Champion high level initiatives aimed at changing the delivery of human services with the goal of better client outcomes and stronger communities. Manage preparation of budget; oversee operating and capital expenditures. Ensure that data and continuous improvement drive the departments work and achieves results. Advise County Administration, elected officials, and area directors on policies, programs, best practices, and issues/resolutions. Partner with other government jurisdictions, commissions, and professional and private organizations on human services and county initiatives. Direct the operations planning and implementation of programs; monitor program performance and implement needed improvements. Monitor managerial performance; select area directors or make recommendations on such selections. Steer legislative strategies to ensure the best possible outcomes for Hennepin County residents; influence and advise the state and federal government on human services policy. Lead human services in aligning their work with the core values of the county. Best Qualified Candidates will have: One of the following: Master's degree in behavioral or social science, business administration, nursing, public administration, public health, or related field and five or more years of management or administrative experience in a large organization. Bachelor's degree in one of the above fields and seven or more years of management or administrative experience in a large organization. An approved equivalent combination of education and experience. Management experience with proven success as a senior manager or executive in a sizeable, complex organization. Experience managing an operating budget over $1 million. A broad base of experience in the human services or public health field that includes direct client service and an understanding of protective and crisis services. Knowledge of: The customer/community's service needs and resources. Performance measures and databased decisionmaking. Applicable federal, state, and local statutes. Public relations. Current developments in the applicable professional and leadership areas. Strategic thinking skills with a broad systems perspective and the ability to translate strategy into action. Ability to build and maintain excellent relationships with governing boards, local, state, and federal policy makers, intergovernmental agencies, and community leaders.
