The Chicago Metropolitan Battered Women’s Network is a collaborative membership
organization dedicated to improving those impacted by domestic violence through
education, public policy and advocacy, and the connection of community members to
direct service providers.

The Network envisions an end to our society’s tolerance of domestic violence.
PHilOSOPHY
The Network believes in a woman’s right to self-determination in all aspects of her life, and
that living free from violence is a basic human right. We believe that violence against women
is a violation of these rights, and is rooted in a societal imbalance of power and control.
We use our collective voice to ensure that, in the face of this violence, every community
provides safe, confidential, and accessible services for those experiencing domestic
violence and their families. Our collaborative work to end violence against women is an
integral part of a broader social justice movement against discrimination and oppression.
H eRStORY
The Network was founded in 1980 by a small group of women from agencies that provided
services to domestic violence survivors. During the past three decades, The Network has
grown into a coalition of almost 100 providers, including organizations, individuals, and
representatives from government affiliates serving domestic violence victims throughout
Cook County. With its growth and solidification, The Network has become more proactive
in addressing the vast and varied needs of survivors of domestic violence, their children,
and their service providers, while struggling to abolish the injustices they encounter.

Dear Friends,
Thank you for your interest in the Chicago Metropolitan Battered Women’s Network (The Network)!
We are excited to share with you some of the highlights we experienced during our Fiscal Year
2011 (July 1, 2010-June 30, 2011). Over this year, we began implementing the first year of our threeyear strategic plan. One of the key components of this plan is to more purposefully integrate
the program areas of The Network so that we are providing more comprehensive service to
our members and are utilizing the rich information available to us.
Here is one example of how we have implemented this vision. As you will see in the Centralized
Training Institute (CTI) section of this report, we are proud to share that we received several
grants this year to conduct numerous trainings for Chicago-area law enforcement officers,
prosecutors, investigators, and court-based Victim Witness Specialists. As the CTI staff was developing
the curricula for these trainings, they utilized information gleaned from our Court Watch Project,
calls made to the State of Illinois Domestic Violence Help Line and from the Policy/Advocacy
committee focused on operations at Chicago’s Centralized Domestic Violence Court. We know
that the community response to domestic violence requires a coordinated and collaborative
effort. The Network is the place where we convene the necessary stakeholders and supply
critical information to create solutions that make a marked difference in the lives of survivors
of domestic violence.
The Network is committed to its continual growth, and we hope you can see this commitment
reflected in the pages to follow. We know that this growth is only possible because of current
and future supporters committed to our mission. We are ever grateful and truly moved by

combined expertise, we work hard to end the tolerance of domestic violence in our community.
The Network has successfully linked Cook County’s domestic violence service community for
over 30 years as our members make a unified commitment to improve the lives of battered
women and their children.
Member support and participation helps The Network maintain its commitment to its three main activities:
1) systems and public policy advocacy,
2) training and education, and
3) support and coordination of domestic violence service providers.
Whatever your interest or expertise in domestic violence, The Network would love your input
and support. Membership runs during our fiscal year, (July 1 - June 30). We invite you to
choose your level of participation. As a member, your time, energy, and money will help The
Network strengthen its united voice.

Network News, notices of Network and domestic violence community activities, discounts on

individual Member • Network individual members must be working with domestic violence survivors
or have an interest in the issue of domestic violence. Individual members must disclose their
professional affiliation when applying as an individual member. Individual members receive the
Network News and notices of Network and domestic violence community activities. Individual
members are invited to member only trainings and may vote to determine Network policy positions.
Affiliate Member • Affiliates of the Network are government agencies, for profit organizations,
other social service organizations, or individuals who want to participate in the Network. Affiliates
receive the monthly Network News and notices of the domestic violence community activities.
Attendance at membership meetings and participation in committees are not required but are
welcomed and encouraged. Affiliates are invited to member only trainings. Voting privileges
and member training discounts are not extended to affiliates.

PuBliC POliCY & AdvOCACY effORtS
• Representing Metropolitan Chicago domestic violence Services
The Network is the leading systemic advocacy voice, in addition to being the forum for information
exchange, within the Cook County domestic violence services community. The Network is committed
to keeping informed on what’s happening in the field of domestic violence service provision,
along with legal and social implications surrounding domestic violence, both locally and nationally.
Membership and Committee meetings provide the foundation of collaboration for our member
programs and allow Network leadership to disseminate information and gather comprehensive
feedback. In this way, we are uniquely positioned to stay abreast of, and respond to, survivor
needs and trends affecting domestic violence service delivery.
The Network represents the domestic violence services community in sponsorship and cosponsorship of community events around the issue of domestic violence. These efforts come in
a variety of forms: Helping to shape pending public policy, representing and uniting the domestic
violence services community when its advocacy voice must be heard, or educating the public
about the multi-layered dynamics of domestic violence. The Network’s advocacy efforts also
focus on ensuring that people fulfill their institutional roles as they interact with families working
to reclaim lives free from violence.
Fiscal Year 2011 was one in which major projects aimed at building capacity and strengthening
our member programs became the topic of increasing conversation. One such project that
made exciting progress is:
domestic violence (dv) Outcome Measures Project
The DV Outcome Measures Project is aimed at offering our member organizations opportunity
to provide additional and/or clearer program outcomes. Agency leadership spent the beginning
of the Fiscal Year conducting a feasibility study on this project.
• In a October 2010 meeting, co-hosted by the Allstate Foundation, Michael Reese Health Trust,
and The Network, the results of the study were released to Chicago-area foundation
representatives. From this meeting, Chicago Community Trust expressed their interest in
the project and assisted in developing the project model.
• The Network also secured the partnership of the Illinois Criminal Justice Information
Authority (ICJIA). ICJIA is the government funding body that currently collects the most
service data from domestic violence service providers across the State of Illinois. They
were an early supporter of this project by agreeing to be the data host for the
information collected throughout this project.

• In a survey given to our member programs at the close of Fiscal Year 2011, 42% answered
that they have increased their member participation due to The Network’s new advocacy structure.
Another 46% reported that they’d maintained the same level of participation from the previous
year. 84% of those answering identified the advocacy work completed over the Fiscal Year as
“productive.”
• The Network was thrilled to welcome Illinois
Lt. Governor Sheila Simon to our 2011 Women
of Influence Breakfast as the event’s keynote
speaker. Lt. Governor Simon has a rich history
of involvement with domestic violence services
and was a captivating speaker to our attendees.
The morning time event was a great chance
for The Network to further connect with Lt.
Governor Simon, as we look for ways to partner
with her and her office.
• The Network, with the Center on Halsted,
Chicago Alliance Against Sexual Exploitation
(CAASE), Chicago Foundation for Women
(CFW), and Rape Victim Advocates (RVA)
hosted a Chicago Mayoral Candidates’ Forum
on February 15, 2011. The event was supported
by CFW and was hosted by Chicago Kent Law
School. Four of the six candidates attended
and informed the 300 person crowd about
their thoughts relating to their prospective
post and the issue of violence toward
women, girls, and LGBTQQ people in our city.

• In December 2010, The Network’s Court
Watch Project Coordinator appeared on a
WCIU community affairs program 26 N. Halsted,
along with a representative from Network
member program CAWC to talk about domestic
violence and the services available to survivors.

• The Network’s Executive Director Dawn Dalton received a
prestigious invitation to attend the White House’s ceremony
in observation of Domestic Violence Awareness Month.
Ms. Dalton traveled to Washington D.C. to attend the gathering
in which both President Barack Obama and Vice-President Joe
Biden spoke regarding the importance of domestic violence
services. As the sole representative from the state of Illinois,
Ms. Dalton seized the opportunity to spread the word regarding
the great and innovative programmatic strides being made
in the Chicago-area.
• Partnered with member program The Center for Advancing
Domestic Peace (CADP), The Network held our first October
campaign corresponding with the Bank of America Chicago
Marathon. The campaign, entitled Everyone Has a Role in Ending
Domestic Violence, focused on the change that individuals can
exact by joining with the movement to overcome domestic
violence. CADP co-founder and Dominican University professor
Dr. Charlie Stoops cemented the campaign by running in
the Chicago Marathon on behalf of the two organization
and we partnered together to create signs, banners, and
T-shirts to raise awareness as our agencies cheered him
on from the race’s sidelines.
• The Network led a variety of our member agencies in marking
the beginning of Domestic Violence Awareness Month (October
2010) by arranging for our annual Kick-Off Rally held in
Chicago’s Thompson Center Court Yard. The Network and our
members collected vases of different shapes and sizes and
placed a single red rose in memory of each person killed by
domestic violence during calendar year 2009 and first half of
calendar year 2010. The Network welcomed Governor Pat
Quinn as our rally guest speaker who shared some poignant
words regarding the importance of domestic violence services
and his recognition of the immense need for funding for these
organizations. Network member organization, Center for
Advancing Domestic Peace, hosted a booth at the rally collecting
signatures from men in attendance and welcomed the
Governor as he signed the petition, joining other men
committed to ending domestic violence.

tHe COuRt wAtCH PROJeCt • Observe and Record
The mission of our unique Court Watch Project
is to monitor and evaluate Cook County's Domestic Violence Court. Our goal is to observe;
to collect information; and to present data that
will help promote accountability, transparency
and adherence with the Illinois Domestic Violence
Act (IDVA).
The Court Watch Project counts on community
volunteer “Court Watchers” who attend and
observe both civil and criminal domestic violence
court proceedings. Without The Court Watch
Project and the efforts of our dedicated volunteers, community oversight of our courts
would be nearly non-existent.
A student-created display to be used for volunteer
recruitment outlines the Court Watch Project.
In partnership with Loyola University's Center for Urban Research and Learning (CURL), the full
observations are entered into a database to be analyzed and compiled for presentation of an
annual Court Watch Report. This public report is the framework for effecting important changes
not only in the courts, but also in the community as a whole. The report includes recommendations
to promote accountability, transparency, adherence with the IDVA, and also recommendations
to streamline the process for individuals seeking relief under the Act.
During FY 2011, the Court Watch Project
• Released the inaugural Annual Court Watch Report which covered the findings from the
first complete year (July 2009 – June 2010) of observations (4,400 sessions in total) taken
by Court Watch community volunteers.
• Held a press conference to mark the release of the 2009-2010 Report
• Widely distributed the 2010 Report, sending copies to each of our individual members and
various contacts within our member organizations, department heads and staff within
each Court department (including Judges), each City Council Member and Cook County
Commissioner, amongst others.
• Developed solid relationships with several local colleges and universities including: Loyola
University Chicago, DePaul University Steans Center, Chicago School of Professional Psychology,
National Louis University, Roosevelt University, and Chicago Kent College of Law, which provided
everything from volunteer referrals and Project interns to assistance with the Project itself.
• Saw a 90% increase in community volunteers trained to observe for The Project, having
started the fiscal year with 75 trained “Court Watchers” and ending it with 142.

• Coordinated Public Policy & Advocacy efforts
The way in which Network policy efforts
are identified was restructured during
Fiscal Year 2011. For most of its recent
history, The Network had six policy
committees that addressed the varied
policy and advocacy needs of different
client populations. Due to the effect
of diminishing funds on our member
programs, direct line staff positions
have been cut, which decreased time
availability of program staff to participate
in Network committees.
In response to this, The Network developed an improved method to construct
our advocacy agenda. From Information
gather via member focus groups, a slate of policy / advocacy agenda items were introduced at
our Annual Membership Advocacy Meeting in May 2010. Following the member-driven discussion
at the meeting, an online vote was taken to identify the three policy & advocacy focus areas
for Fiscal Year 2011.
tHe legAl iSSueS COMMittee
During Fiscal Year 2011, the Legal Issues Committee focused on the development and implementation
of the new Domestic Violence Division of the Cook County Court. The Network was the conduit
of input from member programs for the new initiatives coming out of the newly formed
Domestic Violence Division. This was achieved via online surveys from members, facilitating
direct feedback to the Division via the Court Administrator’s attendance at monthly committee
meetings, and monthly meetings between The Network’s Executive Director and the Presiding
Judge of the Domestic Violence Division.
dOMeStiC viOlenCe SeRviCeS funding COMMittee
The DV Funding Committee set a Fiscal Year 2011 goal to convene funders in order to discuss
current realities and opportunities. This has occurred through The Network’s DV Outcome
Measures Project where local funders were hosted by The Allstate Foundation and the Michael
Reese Health Trust to gauge the interest in support for this project. Additionally, The Network’s
Executive Director was invited to represent the domestic violence service community at meetings
hosted by Chicago Foundation for Women (CFW) with the local funding community to discuss
the needs and realities of the domestic violence service community.

COMMunitY engAgeMent COMMittee
The Community Engagement Committee sought to
convene those that wanted to learn more about
community engagement, while providing education
about the engagement concepts and tools that
members can use to develop engagement strategies.
The committee helped members identify the
continuum of community engagement tactics and
provided a monthly newsletter that highlighted
the work that programs are doing in each of the
four stages and made this continuum clear and
accessible. Outreach was made to member organizations to learn of current activities and
capacities for community engagement. These
conversations informed a Resource List provided
to members, as well as a one-day training that
helped attendees understand the basic concepts
of Community Engagement.

CentRAlized tRAining inStitute
• Providing education and Raising Awareness
As the training and education program of The Network,
the Centralized Training Institute (CTI) plays a key
role in fulfilling our long-term mission and strategies.
The primary focus of trainings is to prepare participants
to effectively respond and deliver quality services to
victims of domestic violence and their children. The
Centralized Training Institute provides the latest
theory and practice in the field using adult-center
educational methodologies, within an anti-oppression
framework. CTI is an official certified training site for
domestic violence professional workers, and is considered
a model of Illinois 40-Hour Domestic Violence training
programs, by many.

Since its creation in 1997, CTI has deliberately addressed
diversity and equal-access issues. In addition, CTI has
offered the only open-enrollment trainings on domestic
violence in the Spanish-language in Illinois since
2003. CTI also produces the only Spanish-language
40-Hour manual in the state, which is consistently requested for reproduction throughout the nation. During FY 2011, the Centralized Training Institute:
• Coordinated a total of 33 trainings attended by a total of 1,115 participants.
• Recognized that the participant-base for 40-Hour Domestic Violence Trainings has expanded
well-beyond just our member programs and into other organizations that are identifying domestic
violence as it intersects with the services that they provide. The Network responded to this demand
by increasing the number of 40-hour trainings provided by 55% during Fiscal Year 2011.

Cti PReSentS enHAnCed legAl tRAiningS
• increasing Knowledge in Metro Chicago’s legal &
law enforcement Communities
The Network’s Centralized Training Institute had the good fortune to receive increased funding
from Federal dollars funneled through the Illinois Criminal Justice Information Authority (ICJIA).
Our Enhanced Legal Trainings were made possible through the American Recovery and Reinvestment
Act (ARRA) and funds designated through the Violence Against Women Act (VAWA). The granted
dollars helped The Network add additional and much needed staff positions to CTI, as job creation
is required by use of ARRA funds. In addition, ICJIA supported The Network in creating the
ability to provide web-based trainings as a part of our educational opportunities.
legAl uPdAte On dOMeStiC viOlenCe, SexuAl ASSAult, And StAlKing
In recent years, Illinois witnessed improvement to existing domestic violence, sexual assault and
stalking laws. The challenge in newly-created law lies in not only keeping up with the important
updates as they happen, but also in implementing them in ways most effective for victims.
The Network was pleased to participate in a series of Chicagoland trainings devoted to educating
prosecutors, members of law enforcement and court personnel/advocates. These trainings,
made possible in collaboration with the Illinois Coalition Against Domestic Violence, Illinois Family
Violence Coordinating Council, Illinois Attorney General’s Office, and Illinois Coalition Against
Sexual Assault, closely examined the changes to the Illinois Domestic Violence Act, civil no contact
orders, and stalking no contact orders. Participants learned best practices from our panel
of experts during this free-of-charge training.
Overall, The Network is proud to have trained 463 attorneys, prosecutors, advocates, and
members of law enforcement. This series of trainings proved so popular that ICJIA provided
extended funds (beyond the timeframe of the original grant) to continue to hold 5 additional
trainings in other suburban locations.
dOMeStiC viOlenCe: An AdvAnCed tRAining
fOR lAw enfORCeMent ReSPOndeRS
This training was CTI’s first curriculum designed specifically to meet the needs of first responders
from the law enforcement community and included the following objectives: Promote officer
and victim safety, increase the participants’ level of victim sensitivity, improve the participants
understanding of cultural diversity (particularly as it relates to domestic violence), and increase
the effectiveness of the investigation, intervention, report, and prosecution of crimes related
to domestic violence.

By the end of Fiscal Year 2011, The Network had conducted six Domestic Violence: An Advanced
Training for Law Enforcement First Responders trainings, and trained over 250 members of the
Cook County Sheriff’s Police Department. The success of these trainings can be measured by not
only the number of officers that were trained, but also in the feedback we received in the glowing
training evaluations and the positive changes found between the pre- and post-tests completed
by participants. Given the success of this training, we are planning to continue partnering with
the law enforcement community to design and provide trainings that will encourage a more
culturally sensitive and efficient response to domestic violence.
40-HOuR dOMeStiC viOlenCe tRAiningS fOR
tHe COOK COuntY StAte’S AttORneY’S OffiCe
The Network has worked to develop a partnership with Cook County State’s Attorney Anita Alvarez,
who just before taking office cited at a Network Candidate’s Forum, the need for prosecutors to
attend 40-hour Domestic Violence Training. During Fiscal Year 2011, we worked together to conduct
a series of trainings specifically designed for and provided to prosecutors and investigators
working in the domestic violence division. Because the office is responsible for prosecuting
all misdemeanor and felony domestic abuse cases, their interactions with victims are frequent.
The intensive 40-Hour Domestic Violence training was divided into two main sections: domestic
violence dynamics and specific legal practices. The domestic violence dynamics provided the
prosecutors and investigators with the foundation to more effectively work with survivors and
give a greater understanding of the barriers survivors face. The legal practices focused on their
roles as officers of the court and offered the tools necessary to successfully investigate and
try such cases. Between January 2011 and May 2011, The Network offered three sessions and
trained 90 Cook County prosecutors and investigators. Additionally, 41 Victim-Witness Specialists
of the Cook County State’s Attorney’s Office attended The Network’s regularly-scheduled Domestic
Violence 40-Hour Training (through August 2011).

The State of Illinois Domestic Violence Help Line continues to
be a critical part of The Network’s efforts to support victims
of domestic violence. The Help Line is a multi-lingual link to
community-based domestic violence services, has access
to more than 140 different languages, and is TTY available
for speech- and hearing- impaired callers. The Help Line’s
database includes all domestic violence services in the
state of Illinois, including the numerous counties that do
not have a domestic violence office. The Network provides
staff and training for the Help Line under a professional
services contract with the City of Chicago.

14 tH AnnuAl Benefit
• Chicago Chefs Spring into Action
On March 24, 2011, the Chicago Metropolitan Battered Women’s Network and a roomful of
our supporters took over the gorgeous historic ballroom at the Blackstone Renaissance Hotel
for our 14th Annual Benefit. Springboarding off of the success and immense popularity of the
event the year before, Chicago Chefs Spring Into Action was moved to a bigger location,
showcased more members of Chicago’s amazing culinary community, and welcomed
the most guests in the history of our Annual Benefit. Nearly 300 attendees enjoyed the
atmosphere of the room overlooking Grant Park, as they mingled amongst friends and
sampled the delicious tasting bites provided by each of our chefs. Our
many supporters had the opportunity to bid on one of the best silent
auction selections we’ve had. The evening’s presentation included
awards given to the Cynthia L. Bischof Memorial Foundation
(accepted by Foundation President Michael Bischof), the Cook County
Adult Probation Department (accepted by Acting Chief
Probation Officer Jesus Reyes), and Charlie Stoops, PhD.
