prep for practices.
One ATC on site for championship to cover a max of 6 courts and two ATCs for up
to 18 courts.
4) Tournament director (other than the institution's head coach) and appropriate game
management personnel available.
5) Adequate number of squeegees and blowers available (1-2 squeegees per court; 2
blowers for every 6 courts);
6) Area (tent or room) with refreshments for officials.
7) Umpire chairs on every court for semis and championship.
If the championship is held at a campus site, teams would be responsible for making their own
lodging arrangements.
Any costs associated with yellow highlighted minimum requirements are not a reimbursable host
institution expense.

Lodging
A select number of rooms are blocked for teams at the Hilton Garden Inn Rancho Mirage. Teams
using a Big West hotel will be asked to send rooming lists to the Big West Office by a specified
date. Rooms will be provided to teams beginning on the night before their first match until the
morning after (or in some cases the day of) their last match. Teams must pay their lodging
expenses upon checkout.
