Gentlemen Ushers of the Privy Chamber 1660-1837
The gentlemen ushers of the privy chamber,
have Power of commanding all Officers under them in the Privy Lodgings, (the
Bed-Chamber excepted) and the Honour of leading the Queen in the Absence of
the Lord Chamberlain. They likewise attend in the Closet at the Chapel, where no
other Gentleman-Usher waits.
They were four in number, appointed by lord chamberlain=s warrant.1 Their remuneration
amounted to ,200 consisting of wages of ,150 and board wages of ,50. Early in the period,
they were also entitled to diet and lodging when in attendance, riding wages and fees of honor
which averaged about ,30 per annum under Anne.2 An extra gentleman usher was occasionally
appointed.

Grooms of the Privy Chamber 1660-1837
According to the Household Ordinances of Charles II, the grooms of the privy chamber were
responsible for manning the doors into the privy chamber. However, by 1720 they had largely
lost their attendance >but on extraordinary Occasions, as Coronations, &c. and on
Ambassadores=.1 They were appointed by lord chamberlain=s warrant. During the reign of
Charles II their number was six; during that of James II it was reduced to two; from 1689 it was
fixed at four.2 They received salaries of ,73 consisting of wages of ,20 and board wages of
,53.3 Early in the period, they were also entitled to diet and lodging when in attendance, candle
ends, livery worth ,40, riding wages and fees of honor which averaged about ,30-40 per annum
early in the eighteenth century.3
Under Charles II, assistant grooms, also known as >grooms of the privy chamber in ordinary
standing supernumerary= were appointed at ,20 per annum.4 Between 1731 and 1740 an extra
groom was occasionally appointed.

Gentlemen Ushers Daily Waiters 1660-1837
The four gentlemen ushers daily waiters attended in the presence chamber. They swore in
officials nominated by the lord chamberlain and received the orders of the lord or vice
chamberlain for the public rooms. Thus, >all under Officers above stairs are to obey them.=
The gentlemen ushers daily waiters were appointed by lord chamberlain=s warrant.1 The senior
gentleman usher customarily held the post of gentleman usher of the black rod, an officer of the
order of the garter. The two offices were held concurrently except in the case of Sir John Ayton
who resigned the office of black rod to the second usher, Sir Edward Carteret, in 1671 while
remaining senior usher until the following year.2 Until 1765 the senior usher and black rod was
chosen from amongst the existing ushers; thereafter he was selected from elsewhere. Each
gentleman usher received a salary of ,150 consisting of wages of ,20 and board wages of ,130.
Early in the period, they also received diet and lodging when in attendance, riding wages, fees
upon swearing in new officers worth about ,30 under George I, and fees of honour worth about
,30 per annum early in the eighteenth century.3 The gentleman usher, black rod received an
additional fee of ,44 6s 8d, a gold chain and medal worth ,60, and a robe worth ,29 as well as
other perquisites.4 An extra gentleman usher served 1715-16.
From 1662, except for the reign of James II, an assistant gentleman usher daily waiter served. He
was also appointed by lord chamberlain=s warrant and enjoyed a salary of ,66 13s 4d, and, early
in the period, riding wages and fees of honour worth ,30 under Anne.5

The gentlemen ushers quarter waiters (or, later in the period, quarterly waiters), who were eight
in number, waited in the presence chamber, giving directions to the servants of the public rooms
when the daily waiter was absent. They were appointed by lord chamberlain=s warrant.1 Their
remuneration amounted to ,50, consisting of wages of ,10 and board wages of ,40. In addition,
early in the period they were entitled to lodgings when in attendance, riding wages, and fees of
honour worth about ,30 under Anne.2 Extra gentlemen ushers were appointed in 1718 and 1719.

The sergeants at arms to the court generally waited in the presence chamber, carrying the maces
before the King when he processed to the chapel or the House of Lords. As this implies, they
assisted in providing security in the public rooms, and might be required to arrest or detain
malefactors. They were appointed by lord chamberlain=s warrant. As a general rule their
appointments were embodied in letters patent under the great seal. They included a corps of
sergeants attached to the court, designated in the lists below simply >sergeants at arms= and
individual sergeants serving particular officers.1 They all enjoyed the same basic remuneration.
This originally consisted of a salary of 12d a day and an allowance in lieu of diet of 15d a day.
In 1663 these sums were raised to 3s and 2s 6d respectively amounting to an annual total of ,100
7s 6d.2 This was paid at the Exchequer except in the cases of the lord chancellor=s sergeant who
was paid at the hanaper and the city sergeant who was paid from the revenues of London and
Middlesex. The sergeants at arms were provided with maces and collars and were also allowed
riding wages, fees of honour and fees on the commitment of prisoners.
Originally numbering 16, the court sergeants were reduced to eight in 1685.3 These offices were
granted for life until 1677 and during pleasure thereafter with the exception of Edmund
Williamson who was appointed for life in 1698.
The sergeant at arms attending the lord chancellor was appointed for life until 1713 and during
good behaviour thereafter. He was regarded as an officer of the House of Lords and from 1693
received an allowance of 10s a day for every day for which the House sat.4 In 1806 this was
replaced by an annual allowance of ,1,000.5
The office of sergeant at arms attending the speaker of the House of Commons was held for life
until 1693 and during good behaviour thereafter. The position was, however, complicated by the
interest which the House of Commons took in the identity of the individual whom they regarded
as their own officer. At the Restoration in 1660 four individuals, Michael Crake, Edward
Birkhead, Richard Bishop and William Bishop, were living and in possession of letters patent
from Charles I granting the office to them successively. Ignoring their interests, the House of its
own motion appointed James Norfolk to the post on 25 April 1660. By letters patent of 7 May
1661 the Crown suspended the previous grantees from the execution of the office and granted the
reversion to Norfolk who was formally admitted on 23 May following.6 Norfolk was suspended
by the House on 2 June 1675 and William Bishop was finally admitted pursuant to an order of
the lord chamberlain of 8 October.7 While Bishop formally occupied the office until June 1693
the duties were carried out by two court sergeants, John Topham and Richard Shoreditch
between 1678 and 1692.8
The sergeant at arms to the Treasury held office for life until 1684 and during pleasure
thereafter. The office was abolished in 1832.9
The office of sergeant at arms to the city of London was held on a life tenure until 1672 and
during pleasure thereafter. It was abolished in 1782.10

Cupbearers 1660-1782
The cupbearers, carvers and sewers were ancient offices whose duties were to serve the king on
bended knee when he dined in public. As the Sovereign gradually abandoned this practice
between 1685 and 1727, these positions became sinecures. The cupbearers were appointed by
lord chamberlain=s warrant. In 1660 they were five in number. On the death of Sir William
Fleetwood in 1674 they were reduced to four. Three cupbearers were appointed during the reign
of James II. From 1689 the number was fixed in principle at four.1 The offices were abolished
in 1782.2 The cupbearers each received wages of ,33 6s 8d plus riding wages.3

The pages of the presence waited in the presence chamber and looked after the fires and
performed other menial tasks upon the orders of the gentlemen ushers. They were appointed by
lord chamberlain=s warrant. Six pages were appointed in 1660-1 of whom two had been
retrenched by 1685.1 Thereafter the number remained fixed in principle at four until 1812 when
it was increased to six.2 The remuneration consisted of wages of ,2 and board wages of ,23
amounting to ,25 a year. Early in the period they were also allowed riding wages, livery worth
,1 and fees of honour which came to a little over ,4 under Anne.3 In 1821 the pages were
divided into two classes with four pages in each, the first class with salaries ranging from ,230
to ,260 and the second with salaries ranging from ,140 to ,170.4
An extra page was appointed in 1718.

Sewers of the Chamber 1660-1782
The sewers of the chamber attended in the guard chamber, performing menial tasks at the
direction of the gentlemen ushers. They were eight in number and were appointed by lord
chamberlain=s warrant.1 These offices were abolished in 1782.2 The remuneration amounted to
,38 15s 7d consisting of wages of ,11 8s 1d and board wages of ,27 7s 6d. Early in the period
they were also allowed fees of honour, worth about ,5 under Queen Anne.3 Extra sewers were
appointed in 1720 and 1723.

Clerks of the Cheque to the Messengers 1660-1837
The clerks of the cheque to the messengers were appointed by the lord chamberlain. Originally,
there were two such clerks of the cheque. One was eliminated on 14 Nov. 1782.1 Circa 1695
they were paid ,49 17s 6d per annum apiece plus fees for >chequeing=. After a scandal involving
messengers= bills was uncovered in 1699, this was raised to ,99 15s under Queen Anne.2

According to the Present State of the British Court:
These Messengers are chiefly under the direction of the Secretary of State, being
always ready to be sent with all manner of Dispatches Foreign and Domestick:
they are also employ=d with the Secretaries Warrants, to take up Persons for High
Treasons, or other Offences against the State, or which do not so properly fall
under the Cognizance of the common law; and are, perhaps, not proper to be
divulg=d in the ordinary Course of Justice. Such prisoners as they apprehend are
usually kept at their own Houses, for which they are allow=d by the Government
6s. 8d. Per Day. When they are dispatch=d Abroad, they have an Allowance for
their Journey, as stated, viz., to Paris 30l. to Holland 25l. to Edinburgh 30l. to
Ireland 30l. and so to other Places in proportion, part of which Money is advanc=d
to them for their Journey. They wait 20 at a time, Monthly, distributed as follows,
viz., four at Court, five at one Secretary=s Office, five at the other, and two at the
third Office for North Britain, three at the Council Office, and one on the Ld.
Chamberlain.1
The messengers of the chamber were appointed by the lord chamberlain. For most of the
period, they were forty in number with salaries of ,45 per annum. Early in the period they had
livery worth ,10 per annum and badges of office. By 1836, each messenger made ,34 18s plus
an allowance of ,260 per annum.2 Their number was reduced to 34 in 1782, nineteen in 1796,
eight in 1798 and seven assigned to the King=s service in 1799. In 1837 six were assigned to the
King, one to the lord chamberlain.3 Extra messengers were appointed from 1660 to 1700 and
again from 1722.
Separate messengers were appointed, especially early in the period, to attend individual
government officers. Unfortunately, information about rights of appointment and the
appointments themselves is often difficult to obtain. For example, it would appear that the
chancellor of the Exchequer had long been entitled to the services of two royal messengers.
Although sworn in pursuance of a lord chamberlain=s warrant it seems clear that the messengers
were in fact nominated by each succeeding chancellor and held office during his pleasure. The
arrangements seem to have broken down during the tenure of the younger Pitt. No appointments
have been traced for either of his periods in office. However, Petty appointed Charles Butts on 2
Oct. 1806. In 1836 the two messengers to the chancellor of the exchequer were transferred to
the Treasury establishment.4
