IDENTIFY RISK HAZARDS: 1. Injuries sustained during execution of drill movements using team equipment. 2. Injury while conducting basic drill. 3. Fatigue / exhaustion caused by pushing to hard or lack of sleep / proper nourishment. 4. Heat injuries due to drill being held outside. 2. ASSESS RISK HAZARDS FOR EACH OF THE ABOVE: 1. Drill With Equipment – Risk of Sprain, Thumb Injury, or Similar selfinflicted injury. 2. Drill With Equipment – Risk of injuries to others in close vicinity. 3. Basic Drill – Low Risk of Sprain or Similar Injury. 4. Fatigue / Exhaustion – Low Risk of Fainting during drill performance. 5. Fatigue – Low risk of fatigue. 6. Significant risk of Heat Injuries due to the high temperature. 3. IMPLEMENT CONTROLS: 1. Drill With Equipment – Ensure that Cold Packs, and First Aid Kits are available in the event of injury caused by drill equipment. 2. Injury While Conducting Color Guard – Ensure that Instructors, Chaperones, and Cadet Leaders monitor cadets participating in color guard for possible fainting, and ensure that cold packs, and first aid kits are available should it occur. 3. Passing Out – Cadet Leaders should remind all cadets not to lock knees, and immediately fall out should they feel light headed. 4. Fatigue / Exhaustion – Instructors and Cadet Leaders will ensure that cadets received meals during meal breaks to prevent fatigue or exhaustion. 5. Heat Injuries – Cadet Leaders should remind cadets that if they should ever feel light headed, to immediately fall out or call Training Time Out (TTO). Cadet Leaders and Instructors will ensure that a climate controlled or shaded, cooled area, which will be referred to as a “safe area” is established, for cadets who are experiencing from heat related injury. 4. MAKE RISK DECISIONS: 1. Decide if the benefit of the activity outweighs the risk associated with it. Instructors and Cadet Leaders ensure controls remain in effect. Close supervision will reduce incidents of horseplay and therefore reduce the potential of injury. 2. Instructors evaluate and verify controls are having desired effects. 3. Any individual who recognizes a potentially unsafe situation should call a safety / training time out and bring that situation to the attention of the Naval Science Officer, or Cadet in Charge 4. The NSI will reevaluate the weather and other safety concerns using this ORM and CNET Instruction 1533.9K Para 1206 (attached) to ensure the risk does not outweigh the benefit of the activity. 5.
