What Is ICS?
wThe Incident Command System:
ƒ Is a standardized, on-scene, all-hazard incident
management concept.
ƒ Allows its users to adopt an integrated
organizational structure to match the
complexities and demands of single or multiple
incidents without being hindered by
jurisdictional boundaries.

wChain of command is an orderly line of authority
within the ranks of the incident management
organization.

Don’t confuse unity of command
with Unified Command!

Unified Command:
ƒ Enables all responsible agencies

of incident objectives and
strategies.
ƒ Allows Incident Commanders to
make joint decisions by
establishing a single command
structure.

Reliance on an Incident Action Plan
wEvery incident must have an Incident
Action Plan (IAP) that:
ƒ Specifies the incident objectives.
ƒ States the activities to be completed.
ƒ Covers a specified timeframe, called
an operational period.
ƒ May be oral or written—except
for hazardous materials incidents,
which require a written IAP.

Modular organization:
ƒ Develops in a top-down,
modular fashion.
ƒ Is based on the size and
complexity of the incident.
ƒ Is based on the hazard
environment created by the
incident.

that are necessary will be

wIn the ICS organization:
ƒ There is no correlation with the administrative
structure of any other agency or jurisdiction.
This organization’s uniqueness helps to avoid
confusion over different position titles and
organizational structures.
ƒ Someone who serves as a chief every day may
not hold that title when deployed
under an ICS structure.

wSpan of control:
ƒ Pertains to the number of individuals or
resources that one supervisor can manage
effectively during an incident.
ƒ Is key to effective and efficient incident
management.

Comprehensive Resource Management
wResource management includes processes for:
ƒ Categorizing resources.

wIt also includes processes for reimbursement for
resources, as appropriate.
Integrated Communications
wIncident communications are facilitated through:
ƒ The development and use of a common
communications plan.
ƒ The interoperability of communication
equipment, procedures, and systems.
Before an incident, it is critical to
develop an integrated voice and data
communications system (equipment,
systems, and protocols).

present and potential hazard zone but
close enough to the incident to

where available personnel and
equipment are kept while waiting for
tactical assignments. There may be
more than one Staging Area at an
incident.
ƒ Should be located close enough to the
incident for a timely response, but far
enough away to be out of the immediate
impact zone.
ƒ May be collocated with the ICP, Bases,
Camps, Helibases, or Helispots.

w Base:
ƒ Is the location from which primary
logistics and administrative
functions are coordinated and
administered. There is only one Base
per incident, and it is designated by
the incident name.

the Base are always out of service.

general incident area that are
equipped and staffed to provide
food, water, sleeping areas, and

location or number.

ƒ A Helibase is the location from which
helicopter-centered air operations are
conducted. Helibases are generally used
on a more long-term basis and include
such services as fueling and
maintenance.
ƒ Helispots are more temporary locations at
the incident, where helicopters can
safely land and take off.

be used.

when dispatched by an appropriate authority.
