ISSUE OF TENDERS/QUOTATIONS TO APPROVED CONSULTANTS
1.
Ref this HQ letter No 90137/D&C/2271/E2 Des-3 dt 09 Aug 2011.
It has been observed from the Performance Reports being fwd by various CEs Comd/Zones

that as on date more than 50% consultancy wks in MES are being done by the unenlisted
consultants. This is clearly defeating the whole purpose of enlistment of consultants by various HQs.
It is once again reiterated that the following procedure will be strictly adopted by all MES
3.
fmns, in case of issue of tenders/quotations for consultancy wks:Bids may be invited from the enlisted consultants in order to cut down the time reqd
(a)
for processing the bids.
Whenever bids from unenlisted consultants are invited, CE Zone will incl directions
(b)
in the NIT that the unenlisted bidders will have to get himself enlisted in appropriate Gp and
Cat as per SOP for enlistment of Consultants issued by E-in-C's Branch (posted on website
mes.gov.in) before submitting the bid or parallely with processing of the bid.
A BOO will be ordered by the Accepting Offr to verify that the consultants meeting

the PQC are also meeting the Enlistment QRs as specified in the SOP. Bd proceedings incl
verification of facilities will be completed and fwd to E-in-C's Br within two weeks of opening
of Tech Bid by Accepting Offr.
Accepting Offr will open the second cover (price bid) from unenlisted consultants only
(d)
after enlistment of the bidder by the Enlisting Authority.

This has got the approval of DGW.

1.Refer this HQ letter No 93348/Misc/Consult/526/Des-1 dt 26 Feb 2015.
2.The following discrepancies have been observed in the format for the QPR being
followed presently:(a)

The progressive performance of the consultants can't be assessed.
Reasons for negative remarks are not being spelt out clearly.
Basis of positive remarks for banned consultants, cannot be established.
3.In view of the above, a fresh format for the QPR to be submitted by various CEs is
encl as Appx to this letter.
4.It is requested that all CEs to follow the fresh format for forwarding the QPRs as
per the schedule specified in the letter ref in para 1 above.
