State Authorization for Distance Courses – Katie Hubbart, SDBOR
State authorization for distance education programs can be a complex issue, and many
institutions still struggle to comply with state authorization. This session will describe state
authorization requirements, the State Authorization Reciprocity Agreement (SARA), as well as
new regulations for distance education that are on the horizon.

Academic Calendars, Modules and Title IV – Joe Massman
This session will review the primary types of academic calendars and explore how academic
calendars impact the administration of the Title IV programs, with emphasis on modules,
summer sessions, and intersessions.
Fraud Awareness – Neil Sanchez, Office of Inspector General
The Office of Inspector General (OIG) at the U.S. Department of Education (ED) conducts audits,
investigations, and inspections of educational programs and operations. The OIG has criminal
investigators nationwide who conduct investigations of fraudulent schemes targeting ED funds
and/or programs. This presentation will provide each participant information regarding ED/OIG
investigations of individuals and organizations that have defrauded the Title IV programs
through various schemes.

DACAC. It will also be an opportunity to ask questions and discuss the future of the event.

Hello and welcome to our 2017 SDASFAA Spring Conference. My name is Becky Pribyl
and I am the Assistant Director of Financial Aid at Northern State University. It is my
honor to serve as your 2017 SDASFAA President.
The Conference Committee has put together a full agenda this year with a wide
variety of topics. I’d like to thank the committee for their exceptional work. A
conference comprised of educational sessions and engaging presenters gives us all
renewed energy to return to our offices and continue our day-to-day work.
While you are here, please take some time to meet new people, share ideas, ask
questions, catch up with old friends, learn a thing or two, and enjoy your time
mingling with colleagues. SDASFAA is a supportive and enduring organization because of our dedicated
members. Thank you for all that you do to make this association successful.
If you have any questions or suggestions regarding SDASFAA, please feel free to contact any member of our
Executive Council. We look forward to hearing from you and working with you. Have a great conference and

Speaker Information
Tresse Evenson Upon graduation from Augustana University with degrees in Professional Accountancy and
Computer Information Systems, Tresse was a programmer/analyst for Accounts Receivable at Citibank, SD.
Before beginning work at Augustana, she received an endorsement to teach Business Education from Wayne
State College. Tresse was the Associate Director of Admission for five years before coming to the dark side :)
She has been working in the Financial Aid Office for four years. Tresse’s husband, Joe, is the Program Services
Director for Make a Wish South Dakota. They have three children: twins Jade and Brynn, who are in
Kindergarten, and an almost two year old, Jordy.
Cheryl Glazier has been with SDSU financial aid since 2004. She completed her Bachelor’s and Master’s
degrees while working in financial aid. Cheryl is a South Dakota girl but lived in Oklahoma from 1981 to 2004
and still kind of misses it! Her kids are grown and she has one fur-baby left at home - an 11 year old Chow
Chow – so it is pretty quiet at Cheryl’s place now. She is a fairly new grandma to a little ginger boy who she
lives to spoil when she gets the chance.
Carolyn Halgerson began her financial aid career straight out of high school, and has worked
at public two-year and four-year, as well as private two-year and four-year, institutions.
Carolyn even spent some time on the 'dark-side' as a lender in the old FFELP days. She is
currently director at SDSU and has the BEST staff ever! They allow her to concentrate on
giving-back to our industry, which is her number one goal at this point. Carolyn is married and
has two grown children and two grandchildren (ask her for pictures anytime!). Her free time
is spent camping and riding motorcycle, and reading.
Katie Hubbart serves as the Academic Affairs Specialist and SD-SARA Coordinator for the South Dakota Board
of Regents in Pierre, and has been in the SDBOR office for four years. Prior to her time with SDBOR, Katie
worked in Washington, D.C., as an assistant at a lobbying firm and as a staffer on Capitol Hill for thenCongresswoman Stephanie Herseth Sandlin. She graduated from the University of South Dakota with a B.S.
degree in political science.
Vicki Kucera began her financial career in 1981 as an administrative assistant in the financial
aid office at Central Community College-Hastings Campus, where she is now the CCC Area
Director of Financial Aid Services over their multiple campuses in South Central Nebraska. She
has served the RMASFAA Summer Institute as a faculty member for many years, and has also
been Faculty Dean and Summer Institute Chair. She is currently the RMASFAA President. Vicki
has been married to her husband, Bob, for 40 years. They have two adult children and two
absolutely adorable grandsons, Grady and Keaton. Bob farms with their son, Phil, and their daughter, Erin,
teaches Biological Sciences at Northeast Community College in Nebraska.
Speaker Information
Joe Massman is a Training Officer with the U.S. Department of Education in Denver,
Colorado. Before beginning this role in 2013, Joe held various financial aid positions at
several colleges and universities (Montana State University Billings, the University of
Northern Colorado, Westwood College, and Red Rocks Community College), and then
went to work for the Department in 2010, initially as an Institutional Review Specialist. Joe
holds a Bachelor’s degree from Montana State University Billings, and he holds a Master’s
degree from the University of Northern Colorado. When he’s not talking about financial
aid, music is also an important part of Joe’s life, and he performs in operas, choirs, and other professional
musical engagements as time and opportunity allow. Joe also plays piano, watches a bit too much “Star Trek,”
and ponders the important philosophical questions, such as “Is this the real life? Is this just fantasy?”
Kim Nida was fortunate enough to obtain a temporary position in the financial aid office after attending Black
Hills State University out of high school and receiving her Bachelor’s degree in biology with a math minor. And
the rest, as they say, is history! Kim fell in love with the work and enjoyed still being in the college
atmosphere. Kim has worked in financial aid for 20 years and can’t imagine doing anything else. Kim’s husband
is a BH alum; he teaches and coaches in Spearfish. They have two daughters: Claire is in the 5 th grade and
Reese is in the 2nd grade. They enjoy all of the outdoor activities that the beautiful Black Hills region has to
offer.
Micah Hansen has been the Compliance Manager for financial aid at SDSU since November 2014. Prior to
coming to SDSU he worked at Kilian Community College and Globe University. Micah has worked in many
different fields, but finds financial aid to be one of the best challenges. In his spare time he enjoys gardening
and cooking.
Jackie Payne serves as the Director of Development at Augustana University working
with donors across the region to secure major and planned gifts. She also leads the
University's Parent Relations team. Prior to working at Augustana, she worked as a Sales
Executive at Midco and, from 2001-2010, served as Senior Account Executive and
Assistant V.P. for Wells Fargo Student Loans. Jackie has conducted several presentations
over the years on topics such as Customer Service, Leadership, Stress Management and
Communication Styles and was a previous member of SDASFAA for almost 10 years.
Jackie earned her B.A. at Concordia College in Moorhead, Minnesota, and resides in Sioux
Falls with her husband, Tory, and her four very active boys ages 13, 10, 7 and 1.
Speaker Information
Neil E. Sanchez, Special Agent in Charge, is a Supervisory Special Agent with the United
States Department of Education, Office of Inspector General. Mr. Sanchez is responsible for
establishing investigative priorities and strategies to address criminal and civil fraud activity
committed against programs funded and administered by the United States Department of
Education. Mr. Sanchez heads the Dallas, Kansas City and Nashville offices, which are
responsible for eleven states, including South Dakota. Prior to his current assignment, Mr.
Sanchez worked as a field agent for approximately eight years and as an Institutional Review Specialist with
Federal Student Aid for about seven.
Marlene Seeklander is the Director of Financial Aid at Lake Area Technical Institute. She has been with LATI
since July 2007. Marlene has a Masters of Education degree from South Dakota State University and a
Vachelor of Business Administration degree from Dakota State University. Prior to joining LATI, Marlene spent
10 years at Education Assistance Corporation in Aberdeen. Marlene is active in various SDASFAA and
RMASFAA Committees, as well as serving as Secretary of the SDASFAA Executive Board.
Paul D. Turman (Ph.D. University of Nebraska-Lincoln, 2000) is the System Vice President for
Academic Affairs with the South Dakota Board of Regents which is responsible for the
governance of South Dakota’s six public universities. In his position, Dr. Turman coordinates
academic and research related initiatives and policies for the South Dakota Regental
system. These responsibilities include oversight of new program development, system
general education, workforce development, state level competitive research grants, Research
Centers, expanding economic development opportunities, as well as the ongoing
management of four areas within the Board of Regents system office: 1) Institutional
Research, South Dakota Digital Library, Research and Economic Development and Scholarship Program
Coordination. Before joining the South Dakota Board of Regents staff, Dr. Turman taught as an associate
professor at the University of Northern Iowa (UNI), and was recognized for outstanding teaching and service at
the institutional and national level. Throughout his academic career he has published 34 peer reviewed
research articles at the national and regional level, as well as co-authored four books.
