Are you ready for an amazing experience with your Girl Scout? The Girl Scout Cookie Program is a
hands-on leadership and entrepreneurial opportunity. Millions of girls learn how to run a business
each year by actually running a business! Many successful business women and community leaders
say they got their start selling Girl Scout Cookies. That’s pretty impressive! Your guidance and

order-taking is allowed.

Parent Responsibilities
As the parent/guardian of a Girl Scout, you play an important role in her success. You should be informed
and be involved in the Cookie Program. Start by attending the troop meeting to learn about the Cookie Program.

Make sure your Girl Scout is registered for the 2016—2017 Girl Scout membership year.
•
Sign and return the Parent Permission and Responsibility form
•
Volunteer to help the troop. Help is needed at cookie delivery and at cookie booths.
•
Accompany her as she sells. Spend time together!
•
Thank her troop cookie manager. This is a big job and she/he needs to be appreciated.

Opens
Safety First!
As your Girl Scout begins the Cookie Program always follow the safety guidelines listed below.
Remember, be a role model by using business ethics and safety rules.
1. Show you’re a Girl Scout. Wear a Girl Scout uniform, membership pin or a cookie t-shirt.
2. Always use the buddy system. Always use the buddy system. It’s not just the rules, it’s
more fun.
3. Be streetwise. Become familiar with the areas and neighborhoods where she will be selling
Girl Scout Cookies.
4. Partner with an adult. Girl Scout Daisies, Brownies and Juniors must be accompanied by an
adult when selling. Cadette, Senior and Ambassador can sell with a buddy, but adults must
still supervise.
5. Plan ahead. Always have a plan to safeguard the money. Avoid walking around with large
amounts of cash. Avoid keeping it at your home, place of work or in your vehicle.
6. Do Not Enter a home or vehicle of a person, whether you know them or not. Never approach
a car or vehicle without an adult.
7. Sell in the daytime. Sell only during daylight hours, if at all possible.
8. Protect privacy. Girls’ names, addresses or email addresses should never be given out to
customers. Use a group contact number. Protect customer privacy by securing the order
card. Only use the customer contact information for the Cookie Program.
9. Be safe on the road. Always follow safe pedestrian practices, especially when crossing at
intersections or walking along roadways. Be aware of traffic when loading or unloading vehicles.
10. Be Net wise. Take the Girl Scout Internet Safety Pledge before going online and follow the
specific guidelines and dates related to marketing online.

Goal—Setting
Success comes from having goals. When a girl sets a goal, she is more likely to achieve it. Setting goals can
help her have the best Cookie Sale ever!
You can find activities to help your Girl Scout set a goal at: www. abcsmartcookies.com
Some girls will set their goal based on the recognition package or cookie dough level they want to earn. You
can help her set learning goals in addition to package goals.
Talk with your troop cookie manager to find out what the troop’s goal is and how your Girl Scouts’ goal will
help support the troop goal. Each year, the Council sets a goal. This year’s goal is 173 packages per girl
selling.
Communication
Communication is critical between you and the troop cookie manager (TCM) throughout the Cookie Season.
You should be providing the TCM with a weekly update on how many cookies you still have and if you need
additional cookies for customers. Your TCM can pick up additional cookies from a Cookie Cupboard after
February 15. If you are having difficulty delivering cookies ordered by customers or you have too many
cookies in inventory, talk with your troop cookie manager. She/he may be able to help you if you let her/him
know early in the season. Another girl in the troop may be able to sell the cookies you have. Your troop
cookie manager can then adjust how many each girl sold so that recognitions earned are accurate.
Cookies cannot be returned to the troop and you are
financially responsible for the payment of all cookies
ordered.

Cookie Basics
Who Can Participate?
Participation is voluntary in all Girl Scout Product Sales. Any 2016-2017
registered Girl Scout Daisy through Ambassador who has a signed
Parent Permission and Responsibility form can participate. The only
exception is girls whose parent or guardian has a debt to the Council,
either through the Fall Product Program, Cookie Program or an NSF.
Those girls may participate in program activities related to the Cookie
Program, participate in Cookie Booths or in COCOdirect order—taking.
Who Provides Our Cookies?
San Jacinto Council contracts with ABC Bakers, a GSUSA licensed
cookie baker.
How Much Are the Cookies?
The price of the eight varieties of Girl Scout Cookies in San Jacinto Council
are $4 per package. Gluten Free Trios are $5 per package and available
via COCOdirect or in select cupboards. Each Council sets their own price
for cookies.

How Much Are Troop Proceeds?
Girl Scout Daisy through Ambassador troops can earn $0.60 per package sold and money collected.
Cadette through Ambassador troops can choose the Older Girl Option. This option allows the troop to
earn $0.68 per package, but girls will not earn recognition items or cookie dough.
It is important to remember that troop proceeds belong to the Girl Scout troop or group and are not an
individual member of the troop. Decisions about spending the troop proceeds need to reflect the wishes
and interests of all the girls.
When Do Girls Collect Payment?
Girls will collect payment only when the cookies are delivered. Do not leave cookies with customers without receiving payment. Do not take money for cookies before delivery except for Cookie Share Cookies.

Can Cookies Be Returned?
Cookies cannot be returned to the troop. You are financially responsible for any cookies ordered on the
initial order and any cookies you have requested that the TCM pick up on your behalf.
Can Customers Write a Check?
Girls should only take checks from people they know. Checks should be made out to GSSJC. Checks
must have the customer’s name, address and phone number imprinted on the check. No checks should
be accepted for more than $120 per person. No temporary checks are allowed.
Are Cookie Purchases Tax Deductible?
Yes and No. Cookies purchased for personal or group consumption are not tax deductible. However,
cookies purchased for either Virtual Cookie Share or traditional Cookie Share, when the customer does
not receive the cookies or benefit directly by paying for the cookies, are tax deductible. (Consult your personal tax advisor) Your troop cookie manager can provide a tax receipt if needed.
What If a Customer Is Not Satisfied With The Cookies?
Customers can contact the Girl Scout office if a he/she is not satisfied with their purchase. The phone
number is 713-292-0300. The customer can call the 800 number listed on each package of cookies.

Can I Use Email or Social Network Sites?
Girls ages 13 and older can use social networking sites such as Facebook as long as they have parental
permission and adult supervision to market their sales. Parents of girls under age 13 may use the same
site for marketing their Girl Scout’s sale. Each girl will have her own unique link to her COCOdirect site
that she can share directly on Facebook or email—making it easier for family and friends through social
sites.
Under no circumstances can girls or their parents/guardians take money over the internet through Paypal
or other online payment sites or take order through sites such as eBay, Craigslist or public Buy and Sell
sites.
Online marketing and online order taking are available through the baker’s secure website at
www.abcsmartcookies.com. Read the section on Online Marketing for more information.
Can I Take Orders at My Workplace?
Remember this is a girl program and girls should be the ones to sell cookies. Contact your place of
employment to see if your Girl Scout can attend a meeting or go from office to office. If that is not possible,
have her create a poster to hang in the snack bar. She should personally deliver the cookies or write
thank you notes for when the cookies are delivered.

Girls can earn individual girl rewards for participating in the Cookie
Program. For example, if a girl sells 200 - 299 packages of cookies she will
receive the llama patch, the 200+ Achievement Bar, the waterproof pouch,
journal with markers, sunglasses and the plush llama. If a girl sells 300—
399 packages she receives the llama patch, the 300+ Achievement Bar, the
waterproof pouch, plush llama, lunchbox and cross-body zipper bag.

Early Recognition Reward
Girls who sell 168 packages of cookies on their initial order will receive the
“No Prob-Llama” charm. Your troop cookie manager will get this item with the
initial pick up of troop cookies. Look for it in mid-February.
Older Girl Option
Troops whose girls are only Cadette through Ambassador level qualify for the Older Girl Option. This option allows the troop to earn $0.68 per package of cookies sold and collected. The troop must agree to this
option. Girls will receive the participation patch and respective achievement bar.
Girls who sell 1000+ packages will not receive recognition items for that level but will receive the 1000+
Club patch. Mixed level troops which include Juniors, Brownies or Daisies do not qualify for the older girl
option.
CEO (formerly known as 1000+ Club)
The CEO (Cookie Entrepreneur Officers) is an elite group of girls who know all about goal-setting and
follow through! Girls who sell 1000+ or more packages of cookies throughout the Cookie Sale qualify for
this special group. The Girl Experience Department holds regularly scheduled meetings. These girls may
be invited to attend cookie related media events or have special guests at their meetings.
Super Troop
We think all troops are Super Troops! But to be a 2017 Cookie Program Super Troop, your troop must
meet the following criteria. Is your Girl Scout part of a Super Troop?
A troop can be a Super Troop by meeting the following requirements:
1. Meet GSSJC's guidelines for a troop, as defined by having five or more girls from more than one
family.
2. Register all girls participating in the Cookie Program by January 7, 2017 (or prior to the girl
selling cookies if she joins after the sale begins).
3. Reach a per girl average of at least 245 packages.
4. A minimum of 3 registered girls must participate.
5. Conduct cookie booths and report the sales in the Cookie Booth online site. Girl Scout Daisy
troops are exempt from this requirement.
6. Have no Discrepancy Reports and all paperwork turned in to
Community Cookie Manager on time.
Troops achieving Super Troop status will receive a $25 Cookie Dough card which can be used in
Council shops or for Council-level programs or events. In addition, each member of the troop who
sold cookies will receive a Super Troop patch.

Who doesn’t love Girl Scout Cookies? You can find nutritional information about the cookies on the order
card, at abcsmartcookies.com and in the COCOmobile app. You should help your Girl Scout learn all about
the 8 core varieties so she can answer customer’s questions.
We have a new cookie this year! The Girl Scout S’mores cookie captures the very essence of Girl Scouting!
Our new cookie is a crispy graham cookie that is double dipped in a yummy crème icing and a scrumptious
chocolatey coating. You will get all the flavors of this fireside favorite without the sticky mess.
GSUSA and ABC Bakers are working together to create a product that almost everyone can eat. Gluten Free
Trios are ABC Bakers answer to consumer’s request. Trios will only be available on COCOdirect and in
select cupboards and only as long as supplies last! If you know someone who wants this variety, be sure and
ask them to order early in the season, because when they’re gone—they’re gone. Gluten free Trios sell for $5
and come in a 5 oz. re-sealable bag.

How Do Girls Sell Cookies?
Today’s girls are on the move and they will need support with their sales
efforts in a variety of ways. How do girls sell today?
In Person
In addition to using the paper order card to collect orders, girls can expand
their customer base by using the online marketing tools beginning
January 7. Girls can use the free app available on both the iPhone and
Android platform as a digital order card. Instead of a paper order card, girls
enter their order on their smartphone or tablet and customers get an email
confirmation of their order! Girl delivery is still necessary through
COCOmobile.

Girls can use the web to sell cookies. She can use the online e-cards in
COCO to connect to her customers. In addition, COCO has a COCOdirect
e-card that allows the customer to pay by credit card and have the packages
of cookies shipped directly to them or another destination.

COCOdirect –this is a direct to consumer order process where the girl either sends out an e-card
through COCO or takes an order using COCOdirect through the mobile app. The customer orders, pays
by credit card and has the cookies direct shipped. We have more details later in this guide.
Cookie Booths
And last, but certainly not least, Booth sales – traditionally held outside grocery
and other retail markets, this segment of the sale continues to be popular. In fact, many customers interact
with Girl Scouts only at cookie booths. GSSJC uses an online booth site for troops to register for cookie
booths. Cookie booths begin at 4:00pm on Friday, February 17.
Cookie Share
Cookie Share is a way for customers who may not want to eat Girl Scout Cookies to still support your Girl
Scout and her troop. There are two types of Cookie Share:
Virtual Cookie Share is available during the entire cookie program. Your Girl Scout will never receive delivery of these packages. The order will be placed and the Council will deliver to non-profit organizations who support our military women and men. You should collect money when a Virtual Cookie Share
order is placed. New This Year! Virtual Cookie Share can be ordered through the COCOdirect app. The
customer can order as few as one package or as many as they want and pay by credit card. There will be
a $1.25 processing fee for each transaction.
Traditional Cookie Share can happen either during or after the initial order taking period. The girls
decide which non-profit or “Hometown Hero” (police, fire, etc,) organization they want to support. The
troop is responsible for delivery of these packages to the organization or group. Money should be
collected when a Cookie Share order is placed.

girls to use a computer, laptop or tablet to set their goals, track how they are doing in reaching the goals
and send e-cards to their family and friends asking for support. Select the Girls site.

Choose your Girl Scout’s age level to find additional online resources and support to help her set goals
and increase her sales. By clicking on COCO, you will get to a login/register screen.
You will need to register your Girl Scout. All previous users may use their accounts from 2016. Moved to a
new troop? No prob-llama, you may create a whole new account which will be activated after January 5.
Girls should always work with an adult to set up their account.
Register and create a user name and password. All of the spaces marked with an asterisk * are required.
Don’t forget to choose Texas and Girl Scouts of San Jacinto Council. By choosing the right state and
Council, you are ensuring that your troop cookie manager can see your Girl Scout’s page. You are also
ensuring that any potential customers are paying the right price for cookies. All girls’ names in COCO must
match their GS membership registration. This is very important so that any cookie sold through
COCOdirect can be tied to the correct Girl Scout.

If your Girl Scout is under 13 years old, check
the box. At that time, an additional section will
open. You must read the Privacy Policy and
check the box that you have read it. You must
also provide an email address.
Once you receive the COCO Consent Notification email, you must reply within 48 hours. You
must provide a phone number or fax number and
a mailing address so that ABC can follow up if
necessary. This is to comply with the COPPA
laws. You can refuse the registration by clicking
the link in the email. All the girl’s information will
be removed. You can also do nothing, and by
doing so, ABC assumes that you approve of the
girl’s online account.

The troop number in COCO must be validated before the Girl
Scout can complete the registration process. Begin to type
your Girl Scout’s troop number in the Troop Number field. The
troop number field dynamically filters the available troop
numbers based on what you have entered so that the list will
be quickly focused the more numbers you enter. Select your
Girl Scout’s troop number. If the troop is not listed, make sure
that you are using a five or six digit number. For example: if
the troop number is 1, then search for 00001. If you still don’t
see your troop number, contact your troop leadership team to
verify there is a volunteer troop cookie manager for your troop
or send an email to [email protected]. If the troop is listed and
girl names are entered in Snap+, you can continue with the
registration process.
All levels will receive the same message once they have submitted their registration. You can now go
directly to the COCOmobile app on your smartphone or tablet.
Families with more than one Girl Scout
Families with two or more Girl Scouts will need to create a separate account in COCO. If both Girl Scouts
are under the age of 13, then a separate email address for each girl should be entered in COCO.
The girl/parent can download the COCOmobile app. They should log in using the first Girl Scout’s login and
password. When they are ready to change to the next Girl Scout, log out. Then, using the second Girl
Scout login and password, log in. Each girl should be able to take orders using both COCOmobile and
COCOdirect from one device.

Girls who participate in more than one troop or group
Girls who participate in more than one troop, such as a special interest group, may have two separate
accounts in COCO. Create an account for each troop or group. Use a separate login and password for
each account. The Girl Scout can then decide which troop or group to use for the ecard.
Girls can enter the number of packages they wants to sell under Package Goal. Be sure to click save and
update to save the goals. Some girls set a package goal based on the recognition level or cookie dough level they would like to earn.
Girls can see all the Girl Rewards on the insert in the order card or in COCO by clicking on My Council’s
Recognition Plan link.
Your Girl Scout’s progress can be updated by entering the number sold in the box under her goal. A handy
bar graph will begin to build to show progress and a custom message will appear next to her cookie guide!
By making a plan, girls can earn some online cookie bling! These
Scout is learning in the Cookie Program! Bravo!

Now let’s get down to some serious cookie selling. COCO is not only a place to have fun, but it is also a
place where she can market her Cookie Program and take cookie orders. Let’s see how!

Getting Started with E-Cards
Click on the Online Marketing
tab to access the e-cards.
There is even one in Spanish!
Under the My Contacts tab, more contacts
can be added by completing the required
fields. Contacts will be available from year
to year so your Girl Scout can build her
customer base. What can a girl do! Build
a business! And by contacting your friends
and family online she might have more
time to take her order card out in the public
to sell more cookies!
Send the E-Card
Choose an E-card under the Send an E-Card
tab. Then select the contact who will receive
the e-card from the list of contacts.
Be sure your Girl Scout customizes the
message. The customer’s information can
also be entered on this page.
The friend/family member receives an email
notification asking for an order. To ensure the safety of
your Girl Scout, ecards can’t be forwarded to people you
don’t know. The receiver must enter his/her email
address. If the email address matches the email address
the ecard was sent to, the receiver can proceed to placing
an order.

COCOdirect E-Card
The COCOdirect E-Card is the only e-card that allows the customer to shop online, pay by credit card and
have the cookies shipped direct. Make sure when this e-card is sent that it is to someone who is willing to
pay the shipping and handling to get their cookies. This e-card allows the customer to order 6 or 12 of one
variety. They can also choose an 8-pack sampler. Do you have a customer who wants the gluten free Trios. Send them this e-card!
View Orders
Back at COCO – Cookie Command,
click on the “View Orders” tab. This
allows you and your Girl Scout to view/
cancel any orders. She can also follow up on any “pending” orders as
needed. A “pending” order is one
where the customer has placed the
order but hasn’t yet confirmed using
the web link on the confirmation email
message. From this screen the order
card report can be run. You will want
to make sure this report gets to your
troop cookie manager so these packages of cookies can be ordered and
then delivered to your customers.

COCOmobile
Today’s girls are more mobile than ever. ABC has developed a new mobile app designed just for girls.
You can download the
COCOmobile app for either
Android or Apple products.
Be sure to find the free app.
Search for COCOmobile—
one word. Or use the links at
the bottom of the page on
COCO.
Girls can use their IOS or Android based device to set and track their goals, take and manage their cookie
orders; see a summary of their orders and items; and view nutritional product information.
COCOmobile also lets the girls track order payments and delivery status; emails order confirmations
automatically to their customers; view recognitions; identify level achieved and track sales needed to get
to the next level. And all of this information automatically syncs with their online COCO information. Girls
don’t need internet access to use COCOmobile while taking orders, but will need access to sync with
COCO.
You will need a valid COCO account. Information about creating an account is in
this guide (pg. 18). After downloading, Login to see the home screen.
The Home Screen shows the 3 types of orders:

Mobile (those taken using COCOmobile)
•
E-Cards (both sent via COCO and COCOmobile, including COCOdirect)
•
Other. (these can be edited and should include cookies sold via paper order
card and/or booth sales.)
You can also see the Total Sales. The “My Goals” section is editable by clicking the
pencil. Below that, is the % to goal. The girl rewards items can also be viewed.

Entering an order is easy. From the Home Screen,
click on the 3 bars in the upper left hand corner.
Cookie Share is the very first item that can be ordered.
This is only for Virtual Cookie Share.
Click on the person icon at the top right. Enter all the customer information, including the email address. When complete, click Continue. You can use the magnifying glass to
search for repeat customers. The customer will get an
email confirmation. Click on Confirm Order so that the order is placed.
A confirmation shows on the screen that the Girl Scout will
personally schedule delivery with the customer. The customer also receives an email with the same message. Remember, all cookies ordered through COCO e-card and
COCOmobile must be delivered and payment collected by
the girl.
The Girl Scout has two choices when Viewing Orders. She can see
any open orders (those that still need to be delivered and collected)
and All (all the orders that have been placed). Notice that the box
and the money are greyed out on this screen.
Once the Girl Scout has delivered and collected payment for the
cookies, she can then put a check mark in the money section and a
blue check mark in the Delivered Section.
By choosing Order Summary, she can see the total number of
orders, how much has been paid, what is still outstanding and what
is still waiting to be delivered.
We have literally put the Cookie Sale in the palm of girls’ hands.
By choosing the export button, she can export her cookie information
as a CSV file, save to her computer, email it to herself or even send
it to her troop cookie manager!

COCOdirect
In 2015 San Jacinto was the only Council to use COCOdirect.
Now almost all of the ABC councils are able to use this option.
COCOdirect allows a customer to order cookies via a smart
phone, pay by credit card and have those cookies shipped directly
to them or a recipient of their choice.
Cookies can only be ordered by 6 of one variety, 12 of one variety,
a sampler pack of each of the eight varieties.
The customer will need to provide their billing details. They may
be uncomfortable telling their credit card information, so they
should enter their own information. Once the order is submitted,
this information is no longer available on the mobile device.
Many of the customers will send these cookies somewhere else. They
simply select ship to a different address and fill in the information
accordingly. To ship to multiple addresses they must place multiple
orders.
The customer can even include a gift message. This is a great way for
businesses to thank their customers.
Be sure the Girl Scout’s email address is stored in the COCOdirect
section of the app. (It is not visible to the customer) She will receive
weekly reports of her sales.
