TYPICAL JOB DUTIES Staff Development: Assist in the preparation and implementation of sport official and supervisor training programs Provide on-site supervision and constructive feedback on regular basis, as scheduled, for intramural supervisors and officials Assist in the evaluation of all intramural staff Oversee implementation of the officials mentor program (new officials paired with veterans officials) Assist with preparation of staff newsletter and implementation of staff awards/recognition program Program Development: Serve as a member of UVM Campus Recreation - Rec Council Participate in the participant disciplinary process (e.g., ejection meetings, staff disciplinary meetings, etc) Responsible for the enforcement of all departmental policies Assist Assistant Director and/or Coordinator in administrative tasks, including, but not limited to, league management and program planning and evaluation REPORTING LINE: Work under supervision of the Assistant Director of Intramural Sports and Coordinator of Intramural Sports. QUALIFICATIONS: Experience as an intramural sports supervisor for a minimum of one (1) semester and officiating experience of at least one semester and in a minimum of two (ice sports position) or three (other position) sports with the IMS program. TIME COMMITMENT: Intramural Sports Head Supervisors are expected to be available to work a minimum of 8-10 hours per week, including weekends and 2-4 administrative hours per week (includes weekly meeting). JOB KNOWLEDGE/SKILLS REQUIRED CPR, AED & First Aid certified Thorough knowledge of the Intramural Sports Handbook Thorough knowledge of the sport being supervised Ability to effectively handle participants, spectators, and officials EVALUATIONS: Head supervisors will be formally evaluated once per semester. 3 4 Supervisor Handbook 2010/2011 JOB TITLE: Intramural Sport Supervisor POSITION PURPOSE: Supervise intramural team sports while overseeing and managing a safe and pleasant atmosphere for intramural sports participants. Perform other duties as assigned by the Assistant Director and/or Coordinator of Intramural Sports and/or other Campus Recreation professional staff members. TYPICAL JOB DUTIES Provide pre-game assistance for the set up of intramural sports: Bring equipment to facility (when necessary). Set up equipment for activities. Issue equipment to participants. Help scorekeepers when necessary. Examine facility for safety hazards. Notify intramural officials of field/court assignments. Act as a resource and provide customer service to participants. Sign in officials on the timesheet Check ID‟s and sign in teams Provide a quality environment for participants: Observe intramural contests in an attempt to anticipate and rectify problems. Oversee the intramural contest and ensure participation takes place in a safe manner. Help train, evaluate and provide support to the intramural officials. Prevent any potential problems involving spectators or players. Complete any and all forms that are necessary during event(s). Assist in post-game duties: Complete any forms necessary. Record the results of the activities in the appropriate places. Assist in securing facility at the conclusion of the intramural activity. Store any equipment at the conclusion of activities. Breakdown equipment at facility site. Sign officials out on timesheet. REPORTING LINE: Work under supervision of the Assistant Director of Intramural Sports and Coordinator of Intramural Sports. QUALIFICATIONS: Experience as an Intramural Sports Official for a minimum of one season in at least two sports, one of those sports preferably being basketball, ice hockey, or flag football. Importance of the Intramural Supervisor Responsibility - The safety of participants, spectators, and co-workers Service – Provide the UVM community with a positive enriching program “Front Lines” – Ensuring that the program runs efficiently and effectively Communication – Providing participants with accurate Campus Recreation policies and procedures Benefits of being an Intramural Sports Supervisor Flexible hours Employment reference – Résumé builder Valuable experience – Supervising your peers Training Money Leadership Role Graduate School opportunities Increased social opportunities GENERAL RESPONSIBILITIES Supervisor Responsibilities Administer emergency action plan for medical and safety related issues Enforce the policies, procedures, and rules that govern the Intramural Sports Program Manage daily activities of participants and officials during assigned shifts in accordance with the policies and procedures Upholding professionalism while demonstrating a high level of integrity and honesty Train, teach, coach and evaluate officials‟ performance Monitor participant and fan behavior and intervene, when necessary, to prevent crisis situations. Address and handle participant complaints and protests in a timely, effective, and customer serviceoriented service! Detect possible detriments to playing conditions to include weather, field conditions, facility conditions, and/or unsafe equipment. Control and be accountable for all intramural sports equipment. Compile scores, sportsmanship ratings and complete required reports at close of shift. Expectations of an Intramural Sports Supervisor Ensure that all activities are conducted in a safe and appropriate manner. Perform your duties to the best of your ability giving 100% all the time. Hard work will make up for shortfalls and mistakes. Be on time and prepared to begin working at the scheduled time. Dress properly- a supervisor‟s uniform is necessary so that you are visible for participants, patrons and other staff members. You will need to be ready to officiate at all times in case there is an official that doesn‟t show up. Support your fellow staff members‟ efforts and be willing to assist them when appropriate. Appreciate the importance of officiating and have empathy for our student officials. 5 6 Supervisor Handbook 2010/2011 Conduct yourself in a professional manner while representing the Intramural Sports Program acting as an “ambassador” and role model. Pay attention, be cooperative, and participate in all meetings and training clinics attended. Know, understand, and study the rules, policies, procedures Build a good working relationship with fellow supervisors, officials and other Campus Recreation employees. Try your best to have FUN while you work…it rubs off, and shows up in your job performance evaluation. What Should Your Expectations be of Other Student Staff and of Full Time Staff? That you should be shown respect at all times. That you will have all of the necessary support, including supplies and assistance, to perform the duties asked of you. That your opinions and suggestions will be listened to and taken seriously. That you will be paid at appropriate times if you follow all payroll procedures. That you will be made aware of every extra opportunity for experience, jobs, and money that may arise. Be honest, but do not criticize other supervisors or officials; instead bring your comments to me. Your Role as a Campus Recreation Staff Member You are very important! You are the primary contact with participants/patrons in the Campus Recreation Intramural Sport Program…. and to them you ARE Campus Recreation. This means: You must be knowledgeable about all facets of the Intramurals Sports program, or know where to get information. (Website is a great place to tell them to look) Showing a positive, enthusiastic, helpful, and caring attitude when dealing with all participants/patrons as well as with co-workers will promote a good working environment. When you participate in an intramural sport or any Campus Rec event, you are still considered a staff member. Your behavior must reflect your status as a staff member. In many cases, you will be working as a „team‟ member, meaning that you work affects other people. This means that your reliability and punctuality are vital to our success! Your ideas and contributions to the program are very valuable. Please pass on any comments and suggestions to the Assistant Director. Work Standards These standards are provided to guide your work. They are the minimum expectations for your position. Failure to comply with these standards is a serious infringement of your work contract with Campus Recreation and the Intramural Sports Program. Attend all training staff sessions Attend all weekly or biweekly staff meetings Arrive to work on time Wear staff shirts at all times while working (shirts must be tucked in) with appropriate pants/shorts Assist and cooperate with other Campus Recreation employees Come to work prepared to officiate Do not play or workout while on duty Do not use cell phone while on duty (i.e., texting or calling) Do not read or study while on duty Assist and supervise facility/area set up according to guidelines that govern the sport or activity. 6 7 Supervisor Handbook 2010/2011 Maintain the safety of the area and participants while on duty Be certified in CPR and First Aid Administer emergency first aid as necessary Settle protests, arguments, problems, etc., as much as possible on-site Be responsible for issued equipment, keys, paperwork, etc. Be knowledgeable of the rules of play of each sport you are supervising Be knowledgeable of the proper officiating mechanics of each sport you are supervising Supervise and assist officials and staff assistants in their daily work schedule Coach, train and evaluate the officials each time you work Accurately sign in officials and scorekeepers on the daily report honestly, and accurately Be prepared to assist with officials‟ training and managers‟ meetings Return all work-related equipment to its proper place in an orderly fashion and in the proper condition at the end of each shift Properly complete all paperwork related to the daily work schedule Effectively communicate any problems or irregular situations with the Assistant Director Follow the established substitution policy Be courteous and helpful to all participants, officials, staff, and spectators Be a model participant when playing Intramural Sports Enforce all Campus Recreation and Intramural Sports Program policies and procedures strictly, but fairly DO NOT OFFER OR ACCEPT TO HOLD A PARTICIPANT’S BELONGINGS WHILE THE INDIVIDUAL PARTICIPATES!!! WE DON’T WANT TO BE HELD RESPONSIBLE FOR THEM IF SOMETHING WERE TO HAPPEN. INTRAMURAL SPORTS SUPERVISOR EMPLOYMENT GUIDELINES Hiring Policy Individuals are employed on a yearly basis; however, continual assignment is based on performance evaluations and employment is not automatically renewed for the following semester and/or academic year. Termination of Employment A two-week notice is requested when an individual wishes to terminate employment as an intramural sports supervisor. Staff members will be required to work all scheduled shifts during the two-week period unless an approved replacement is found by the staff member. Officials can leave the game site if there is a forfeit on their field/court provided that there is ample coverage on the other field(s)/court(s). No officials will be paid while they are away from the game site. Scheduling Supervisors will enter their REPEATING WEEKLY availability into their profile on www.whentowork.com. It is the staff member‟s responsibility to keep this information up-to-date by making changes or notifying the Intramural Sports Coordinator when there are any changes to your availability. When to Work is used to complete each week‟s schedule, which is published (emailed to you directly from When to Work) on Tuesdays by 5pm for the upcoming Monday-Sunday. Each supervisor is responsible for checking and knowing one‟s schedule as well as for working the shift(s) assigned. If you do not inform the scheduler that your availability has changed or forget to request time off and you are scheduled, it is your responsibility to either work the shift or find another supervisor to cover your shift for you. See „Substitutions.‟ Missed Assignments and Tardiness Failing to report for or being tardy for a scheduled shift puts a lot of stress on several groups of people (i.e., officiating staff, other supervisors, professional staff members). If an employee anticipates their tardiness they should call and speak with the Coordinator (first) or Assistant Director (second) at least one hour before their scheduled shift begins (this does not negate the tardiness… unless there is a special circumstance). If you arrive after the start of your scheduled shift, you will be considered tardy. Substitutions In the event that you are unable to work a scheduled work assignment, it is your responsibility to find a substitute for your shift. Substitutes can be found by emailing or calling other supervisors as well as posting the shift on the Whentowork.com „Trade Board.‟ If you have tried to get someone to cover your shift on the trade board and via email/phone (contact information posted on whentowork.com) with no success, you are still responsible for covering the shift yourself. Posting your shift on the trade board does not constitute covering your shift. If there is an emergency, please contact the Coordinator (first) or Assistant Director (second) immediately. You should never not call and not show for a shift. Orders should be placed through the Intramural Sports Coordinator. 8 9 Supervisor Handbook 2010/2011 Supervisors are to wear closed-toe shoes and all clothing must be in good shape (no rips, holes, etc. in shirts or pants). Additionally, hats are permitted only if working outside and they must be a UVM or solid black hat. No jeans, hats, cut offs, dress clothes, sandals, or hard soled dress shoes are allowed. It is advised that these “official” pieces of clothing only be worn on duty. DO NOT WEAR STAFF CLOTHING TO THE BARS, ETC. Staff clothes are intended for the Intramural Sports Staff only; please do not give them to nonintramural staff persons. Replacement Fees for Provided Items: Whistles $7/Official T-shirts $20/ Polo $45 Officiating Responsibility as a Supervisor Supervisors should be prepared to officiate in emergency situations. Bring the proper attire if you are not wearing it. There are places to change if this situation occurs. In the situation that the supervisor must officiate, the individual will be paid as a supervisor as this is part of the job requirement. Training Clinics and Staff Meetings It is mandatory that all supervisors (unless cleared by the Assistant Director) attend all meetings and training sessions. It is your responsibility to make arrangements to attend. Supervisors will also be actively involved in the training of the officiating staff. Supervisors are expected to prepared and engaged in this staff development process. You will be paid for this training unless otherwise informed. All Staff Meetings Intramural Sports Supervisors are required to attend various meetings involved in the organization and administration of the Intramural Sports Program. Attendance at these meetings serves three purposes: To assist the Intramural Sports Program professional staff with the set-up and handling of information dissemination. To learn and become more aware of policies and procedures concerning officials, participants, and intramural sports in general. To become a visible part of the Intramural Sports Program staff. Intramural Sports Supervisors are paid to attend all the meetings listed below and should consider meetings as a part of professional development. Intramural Sports Supervisor Meetings The Intramural Supervisors and Intramural Sports Professional Staff meet once every week during the fall and spring semesters. These meetings are mandatory and are used to familiarize staff with program policies and specifics of the supervision of current activities. These times are also used to exchange ideas, discuss problems, and develop plans for the future. The time of the meeting will remain constant throughout the semester. The meeting time has been carefully selected to not conflict during class or work schedules. If a conflict occurs and the Intramural Sports Supervisor cannot attend one of these meetings, the individual must inform the Assistant Director of Intramural Sports of the conflict prior to the meeting, preferably at least one week in advance. Please adhere to this policy. In almost all cases, disciplinary action will take place when a supervisor fails to attend an Intramural Sports Supervisor Meeting. Managers’ Meetings Manager meetings are scheduled prior to the start of each major team sport. These meetings are usually held between 5:30-8:00pm in the Bostwick Room. They provide the opportunity for the Intramural Sports Staff to discuss policies, procedures, rule changes, and scheduling regarding that specific sport with each team manager. Periodically the Head Supervisors and/or Supervisors will be scheduled to assist in administering a managers‟ meeting. 9 10 Supervisor Handbook 2010/2011 Officials’ Training Officials clinics are held in each of the major team sports of flag football, soccer, basketball, volleyball, kickball, dodgeball, hockey and broomball to organize and to instruct the prospective officials of their duties and responsibilities. There are usually two or three meetings followed by a clinic. The Intramural Sports Supervisors responsibilities are to: Attend the meetings and clinics (This is mandatory) Assist with equipment set-up Carry training materials to the site Handle information and rules dissemination Provide organizational assistance Provide instructional assistance as assigned Assist with payroll paperwork Take down and return the equipment to the office. Intramural Sports Supervisors are asked to wear their staff shirts at all officials meetings and clinics to further identify themselves with the program and with officials. BASIC SHIFT RESPONSIBILITIES Reporting for Work Supervisors are required to report to the intramural sports office, with proper attire, no later than the scheduled start time. This is approximately 30 minutes before games are scheduled to begin. Officiating staff reports 15-20 minutes prior to game time, therefore you must be at your work site and ready for the officiating staff prior to their arrival. Location and time of reporting for officials depends on the sport. Upon reporting for work you will be responsible for obtaining keys, clipboard, radio, backpack, unlocking facilities, turning on lights, obtaining equipment, and having bleachers moved if necessary. Pre-Game Responsibilities The following is a list of pre-game duties that all supervisors are required to perform before the start of the intramural sport contests they are to supervise. Sign-in officials on timesheet Equipment set up Check condition of facility (see „Risk Management‟ below) Brief officials on game assignments and points of emphasis Call or add officials for those who do not report Help score keepers with team registration, if necessary (i.e., 5-on-5 basketball) Check participant IDs Risk Management Participant safety is extremely important. Make sure that the field/court is always in good condition and free of hazards. These include but are not limited to: Pot holes Bicycles on or to close to the field of play Book bags/gym bags on or to close to the court or field of play Spectators sitting on or to close to the court or field of play Animals – (should not be on athletic complex property any way) Cones or field markers Ball racks/carts on or to close to the court or field of play 10 11 Supervisor Handbook 2010/2011 Other equipment not needed In-Game Responsibilities The following is a list of in-game duties that are required of all supervisors while on duty. Actively supervise Find replacements for missing officials Officiate when no subs are available. No game should be played without the proper amount of officials. Be proactive rather than reactive in all situations Post-Game Responsibilities The following is a list of post-game duties that all supervisors are required to perform at the conclusion of the intramural sport contests they are supervising. Collect, account for and store equipment Sign-out officials and staff assistants Secure facility Complete all necessary paperwork and return it to the Intramural Sports Program Office Checking Identification Proper identification is necessary to participate in any UVM Intramural program. If an individual does not have proper ID the individual cannot play unless they complete a „Forgotten ID Form.‟ If an individual refuses to complete this form the person is not allowed to participate. Supervisors must be strict and consistent when enforcing this policy. Ensure that the form is completed and legible. Once the participant has completed the form, complete the bottom portion of the form and give directly to the individual Late Arriving Participants and Participants not on the Team Roster If a participant arrives late it is the supervisor‟s job to check to make sure they have their UVM ID card and to check them off on the team roster as being present. If they are new to the roster make sure they sign the Roster/Waiver Form prior to participating. INTRAMURAL SPORTS POLICY & PROCEDURE ENFORCEMENT Forfeit Procedures Game time is forfeit time. Forfeits are unfortunately an inevitable part of the Intramural Sports Program; however, it is your responsibility, as supervisors, to give all teams and participants every opportunity to sign-in before game time. If necessary, your job responsibilities include tracking down teams or captains and giving them verbal time limits when possible. The minimum number of players required to avoid a forfeit will vary from activity to activity; however all supervisors should adhere to the strict enforcement of the “game time is forfeit time” policy. The minimum number of players must be on site and checked in at game time. If game time arrives and one team does not have the minimum number of players, the captain of the team prepared to play (i.e., check-in and ready to play) has two choices: 1) take the win by forfeit, or, 2) give the opposing team five (5) minutes after game time to show up. If the team shows during this five-minute period and the captain of the team that was ready to play decides to play the game, game time will be reduced by the number of minutes late the game begins. If the captain chooses to take the win by forfeit, the decision may not be changed. If the captain decides to play the game, the captain must accept the results of the game. This also applies to individual/dual activities. The team the forfeits the match will receive a Sportsmanship Rating of „3.5.‟ Teams have the option of using their court/field for a practice or a scrimmage game. Officials do not 11 12 Supervisor Handbook 2010/2011 officiate these “pick-up” games. If there is nothing else for the official to do they may clock out and participate in the games. If both teams fail to show up or fail to have an adequate number of players at the designated game time and place, a double forfeit will be recorded and the contest will not be rescheduled, regardless of who shows after game time. Managing the Staff during a Forfeit When a forfeit is declared, officials are still paid for the time they worked and should be reassigned to other fields/courts, to other facilities, or to other duties as needed. The only exception to this rule occurs when the forfeit involves the last game of the night and you cannot reassign them, they will not be paid, so send them home; however, there is an exception to this, if there is a supervisor on duty who is proficient in the sports, or the Head Supervisor or Coordinator is present, an officiating clinic should be administered with those officials if time and the situation allows. Incident Reports Any occurrence out of the ordinary should be documented by filling out an „Incident Report.‟ Some examples of incidents that should be documented are theft, assault, vandalism, fire alarm, an overly aggressive team manager, weather emergency, etc. If there is doubt on whether to fill out a report or not, fill it out. Protests & Protest Forms Protests are restricted to matters of rule interpretation or player eligibility. Protests concerning judgment calls by an official will not be recognized or reviewed. In the case of a rule interpretation, notification of a protest must be made to a game official at the time of the alleged infraction and prior to the next live ball. The official must hear the words, "I want to protest" from the team captain wishing to protest. At this point, the game will be halted and the supervisor will rule on the protest. If the team manager still disagrees with the Intramural Sports Supervisor a Protest Form (see Appendix) will be completed by the protesting team captain with the assistance of an Intramural Sports Supervisor. The contest will be completed and the protest will be reviewed the next business day to determine its validity. The team captain will have their Campus Recreation account charged $10.00 if the protest is not found valid. Games in which a “rule” protest is upheld will be replayed from the point of the rule infraction. The team will not be charged the $10.00. Note: All rule interpretation protests during the playoffs or tournament play will be resolved on the field/court by the Intramural Sports Supervisors on duty. All eligibility protests must be made prior to the end of the contest. The team captain must complete a „Protest Form‟ before leaving the game site. All "eligibility" protests that are upheld will result in a forfeit for the offending team. If a captain still does not agree with the decision made by the Assistant Director of Intramural Sports an appeal may be brought to the Associate Director of Campus Recreation-Programs for a final decision. Eligibility All undergraduate & graduate students currently enrolled in any department or college of the University, current faculty and benefit eligible staff members, medical students, and continuing education students are eligible to participate in all intramural sports programs and shall retain that status until they withdraw, graduate, or fail to comply with eligibility rules, guidelines and/or policies that govern the Intramural Sports Program. Campus Recreation will not assume responsibility, but reserves the right, to verify the eligibility of participants. The team managers and the participants in the program have the primary responsibility for monitoring player eligibility. 12 13 Supervisor Handbook 2010/2011 Jewelry Policy All jewelry must be removed before playing any Intramural Sport. Jewelry includes, but is not limited to, rings (finger(s), nose, tongue, eyebrow, ear, etc.), rope bands, ankle and wrist bracelets, and watches. If supervisors and/or officials see jewelry at any point before or during the game, the participant must remove it immediately. Jewelry that is not visible to the supervisor or official is assumed not to exist. If a participant does not want to remove the jewelry then they will not be allowed to participate in the activity. If a staff member has seen the jewelry, then taping is not an option and the jewelry must be removed. We do not provide tape for jewelry. If a player arrives on site with ear taped, we will assume that NO jewelry exists. Medical alert tags are allowed if they present no hazard to other players. This policy MUST be enforced. It is risk management and is very important to the overall safety of all participants. Game Cancellation In case of inclement weather, supervisors are responsible for making the decision to continue play or not. When in doubt contact the Assistant Director or Coordinator. Common sense judgments should be based on the safety of the participants. Lightning poses a threat to anyone caught outside while a strike possibility exists, therefore, whenever lightning is detected during a Campus Recreation sponsored activity (i.e., intramural sport, etc.), shelter should be sought immediately. In the event that you do cancel games, the supervisor is responsible for: Calling all managers that are scheduled to play that day. If you do not speak to the team manager, you must call the assistant manager. When cancelling games, supervisors must inform the team manager that they will be contacted by the Assistant Director about the status of their game. Every effort will be made to reschedule games; however there is no guarantee that games will be rescheduled (typically due to time of season or facility availability. Once you have cleared the field and notified all of the team managers, return to the intramural sports office and update the weather cancellation hotline. Instructions are posted by the phone on how to update the weather cancellation hotline. SPORTSMANSHIP SYSTEM AND TEAM/PLAYER CONDUCT University of Vermont students are subject to the University Code of Conduct. Harassment (verbal or otherwise) including sexual, racial, ethnic or religious harassment that causes injury, distress, emotional, or physical discomfort is not tolerated. It is the responsibility of Campus Recreation and the Intramural Sports Program to vigorously enforce all sections of the code to ensure that participants feel welcome and enjoy the benefits of recreational activity. UVM Campus Recreation Alcohol Policy Participants and spectators are forbidden from alcohol consumption on University property. It is illegal to participate in intramural sports under the influence of drugs or alcohol. If you feel a participant or spectator is under the influence please retrieve a supervisor to handle the situation. The following is the Campus Recreation Alcohol Policy: The University of Vermont Campus Recreation Program is committed to providing the campus community with opportunities to recreate in a positive and safe environment. In accordance with UVM Alcohol Policy and to ensure the safety of all individuals, Campus Recreation prohibits patrons from attending or engaging in UVM Campus Recreation related and/or sponsored activities while under the influence and/or in possession of drugs and/or alcohol as evidenced through the diminished capacity of motor skills, smell of alcohol, language confirming or suggesting alcohol consumption, demonstration of belligerence, or any other behavior that is deemed harmful or unsafe by Campus Recreation Staff. Individuals suspected to be in violation of the UVM Alcohol Policy are subject to the following: Immediate removal from facility. Failure to comply and cooperate with Campus Recreation Staff will result in UVM Police Services being called. 13 14 Supervisor Handbook 2010/2011 Pending review and investigation of the incident by Campus Recreation Staff, offending individuals may be subject to temporary or permanent loss of campus recreation privileges. All policy violations will be reported to the Center for Student Ethics & Standards for Judicial Review. \ As the intramural sports supervisor you are responsible for enforcing this policy. If you suspect that a participant is under the influence you must speak with this individual and the team manager and inform them that you suspect that the player(s) is under the influence. If you suspect but are unsure based on the individual‟s behavior, the supervisor and the official should keep an eye on the player. If the suspected individual smells of alcohol or clearly presents a danger to themselves or others you must ask them to leave. If the individual will not leave the premises, you are required to call the police for assistance. Intramural Sports Policy on Unsportsmanlike Conduct Participants and spectators shall not commit acts of unsportsmanlike conduct. This includes, but is not limited to, arguments with staff, flagrant fouling, fighting, etc. before, during or after a contest. No player or team shall: Use foul or derogatory language, threaten, or verbally abuse any other participant or intramural sports employee before, during or after the game. Participate in a game for which he or she is ineligible. Argue or talk back to the Intramural Sports Staff. Only the manager should address an official and only if done in a courteous manner. Intentionally strike, push, trip or flagrantly foul another participant, spectator, or UVM Campus Recreation employee. Mistreat the facility, equipment or supplies of the University of Vermont and/or Campus Recreation. Team Managers The team manager is responsible for the actions of the team and their spectators. Additionally, the team manager is responsible for ensuring that the team is familiar with the rules of play and intramural policies and procedures contained in this handbook. Sportsmanship is a vital component for success in every intramural contest. Participants and spectators are expected to display good sportsmanship toward opponents and the Intramural Sports Staff at all times. Team managers are the only players who are allowed to speak to the intramural sports staff, particularly in instances when the team or player wishes to question a call, rule interpretation, eligibility, and other issues of a challenging nature. If a non-management player approaches an official or supervisor for any of the listed reasons, the intramural sports staff member should politely notify them that the team manager is the only player who may speak to the staff. You are encouraged to strongly enforce this policy. Spectator Policy Spectators are welcome at all games and activities; however, team managers are responsible for their spectators‟ behavior. Fans are expected to follow the sportsmanship guidelines explained in the Intramural Sports Guidelines. Team managers are responsible for educating their spectators on these guidelines. The supervisor is responsible for addressing any issues that may arise with the spectators as it is important for the officials to focus on the game and players rather than the spectators. Team Sportsmanship Rating At the conclusion of each game the officials shall meet with the supervisor and complete the scorecard and assign each team a sportsmanship rating. A sportsmanship rating must be assigned based on the criteria listed in the sportsmanship rating scale (see below) in an objective and fair manner. Sportsmanship is based on players‟ adherence to rules, the team manager‟s control of players, players‟ attitude and treatment of opponent, players‟ treatment of intramural sports staff, whether or not the team was dressed in the correct t-shirt color, and responsibility for removing trash and personal items from the playing and bench areas. 14 15 Supervisor Handbook 2010/2011 Unacceptable Sportsmanship Report If a team earns a sportsmanship rating of „3.0‟ or below, you must complete the „Unacceptable Sportsmanship Report.‟ Complete the form in its entirety as the professional staff needs as much information as possible to address the issue. Make every effort to notify the team manager of their low rating prior to their departure from the game site. Sportsmanship ratings will be based on the following sportsmanship scale: Rating* 5.0 4.5 4.0 3.5 3.0 2.5 2.0 1.5 1.0 0.5 0.0 Criteria/Description of Behavior Excellent conduct and sportsmanship: This is the baseline. A team that does not have any problems will receive a '5'. Players cooperate fully with the officials and other team members. The manager calmly converses with the officials about rule interpretations and calls. The manager also has full control of teammates and fans. All trash and personal items are picked up at the conclusion of team’s match. Very few complaints. No taunting or unsportsmanlike behavior exhibited towards the other team. Team members left some trash and personal items at the conclusion of match. Average conduct and sportsmanship: Team members verbally complain about some decisions made by the officials and/or show minor dissent. Team (and/or fans) complains more frequently and may get warned for unsportsmanlike behavior, but NO unsportsmanlike conduct penalties are assessed. Team members did not pick up trash or personal items at the conclusion of the match. Teams that forfeit a game are assigned a rating of ‘3.5.’ Below average conduct and sportsmanship: Team shows verbal dissent toward officials and/or opposing team which merits an unsportsmanlike penalty. Manager exhibits minor control over his/her teammates, spectators, but maintains self control. No more than two unsportsmanlike conduct penalties. No ejections. Manager tries to help the situation. Poor conduct and sportsmanship: Team member and/or spectators constantly comment to the officials and/or opposing team from the field and/or sidelines. Manager has some control over team. A team has no more than two unsportsmanlike penalties and/or will receive a’2.0’ if one player gets ejected from match. Single ejection or multiple unsportsmanlike conduct penalties. The team manager exhibits little or no control over teammates, fans, or himself/herself. Unacceptable conduct and sportsmanship: Manager has no self control or control over teammates. Manager gets penalized for unsportsmanlike behavior. Team is completely uncooperative. Any team which receives multiple ejections or has a match stopped due to sportsmanship will receive a '1' rating. Ejected players and team manager must meet with the Intramural Sports Assistant Director in order to participate in any future intramural matches/leagues. Multiple ejections. Manager has NO control over team and/or is not willing to work with IM staff. Out of control conduct and sportsmanship: Fighting, shoving officials, shoving supervisors. Multiple ejections or behavior so poor that it merits comparison to a fight or to actual contact of an employee. If the match is discontinued due to teams’ poor behavior, a rating of '0' will be given. A team that receives a „0‟ rating must meet with the Intramural Sports Assistant Director the next day to discuss the team‟s intramural status. *Teams that do not arrive to the game with the appropriate colored t-shirts will be docked a half a point (.5) from their earned Sportsmanship Rating. Officials’ Role in Promoting Sportsmanship Part of the official‟s job is to actively promote sportsmanship throughout the game. This includes: making calls, assessing the appropriate penalties for player actions and behavior, and warn teams/managers accordingly during 15 16 Supervisor Handbook 2010/2011 the game. A team should not be surprised that they received a low sportsmanship rating. Officials cannot rely on the sportsmanship rating to penalize the team for poor behavior; they must penalize them within the context of the game and according to the sport specific rules. As the supervisor, it is your job to ensure that the officials are assigning an appropriate rating to the teams and to then make any of the necessary deductions to the score (e.g., wrong color tshirts, left trash, etc.). At the conclusion of each game the supervisor will rate each official on their control of the game as this will provide the professional staff with important information related to team discipline should there be a low rating. Advancing to Payoffs In order for a team to qualify for playoffs a team must: (1) Not forfeit 2 of their 3 regular season games and (2) finish with a minimum 4.0 average Sportsmanship Rating accumulated during regular season play. Sportsmanship during Playoffs Any team receiving a sportsmanship rating below at „4.0‟ during the playoffs will be eliminated from the playoffs, plus their team captain will be required to set up a meeting with the Assistant Director of Intramural Sports prior to their participation in any other intramural event. Teams and Organizations The Assistant Director of Intramural Sports can sanction teams and organizations. A team that is suspended or placed on probation results in each team member listed on the roster being suspended or placed on probation. The suspension or probation of an organization results in each member of that organization being suspended or placed on probation (in such cases, an organization roster will be obtained). Sanctions against an organization include all teams that play under that organization's name. Repeated violations by an organization may lead to organization sanctions. Ejected Players When a player is ejected, you must complete an „Ejection Form.‟ Every effort must be made to get the individual's full name, phone number, as well as all details surrounding the incident. Any player that has been ejected from a game for any reason will result in immediate suspension from ALL intramural sports participation indefinitely until the matter is resolved by meeting with the Assistant Director of Intramural Sports. The ejected participant AND the team manager must meet with the Intramural Sports Professional Staff. It is the responsibility of the ejected player to contact the Assistant Director of Intramural Sports (802-656-7706) to set up an appointment within 48 hours of the ejection. If no contact is made within the first 48 hours after the ejection, the manager will also become suspended from all intramural sports participation until the matter is resolved by meeting with the Assistant Director of Intramural Sports. Provide the ejected player, if possible, and/or the team manager with the ejection meeting reminder form. The Assistant Director of 16 17 Supervisor Handbook 2010/2011 Intramural Sports, when rendering any further penalties, will take this action into account. Rulings may include, but are not limited to, probation, game/league suspension, the assessment of forfeit fee charges, community/departmental service, and in severe cases, lifetime expulsion and/or review by the office of Student Judicial Affairs. Intramural Sport Policy on Multiple Ejections Any team that has two (2) players (the same player twice or two different players) ejected during one game or over the course of the regular season will immediately lose the game in which the second ejection occurred, will be removed from the schedule, and will be ineligible for playoffs. Accordingly, the team manager must also set up a meeting with the Assistant Director of Intramural Sports in order to ensure the team eligibility for further participation in the Intramural Sports Program. Supervisors as Participants Most supervisors play intramural sports as well as supervise. This is encouraged to gain knowledge of the game and to have fun; however, a supervisor who also participates has to remember staff members are always looked at as a representative of Campus Recreation and are expected to show sportsmanship at the utmost level. Any supervisor who violates any intramural sports policy or procedure stated in the Intramural Sports Guidelines, or this handbook, will have a meeting with the Assistant Director of Intramural Sports. A supervisor who is ejected from an intramural contest will be required to meet with the Assistant Director. Furthermore, any supervisor receiving an unsportsmanlike sanction during an intramural contest will be suspended pending appeal to the Assistant Director for Intramural Sports. A supervisor who is the team captain of an intramural team will be expected to have greater control over teammates than other team captains. Poor sportsmanship by the team will be reflected upon the supervisor. The policies in this section will be strictly enforced. SUPERVISING TIPS Participant Discipline Unfortunately, part of intramural sports is dealing with and disciplining participants. Players and spectators will display poor sportsmanship towards opponents, Supervisors, and most often, officials. The UVM Intramural program cannot and will not tolerate any individual who insists on disobeying policies, rules, or instructions. Supervisors have full authority of the facility and all individuals within the facility. That includes spectators, as well as the players. It is the decision of the supervisors on duty, in conjunction with the officials, to rectify any given situation. The following are a few tips on how to deal with disgruntled participants and spectators. 1. The officials will deal with the participants on the field, first and foremost. The fans are more easily handled by a supervisor. Abuse of the officials by spectators is not accepted behavior for intramural sports. Any individual who chooses to abuse the officials should be confronted and explained that his/her behavior will not be tolerated. If it continues, ask them leave the facility/complex. If they will not leave call the campus police and request their assistance. 2. If a participant is mad about something and it is obvious to you they clearly do not understand the rule, explain it to them. This, often times, is done effectively and efficiently. 3. If an individual asks a question politely, answer the person politely. If an individual screams a question at you, do not answer the person. Only calm, sensible questions should be addressed. A natural response to a sarcastic question is a sarcastic answer. That type of question does not deserve your attention. Do not drop to their level of behavior, but do not be condescending. 17 18 Supervisor Handbook 2010/2011 4. Never threaten any individual with expulsion or removal from the premises more than once. After a warning you should either ignore the person or remove them. 5. When giving a warning make sure you let the individuals know what you want from them. Normally, it is a simple request to calm down and keep their comments to themselves. Never give more than one warning to the same individual; that person as well as other participants will lose respect for you very quickly. 6. Remember it takes two people to argue. If after explaining your point, the individual persists in disagreeing with you, ignore, warn or eject him/her. 7. There are certain actions that require an ejection. These include any physical contact, any threat to harm you or an official and the use of certain words (profanities) directed at you or an official. It is determined by the supervisor whether to remove the individual from the facility or not. (When in doubt, have the individual removed.) 8. If after an ejection a participant persists in abusive behavior, remove the individual from the premises. If the individual still refuses to leave, give the person 60 seconds or the game will be forfeited. In extreme cases the police may by called. 9. If the individual you are having trouble with is not the team captain, go to the team manager for assistance. Normally the manager will assist you if their only other option is a forfeit. 10. It is of utmost importance to handle all discipline problems with a cool head, making sure not to become emotionally involved. It is equally important to forget about the incident once it has passed and concentrate on your duties. Conflict Resolution: Dealing with Irate or Ejected Participants As most of you know, intramural sports can be stressful and emotional. Although we promote playing for leisure and fun, this is not always the case. Sometimes you will encounter an irate or loud and bothersome participant. Conflict stems usually from ignorance, error, win/lose types of competition, hostility, or the need for tension release. It is important in these situations that you remain clam at all costs and not to add to the problem by losing your temper or patience. This is a difficult thing to do, but you must give it your best attempt. Please follow these guidelines when dealing with participants: 1. Treat the participant with respect. 2. Listen to what the participant has to say. Try to understand the situation as best as possible before speaking. 3. Reiterate what you understand the problem to be. Check to make sure you both agree on what the problem is. 4. Keep the conversation brief and specific. 5. Try to resolve the problem if possible. If that is not possible immediately, let the participant know what you will check into it further or that they will need to discuss the matter with the Assistant Director of Intramural Sports. This is not to say that it is your duty to listen patiently to someone yelling and being verbally abusive toward you or an official. Ask them to speak calmly. You need to decide when the conversation is no longer productive and when they need to leave the facility. The point is not to aggravate the situation. Never give your full name or the names of the official(s) to a participant.
