National Law on Food and Nutritional Security
(LOSAN)
Law 11.346, of 15/Sept/2006 (LOSAN):
– Establishes the National System for Food and Nutritional Security (SISAN)
in order to ensure the human rights to proper nourishment (DHAA) in
Brazil;
– Reaffirms that it is the State’s obligation to respect, protect, promote and
provide proper nourishment;
– Establishes the need to have proper monitoring tools and the enforcement
of human rights to proper nourishment (DHAA);
– Institutionalize the National Policy and the National Plan on Food and
Nutritional Security.
The National System for Food and Nutritional
Security (SISAN)
• The following institutions are part of SISAN (Article 11, Law
11.346/2006):
The National Conferences on Food and Nutritional Security (CNSAN);
The National Council on Food and Nutritional Security (CONSEA) –
regulated by Decree 6.272, of 23/Nov/2007;
The Interministerial Forum on Food and Nutritional Security (CAISAN) –
regulated by Decree 6.273, of 23/Nov/2007 and by Public Act
(Portaria)/MDS 88, of 12/March/2008;
The Food and Nutritional Security organizations and institutions from the
Federal Union, States, the Federal District and the Municipalities;
For profit and not for profit private institutions that wishes to join the
criteria, principles and guidelines of SISAN.
Tender MDS/SESAN - Call for Proposals no. 01/2008
•
Promotes the establishment and development of SISAN, supporting projects in
order to consolidate the State System for Food and Nutritional Security;
•
Uses government contracts between MDS (contracting party) and the State
Government and the Federal District (contractor), with the fundamental
participation of the State Councils for Food and Nutritional Security
(stakeholders representatives);
•
Built between the National Council (Federal CONSEA) and the Presidents of the
State Councils (State CONSEAs) - as foreseen on Article 2, 1st Paragraph ,
Decree 6.272/2008;
•
Main focus is the organization of the legal framework for Food and Nutritional
Security by using the National System as a model.
